reauthorization, the annual federal appropriations process, and other key policy issues of
interest to state DOTs.

also discuss the AASHTO Employee Safety Community of Practice and development of
a strategic research process for the Committee, its subgroups, and its reporting
Committees—Human Resources, Internal and External Audit, Civil Rights, and
Knowledge Management.

Stop, Look, Listen: Engaging Communities to Put Equity into Action!

In this session, panelists will share the innovative tools, practices, and processes they
use to partner and engage with underserved communities to understand their unique
values, needs, and priorities. They will also discuss how they are applying this
knowledge early in the transportation planning process to inform decision-making,
particularly related to the equitable allocation of transportation resources. Additionally,
state DOTs will discuss how equity scorecards are being used in project selection and
how states can measure progress towards Justice 40 goals.

Governor Eric Holcomb will welcome attendees to Indiana and reinforce the

by way of program and project delivery and how Indiana’s successes could be an
example for others.

Ohhhhhh We’re (Almost) Halfway There: Telling the Story of IIJA’s Impact on
Communities

AASHTO’s Annual Meeting takes place two years after President Biden signed the
Infrastructure Investment and Jobs Act (IIJA) into law, ushering in an era of historic
investment in our nation’s transportation infrastructure. State DOTs across the country
have risen to the challenge, tackling projects that make people safer, allow for greater
mobility options through various transportation modes, and keep our economy moving.
While described as a “once in a lifetime” investment, there’s still more to be done to
improve quality of life and economic opportunity for our communities across the country.
This session will focus on progress made to advance and improve our transportation
systems at the near halfway point of IIJA, and what state DOTs are doing to successfully
communicate the benefits of those projects delivered through IIJA in order to show the
impact of the strong federal investment on our communities. Demonstrating the very real
impacts of these projects helps show why an investment like IIJA is a smart one and
shouldn’t be a “once in a lifetime” occurrence.
