Dear Sir,

Brief Introduction of Contract:

Pipeline Laying and associated Work for CGS Kolkata Spurline of Durgapur Haldia Section (Part C) under
JHBDPL project of GAIL (India) limited was awarded to M/s. Pratham EPC Projects Pvt Limited with an
estimated contract value of ₹ 24,92,66,328/- (Rupees Twenty four Crore Ninety two Lakh sixty six Thousand
three Hundred twenty eight only) Excluding GST, vide FOA
No:GAIL/NOIDA/C&P/PROJ/CGS-KOLKATA/SPURLINE/21-40/001 Dt: 06.04.2022 (refer Annexure- 1) with
completion schedule of 8 months for Mechanical Completion Plus 01 Months for Commissioning from the date
of FOA. i.e., CCD by 05.01.2023.

Brief Scope of Work:

Pipeline Laying and associated Work for CGS Kolkata Spurline of Durgapur Haldia Section (Part C) under
JHBDPL project of GAIL (India) limited covers approx. 19 km long 18” OD pipeline between IPS-8 Hansgara to
CGS Kolkata including CGS Receiving Terminal station works ,4 no’s scheduled HDD Crossings, supply and
installation of Air conditioners at SV-35/SV-36/SV-37/SV-38/IPs-08/SV-39/SV-40/SV-41/SV-42/SV-43/SV-44/
Haldia IOCL RT/ Haldia RT /RT CGS Kolkata.

Brief Description of Earlier Time Extension:

M/s. Pratham vide their letter no. GAIL/EIL/PEPC/DHPL/SL/L/29 dated 23.12.2022 (refer Annexure- 2)
requested to grant time extension up to 29.07.2023 citing various reasons for delay beyond their control
which were not attributable to them.

M/s. Pratham’s request along with justifications was reviewed/analyzed and Permission to work was granted
to M/s. Pratham up to 29.07.2023 for completing balance activities vide letter no.
EIR/B035/PEPC/EC-CS/L/1490 dated 24.01.2023(refer Annexure- 3).

Again M/s. Pratham could not complete their complete scope of work within the permission to work date, i.e.
29.07.2023 and submitted a request letter no. GAIL/EIL/PEPC/DHPL/SL/L/46 dated 05.07.2023 (refer
Annexure-4) for granting time extension up to 29.12.2023.

M/s. Pratham’s request along with justifications was reviewed/analyzed and Permission to work was granted
to M/s. Pratham up to 29.12.2023 for completing balance activities vide letter no.
EIR/B035/PEPC/EC-CS/L/1608 dated 21.07.2023(refer Annexure- 5).

Again M/s. Pratham could not complete their complete scope of work within the permission to work date, i.e.
29.12.2023 and submitted a request letter no. GAIL/EIL/PEPC/DHPL/SL/L/56 Rev.01 dated 12.12.2023 (refer
Annexure-6) for granting time extension up to 29.04.2024.

M/s. Pratham’s request along with justifications was reviewed/analyzed and Permission to work was granted
to M/s. Pratham up to 29.04.2024 for completing balance activities vide letter no
EIR/B035/PEPC/EC-CS/L/1716 dated 29.12.2024(refer Annexure- 7).

Present Status of Contract:

Work has been completed up to Idle Time preservation of entire pipeline as GAS is not available at IPS-08 .
Also, System Format-III raised by M/s Pratham with exceptions of some pending checklist points. The pending
points consisting of OFC Final testing from IPS-08 to CGS Kolkata, pending SS Tubing of Actuated valves at CGS
Kolkata and AC Installation at SV-36,SV-37,SV-38,SV-39 of which fronts are available as on date.

Further, due to non-availability of permission from owner, Tube well / bore well installation activity not
executed by M/s Pratham at RT CGS Kolkata. It is also to be noted that due to non-availability of front, AC
installation is pending at SV-39, SV40, SV-41, SV-42, SV-43, SV-44, RT-Haldia and IOCL RT Haldia.

Thus, total work under the scope of M/s. Pratham could not be completed due to various reasons as
mentioned above and submitted a request letter vide letter no. GAIL/EIL/PEPC/DHPL/SL/L/61, dated
26.04.2023 (refer Annexure-8) for granting time extension up to 10.06.2024.

As on Date, IPS-08 to CGS Kolkata pipeline laying activity has been completed and due to non availability of GAS at
IPS-08, entire line of 18”X21.637 KM filled with Nitrogen at 2 Bar pressure after completion of Vacuum Drying
activity. Due to this reason, Gas-in activity is pending which is not attributable to M/s Pratham.

Recommendations and Conclusion:

M/s. Pratham’s request along with justifications has been reviewed. M/s. Pratham has requested for time
extension up to 10.06.2024 to complete pending activities and balance punch points under their scope. The
detailed analysis shall be done after actual completion of work.

As work are still in progress like AC installation at SV-36, SV-37, SV-38, SV-39 and E&I works at RT CGS Kolkata,
restoring work, area grading work & fencing work inside CGS. So, to keep the contract alive for completion of
balance activities/work by the contractor, it is recommended to grant permission to work up to 10.06.2024
under the same terms and conditions of the contract and without any prejudice to owner’s right to levy PRS at a
later date.
