CLOTHING STANDARD GENERAL SPECIFICATION
1.0 Purpose :Provide guideline for the usage, handling and maintenance of PPE in TSL India to ensure
optimal level of protection from hazards like physical, mechanical , flammability, chemical, electrical,
biological ,hygiene, radioactivity etc. as a result of work place activities and processes.
2.0 Reference:
3.0 Definition :
Personal Protective Equipment: Personal protective equipment, commonly referred to as "PPE", is
equipment worn to minimize exposure to hazards that cause serious workplace injuries and illnesses.
These injuries and illnesses may result from contact with chemical, radiological, physical, electrical,
mechanical, or other workplace hazards. Personal protective equipment may include items such as gloves,
safety glasses and shoes, earplugs or muffs, hard hats, respirators, or coveralls, vests and full body suits
PPE Free Zone: Specific locations where use of PPE is not mandatory are called PPE Free Zones.

EN: European Norm : European Standards (ENs) are documents that have been ratified by one of the

three European Standardization Organizations (ESOs), CEN, CENELEC or ETSI; recognized as
competent in the area of voluntary technical standardization as for the EU Regulation 1025/2012.
IS: Indian Standards
The Bureau of Indian Standards (BIS) is the national Standards Body of India working under the aegis of
Ministry of Consumer Affairs, Food & Public Distribution, Government of India. It is established by the
Bureau of Indian Standards Act, 1986 which came into effect on 23 December 1986.
FRP: Fibre-reinforced plastic (also fibre-reinforced polymer) is a composite material made of a polymer
matrix reinforced with fibres. The fibres are usually glass, carbon, aramid, or basalt.
4.0 Applicability: This standard is applicable for all locations of TSL India.

b) Ensure that PPE fits and correctly used by employees.
c) Display of applicable PPEs list with indicative image at the entrance of each section of shop floor

e) Shall ensure that a system of feedback and reporting about quality of PPE has been established and
reviewed regularly in departmental safety committee.
f) PPEs issued are recorded in online issue system in Ensafe.
Contractors shall:
a) Provide and ensure that their employees use PPE which is specified by Tata Steel and certified by
IS/EN/ANSI standard. List of specified PPE is available with safety department. Requirement of PPE for
Head to Toe protection has been discussed in Section -8.
b) Ensure that PPE fits and correctly used by employees.
c) Ensure that all PPE shall be of good mechanical construction, sound material, adequate strength and safe
design for the work to be performed conforming to EN/ANSI/IS standards.

a) Use all applicable PPE for the protection from hazards and know the correct way of usage.
b) Give correct feedback about PPE related to hazard protection and comfort.

Manager PPE shall:
a) Map workplace for hazards and recommend appropriate PPE conforming to EN/IS/ANSI standards.
b) Technically evaluate each PPE and recommend vendor panel based on trial.
c) Escalate defects to vendors and ensure corrective action
d) Regularly visit store along with vendor to check quality of PPE.
6.0 Requirement: PPE shall be provided, used and maintained in a sanitary and reliable condition if there
is chance of injury or impairment in any part of the body through absorption, inhalation or physical contact
shall be identified.
Usage of PPE depends upon the vicinity of hazard as well as hazard associated with specific job or activity.
Guideline for the usage of PPE shall be done as per the guideline of PPE Zone described in Section 7.

6.1 Training: The line manager shall provide training to each employee who is required to use PPE, as per
the following:
• When PPE is necessary
• What PPE is necessary
• How to properly don, doff, adjust, and wear PPE
• The limitations of the PPE
• The proper care, maintenance, useful life and disposal of the PPE
Each affected employee shall demonstrate an understanding of the training and the
ability to use PPE properly, before being allowed to perform work requiring the use of
PPE. Circumstances where retraining of employee is required include (but are not limited to)
situations where:
• Changes in the workplace render previous training obsolete
• Changes in the types of PPE to be used render previous training obsolete
Critical PPEs shall be issued through online PPE issue system vide circular AO/2/0/16 attached in annexure
3. Employees shall maintain their PPEs to avoid premature damages/ wearing out.
7.0 Criteria & guideline of PPE Zone: PPE Zones are categorized in three groups. Criteria & guidelines

8.0 PPE Requirement for Head to Toe Protection: PPE requirement for head to toe protection is
described in the following subsection.

contact hazard, for example, when transferring chemicals from one container to another, when opening or
entering systems such as pipelines, reactors, filters, or storage tanks, or when connecting or disconnecting
cargo tanks.
When working with mixture of chemicals, the best material for some components of the mixture may be
totally inadequate for one or more of the remaining components. TECP (Totally Encapsulating chemically
protective suits), face shields, goggles, aprons, footwears shall be adopted as per application.
d) High visibility jacket complying to EN 20471 or equivalent should be used to make personnel more
visible to avoid collision from heavy vehicles and moving equipment Machines.

e) Before use they should be checked for punctures, tears or other defects and discard if found not OK.
Chemical-use gloves should be tested for leaks periodically by inflation with air and immersion in water.
Do not use this test for poly (vinyl alcohol) gloves as they are water soluble.
f ) Disposable gloves should not be reused. Contaminated gloves must be disposed in an appropriate manner
and should not be placed in the regular trash. Always store gloves in a clean, accessible area. Never store
contaminated gloves—dispose of them in the appropriate manner.
b) The personnel should wear Heat resistance boot if the surface temperature is more than 100 Degree
Celsius in their work place.
c) The personnel should wear PVC Gum boot if they have to perform their job in muck/mud or leg can dip
into above the ankle.
d) The personnel should wear electric flash proof over shoes of Salisbury make while working in HT
Substation/MCC.

8.8 Rejection of the PPE: The PPE should be inspected by an employee before use to ensure that it is in
reliable condition to perform the intended function at all the time otherwise it should be rejected. All PPE
should be discarded whenever it gets damaged.
Make sure loose clothing is not worn around moving machinery or open flame construction areas.
Loose clothing like Dhoti/Kurta/Paijama/Sari/Salwar-Suit is not allowed on shop floors or at
construction sites.
➢ Rings, bracelets, dangling pierced earrings, and long neck chains, shall not be worn near
machinery or where mechanical/electrical/construction work is being performed.
➢ Long hair can be a hazard around moving machinery. It can get caught in moving parts and pull
the employee into the hazardous area. Restrain long hair in a hair net or style it to ensure that it
will not get caught in the machinery.
➢ Near moving parts of machine/equipment high dexterity hand gloves shall be worn. Gloves can get
caught in the moving parts and pull the employee’s hands and arms into the machine if they do not
fit properly to hands.
➢ Loose winter clothing like muffler/ loose woollen jackets are not allowed at shop floors or
construction sites.
➢ High Visibility jacket shall be used in yards like shipping &despatch yard so that person moving
in the yard shall be visible to crane drivers , trailer ,truck drivers. It shall be used by the pedestrian
