COMMUNITIES SERVING EDWARDS AIR FORCE BASE

Developing a sense of community here starts before you arrive at Edwards AFB. We recognize the
efforts behind this transition and want to make sure you are satisfied with the detail of your move. To
obtain referral and relocation assistance, we encourage you to reach out for personalized services
provided by the Military Housing Office (MHO).

There are several communities surrounding Edwards AFB: Lancaster and Palmdale to the south and
California City, Mojave, North Edwards, and Boron to the north, Rosamond to the west and Tehachapi to
the northwest. Distances from main base vary from 20 to 45 miles.

Located northeast of Edwards along California State Highway 58, the community of Boron is the site of a
giant open pit mine from which the extracted element, borax, lends the town its name. The pit, the largest
in the Western Hemisphere, is owned and operated by the U.S. Borax and Chemical Corporation and,
along with Edwards Air Force Base, employs a great deal of the community. The town is also home of the
Col. Vernon P. Saxon Jr. Aerospace Museum. The town’s people tuck themselves into the preservation of
the rich history of both Boron and Edwards. Kern County provides the community’s branch library, fire
station and sheriff department. The U.S. Post Office is centrally located on Boron Avenue.

Begun as a private commercial development, the community was incorporated in 1965 and ranks as the
third largest incorporated city in terms of land area in California. Located northwest of the base along
Highway 58 and a northern jaunt on California City Boulevard, the small community offers all the
enhancements of the original developer’s grand vision: an 18-hole golf course and a central park,
offering swimming, boating, fishing, illuminated tennis courts, basketball and volleyball courts, picnic
facilities, barbecue pits, children’s playgrounds, desert tortoise reserve, and a marina facility.

A thriving, civic spirited community, Lancaster has enjoyed unprecedented growth and prosperity in the
last decade. During this time, Lancaster has grown to be the commercial and business center of the
Antelope Valley and promises to continue such growth. With proximity to the Los Angeles metropolitan
area and yet clean air and blue skies, the community is an affordable choice conveniently located to
much of Southern California’s attractions and aerospace industry employment. Lancaster has a council
manager/administer form of government. All public safety services, including police and fire, are provided
by the County of Los Angeles, while the sheriff’s department performs contract-based services, and the
fire department performs under a Fire Protection District approach.

Mojave sits at the junction of California State Highways 14 and 58, and to some is a gateway to such
popular spots as Mammoth and the Eastern Sierras, Las Vegas, Eastern Mojave Desert and to the Los
Angeles Basin. But Mojave itself is the location of several natural wonders and historical sites that
include mining ghost towns and more. Anyone driving through Mojave is certain to notice the Mojave
Airport. Known to many as the civilian flight test center and the launching spot of Space- Ship One, the
airport is unique in its locale and environmental conditions and is known both for its flight test activities
and for the maintenance and storage services provided to the airline industry.

North Edwards is an unincorporated bedroom community just north of Edwards along California State
Highway 58. School-age children go to school at Edwards. Housing is affordable, although shopping
convenience is limited.

Palmdale’s biggest industry, and employer, is aerospace. Thousands of residents are employed at Air
Force Plant 42 Production Flight Test Installation and Edwards Air Force Base. Plant 42 is a huge
complex including more than eight million square feet of covered space. Lockheed Martin Aeronautics
Co., Northrop Grumman and The Boeing Co. have billions of dollars in aerospace projects there.
Producers, manufacturers, wholesalers, government, and business services comprise 76 percent of the
city’s employment force. Natural resources also provide employment in the fields of sand, gravel, rock
and cement production. The film industry finds Palmdale’s high desert locations very attractive and
spends millions of dollars here annually. A community of 136,734 residents, Palmdale has a civic
foundation in the Larry Chimbole Cultural Center, Palmdale Playhouse and Poncitlan Square, a park
fashioned after one in Poncitlan, Mexico, Palmdale’s sister city.

Quartz Hill, a small, primarily residential, unincorporated community, is situated just four-and-a-half
square miles west of Lancaster and Palmdale. Residents enjoy the rustic qualities of the town with
horseback riding on many trails, fishing in the nearby California Aqueduct and a view of nature. The
community is known for its almond orchards and the annual almond festival parade.

Just a straight shot west of Edwards along Rosamond Boulevard, the small community of Rosamond is a
mecca for rock-hounds with its cradling and abundant hillside landscape of beautiful rocks—especially at
Gem Hill, located four miles north of the community. Kern County provides fire and police protection in
addition to supporting a community recreation building and three parks with a lighted baseball diamond.
Agriculture pertinent to the area includes alfalfa, sugar beets, potatoes, and onions. The community also
has a community/senior center. The community is the home of Willow Springs Raceway and the Exotic
Feline Breeding Compound.

For those seeking a fresh alternative, the City of Tehachapi, a community where the Central Valley meets
Southern California, is a charming, invigorating mountain setting that energizes and elevates the quality of
life. Located outside of Southern California’s congested, highly populated areas, and outside of the drier,
hotter deserts and valleys surrounding it, living in Tehachapi is like a breath of fresh air. Its higher
elevation and mountain locale epitomizes outdoor living at its best. People here, whether resident or
visitor, relish their time spent outside enjoying the scenic beauty and recreational opportunities that Living
Up has to offer. Award winning wineries are common in the area as well as famous apples, pears, and
cherries. Tehachapi offers an alternative to the Southern California attitude. ―It is like a little slice of the
Midwest in the middle of California. The area has been and continues to lead in renewable, alternative
energy sources. Tehachapi offers an alternative to the Los Angeles area with more affordable real estate
and distinguished schools.

Basic Allowance for Housing (BAH)

Military members assigned to Edwards AFB receive Basic Allowance for Housing (BAH). The purpose of
the BAH program is to provide housing allowances to service members based on median housing costs in
local civilian markets. The DoD determine the correct housing allowance to enable members to afford
suitable housing within a reasonable distance to their duty location. The allowance is set based on
geographic duty location, pay grade, and dependent status and is adjusted each year. For more

entitled to various allowances to ensure the transition to a new location is as smooth and stress free as

CRIME MAPPING FOR SURROUNDING AREAS OF
EDWARDS AFB
When looking for a new place to live, the Military Housing Office provides you with tools in making an informed
decision about your new residence; some of the most useful tools are crime mapping websites.

For any area you are looking at you can also access the state’s sex offender website,
https://www.meganslaw.ca.gov.

These crime mapping websites are menu-driven, allowing users to look at both general and specific crime data.
Data ranges of up to 6 months are searchable, as well as addresses with a variety of surrounding radius options.
Trend reports, summaries and detailed reports can be generated with just a few clicks of a button. Criminal
activity is denoted by type and represented by individualized icons which appear on screen in the mapped area
selected by the user. The associated statistics based on the user’s request can also be viewed in table or display
graph format. The email alert feature of the websites allows a user to receive email notification every time a crime
appears in a location he or she has specified.

and select go. Utilize the filters on the left hand side of the page for the best results. We recommend selecting a
custom time range covering six months for best results.

You can access the crime mapping website at http://www.communitycrimemap.com. Enter the address you
are interested in on the left hand side of the screen to begin your personalized research. Be sure to choose your
date ranges, buffer, and events for the most efficient usage of the site.

Off Base Housing: What to Expect

 Application Process – Online applications have become increasingly popular.

 Holding Deposit – Typically this is to “hold” the specific apartment or home that
you are applying for and will be applied as part of your security deposit once you
move in. Ask how your holding deposit will be used and under what conditions it
would be returned to you. This information should be found in your holding
deposit agreement or application. Ensure you obtain a receipt and a copy of any
holding deposit agreement that you sign. In most cases, if you do not move in, the
landlord can keep some or all of the holding deposit.

 Application Fee – Paid to process your application and obtain your credit
worthiness. The fee for this as it does vary by landlord. Application fees are
usually paid by applicants and required for each adult planning to resident in the
home, these fees are non-refundable, so ensure you are serious about the home
that you apply for.

 Income Information – Most landlords will request copies of your pay stubs for
30-60 days and also require that your employment be verified via third party. Be
sure to have this information in advance along with the contact information.
 Rental History – It is customary to require verification of your rental history.
Have the appropriate contact information readily available. If you lived in
privatized housing, the property management company would be your contact
for rental history. If you lived in the dorms, the Manager for Unaccompanied
Housing would be your contact.

 Security Deposit – You will have to pay a security deposit as well as first months’
rent before you move in. **Per CA SB644 that was enacted as of 1/1/2020, service members cannot
be charged over the equivalent of 1 month’s rent for an unfurnished unit as the security deposit. Landlords
also cannot refuse to rent based on this security deposit cap either.

 Be sure you have the opportunity to tour the apartment or home prior to signing
the lease. Items to consider: utilities will you be responsible for, pets, parking and
crime mapping (see included flyer).

 Lease – Review your lease prior to signing it and ensure all terms are correct.
Ensure the military clause is included (see included flyer). Do not sign if there are
any errors found. You can request that the incorrect information be corrected or a
lease amendment be provided at the time of lease signing. You may bring a copy
of the lease for us for assistance, if you do not understand it.

 Renter’s Insurance – See flyer included. Know your coverage requirements per
your lease and also to protect yourself financially.

 Utilities – See flyers included. Ensure these are turned on prior to moving in. You
may have to pay a deposit for certain utilities.

 Move in Inspection – See flyer included. Ensure that you document the condition
of the home when you move in and obtain a copy of this. This is your insurance
for any pre-existing conditions of the home so that you are not held responsible
for them.

 Work Orders – Ensure you know how to place a work order (online, paper or via
email). Always place your work order promptly and in writing whenever
possible, and keep a copy. Ensure you document on the work order if you are
granting permission to enter when you are away or if you prefer an appointment.

recommends renters insurance

JOINT BASE SAN ANTONIO-LACKLAND AFB, TEXAS --

Airmen and their families leasing or renting housing on or off the installation need to be aware of
the importance of renters insurance.

Unforeseen fires, floods, theft or accidents can occur in anyone’s residence and Airmen need to
understand the importance of protecting their families from financial hardship should such losses
occur.

The Air Force strongly encourages all service members, whether they rent off base or in
privatized housing, to purchase renters insurance to make sure valuable items can be replaced in
case of loss due to unforeseen circumstances. Property managers will not be responsible for
damages to personal property.

For service members living in privatized housing, DoD announced a policy change in December
2014 that removed the renters insurance portion of a service members Basic Allowance for
Housing, or BAH. As a result, the Air Force eliminated any rental insurance requirement from its
privatized housing agreements.

The policy change doesn’t negate current project obligations to provide renters insurance. It
does, however, allow housing Project Owners the flexibility to independently decide if they will
continue to provide renters insurance as part of a new or renewed lease. As a result, service
members signing a lease to live in privatized homes may no longer be covered by Project Owner-
provided renters insurance and should purchase renters insurance out of pocket, as their
colleagues who live off base currently do.

“AFCEC works with installation Housing Management Offices to ensure they provide
information on not only the policy change but an understanding that renter’s insurance provides
coverage for loss, damage, or destruction of property,” said Col. Michael Beach, AFCEC
Division Chief for Family Housing. “Living without renters insurance can have a substantial
impact on Airmen and their families, although Air Force does not require residents to carry
renters insurance on their personal belongings, it is strongly encouraged.”

Before purchasing renters insurance consider the following:

o Know what the policy covers.


o Most policies will cover the actual cash value or replacement cost of your personal
belongings.
o Know who the policy covers.
o Renters insurance typically covers spouses and immediate family members who live with
you. Some policies even cover dogs.
o Know how much coverage you need.
o A general policy may cover most of your belongings, but high-value items such as
jewelry, expensive sports or musical equipment, and collectibles may need additional
coverage based on appraisal amounts.
o Buy from an insurer licensed to do business in your state.
o If you are moving to a new location, verify with your insurer that your policy is valid at
your new duty station.
o Look for multi-line discounts. Purchasing renters insurance from a company you already
have a policy with can save you money. Start with your car insurance provider, for
example.
o Shop around and compare prices.
o Don’t get more coverage than you need and ask for military discount options.
o Ensure your policy meets any minimum coverage amounts your landlord or Project
Owner may require.

Ease landlord disputes with few easy steps

JOINT BASE LANGLEY-EUSTIS, Va. (AFNS) -- Most disputes between landlords and tenants are caused by one or
both of the parties' failure to meet its obligations related to the rental property.

There are several steps tenants can take to ensure tenancy is peaceful and dispute-free as possible. Service members and
their families should seek legal advice anytime they are concerned about a lease, or if a dispute arises during their
tenancy.

Best practices for Service member tenants

Before signing a lease, read it thoroughly and ask questions when needed. Never assume the landlord will allow tenants
to do things not in the lease, such as have a pet or paint the walls. Always seek legal advice if concerned or unsure of
what the lease provisions say. It is best to clarify any questions before signing the lease to avoid being locked in to
unfavorable terms or surprised when an issue arises.

When reading the lease, look for military clauses that conform to the service members' Civil Relief Act (SCRA). This
clause protects military members from possibly forfeiting their security deposit and owing future rent upon receipt of
Permanent Change of Station (PCS) or Temporary Duty (TDY) orders during tenancy.

When making changes to the lease, ask the landlord to revise the lease or create an addendum. When signing a lease, the
military member's name must be on the lease to obtain full protection under SCRA. Spouses should not be the sole
signatory on a lease. Also, when signing leases with non-military roommates, be aware that SCRA protections do not
apply to civilians. While the military member may receive orders and sever the lease, the civilian may not be able to do
the same.

During move-in, take photos of the property before bringing in furniture. Pay particular attention to existing damage
during walkthrough inspections, and be sure to retain copies of the inspection. Good photos will serve as a reference for
the tenant and the landlord should a dispute about the condition of the property arise in the future. Additionally, take
photos of personal property after moving in, and obtain renter's insurance. These photos will help renters with any
claims for damaged or stolen property covered by insurance.

Upon moving out, again take photos of the property and keep in records, as these photos could be useful when disputing
a deduction to security deposits for damages to the property. Ask for all move-out inspection documentation in writing
from the landlord, including an itemized list explaining deductions from the security deposit. Always provide a proper
forwarding address to receive the deposit.

Maintaining the property

A service member tenant can be a "good" tenant by adhering to a few basic principles to ensure that he or she is not the
cause of a maintenance dispute.

First, strive to maintain the property in the same condition it was upon moving in. Normal "wear-and-tear," such as the
discoloration of window blinds from sunlight, is expected during any tenancy -- therefore, by law, tenants are not
financially responsible for it.

However, damage to the property, such as holes in walls, is not considered normal "wear-and-tear," and tenants are
responsible for any damage to the property they cause. Naturally, accidents occasionally occur, and incidental damage is
inevitable. When this happens, many tenants are afraid or embarrassed to tell their landlord about the damage, and
simply let the landlord discover the damages during the walk-through inspection on the last day of the lease. Do not be
afraid contact the landlord about the damage before moving out. Most landlords will appreciate the honesty, and may
allow tenants to fix the damage or may simply fix it for free.

Second, some leases include landscaping as part of required maintenance. The key to being a "good" tenant is
maintaining the property in a way the landlord would want it to be maintained. Most landlords expect tenants to cut the
grass or trim shrubbery at least a few times a month. However, ask the landlord for clarification if unsure of their
expectations. It is always best to take photos of the property upon moving in, and ensure yard care requirements are
included in the lease document.

Finally, notify the landlord when something breaks as a result from normal daily use, such as a sink or toilet. Tenants
are normally not responsible for this type of maintenance, but could be responsible for further damage caused by failing
to notify the landlord of the issue in a timely fashion. Common examples include leaks in the ceiling or roof. If
something breaks in the property, notify the landlord quickly to give them the opportunity to fix it before the damage
gets worse. Notify the landlord of any damage well before moving out.

Landlord-tenant relationships can become strained by preventable events. Service member tenants can achieve a good
relationship with their landlord by respecting the landlord's rights, meeting his or her obligations under the lease, and
communicating with the landlord when he or she has questions or concerns. If a dispute does arise, the service member
should do his or her best to resolve it amicably. If no resolution seems possible, or if a tenant is unsure on what to do,
seek legal advice.

ANTELOPE VALLEY UTILITY INFORMATION – DEPOSITS

ELECTRICITY

SOUTHERN CALIFORNIA EDISON – A soft credit check will be conducted, based on this and other factors it
will be determined if a deposit is necessary. Deposits are required based on the area and type of dwelling you are
living in. This deposit is determined by the average electricity usage for that type of dwelling in your specific
area. The deposit is due 10 days after service is started, payment arrangements can be made if needed and the
deposit is refundable after 12 months of on time payments. If the occupant leaves before 1 year, the deposit can be
transferred or credited to the final bill. All-electric homes generate very high electric bills; therefore, the deposit
will be in the high range.

NATURAL GAS

SOUTHERN CALIFORNIA GAS/THE GAS COMPANY – A soft credit check will be conducted, to
determined customers identity. No deposits are required at this time.

PACIFIC GAS & ELECTRIC - Deposit varies, depending on each customer’s previous service record.

PROPANE

Usually, more than one company services each community so you may want to compare prices and
services available. Keep in mind that you may have to use the company that provided the existing tank.
Deposits normally are not required to start service. If you are renting, the property owner generally pays for the
tank lease, but you will want to check on this. Service is usually on a cash-on-delivery basis; although, as an
option, some companies allow customers to establish credit with an initial deposit. You will want to ask about
delivery schedules and make arrangements to pay if you cannot be home at the time of delivery.

NOTE: REMEMBER WHEN APPLYING FOR ANY UTILITY, YOU MAY QUALIFY FOR A LOW
INCOME DISCOUNT BUT “YOU MUST ASK”.

WATER COMPANIES

BORON – A $250 deposit and need rental agreement and drivers License.

DESERT LAKE- A $250 deposit and need rental agreement and drivers License.

CALIFORNIA CITY – If you are renting a home, you are required to pay a $71 deposit and a $50 service charge;
if you own the home only the service charge is required. The deposit is refundable to renters upon move out of the
home if there are no late charges to the account.

LANCASTER, QUARTZ HILL, PALMDALE - Serviced by Los Angeles County Water Works. No service fee or
no deposit is required if a credit report is pulled..

MOJAVE - A new account fee of $20 and a$100 deposit will be charged,

NORTH EDWARDS WATER DISTRICT, servicing the East and West areas of town – A deposit of $200
is required to start service that is refundable upon leaving the district with no late payments. A non-refundable
service fee of $30 is also required at start of service.

ROSAMOND – Customers need to bring SS number and drivers License to start an account. Payment methods
excepted are check, cash or money order. A $200 deposit is required which is refundable. A $30 administration
fee is due at the time of application,and is not refundable.

TEHACHAPI (CITY LIMITS) - No deposit is required for home owners. Renters are required to pay a deposit
which is refundable upon vacating the premises.

TELEPHONE SERVICE

Deposits for all three companies will depend upon numerous factors, including the new occupant's credit
history. Usually, no deposit is charged for first-time service or to those who have had service and paid the bills on
time.

VERIZON – Charges a one line hook-up charge.

AT&T – Charges a basic installation charge. Deposit is required only when service was interrupted for non-
payment.

NOTE: California law requires that landlords maintain all inside telephone wiring in rental units; therefore,
you may wish to waive monthly repair plans offered by the companies. It would be a good idea to discuss
this with the landlord.

UTILITY ASSISTANCE
When setting up service, you must ask for this program and obtain applications from each company. Companies
listed below offer this program:

aid. Since company policies and guidelines are subject to change, you will need to contact the individual
companies for more detailed information.

This list is a guide to help you identify all of the things that can affect habitability, based upon Civil Code
§1941.1 and Health and Safety Code §17920.3. Due to the variety of circumstances which can arise in a given
rental situation, all of the possible conditions can’t be listed, so you should use your own judgment to determine
whether a particular condition you are concerned with is like one of those listed here. Plainly stated, just
because it’s not on this list doesn’t mean it isn’t an uninhabitable one, particularly if it adversely affects living
