Crime Solved is when the offender/s is/are arrested and has been charged before the
prosecutor’s office

Crime Clearance Efficiency

Crime Cleared when at least one of the offender/s has been identified, there is
sufficient evidence to charge him, and he has been charged before the prosecutor’s
office or any other court of appropriate jurisdiction

Expressed in percentage as to the number of crime cleared out of the total number of

Types of Complex - 1. Complex Crime Proper – one where the offender has to commit an offense as
Crime means for the commission of another offense
 2. Compound Crime – one where a single act produces two or more grave or less
grave felonies

3. Special Complex Crime (Composite Crime/Single Indivisible Crime) – is one of two

or more crimes, but is specifically defined, treated and punished under RPC as a
single indivisible offense. This includes:

d. Robbery w/ Homicide
e. Robbery w/ Serious PI
f. Robbery w/ Rape

Expressed in percentage on the number cases solved out of the total number of crime
incidents that are recorded into the police blotter for a given period of time. The CSE
shall include only those cases handled by the police station

Solution Efficiency -

Date committed - Date, month and year when the crime incident was committed

When the offender performs all the acts of execution which would produce the felony
Frustrated Felony - as a consequence but which, nevertheless, do not produce it by reason or causes
independent to the will of the perpetrator
