ORGANIZING THE BARANGAY TOURISM AFFAIRS COMMITTEE

WHEREAS, under Section 2 of Republic Act 9593 or the Tourism Act of 2009, the State
declares tourism as an indispensable element of the national economy;

WHEREAS, pursuant to Section 16 of Republic Act No. 7160 of the Local Government
Code of 1991, every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as, and those which are essential to its general welfare;

WHEREAS, under Section 17 of Republic Act No. 7160, local government units shall
likewise exercise such other powers and discharge such other functions and responsibilities as
are necessary, appropriate, or incidental to efficient and effective provision of the basic services
and facilities;

WHEREAS, under the Manila City Ordinance No. 8976, enacted on August 1, 2023 and
approved by her honor, Mayor Maria Sheilah “Honey” H. Lacuna-Pangan, MD, FPDS and
signed on September 5, 2023. With the huge tourism potential, it is imperative to tap the
barangays to ensure its continued development and preservation that would ultimately rebound to
revenue generation, job creation and improved basic services to the community;

WHEREAS, the above Manila Ordinance No. 8976 mandates all barangays within the
territorial jurisdiction of the City of Manila to create their respective Tourism Committee with
the Barangay Tourism Focal Person;

WHEREAS, also from the above Manila City Ordinance No. 8976, Section 5, the
barangay’s may appropriate funds to effectively perform its duties and functions subject to the
availability of funds, and the usual budgeting, accounting and auditing rules and regulations. The
city government may likewise endeavor to support to the operations of the Barangay Tourism
Committee subject to existing rules and regulations;

NOW, THEREFORE, I ____________________, Punong Barangay of Barangay ____

form the Barangay Tourism Committee and the composition of the Committee as follows;

SECTION 1. DUTIES AND FUNCTIONS: The Barangay Tourism Committee shall have
the following functions and responsibilities:

1. Monitor and coordinate the implementation of tourism programs and projects at

Barangay _____
2. Will act as information gather machinery in barangay level;

3. Conduct dialogue with stakeholders on how contribute to the improvement of tourism

of barangay and the city.
4. Formulate plans and recommend such measures necessary for the improvement of
tourism in barangay and city level; and
5. Perform such other functions which may be designated to them by the DTCAM from
time to time.

SECTION 2. MONITORING AND EVALUATION: The city, through the DTCAM in

collaboration with the Liga ng mga Barangay, Manila Barangay Bureau, and or Department of
Interior and Local Government – City of Manila Field Office, as the case may be, shall Establish
a mechanism to monitor and evaluate to performance of.

SECTION 3. FUNDING: The barangay may have appropriate funds to effectively perform
its duties and functions subject to the availability of funds, and the usual budget accounting and
auditing rules and regulations. The city government may likewise, endeavor to provide support to
the operations of the Barangay Tourism committee subject to the existing rules and

SECTION 4. SEPARABILITY CLAUSE. In the event any part or provision hereof which
are not affected thereby shall remain valid in full force and effect.

SECTION 5. REPEALING CLAUSE. All previous ordinance and rules/regulations which

are inconsistent with the provisions of this Ordinance are hereby deemed modified or repealed
accordingly.

EFFECTIVITY: The executive order shall take effect this ____ day of _____, 2024.
