Project Title: Switching to Renewable Energy Sources for Electricity through the Green Energy

Option Program (GEOP) at Northwest Samar State University

Executive Summary:

The implementation of the Green Energy Option Program (GEOP) at Northwest Samar State University –
Main Campus aims to reduce the university's electricity costs while promoting sustainability and
environmental responsibility. By transitioning to renewable energy sources and participating in GEOP,
our university can achieve significant savings on electricity bills, contribute to the fight against climate
change, and inspire the campus community to embrace clean energy solutions. This proposal outlines the
steps to implement GEOP at Northwest Samar State University and highlights the benefits of this
initiative.

Introduction:

GEOP is a Renewable Energy (RE) policy mechanism which shall provide end-user the option to
choose RE resources as their source of energy. It is based from Section 9 Chapter III of RA 9513 (“An
Act Promoting the Development, Utilization and Commercialization of Renewable Energy Resources and
for Other Purposes”).

Northwest Samar State University recognizes the importance of sustainability and cost-effectiveness in its
operations. As electricity costs continue to rise, it is imperative for the university to explore innovative
solutions to reduce expenses while aligning with its commitment to environmental stewardship. The
Green Energy Option Program offers an opportunity to achieve these objectives by enabling the university
to source renewable energy at competitive rates.

Objectives:

1. To reduce the cost of electricity in Northwest Samar State University through participation in the
Green Energy Option Program.
2. To promote sustainability and environmental responsibility within the university community.
3. To inspire and engage students, faculty, staff, and stakeholders in supporting clean energy
initiatives.

Implementation Plan:

1. Assessment and Planning

2. Partnerships and Stakeholder Engagement
3. Technical Upgrades
4. Monitoring and Evaluation

Benefits:

 Cost Savings: Reduction in electricity expenses through competitive rates offered by renewable
energy providers under GEOP.
 Environmental Impact: Decreased carbon emissions and reliance on fossil fuels, contributing to
a cleaner and healthier environment.
 Social Benefits: Engage and empower the university community to take action on climate change
and sustainability, fostering a culture of environmental responsibility and stewardship.
Budget:

The budget for implementing the Green Energy Option Program at Northwest Samar State University will
include costs associated with:

Particulars Amount
Installation of Smart Meter
Php 55,000.00
(ERC Approved)
Conduct of Facility Testing
Php 70,000.00
(Current Transformer & Power Transformer)
Travel Expenses for Document Processing Php 85,000.00
TOTAL PROJECT COST: Php 130,000.00

Analysis: Theoretically, NwSSU could save an estimated amount of Php 2 million pesos on its
electricity bill if it were to participate in GEOP in the year 2023 alone.
Timeline:

The timeline for implementing GEOP at Northwest Samar State University will depend on various factors
including regulatory approvals, funding availability, and project complexity. A preliminary timeline will
be outlined in the full project proposal, with milestones and deadlines for each phase of the
implementation process.

Conclusion:

The implementation of the Green Energy Option Program at Northwest Samar State University presents
an opportunity to achieve cost savings, promote sustainability, and lead by example in the education
sector. By embracing renewable energy and reducing electricity costs, our university can create a greener,
more resilient campus community while inspiring positive change beyond our borders.
