1.1 Kuwait Oil Company (K.S.C.) hereinafter referred to as the “Company” is a State owned
company, which is responsible for extracting crude oil resources from Kuwait’s oil fields and for
the export of that crude oil through its marine terminals.
1.2 The company intends to carry out Rig inspections for the Development and Deep Drilling and
Workover Rigs of 550 HP, 750HP, 1500 HP, 2000 HP and 3000 HP. The rig inspections shall
include inspecting the Rig contractor’s drilling and workover rigs to ensure that the specifications
are as per the company’s contractual requirements and that the rigs are fully compliant as per
relevant industry standards and are in good operating condition.
1.3 The result of this shortlisting exercise will be the development of a list of qualified contractors
who may be invited to bid for an upcoming KOC's tender for the below mentioned Services.
1.4 The scope of the services/works (also referred to as the “Services)” of the respective tender is as
follows:
a. Inspection of Well Control Equipment (BOP, Choke & Kill Manifold, and BOP Control
Unit)
b. Complete Rig Mechanical and Electrical Inspection/ Audit/ including condition survey
conducted
c. Inspection of the Equipment Documentation and Certification to confirm its compliance to
Contract requirement
d. 24 Hours Equipment operating test/endurance test conducted as part of the Rig
Commissioning/ Inspection of Rigs
e. QHSE inspection at Rigs
1.5 Accordingly, the Company invites interested candidates to apply on this shortlisting exercise as
per the Instructions & Guidelines specified in this document.
1.6 All interested entities will be required to submit a detailed and comprehensive submission
(“the Submission”), for review by the Company. The Submission shall be prepared in
accordance with the guidelines and instructions set out in this shortlisting documents and
shall set forth in a clear and precise manner their competence and suitability for carrying
out the Services/Works.

1.6.1 Shortlisting of Applicants for future participation in the Company’s related tender for similar
Services shall be made solely based on the information supplied in the Applicant’s Submissions.
All Applicants are advised that the Company, at its own option, may choose to visit the
Applicant’s facilities. The Applicants shall allow/give such access to the Company to satisfy
itself fully about the Applicant’s Submission, or any part thereof. Such visits shall be during
office hours and advance notice would be given to the Applicants.
1.7 Applicants are advised to note that:

2.1 The Applicant shall complete all parts of the Questionnaire and provide information required in
English.
2.2 The Applicant shall answer every question in the Questionnaire and provide the requested
information/requirements specified therein. The Applicant must adhere to the form and layout
of the Questionnaire and strictly not allowed for any modification.

2.3 Answers to questions and information supplied must be accurate and unambiguous. All answers
and information submitted shall be supported with valid evidences/supporting documents for
validation purposes. Additional pages shall be inserted in the event additional space is needed
for replying to the questions. Any additional information that the Applicant wishes to offer
should be clearly separated from specific responses. Do not include company reports or other
handouts of an advertising nature unless they contain relevant and specific information requested
in the Questionnaire.
2.4 Supplementary documentation must be attached to the Questionnaire where applicant has
been directed to do so. Such information must be clearly marked with the name of the
organization and the question to which it relates.
2.6 The Applicant's submittal must be one (1) set USB/CD copy. The Applicant must arrange to
submit the complete application either through courier or by hand and the submittal must be
marked and submitted as follows. All submittal documents should be stamped by the
Applicant's official stamp.
2.7 The Applicant must deliver its submittal to the Supplier Relationship Management Team,
Kuwait Oil Company, Industrial Area (Building No. 1 of KOC’s new office Complex) at
Ahmadi, Kuwait on or before 2:30 P.M. of Company’s normal working days (Sunday
thru Thursday). For effective evaluation of the application, the application shall be
submitted within one (1) week from the date of published.
2.8 The Applicant is required to submit all parts of the Questionnaire with the supporting documents
in his Submission. In addition, the Applicant is required to provide a Letter of Submittal in the
format specified herein in this documents under the Applicant’s authorized signature and on
Applicant’s letterhead.

3 ELIGIBILITY TO APPLY
3.1 “Applicant” means (LOCAL and FOREIGN) contractor who is seeking shortlisting under this
shortlisting exercise based on its own capabilities, experience and resources, to fulfill contractual
obligations in case of Award of Contract.
3.2 Only established companies that are single corporate bodies may apply for prequalification.
Applications from agents shall be rejected. “Applicant” shall mean a business entity seeking
prequalification based on its own capabilities, experience and resources to fulfil contractual
obligations in case of award of contract.
3.3 The applicant must apply on its own behalf only. In order to assess the applicant’s capability,
the information provided in the questionnaire must be true and pertain solely to applicant.
Information, which incorporates data regarding parent, associate, or subsidiary companies, or
subcontractors, or companies to whom the Applicant was subcontracted, must be clearly
identified as pertaining to such companies.
3.4 Shortlisting shall be granted to the applicant only, and shall not extend to its parent or sister or
subsidiary companies. Consequently, participation in future tenders shall be accepted only from
the approved applicant, and not from any parent or sister or subsidiary companies or any
representative entity
3.5 The Company may consider the evaluation of experiences/ credentials pertaining to
applicant’s parent company or subsidiaries/sister entities (whereby percentage of ownership
in relation with applicant shall be considered as a wholly owned) for the assessment of the
applicant’s Technical capability, to cover part of the prequalification conditions and
requirements.
i) In such case, the applicant shall submit valid supporting documents to prove the
relationship and percentage of ownership with such company(s) and the applicant entity
itself as applicable.
ii) The applicant entity itself shall provide the evidence that it has previous experience and
credentials in the same or related field of the prequalification scope of works.
iii) The submitted credentials can be accepted for one applicant only, in each
prequalification; i.e.: the parent / subsidiary / sister company shall not apply for the same
prequalification using the same credentials.
3.6 The Company reserves the right to request further information in respect of applicant’s parent,
sister, or subsidiary companies should it be deemed necessary for evaluation purposes.

3.7 By submittal of an application, the Applicant shall permit the Company to: -
a) Take any steps which the Company considers necessary to audit or verify the information
contained in the application, and;
b) Subject to prior notification, visit the Applicant’s offices and facilities wherever they may
be located.
4 EVALUATION PROCESS
4.6 The Company reserves the right to perform “Site visit verification” to Applicant’s Facility as
deemed necessary”.
GENERAL
5.1 Subject to item 3.7 of the Invitation & Guidelines, the Company will treat all replies confidential.
5.2 The Company will retain all documents submitted by the Applicant for its records.
5.3 The Company is under no obligation to qualify/shortlist any Applicant or to give reasons either
for qualifying/shortlisting or disqualifying any applicant. In addition, the Company is not obliged
to include any qualified Applicant on the list of approved bidders for any particular contract or
tender.

LETTER OF SUBMITTAL
2. We acknowledge that the Company has absolute discretion in the selection of contractors and
that the Company is not required to provide any reason should the Company decide not to include
our company on the invited bidders lists for related tender.
3. We consent to Company's representatives visiting our offices, facilities and works in progress as
the Company considers necessary to satisfactorily evaluate our application. In the event of such
visits taking place, we shall provide whatever assistance necessary to the Company's
representatives to assist them in the evaluation of our application.
4. We hereby, authorize Kuwait Oil Company representatives to seek opinion and inquire about us
from previous and current clients (stated as references herein) for the purposes of
prequalification. By this, we authorize referenced clients to divulge required information to
Kuwait Oil Company.
5. We, the Applicant understand that, only established companies that are single corporate bodies
can be pre-qualified.

9. We understand that approval to our company should not be considered as an approval to any
parent, sister or subsidiary company within our group of companies.
10. In the Event the same Applicant’s entity has any ongoing contract(s)/project(s) (either related to
the subject scope or different) with any of Kuwait Petroleum Corporation Subsidiaries, kindly
provide the required information as per the following table:
11 We (As defined by Article 82 of the Law No. 49/2016), hereby certify that none of the owner(s)
/ partners of our firm or local agent (as applicable to this application) is a member of the Central
Agency for Public Tenders (CAPT) or an employee of the Kuwait Oil Company (KOC) or a
member of Kuwait Petroleum Corporation (KPC) / KOC Board of Directors or Kuwait
Petroleum Corporation Higher Procurement Committee (KPC HPC) / KOC Procurement
Committee (KOCPC) / Member of the Central Agency for Public Tender (CAPT).
i) Further, we submit a certificate from the Ministry of Commerce and Industry, indicating
owner(s)/partner’s names of a) our firm and b) our local agent.

documents as and when they are introduced. Moreover, we acknowledge that in the event
we are shortlisted for the subject matter, we have no right to conclude a contract
agreement with another/new local agent (in relation to the subject matter) who meets the
mentioned conditions in article 11 above.
