The Applicant owns dedicated research, design and development facility as
described in clause 4 of Invitation to Pre-Qualify. The Applicant shall, in
Appendix 1, demonstrate instances of improvements in drilling

performances such as average improvement in penetration rate and the
average bit life during last 8 years of its in-house produced drill bits in
order to establish sound R&D practices.
Applicant confirms that it has necessary computerized design evaluation
tools to optimize cutting structure design & layout, evaluate dynamic bit
stability and analysis of fluid flow & nozzle placement to optimize bit
cleaning characteristics. The Applicant, in support of its affirmative
answer, shall provide relevant details in Appendix-2.
1.2.2 In addition, Appendix-2 shall also demonstrate Applicant’s capability,
through case studies, applying such design tools to develop customized
drill bits for specific drilling situation, lithology and rock compressive
strength. The Applicant shall submit minimum 3 such case studies of
customizing drill bits during last 8 years including time taken to customize
and producing new tailored bits for above mentioned specific situations.
Applicant confirms that it owns appropriate drilling simulator in which bit
features are tested in realistic downhole conditions in the lab that may
include high-pressure condition before being used for drilling of oil and gas

relevant details in Appendix-3 establishing adoption of such practices for
last 8 years.

Applicant confirms that it owns requisite manufacturing plant/facilities for
producing Fixed Cutter category Rock Drilling Bits; covering comprehensive
range of sizes during last 8 Years for Oil & Gas Drilling & Workover
Operations utilizing its own resources. Production of Drill Bit means the

process beginning from raw material to the finished product by the Applicant
using its own facilities. The Applicant, in support of its affirmative answer,
shall provide list of all drill bits with type, size and year of manufacturing in
Appendix- 4 that have been produced by the Applicant.
Applicant confirms that the drill bits produced by the Applicant comply with
the standards of ANSI/API Spec. Q1 and ANSI/API Spec. 7-1. The Applicant,

in support of its affirmative answer, shall provide copy of valid certificates as
Appendix-5.
Applicant confirms that the Applicant possesses valid ISO 9001:2008
certificate in order to ensure that its Quality Management System has been
assessed & approved by American Petroleum Institute Quality Register
1.2.6 (APIQR) for the scope to design, develop and manufacture rock drilling bits or
drilling tools, milling tools and other related downhole tools for the Oil and
Gas Industry. The Applicant, in support of its affirmative answer, shall provide
copy of relevant valid certificate as Appendix-6.
Applicant is an Associate member of International Association of Drilling
1.2.7 Contractors. The Applicant, in support of its affirmative answer, shall provide
copy of relevant valid certificate as Appendix-7.
Applicant has minimum eight (8) Years of supplying relevant category Rock
Drill Bits experience during recent past that includes supply of various sizes
(ranging from 4-1/8” to 22”) including at least three (3) years outside

In support of its affirmative answer, the Applicant has provided copies of
detailed product brochure and other relevant details, as applicable and as
required through Attachment No. 3-1 & 3-2 to Section 3.
Applicant has executed at least three (3) Contracts, each of minimum two (2)
years duration with similar scope of work during last 8 years; at least one (1)
contract outside home country with IOC’s of International repute.

tools and equipment and be supported with suitably qualified and experienced

SECTION 8 - QUALITY ASSURANCE AND CONTROL (QA/QC) PRACTICES:

a) Applicant’s procedures on preventive maintenance and inspection of equipment.
b) Contractor shall provide operating procedures.
c) Applicant’s policy on reporting the loss, damage or failure of the tool / equipment.
d) Applicant’s procedures to ensure that the relevant complications are resolved at an
appropriate level. Please demonstrate feedback from your customer on service quality
and performance of personnel, if available, as evidence of such feedback in confirming
satisfactory performance or in identifying improvements that could have helped in
better performance.
e) Applicant’s procedures to ensure that the required tools / equipment are adequately
maintained and remain fit for intended purpose at the time of performance of service.
f) Describe the prime controls / activities performed to ensure that the service is
adequately planned. Consideration should be given to understanding the job
requirement, identification of suitable tools / equipment, scheduling of work and
communicate the instructions to personnel providing the services.
