In-Principle Approval for the Construction of On-Site Quarters

Dear Mr Zhang Yu,

We refer to your email application for the workers’ quarters to be built at MK03-05707M, 05754C, Ulu Pandan, Ghim
Moh Link (Queenstown Planning Area), Workplace number: 200716730Z0062.
2. We have no objections to your request to construct a workers’ quarters at Workplace Number 200716730Z0062, with the
maximum number of occupants allowed, to be 370 based on your application form. This will be the maximum occupancy
load (OL) of this workers’ quarters. You are not allowed to operate without obtaining a FEDA licence or Final Clearance
letter.

3. Please refer to Table 1 below, on a list of documents that you will need to surface to us, before your dormitory’s address
is approved in our OFWAS system. Scan the required documents, as individual PDF files.

4. Please take note of the following instructions:

(a) As the worksite is located near/within the residential estate, you must manage and resolve any issues/ disturbances
caused to nearby residents, by the migrant workers residing at the on-site quarters. You are required to reach out to
neighbouring units as well as display a banner showcasing the contact number of your company prominently, should
residents want to provide any feedback. Please also advise the workers residing at the on-site quarters to keep the
noise level down to a minimum, to dress appropriately at all times and ensure that they do not cause any traffic issues.

(b) Please remind your workers that they must adhere to Singapore’s laws and social norms when they are spending
leisure time offsite. You should remind your workers not to engage in unlawful or inappropriate behaviour, for
example fighting, spitting, littering, and public drunkenness. Please print and display the attached poster in a
prominent location within your dormitory.

(c) As the dormitory operator, you are required to maintain the on-site quarters in good conditions at all times. Should
we receive any complaints or find the on-site quarters in poor conditions during our inspections at this on-site
quarters, MOM will conduct another review on the maximum number of occupants allowed for this on-site quarters.
We reserve the right to disallow any on-site quarters from operating, should we find them in poor conditions and/or
badly maintained.

(d) Migrant workers must be given a minimum of 4.2 sqm of living space, within the sleeping area/ living quarters, based
on the Design Guide in our application form attached.

(e) Dormitory operators should ensure that residents essentials requirements are able to be met within the dormitory.
Operators may consider providing delivery of essential items or services to the site (e.g. groceries and barber services),
or encourage your workers to adopt e-services (i.e. remittance services).

(f) No sale and consumption of alcohol on-site.

(g) Only companies involved in the construction project, are allowed to house their workers in this site. Main contractors
must maintain an updated register of migrant worker residents at any point in time. To ensure that companies whose
workers have shifted out of the workers' quarters, had made the necessary updates in OFWAS, you can get the
companies to print out the acknowledgment page from OFWAS, as documentary proof.

(h) This workplace address will cease to exist in OFWAS, on the declared expected date of completion of the construction
project. If the project completion date is extended, the main-contractor must seek the Ministry's approval, to extend
the use of the workplace address in OFWAS, if there are still plans to house migrant workers on-site. The main
contractor can send in a request to us, accompanied by a supporting letter, from the project developer.

(i) You must inform the Ministry, when the usage of the workers' quarters has ceased, before the expected date of
completion of the construction project.

(j) You are also required to submit a new application to the Ministry, when there are (i) changes in the location of the
workers' quarters within the construction site, and/ or (ii) any planned increase in the OL of the workers' quarters,
accompanied by new supporting documents. Please note that you will not be allowed to use the previous documents,
for new applications.

(k) If you are seeking for an increase in the OL for this on-site workers’ quarters, you are not allowed to house additional
workers, beyond the earlier approved OL, until MOM informs you that you can proceed to do so.

(l) We will like to remind everyone that under no circumstances, should migrant worker residents be evicted or locked
out of their rooms. We would like to remind operators of on-site workers’ quarters, of their obligations to safeguard
the well-being of all migrant worker residents. Stranded migrant workers without proper housing could give rise to
law and order issues.

5. Employers should note that any successful updating of their migrant workers' latest residential addresses in OFWAS, does
not absolve them, from their responsibilities to ensure safe and proper accommodation for their migrant workers. Both
employers, and the main contractor involved in the setting up of this migrant workers' quarters, must ensure that the quarters
meet all written laws/ directives/ guidelines/ circulars, or other similar instruments, issued by any competent government
authority. (Example: SCDF, NEA and PUB) The Ministry reserves the right, to remove this workers' quarters from OFWAS, and
force employers to relocate their migrant workers, should there be serious non-compliance of any existing regulations.
