Assessment Details and Marking Criteria:

1. Measurement Report AS1, 50%, (working individually)

You are a senior partner in a multi-disciplinary consultancy offering pre and post-contact services in
relation to building and civil engineering projects.

Currently, the organisation adopts CESMM4 to prepare documentation for civil engineering projects that
are then utilised for pre and post-contract project administration. The organisation has been advised that
BIM technologies will create efficiencies in the Quantity Surveying role and improve collaboration, which
will ultimately influence the success of a project. You have been asked by the Director of Digital
Technologies to provide a report evaluating how BIM technologies can support the quantity surveyor in
their role in relation to the measurement of civil engineering projects.

Task 1

Using the drawings provided to you on CANVAS measure the earthwork, road & paving using CostX as
instructed by the client in accordance with the standard method of measurement. Produce a priced BOQ
for the works in accordance with the CESMM4.

Task 2

“ Within a development program started in 2013, Finavia invests more than one billion euros to enforce
the awarded status of the leading transit airport in Europe, the Helsinki airport in the capital area of
Finland. In terms of services and effortlessness, it is considered one of the best airports in the world. The
T2 terminal extension project included in the development kicked off in 2017 and is carried out for Finavia
by T2 Allianssi..” (Trimble Solutions Corporation, 2023)

How will the strategic implementation of Digital Technologies contribute to improving productivity across
the project Life cycle of such airport development projects?

be marked anonymously, so remember to exclude your name from your submission.

2. You must measure your quantities using CostX. You will be marked upon your measurement accuracy.

3. A “discussion board” will be provided which will allow a "forum" for any query to be raised and a
response to be provide, for all to see, ie one space where everyone can see all queries raised and their
associated responses.

This report should be completed individually.

Your report should not exceed 2500 words (excluding references and appendices). It should be submitted
electronically via Canvas
Marking Criteria

Your report will be assessed according to the following marking criteria:

1. Accuracy of measurement, BOQ descriptions and pricing in line with CESMM4 55%
Accuracy of overall measurement, BOQ, rates, bespoke rates/allowances, inflation
calculations, overhead and profit associated costs. Accuracy of BOQ descriptions, in
line with CESMM4.
Take off measurement with appropriate units for the Model using CostX as per
CESMM4
Accuracy in description
Providing evidence for the cost data for the road (cast data can be collected from a
past BOQ/ Interim Payment Certificate/ Final Account/ Quotations/ tender/ any
published cost data)
Rebasing the rates to the situation by considering the changes in time, location and
quality with appropriate assumptions.
Providing priced BOQ with accuracy in description, unit and quantity as per CESMM4
2. Criticality and depth of the evaluation. 35%
You are expected to evaluate how the strategic implementation of Digital Technologies
will contribute to improve the productivity across the project life cycle by presenting an
in-depth analysis and be critical in examining any references you may use. For example,
you could highlight contradictory/consistency signs in the literature regarding the
argument you are presenting, comment on these signs and justify your opinion.
Define Digital Technologies and introduce them (eg VR, AR, Drones, 3D printing,
Digital Twins, Artificial Intelligence/machine learning, Big Data/Data Analytics,
Blockchain, Internet of Things)
Brief discussion on the nature of airport development projects in terms of design,
construction and operation.
Provide real life examples of airport development projects which use Digital
Technologies to justify the benefits.
Identify the barriers to using digital technologies and discuss solutions to overcome or
minimise their effects.
3. Appropriate structure and presentation. 10%
Your submission should be clearly structured and presented. It should involve an
introduction, main body and conclusion/summary. Headings and subheadings should be
used where appropriate. It may be helpful to use diagrams and/or tables for illustration.
The font size should be 11 or 12 throughout your submission (except for
headings/subheadings) with spacing of 1.5 lines. Harvard style of referencing should be
adopted.
