66 KV CONVENTIONAL DISCONNECTORS
AND EARTHING SWICTHES

1. SCOPE

This specification mainly covers the design, manufacture, testing, inspection,


delivery, commissioning and guarantee of 66 kV conventional disconnectors and
earthing switches.

2. DEFINITIONS

2.1 Disconnector:

A device used to open and close a circuit when either- negligible current is
broken or made or when no significant change in voltage across the
terminal of the poles of the disconnector occurs.

2.2 Earthing Switch:

A device used to earth or ground high voltage equipment which has been
disconnected from the high voltage system.

3. CLASSIFICATION

The disconnectors and earthing switches covered by this specification shall be


three- pole, mechanically coupled, and manually group operated. Group operation
by DC/AC motor, with local and remote control and also can operated manually.

4. REQUIREMENTS

4.1 Environmental Conditions

4.1.1 The environmental conditions listed in table 1 shall apply

4.2 Quality Assurance

4.2.1 Applicable Codes and Standards

All material shall be manufactured and tested in accordance with the latest
editions of relevant publications of the international electrotechnical
commission. Where no IEC publication has been issued to cover a
particular subject then a recognized national standard shall be applied.

• IEC 60507 – Artifical pollution test on high voltage insulators to be
used on A.C. system.
• IEC 60694- Common clauses for high voltage switchgear and control
gear standards.

4.2.2 Alternative Codes and Standards

The tenderer may propose alternative codes and standards provided it is


demonstrated that they give an equivalent or better degree of quality than the
referenced codes and standards. Acceptability of any alternative code or standard
is at the discretion of the purchaser.

4.2.3 Precedence of Codes And Standards

In cases of conflict between this specification and any of the referenced


codes and standards the following order of precedence shall apply:
- This specification.
- EUS specification.
- IEC recommendations.
- Other referenced codes standards.
- Acceptance alternative codes and standards.

4.2.4 Rated Normal Current

The rated normal current, based on 45°C ambient, required for each type of
disconnector shall be as follows:-
- 2000 ampere for busbar sections.
- 1250 Ampere for incoming, outgoing and transformer feeders.

4.2.5 Rated Voltage

The rated voltage for design disconnector is the highest voltage of the
system.

4.3 Design

The disconnectors and earthing switches, both of which shall be group


operated, shall conform to the latest edition of IEC 62271-102 and shall be
designed to meet all the parameters listed in table (2) and table (3).

The disconnectors may be vertical break type or horizontal break type and
rotary type are accepted.

4.3.1 Mounting

The disconnectors and earthing switches will normally be mounted


horizontally on a free standing structure. Vertical mounting of
disconnecting and earthing switches may be specified in some cases.

4.3.2 Operation and Interlocking

The Operating linkage shall be designed to secure the disconnector and


earthing blades in the open and closed positions by an “over-toggle”
arrangement with suitable end stops.

Mechanical interlocking between associated diconnector and earthing


switch shall be provided in the manual drive and in the electrical
interlocking in the motor drive to prevent:
(a) Operation of the disconnector when the earthing switch is closed
(b) Operation of the earthing switch when the disconnector is closed.

When manual operation is required, insertion of the manual operating


handle shall isolate the AC/DC supply to the motor.

Provision shall be made for padlocking both the disconnector and the
earthing switch mechanisms in the open and closed positions.

4.3.3 General

The switch contacts shall be manufactured to operate satisfactory under the


prevailing climatic conditions to provide self-cleaning contacting surfaces.

The blades of each phase of the disconnectors shall be one unit and not two
parts.

The material of the contacts and plates (disconnecting blade) shall be of


copper or a corrosion resistance copper alloy having a sufficient mechanical
strength and thermal radiation area, and shall be wear resistant for use over
a long period of time. The contact area shall be silver-plated and shall
maintain sufficient pressure by compression spring so that the contact
pressure will not change over a long period of time.

The blade consists of a rotating mechanism and is installed on the center-


rotating insulator. The contact shall be released before the blade’s travel.
The disconnecting switch shall also be able to operate easily and smoothly.

4.3.3.1Main Contacts

The main contacts, shall be silver-plated, self-aligning and shall


employ a wiping action to ensure minimum maintenance
requirement. They shall be so arranged that current flow is through
the main contact and not through contact spring devices. Arcing
horns, if required, will be requested in the enquiry schedules.

4.3.3.2Terminal Pads

The terminal pads, which shall be an integral part of the disconnector or


earthing switch, shall be flat copper, tinned and arranged in a horizontal
plane suitable for use with the purchaser’s bolted connectors. Special
drilling, if required, will be specified in the enquiry schedules. Alternative
studtype terminals may be specified in some cases.

4.3.3.3 The disconnector switches shall be suitable for operation whilst the
busbars of feeder are alive and they shall be suitable changing over
the load from a bus bar to another, whilst the two bus bars are
connected through the bus coupler.

4.3.3.4 The disconnector switches shall be of single break or center-break


rotary type or any others approved type mounted on galvanized
steel base and suitable for mounting on the out-door or indoor steel
structures.

4.3.3.5 The rated current of the disconnector switches shall be the same as
that of the circuit breakers {the rating of D.S are
mentioned in table (3)}.

4.3.3.6 The contacts of the disconnector switch shall be designed to


operate satisfactory under the prevailing climatic conditions and to
provide self- cleaning contact surfaces.

4.3.3.7 The material of the current carrying components should be high


conductivity copper or copper alloy.

4.3.3.8 The earthing switch should be capable of withstanding for a


specified time, currents under abnormal conditions such as those of
short circuit.

4.3.3.9 Earthing switches may be short-circuit making current or non


short-circuit making current ( maintenance earthing switch ) as
required herein.

4.3.3.10 Earthing switches shall comply generally with the provisions given
for disconnector switches. They shall be provided for all lines at
line side. It is essential that the contact of earthing switches make
a definite contact and the under reference to self cleaning contacts
is therefore important.
4.3.3.11 The disconnector switch shall be capable for carrying the rated
current under normal circuits conditions and carrying for a
specified time currents under abnormal conditions.
4.3.3.12 Enclosure for control, auxiliary circuit and operating mechanism
shall be of sufficient mechanical strength and with degree of
protection not less than IP3X for outdoor and IP2X for indoor
installation.

4.4 Operating Mechanism


4.4.1 The disconnecting and earthing switches shall be electrically
operated by universal motor drive, locally for earthing switch and
locally/ remotely for disconnector switch.
4.4.2 Approved motor protection should be provided
4.4.3 A special mean shall be also be provided for manual operation of
the switches from the ground level.
Manual operation will not be possible, except when the inter-
locking system permits its operation. In such case the insertion of
manual operating handle, shall block electrical operation.
4.4.4 The necessary auxiliary switches for indication, control , as well as
suitable for electrical interlocking devices as a safeguard against
faulty operation shall be provided for each disconnector and
protected by dustproof and waterproof covers.
Ten (10) spare contacts to be provided for auxiliary switch for
future use.
The operating mechanism motor shall be designed to operate
satisfactory with the tolerance of AC/DC power supply 85% ,
110% of its normal value (220 V).
4.4.5 The operating gear shall be “self-locking” in both the open and
close positions, so that the switches shall not be affected by forces
caused by the passage of fault currents through it. Provisions set
down for terminal cabinet remote operation and control mechanism
apply gear should be considered.
4.4.6 The three phases of the disconnector switch shall be open and
closed simultaneously.
4.4.7 The operating mechanism should be provided with self- operating
device to ensure the completion of opening or closing operation of
the switch as soon as the operating pulse is given.
4.4.8 Electrical and mechanical interlocks should be provided to prevent

the earthing of any live circuit, or operation of the disconnector


under load.

4.4.9 Corrosion protection.

4.4.9.1 All exposed ferrous parts shall be hot dipped galvanized.


4.4.9.2 In all cases, the supplier shall clearly explain the
protective measures used when dissimilar metals are in
contact in either the current carrying main circuits or in
the mechanism and drive linkages.

5. MARKING

The nameplate, which shall be of stainless steel, shall be attached to each base.
The name plate shall have (in addition to those items specified in IEC 62271-102)
the particular order number, the year of manufacture and the reference number of
the maintenance manual in both Arabic and English. The nameplate shall be easily
read from ground level.

6. TESTING AND INSPECTION

6.1 Testing
6.1.1 General:

All 66 kV disconnectors/earthing switches shall be tested in


accordance with the latest edition of IEC 62271-102 and as specified
herein. Following completion of the tests, two certified copies of the
test reports shall be submitted to the purchaser for approval. No
disconnector / earthing switch shall be delivered until the test reports
have been approved by the purchaser. The purchaser, at his
discretion, may waive type test requirements where type tests have
previously been carried out and where acceptance type test
certificates are provided by the supplier:-

The acceptance of such type test certificate shall be based on the


stated requirements for type testing contained in this specification .

6.1.2 Validity of Test Certificates

Test certificates are considered valid if the tests have been carried
out within the last ten years on equipment identical to that on offer
using the test methods outlined in this specification.

6.1.3 Location of Tests

Routine test shall be carried out at the supplier’s factory.

Type tests shall be carried out at an approved independent testing


laboratory or at the supplier’s factory and be witnessed by a
representative of an approved independent test laboratory or other
representative acceptable to the purchaser.

6.2 Inspection

The purchaser may be wish to witness test or to visit the factory


during manufacture of any or all items covered by this specification.
Accordingly, the supplier shall give the purchaser adequate notice of
manufacturing schedules and one month notice of test schedules.

6.3 Type Tests

6.3.1 Type tests shall be carried out in accordance with the latest edition
of IEC 62271-102.

6.3.2 Type tests which have been carried out to prove the design of the
disconnector/ earthing switch or its components shall be supported
by a test certificate, giving the type, description, location and date of
the tests carried out at an approved independent testing laboratory or
witnessed by the representative of an approved independent testing
laboratory.

6.3.3 The type tests required are :-

6.3.3.1 Lightning impulse tests to the levels specified in system


parameters,
table 2 and in accordance with IEC 62271-102 . These
tests shall be applied to all poles and across the open
disconnector as specified in IEC 60694.

6.3.3.2 Power frequency test:

a) Power frequency test to the levels specified in system parameters,


table 2 and in accordance with IEC 62271-102.

b) Power frequency voltage test at 2 kV to all auxiliary circuits of the


disconnector / earthing switch for one minute in
accordance with IEC 60694 and IEC 62271-102.

6.3.3.3 Temperature Rise Test

The test for temperature rise shall be made on the dicsonnector at


the rated normal current in accordance with IEC 62271-102 .

6.3.3.4 Short – time withstand and peak current tests and making current
test for earthing switch.

6.3.3.5 Operating and mechanical endurance tests.

These tests shall be carried out to prove.


(a) Normal endurance at 1000 operations.
(b) Endurance with maximum permitted
terminal load.

6.3.3.6 Measurement of resistance of the main circuit:

The resistance of the main circuit shall be measured in accordance


with IEC 62271-102 and IEC 60694.

6.3.3.7 Operation at the temperature limits test (for outdoor disconnector


switches and earthing switches).

6.3.3.8 Partial Discharge Tests.

These tests shall be carried out in accordance with IEC 60694,


62271-102 and IEC 60270.

6.3.3.9 Bus transfer current switching test

6.3.3.10 Verification of the degree of protection

The test shall be carried out in accordance with IEC. 62271-102


and IEC 60694.

6.3.3.11 Electromagnetic compatibility test:


The test shall be carried out in accordance with IEC 62271-102 and
IEC 60694.

6.4 Routine Tests

6.4.1 Routine tests shall be carried out in accordance with latest edition of
IEC 62271-102.

6.4.2 The routine tests required are :-

6.4.2.1 Power frequency voltage test.

Power frequency voltage test at the voltage level specified in system


parameters table 2 .

6.4.2.2 Dielectric test on auxiliary and control circuit:

Power frequency voltage test at 2 kV to all auxiliary circuits.

6.4.2.3 Measurement of Resistance of Main Circuits.

The test shall be carried out in accordance with IEC 60694 and
62271-102 for routine tests. The result shall be compared with that
obtained during the type test.

6.4.2.4 Mechanical Operating Tests.

These tests shall be carried out on the disconnector / earthing


switch connected as for service.

6.4.2.5 Design and visual check test

These test shall be carried out in accordance with IEC 62271-102


and IEC 60694.

7. SAMPLING

7.1 Type tests shall be carried out in one of each type of


disconnector/earthing switch offered.

7.2 Routine tests shall be carried out on all disconnectors/earthing


switches offered.

8. ACCEPTANCE AND REJECTION

8.1 The supplier shall forward to the purchaser, two copies of


certificates proving that all test required have been carried out.

8.2 Acceptance or rejection of the units will be based on the criteria


specified in IEC 62271-102 as indicated in the attached test
schedule.

9. DELIVERY

9.1 Packing

Each disconnector / earthing switch shall be packed in a strong non-


returnable case to protect it against corrosion, dampness and breakages.

The sides and top of each case shall be marked clearly with the supplier’s
name, purchaser order no., item no., case serial no. and gross weight and
shall be accompanied by a detailed packing note in Arabic and English.

The supplier shall provide a guaranteed delivery time from the date of
receipt of the official order.

10. SPARE PARTS

In addition to spare parts requested by the purchaser, the supplier


also shall recommend a list of spare parts.

11. GUARANTEE

The supplier guarantee the delivered equipment against manufacturing, design and
material defects for a period as given in the tender documents.

12. SUBMITTALS

12.1 Submittals Required With Tender

Submittals required with tender at three copies each of :-


Tender schedules fully completed.

Detailed catalogues.

Spare parts lists.

Dimensioned drawings for each type of disconnector / earthing switch with


brief description of erection and maintenance requirements.

All dimensions and measurements given or indicated on drawings shall be


in metric units and all information and data shall be in English language.

Assembly drawings for each type of disconnector / earthing switch.

Type test certificates.

The supplier’s quality assurance programme or manual together with a list


of international/national standards and specifications covering raw
materials, components , processes, tolerances, test procedures and a list of
tests normally carried out on raw materials with a description of test
equipment.

12.2 Submittals Required Following Award of Contract

Submittals required following award of contract are three copies


each of :-

Details of manufacturing and test schedules.

Certified dimensioned and assembly drawings for each type of


disconnector / earthing switch erection instructions in English .

Electrical drawings.

Factory test reports .

Maintenance manuals.

Transportation / delivery proposals.

13. REFERENCE LIST

13.1 Tenderer shall submit a reference list that the proposed equipment have
been in successful operation in an integrated system on three different
substations of same or higher capacity outside country of manufacture
and/or in EETC network for a period not less than three years during the
last ten years. The experience of manufactures and the sub-manufacturers
shall be evaluated on the above basis.
