1. SCOPE
2. DEFINITIONS
Circuit Breaker
A device used to switch all currents up to the rated current during normal
operation and to interrupt the fault current when a short-circuit occurs and also as
defined in IEC 60050.

4.1.2 All outdoor locations are subject to sand storms, Consequently all
equipments shall be proof against ingress of sand.

All material shall be manufactured and tested in accordance with the latest
editions of relevant publications of the international electrotechnical
commission. Where no IEC publication has been issued to cover a
particular subject then a recognized national standard shall be applied.

4.4 Design
4.4.1 General
4.4.1.1 The circuit breaker shall conform to the latest edition of IEC
62271-100, high voltage alternating current circuit breakers and
shall be designed to meet all the parameters stipulated for the 66 kV
system, as set out in table 2.
4.4.1.2 The circuit breaker and its supporting structure shall be designed to
meet all the conditions of environmental as in table 1 and the
minimum specific creepage distance listed in table 2.
- The circuit breaker shall be SF6 three phase type and single
pressure (puffer type), with one interrupter the material of arcing
contact should be copper tungsten tipped or silvered.
- The circuit breaker shall be designed to minimize switching over
voltage. The switching of all three phase shall be similtanously
without intricate of alignment . The circuit breaker shall have self
wiping contact. The material current carrying component shall be
high conductivity copper or copper alloy.
- Heaters for the SF6 gas are not required .
- The rate of rise of transient recovery voltage is not to exceed
0.75KV/ μ sec in accordance with IEC.
- Maximum breaking time is 2.5 cycles.
- Outdoor circuit breaker shall be fitted with rain and insect
protected ventilation holes and drawing eyelets.
4.4.1.4 The circuit breaker shall have the values assigned by IEC 62271-100
to the following :-
4.4.2 Rated Normal Current shall be selected from following standard values
according to S.L.D:
1250A, 1600A, 2500A.
Rated normal current for bus coupler 2000 A and for feeder 1250A.
4.4.2.1 The rated three phase symmetrical short circuit breaking current
shall be 31.5 KA. and the rated duration of short circuit shall be
1 sec. The circuit breakers shall be re-strike free at 25% of full short-
circuit current according to IEC 62271-100.
4.4.3 The rated three phase symmetrical short – circuit making current
shall be 80 kA (peak).
4.4.4 The first -pole- to –clear factor shall be 1.5 according to IEC 62271-
100 .
4.4.5 The circuit breaker shall have a rated operating sequence, O-0.3 sec.
–CO-3 min. – CO to provide for 3 pole rapid three phase reclosing
according to IEC 62271-100.
4.4.6 Mounting .
4.4.6.2 The circuit breaker mechanical ON/OFF indicator, the SF6 gas
temperature compensated pressure ( density ) gauge shall be easily
read from ground level.
4.4.6.3 The SF6 gas insulated circuit – breaker shall have a filling/
monitoring point in the gas system accessible from ground level.
4.4.6.5 All exposed ferrous parts shall be hot dip galvanized in accordance
with the requirements of electricity utilities specifications
galavanizing.
4.4.6.6 In all cases, the supplier shall clearly explain the protective
measures used when dissimilar metals are in contact in either the
main terminal arrangement or in mechanism drive.
4.4.7.1 The operating mechanism shall be of spring type and trip free. The
motors shall be AC or DC.
The stored energy system shall ensure that an failure of the supply to
spring winding motor, the full rated operating sequence (clause 4.4.5
above) can at least, be performed.
4.4.7.5 Local control by pushbutton shall be provided with the means for
switching to remote operation. In addition, provision shall be made
for local emergency mechanical tripping of the circuit breaker.
4.4.7.6 Operation of the circuit breakers other than from the control board
shall be signaled by a wiping auxiliary contact which shall make
momentarily during the operation of the circuit breaker. This
contact will be normally open when the circuit breaker is open or
closed.
4.4.7.7 The circuit breaker shall have monitoring system in order ensure
that all circuit breaker poles are either open or closed.
These means should be common for the poles of the circuit breaker.
4.4.12.2 In all cases, the supplier shall explain in the tender the protective
measures used when dissimilar metals are in contact in either the
main terminal arrangement or in the mechanism drive.
5. MARKING
The nameplate shall be stainless steel and shall have , in addition to those items
specified in IEC 62271-100, the particular order number, the specification
number, the year manufacture and the reference number of the maintenance
manual in English . The nameplate shall be easily read from ground level.
Type test certificates are considered valid if the tests have been
carried out within the last ten years on equipment identical to that on
offer using the test methods outlined in this specification.
6.2 Inspection
The purchaser may wish to witness tests or to visit the factory during
manufacture of any or all items covered by this specification.
Accordingly the supplier shall give the purchaser adequate notice of
manufacturing schedules and one month’s notice of test schedule.
6.3.1 Type test shall be carried out in accordance with IEC 62271-100
6.3.2 Type tests which have been carried out to prove the design of the circuit
breaker and its components shall be supported by a tests certificate , giving
the type test, description, location and date of the tests carried out at an
approved independent testing laboratory or witnessed by the representative
of an approved independent testing laboratory.
These tests shall be made on the circuit breaker closed and across
the pole terminals with the circuit breaker open in accordance with
IEC 62271-100. The voltage levels shall be those specified in
system parameters table 2 and table 3.
6.3.3.7 Short Time withstand current and peak withstand current tests
6.4.1 Routine tests shall be carried out in accordance with IEC 62271-100.
7. SAMPLING
7.1 Type tests shall be carried out on one of each type of circuit breaker
offered.
7.2 Routine tests shall be carried out on all circuit breakers offered.
8.1 The supplier shall forward to the purchaser, two copies of certificate
proving that all tests required have been carried out.
8.2 Acceptance or rejection of the units will be based on the criteria specified
in IEC 62271-100, as indicated in the attached test schedules.
9. DELIVERY
9.1 Packing
The sides and top of each case shall be marked clearly with the supplier’s
name, purchaser’s order no. item no. case serial no. and gross weight and
shall be accompanied by a detailed packing note in Arabic and English.
9.2 Delivery
9.2.1 The tender shall include a guaranteed delivery time from the date of
receipt of the official order.
11. GUARANTEE
The supplier guarantee the delivered equipment against manufacturing, design and
material defects for a period as given in the tender documents.
12. SUBMITTALS
Assembly drawings.
Electrical drawings.
Maintenance manuals.
Tenderer shall submit reference list that the proposed equipment have been in
successful operation in an integrated system for a period of three years minimum
on three different substations of same or higher capacity outside country of
manufacture and/or in EEHC network during the last ten years.
The experience of manufacturers and the sub-manufacturers shall be evaluated on
the above basis.
TEST SCHEDULES
