66 KV SF6 CIRCUIT BREAKER

1. SCOPE

This specification mainly covers the design manufacture, factory testing,


inspection, delivery, commissioning and guarantee of 66 kV SF6 conventional
circuit breaker.

2. DEFINITIONS

Circuit Breaker

A device used to switch all currents up to the rated current during normal
operation and to interrupt the fault current when a short-circuit occurs and also as
defined in IEC 60050.

3. CLASSIFICATION

The circuit breakers covered by this specification shall be 3- pole mounted on a


common based. The operating mechanism drives shall be motor wound spring. It
shall be possible to operate the circuit breakers and set the operating spring also
manually. The preferred type of mechanism drives will be indicated in the Enquiry
Schedules. The insulating of interrupting medium shall be SF6 gas.

4. REQUIREMENTS

4.1 Environmental Conditions

4.1.1 The environmental conditions listed in table 1 shall apply

4.1.2 All outdoor locations are subject to sand storms, Consequently all
equipments shall be proof against ingress of sand.

4.2 The system parameters listed in table 2 shall apply.

4.3 Quality Assurance

4.3.1 Applicable codes and standards

All material shall be manufactured and tested in accordance with the latest
editions of relevant publications of the international electrotechnical
commission. Where no IEC publication has been issued to cover a
particular subject then a recognized national standard shall be applied.

Equipment provided under this specification shall conform to the applicable


codes and standards of the following .

EUS – Electricity Utility specifications.


IEC – International electrotechnical Commission.
• IEC 60050(441)- International Electrotechnical Vocabulary .
• IEC 62271-100 – High voltage alternating current circuit breakers.
• IEC 60060 – High voltage test techniques.
• IEC 60270 – Partial discharge measurements.
• IEC 60376- Specification and acceptance of new sulphur
hexaflouride.
• IEC 60436- Radio interference test on high voltage insulators.
• IEC 60480 – Guide to the checking of SF6 gas.
• IEC 60507 – Artificial pollution tests on high voltage insulators to
be used on A.C. systems.
• IEC 60529- Classification of degrees of protection provided by
enclosures.
• IEC 60694 – common clauses for high voltage switchgear and
controlgear standards.

4.3.2 Alternative Codes and Standards


The tenderer may propose alternative codes and standards provided it is
demonstrated that they give an equivalent or better degree of quality than
the referenced codes and standards. Acceptability of any alternative code or
standard is at the discretion of the purchaser.

4.3.3 Precedence of Codes and Standards


In cases of conflict between this specification and any of referenced codes
and standards, the following order of precedence shall apply:

- This specification.
- EUS specification.
- IEC recommendations.
- Other referenced codes and standards.
- Acceptable alternative codes and standards.

4.4 Design

4.4.1 General
4.4.1.1 The circuit breaker shall conform to the latest edition of IEC
62271-100, high voltage alternating current circuit breakers and
shall be designed to meet all the parameters stipulated for the 66 kV
system, as set out in table 2.

4.4.1.2 The circuit breaker and its supporting structure shall be designed to
meet all the conditions of environmental as in table 1 and the
minimum specific creepage distance listed in table 2.

4.4.1.3 The circuit breaker shall be designed to switch overhead lines,


underground cables, busbars, transformers.

- The circuit breaker shall be SF6 three phase type and single
pressure (puffer type), with one interrupter the material of arcing
contact should be copper tungsten tipped or silvered.
- The circuit breaker shall be designed to minimize switching over
voltage. The switching of all three phase shall be similtanously
without intricate of alignment . The circuit breaker shall have self
wiping contact. The material current carrying component shall be
high conductivity copper or copper alloy.
- Heaters for the SF6 gas are not required .
- The rate of rise of transient recovery voltage is not to exceed
0.75KV/ μ sec in accordance with IEC.
- Maximum breaking time is 2.5 cycles.
- Outdoor circuit breaker shall be fitted with rain and insect
protected ventilation holes and drawing eyelets.

4.4.1.4 The circuit breaker shall have the values assigned by IEC 62271-100
to the following :-

(a) Rated transient recovery voltage for terminal faults.


(b) Rated characteristics for short line faults.

(c) Rated line charging breaking current.


(d) Rated cable charging breaking current.

These values shall be confirmed by the tenderer in the


tender schedules.

4.4.1.5 The manufacturer shall assign values in the tender


schedules to the following in accordance with IEC
62271-100 :-

(a) Rated out-of-phase breaking current.


(b) Rated small inductive breaking current .
(c) Rated capacitive breaking current.
(d) Rated cable/ capacitor back to back breaking
current.

4.4.2 Rated Normal Current shall be selected from following standard values
according to S.L.D:
1250A, 1600A, 2500A.

Rated normal current for bus coupler 2000 A and for feeder 1250A.

4.4.2.1 The rated three phase symmetrical short circuit breaking current
shall be 31.5 KA. and the rated duration of short circuit shall be
1 sec. The circuit breakers shall be re-strike free at 25% of full short-
circuit current according to IEC 62271-100.

Rated short – circuit breaking current is characterized by two values:-


(1) The r.m.s value of its a.c component.
(2) The percentage d.c component.

4.4.3 The rated three phase symmetrical short – circuit making current
shall be 80 kA (peak).

4.4.4 The first -pole- to –clear factor shall be 1.5 according to IEC 62271-
100 .

4.4.5 The circuit breaker shall have a rated operating sequence, O-0.3 sec.
–CO-3 min. – CO to provide for 3 pole rapid three phase reclosing
according to IEC 62271-100.

4.4.6 Mounting .

4.4.6.1 The circuit breaker shall be supplied with galvanized steel


supporting structure suitable for erection on purchaser’s flat
concrete base.
The structure shall be such that the minimum height from ground in
level will be in accordance with minimum clearance in table (2).

4.4.6.2 The circuit breaker mechanical ON/OFF indicator, the SF6 gas
temperature compensated pressure ( density ) gauge shall be easily
read from ground level.

4.4.6.3 The SF6 gas insulated circuit – breaker shall have a filling/
monitoring point in the gas system accessible from ground level.

4.4.6.4 Earthing or grounding studs shall be provided at both ends of the


circuit breaker common base connected with the main earthing
grid.

4.4.6.5 All exposed ferrous parts shall be hot dip galvanized in accordance
with the requirements of electricity utilities specifications
galavanizing.

4.4.6.6 In all cases, the supplier shall clearly explain the protective
measures used when dissimilar metals are in contact in either the
main terminal arrangement or in mechanism drive.

4.4.7 Operating Mechanism /Control Cabinet

4.4.7.1 The operating mechanism shall be of spring type and trip free. The
motors shall be AC or DC.

The operating mechanism motor wound spring operated shall use a


stored energy system for both closing and tripping.

The stored energy system shall ensure that an failure of the supply to
spring winding motor, the full rated operating sequence (clause 4.4.5
above) can at least, be performed.

The motor wound spring mechanism shall be designed to charge the


closing springs automatically and to do this with the circuit breaker
in either the open or closed position. The mechanism shall have

provision for manually charging and discharging the closing spring


with mechanical indication of the spring position, charged or
discharged. If manual slow-closing is required for main contact
adjustment or maintenance, the necessary tools for this shall be
included.
4.4.7.2 The AC and the DC supply for the spring winding motor, close, trip
and auxiliary relays will be specified in the enquiry schedule from
the standard range and as stated in table (3) .
4.4.7.3 The electrically independent two separate trip coils and one close
coil shall be provided. The mechanism shall function correctly
when one or both trip coils are energized. The close coil shall be
switched by making both positive and negative poles to prevent
inadvertent operation of the coil. The control mechanism shall be
designed to operate satisfactory with minimum D.C voltage
according to IEC.
Both trip and close coil shall be suitable for constant DC
monitoring currents and shall have surge suppression devices fitted.
4.4.7.4 The electric control scheme of C.B shall be provided with the
following min. requirements :-
- Supervision for closing circuits are required which will give an
alarm if there is any discontinuity in these circuits.
- Anti pumping devices.
- Phase discrepancy tripping with time delay.
- In the event of one (1) or two (2) phases failing to complete a
closing or tripping operation, provision shall be made for
automatic tripping of all three (3) phases after a time delay
adjustable in the range of one (1) to three (3) seconds and an
alarm will be initiated in the same time .
- Closing and tripping circuit continuity shall be supervised by
supervision relays.
- Pulse duration control for closing and tripping pulses, this
duration depends on C.B’s mechanism tender is requested to
clarify in his tender the min-pulse duration required for the C.B
for making complete closing or complete tripping.

4.4.7.5 Local control by pushbutton shall be provided with the means for
switching to remote operation. In addition, provision shall be made
for local emergency mechanical tripping of the circuit breaker.

Operation of the local electrical and mechanical devices shall be


possible from ground level.

4.4.7.6 Operation of the circuit breakers other than from the control board
shall be signaled by a wiping auxiliary contact which shall make
momentarily during the operation of the circuit breaker. This
contact will be normally open when the circuit breaker is open or
closed.

4.4.7.7 The circuit breaker shall have monitoring system in order ensure
that all circuit breaker poles are either open or closed.

The circuit breaker should be equipped with visible and acoustical


approved means to indicate and check the SF6 gas pressure, with
two levels one for alarm and the other for blocking the operation of
the C.B .

These means should be common for the poles of the circuit breaker.

4.4.7.8 A counter, non-resettable, shall provided to record the number of


operations performed by the mechanism and shall reflect the
number of operation cycles capable of counting at least 99999 C-O
operation cycles. Vibration in the operating mechanism shall not
effect the counter function.
4.4.7.9 The operating mechanism / control cabinet shall have AC heaters to
prevent condensation within the housing.
4.4.7.10 The wire terminals, to which all control and indication circuits and
spare auxiliary contacts are to be connected, shall be grouped into
separate AC and DC circuits with suitable insulating dividers.
Additionally within each group, circuits shall be further divided
and grouped by voltage range using insulating dividers.
4.4.7.11 The enclosure of the operating mechanism / control cabinet shall
conform to IP 54 as defined in IEC 60529-classification of degrees
of protection provided by enclosure.

4.4.8 Main Contacts


The drive /drives to the individual main contacts shall be adjustable
to ensure simultaneous opening and closing of the main contacts and
to compensate for wear in service.

4.4.9 Terminal Pads


The terminal pads shall be flat copper, tinned and arranged in a
horizontal plane suitable for use with bolted connectors. Special
drilling, if required will be specified in the enquiry schedules.

4.4.10 SF6 Gas


The SF6 gas shall conform to the latest editions of IEC 60376 and
60480 specification and acceptance of new sulphur hexaflouride,
and guide to the checking of SF6 gas, respectively.

4.4.11 Auxiliary Contacts

The auxiliary contacts shall be positively operated by mechanical


linkage to the drive to the main contacts. 12 normally open (N.O.)
and 12 normally closed (N.C.) voltage free contacts shall be
provided . These shall be in addition to those required for
mechanism control and indication.

4.4.12 Corrosion Protection


4.4.12.1 All exposed ferrous parts shall be hot-dip galvanized in
accordance with the requirements

4.4.12.2 In all cases, the supplier shall explain in the tender the protective
measures used when dissimilar metals are in contact in either the
main terminal arrangement or in the mechanism drive.

5. MARKING

The nameplate shall be stainless steel and shall have , in addition to those items
specified in IEC 62271-100, the particular order number, the specification
number, the year manufacture and the reference number of the maintenance
manual in English . The nameplate shall be easily read from ground level.

6. TESTING AND INSPECTION


6.1 Testing
6.1.1 General
All 66 kV circuit breakers shall be tested in accordance with the latest
edition of IEC 62271-100 and as specified herein. Following completion
of the tests, two certified copies of the test reports shall be submitted to
the purchaser for approval. No circuit breakers shall be delivered until the
test report have been approved by the purchaser. The purchaser, at his
discretion, may waive type test requirements where type tests have
previously been carried out and where acceptable type test certificates are
provided by the supplier. The acceptance of such type test certificates
shall be based on the stated requirements for type testing contained in this
specification.

6.1.2 Validity of Test Certificates

Type test certificates are considered valid if the tests have been
carried out within the last ten years on equipment identical to that on
offer using the test methods outlined in this specification.

6.1.3 Location of Tests

Routine and type tests shall be carried out at an approved


independent testing laboratory or at the supplier’s factory and be
witnessed by a representative of an approved independent test
laboratory or other representative acceptable to the purchaser.

6.2 Inspection

The purchaser may wish to witness tests or to visit the factory during
manufacture of any or all items covered by this specification.
Accordingly the supplier shall give the purchaser adequate notice of
manufacturing schedules and one month’s notice of test schedule.

6.3 Type Tests

6.3.1 Type test shall be carried out in accordance with IEC 62271-100

6.3.2 Type tests which have been carried out to prove the design of the circuit
breaker and its components shall be supported by a tests certificate , giving
the type test, description, location and date of the tests carried out at an
approved independent testing laboratory or witnessed by the representative
of an approved independent testing laboratory.

6.3.3 The type tests required are :-

6.3.3.1 Mechanical Operation Tests

- The mechanical operation test shall be made at the ambient


air temperature of test location.

- Mechanical performance of 2000 operating cycles


unenergised as detailed in IEC 62271-100, with the motor
mound spring set at minimum rated and maximum values and

with the operating coil set at minimum, rated and maximum


voltage as set out in IEC 62271-100.

6.3.3.2 Temperature Rise Tests

6.3.3.3 Measurements of Resistance of Main Circuits

This test shall be carried out in accordance with IEC 62271-100.


The results shall be recorded.

6.3.3.4 Dielectric Tests

These tests Shall be carried out according to IEC 60694 including


the following:-

6.3.3.4.1 a. Lightning Impulse Tests

These tests shall be made on the circuit breaker closed and across
the pole terminals with the circuit breaker open in accordance with
IEC 62271-100. The voltage levels shall be those specified in
system parameters table 2 and table 3.

6.3.3.4.2 b. Power Frequency Tests

These tests shall be made at 50 Hz on the circuit breakers as in IEC


62271-100 with the voltage levels specified in system parameters
table 2. In the case of SF6 circuit breakers, tests 6.3.3.4 shall be
carried out at the minimum safe operating gas density.

6.3.3.4.3 Dielectric test on auxiliary and control circuits

6.3.3.5 Short Circuit Making and Breaking Performance

These test shall be carried out in accordance with IEC 62271-100.


for the test duties listed therein . For these tests 100% rated short
circuit breaking current shall be 31.5KA.

6.3.3.6 Out of Phase making and Breaking Tests

6.3.3.7 Short Time withstand current and peak withstand current tests

These tests shall be carried out in accordance with IEC 62271-100


to the current values listed in system parameters table 2.

6.3.3.8 Capacitive Current Switching Tests

Capacitive current switching tests shall include the following :-


- Line - charging breaking current.
- Cable – charging breaking current.
- Single- capacitor bank breaking current.
- Back to back capacitor breaking current.
- Capacitor –bank inrush making current.
and small inductive current switching tests may be required to be
performed on request in accordance with IEC 62271-100.

6.3.3.9 Short Line Fault Tests

6.3.3.10 Tests of Verification the Degree of Protection

According to IEC 60694 and IEC 62271-100 .

6.3.3.11 Partial Discharge Tests

These tests shall be carried out in accordance with all clauses of


IEC 62271-100.

6.3.3.12 Electromagnetic Compatibility Test

6.3.3.13 Tightness test.

6.3.3.14 Small inductive switching test.

6.4 Routine Tests

6.4.1 Routine tests shall be carried out in accordance with IEC 62271-100.

6.4.2 The routine tests required are:-

6.4.2.1 Dielectric Test on the Main Circuit

These tests shall be made at 50 Hz on the circuit breaker closed and


across the pole terminals with the circuit breaker open in accordance

with IEC 62271-100. The voltage level shall be that specified in


system parameters, table 2.

6.4.2.2 Measurement of Resistance of Main Circuits

This test shall be carried out in accordance with IEC 62271-100.


The results shall be compared with that obtained during the type
tests.

6.4.2.3 Mechanical Operating Tests

These tests shall be carried out in accordance with IEC 62271-100 .


on the circuit breaker fully assembled as for service and shall
included pole timing tests according to IEC 62271-100 and tests of
all alarms and lock-out devices.

6.4.2.4 Dielectric tests on Control and auxiliary Circuits

6.4.2.5 Design and Visual Cheeks

6.4.2.6 Tightness Test

7. SAMPLING

7.1 Type tests shall be carried out on one of each type of circuit breaker
offered.

7.2 Routine tests shall be carried out on all circuit breakers offered.

8. ACCEPTANCE AND REJECTION

8.1 The supplier shall forward to the purchaser, two copies of certificate
proving that all tests required have been carried out.

8.2 Acceptance or rejection of the units will be based on the criteria specified
in IEC 62271-100, as indicated in the attached test schedules.

9. DELIVERY

9.1 Packing

Each circuit breaker shall be packed in a strong non-returnable case to


protect it against corrosion, dampness and breakages. The circuit breaker
shall be dispatched filled with its insulating medium.

The sides and top of each case shall be marked clearly with the supplier’s
name, purchaser’s order no. item no. case serial no. and gross weight and
shall be accompanied by a detailed packing note in Arabic and English.

9.2 Delivery

9.2.1 The tender shall include a guaranteed delivery time from the date of
receipt of the official order.

9.2.2 Equipment supplied from local shall be delivered to designated


stores.

10. SPARE PARTS

10.1 In addition to spare parts requested by the purchaser, the supplier


also recommend a list of spare parts.

11. GUARANTEE

The supplier guarantee the delivered equipment against manufacturing, design and
material defects for a period as given in the tender documents.

12. SUBMITTALS

12.1 Submittals Required with Tender

Submittals required with tender are three copies each of:

Tender schedules fully completed.

Spare parts lists .

Dimensioned drawings for each type of circuit breaker with brief


description of erection and maintenance requirements .

Assembly drawings.

Type test certificates.

The supplier quality assurance programme manual, together with a


list of international/ national standards and specifications covering
raw materials, components, processes , tolerances , test procedures
and a list of tests normally carried out on raw materials with a
description of test equipment.

12.2 Submittals Required Following Award of Contract.

Submittals required following award of contract are three copies


each of :-

Details of manufacturing and test schedules.

Certified dimensioned and assembly drawings for each type of

13. REFERENCE LIST

Tenderer shall submit reference list that the proposed equipment have been in
successful operation in an integrated system for a period of three years minimum
on three different substations of same or higher capacity outside country of
manufacture and/or in EEHC network during the last ten years.
The experience of manufacturers and the sub-manufacturers shall be evaluated on
the above basis.
