66 KV PROTECTION RELAY SYSTEM

1. SCOPE

This specification covers the design, manufacturing, testing, delivery and


performance requirements for protective relaying equipment.

2. DEFINITION

2.1 Protective relaying panels:

The panels which include the protective relays and testing facilities for each
relay and have also the tripping relays and lockout relays.

3. CLASSIFICATION

The protective relaying system covered by this specification shall be for use with
66 KV switchgear and specified for line feeder, transformer feeder Busbar and bus
coupler.

4. REQUIREMENTS

4.1 Environmental Conditions

4.1.1 The environmental conditions listed in (table 1) shall applied.

4.3 Quality Assurance


4.3.1 Applicable codes and standards
All material shall be manufactured and tested in accordance with the latest
editions of relevant publications of the international electrotechnical
commission. Where no IEC publication has been issued to cover a
particular subject then a recognized national standard shall be applied.
Equipment provided under this specification shall conform to the applicable
codes and standards of the following .
EUS – Electricity Utility specifications.
IEC – International electrotechnical Commission.
IEC 60050-351 Automatic control.
IEC 60051-1 Definition and general requirements common to
all parts.
IEC 60051-2,3 Special requirements for ammeter and
voltmeter.
IEC 60051-4 Special requirements for frequency meter.
IEC 60051-5 Special requirements for phase meter, power
factor meter and synchrony scope.
IEC 60529 Degree of protection provided enclosure.
IEC 61554 Dimension for panel mounted indicating and
recording electrical instrument.
ISO 2063 Metalic coating – protection of iron and steel
against corrosion – metal spraying and zinc and
aluminum .
4.3.2 Alternative Codes and Standards
The supplier may propose alternative codes and standards provided it is
demonstrated that they give an equivalent degree of quality as the
referenced codes and standards.
Acceptability of any alternative code or standard is at the discretion of the
purchaser.
4.3.3 Precedence of Codes and Standards
In case of conflict between this specification and any of the referenced
codes and standards, the following order of precedence shall apply:-
- This specification.
- EUS specification.
- IEC recommendations.
- Other referenced codes and standards.
- Acceptable alternative codes and standards.

4.4 PROTECTION SYSTEM


4.4.1 General:
4.4.1.1 The protective relaying equipment shall be high performance
numerical type relays and shall have operating characteristics that
will meet the technical requirements as defined in this specification
and as indicated by the system parameters and data.
4.4.1.2 The minimum interrupting current rating of 66 K.V circuit breakers
shall be used for the purpose of determining the stability
requirements for the 66 K.V busbar protection.

4.4.1.3 Each line protective relays shall be installed in a separate panel.

4.4.1.4 The specification includes the complete protection equipment for


transmission lines, busbar, main power transformers and bus coupler
4.4.1.5 The general aim of the protective relays equipment is to isolate
every fault on the system with reliability, speed, selectivity and
simplicity, avoiding unnecessary operation and in the minimum time
possible.
Therefore, the relays shall be of the highest quality and of well
proven design to ensure maximum availability and reliability.
4.4.1.6 All the elements necessary to coordinate and ensure the correct
functioning of the referred protective relays in the network in
accordance with this specification shall be included.
4.4.1.7 Each protective relay shall have built-in testing facility, to allow full
field testing and routine testing of equipment. In addition to built-in
test facilities, all voltage transformers and current transformers
circuits and all trip output circuits shall be provided with test
isolating devices of a design approved by EETC.
4.4.1.8 The protective relay should be drawable and modular with
programmable LEDs and signaling normally open contacts to
indicate start of each phase and its operation.
4.4.1.9 Protective relays shall be equipped with all means to prevent their
false operation in case of faults in these relays.

4.4.1.10 The protective relays shall be provided with continuous monitoring


of the integrity of the current transformer secondary wiring by
means of audible and visual alarms.
4.4.1.11 The primary protection relays shall use current transformer and
voltage transformer . With the specified secondary current and
voltage ratings matching the single line diagram .
4.4.1.12 Relays shall not be affected by mechanical shocks.
4.4.1.13 Control circuit including potential and current transformers
secondary circuits, DC control, AC auxiliary power supplies,
supervisory and communication circuits connected with the
protective relays should be protected against conductive,
electrostatic and electromagnetic influences or transients of the
neighboring circuits
4.4.1.14 The protection class of the cubicles for all relays, or protection
systems in which the modules are mounted in 19 racks should be IP
50 or better.
4.4.1.15 If some modules or relays connected to the CT’s current circuits are
removed, the design of these parts shall prevent an open circuit of
the secondary side of the CT’s under all circumstances.
4.4.1.16 It shall not be possible to access any relay without first opening its
panel.
4.4.1.17 The protective relay shall be designed not to produce any over
voltage in the case of switching of its contacts at secondary AC and/
or DC control or supervisory alarms circuits.
4.4.1.18 The tripping alarms as well as the supervisory and monitoring
alarms of all protective relays shall be clearly visible without
opening their panels.
4.4.1.19 All the protective relays shall have the necessary quantity of
auxiliary contacts to handle the AC and DC control, communication
alarm, monitoring, supervisory and tripping functions related to the
protection as well as having the capability to make and break current
which can flow in the stated circuits.
4.4.1.20 All digital relays shall be equipped with (but not limited to) self
monitoring to alarm the abnormal conditions of the relays including
its DC supply and abnormal level of its stabilized DC voltages.

4.4.1.21 All relays shall be subject to routine tests as specified in the relevant
IEC standards before incorporated into the complete panel.
4.4.1.26 All relays shall included all interfaces to enable time synchronization
through satellite (GPS system)and connection with external PC
/laptop.
4.4.1.26 Multi- function protective relays shall be designed so that the
indications will clearly show the stage which has initiated tripping.
4.4.1.26 The design of all protective relays shall satisfy the following as
minimum:-
• Withstand the application of surge withstand capability (SWC)
tests as defined in IEC.
• Insensitive to radiated high frequency wave interference coupled
from nearby radio transmitters as follows .
a) VHF radio transmitter in nominal 150 MHZ band, with an RF the
output power of at least 10W
b) UHF radio transmitter in the nominal 450 MHZ band, with an RF
output power of at least 10W .
• The relaying equipment shall not be affected by operation of a Radio
transmitter operating in the above frequency ranges when its antenna
is brought to within (1)one meter of the relay equipment’s circuits
whether Radio transmitter operate continuously or periodically.
4.4.1.26 The relay panels shall consist of unit type construction forming a rigid
self-supporting, self contained housing having hinged doors. Door
shall be equipped with handles and the panels shall have proper light
and AC sockets with locking facilities. The front door shall be
transparent.

4.5 66 kV Transmission Line Protection


4.5.1 General
Each 66 KV line protection equipment shall comprise the following
i- Main protection: Distance relay
ii- Back up protection: Directional Earth fault and Over Current
relay.
I–Main protection
Numerical microprocessor based distance relay including the following
functions:
• Directional earth fault protection.
• Over current protection (Three phase current ,time delay)
• Event recorder function.
• Fault locator function.
• Fault recorder function
Further, the relay shall fulfill the following specification in addition
to the requirements in clause (4.4.1)
- Have full scheme characteristics.
- Have 3 forward zones and one backward zone (at least) for all kinds of
faults with under impedance and over current starting element.
- Be suitable for detecting phase and ground faults.
- Shall be able to detect ground faults with tower footing of high
resistance (Min 30 Ω)
- Correct performance (instantaneous tripping) during close up faults and
of the current is 20% of rated current.
- Zones of protection shall be able to set independently .
- Be suitable for 3 φ tripping.
- Be able to carry 2.4 x Ir. continuously.
- Have Mutual zero sequence compensation.
- Have a voltage memory for duration not less than 5 cycles.
- In the event of any loss to the measuring potential due to VT MCB trip,
the relay shall not trip. An indication shall be given.

- Relay shall have self monitoring for the whole system including
hardware, voltage circuits , current circuits, DC circuit, and tripping
circuits.. etc and block tripping in case of any failures Failure indication
shall be given .
- I/P and O/P data shall be accessible via front panel, and PC.
- Programmable input and output contacts shall be provided, not less than
12 each.
- Shall have line check function when a dead line is energized.
- Shall have enough programmable LEDs and corresponding signaling for
indication of each phase and steps of operation
- Basic time of operation shall not exceed 35m sec.
- The accuracy of measurement shall not be materially affected by V.T &
C.T transient nor the length of the line.
- Be Suitable for O.H.T.L. and under ground cables.
- The characteristics of the measuring elements for each fault shall be
quadrilateral while for inter phase faults possible to be quadrilateral or
circular with independent adjustable inductive & resistive reaches.
- Have voltage memory for duration not less than 5 cycles.
- The directionality shall be verified under load conditions <20%.
- It shall be possible to change the directionally (preferably) without
distributing VT &CT or relay wiring.
- Shall include back up protection functions as follows:

- Have Multiple group of settings (local, remote ).


Shall include Fault Location Function to display the location of the fault in
Km’s or percentage of line length. Mutual zero sequence compensation shall be
included for location of faults on parallel lines.

Shall include Event Recording Function to record, at least, the following


events with time tagging:
• General starting.
• Tripping & closing commands of breakers, communication channels
(send, receive).
• Warning and alarms.
• Faults (faulty phase) .

Shall include Fault Recording Function having circular non-volatile memory


keeping 5 faults, at least. And shall keep all records in the memory if the power
supply is disconnected. It shall be able to record the following:
• 8 analog channels ( Va,Vb,Vc,3Vo,Ia,Ib,Ic,3Io )
• Recording (prefault, fault and post fault) time 100 ms
prefault, with total recording time is 5 Sec (all in one page)
• Digital channels for each bay, including (but not
limited to):-
• Starting
• Faulty phase.
• Communications (send , receive ) .
• C.B trip – faulty phase.
• Backup protection.
II- Separate Backup Protection:
Specification For over current and earth fault relays
- The relay shall have time delay element and with multi
characteristics (definite, inverse…etc) (according to IEC
255), in addition to independent measuring element for
directional earth fault.
- The relay shall include a minimum number of 6 LEDs to
indicate ( relay start, trip……ect).
- The relays shall have the following specifications:

4.5.2 Main Protection For 66 KV Short O.H.T.L and power cables :
A Numerical differential protection relay have at least, the following features:-
• Suitable for PLC/fiber optic/ pilot wire interface for each circuit (at both
ends).
• Provide selectivity and high speed operation (30 m sec.)
• Suitable for protecting short length 66 KV overhead transmission line.
• Low CT burden.
• Independent measuring elements and simultaneous tripping of relays at
each line end.
• Phase and earth fault protection.
• Low earth fault setting.
• Should have suitable means, to protect the relay against high induced
voltages.
• Suitable means for securing the relay settings.
• No false operation in case of swing condition, and cable charging current.
• The operation should be controlled by an O/C element.
• The relay should have self monitoring for the F.O. cables.
• Shall have any means to protect CT secondary circuits and earth.
• Measurements insure stability against distorted waveforms during a
symmetrical transients.
• The protection shall be able to carry 2 x Ir continuously.
• The protection shall have indicating signals for each faulty phase.
• The relay should be insensitive to CT saturation (external fault security).
• Trips both ends in case of single end infeed.

4.6 66/11-22 kV Transformer Protection


The transformer protection shall include the following protective relays
1- High speed, microprocessor based numerical type differential protection
with the following technical specifications:
(Biased) type percentage restraint to trip both high & low voltage circuit
breakers.
‰ The Relay shall be designed for protecting two-winding power
transformers against winding short-circuit, interterm fault, earth fault and
short circuit.
‰ The relay shall be stabilized, to prevent unwanted operations at faults
outside the protected area and transformer inrush currents.

‰ Second harmonic restraint to prevent false operation during transformer


energization (inrush current restraint).
‰ Fifth harmonic restraint to prevent false operation during transformer over-
excitation.
‰ The percentage restraint shall be adjustable over a range ( 20 % - 50 % ) of
rated current
‰ Relay's operating time shall not exceed 35m sec.
‰ Test facilities shall include measuring of restraint and differential currents
for each phase.
‰ The numerical relay should have the following features as min. :
a- Over current protection
b- Restricted earth fault
c- Disturbance recorder
d- Event recorder.
2- Separate 3 phase over current: with time lag element (low set) and
instantaneous element (high set)
3- Over load relay: on one phase with setting of (0.8-2.0) of rated current and to
give an alarm on the control board after time (range 0-10 seconds).
4- Mechanical protection of transformer and tap-changer which include
(Supplied by others):
1- Gas protection: Buchhloz relay sensitive for all types of faults shall be
provided having two steps one for alarm & the other for tripping both breakers
high & low voltage sides.
2- Protection against excessive heating of core, oil & windings equipped with
detectors with contacts to sound an alarm at excessive temperature (stage 1),
& to give a tripping order (stage 2)
3- Protection against low oil level to give an alarm when the oil level drops below
permissible limits.
4- Protection against pressure relief and oil flow of the tap changer.

4.7 66KV Bus Coupler protection:


‰ Protection of 66 KV bus - couplers should be 3-phase over current relay
with time delay element and with multi characteristics (definite,
inverse…etc) (according to IEC 255).
‰ Time setting (0.1 - 5.0 sec) and current setting (0.5-3) In .

4.8 66 KV Bus Bar protection:


Bus bar Protection relay should include the following features
‰ Low impedance numerical differential relay.

‰ Shall be suitable for the required 66 KV Switchgear arrangements.


‰ Shall trip& lockout each of the CB’s connected to the respective BB and
initiate their BF relay.
‰ Shall have 3-zones, one check zone & and 2- discriminating zones,
tripping of any BB section shall occur only, when both check and
discriminating zones of the said BB are operated.
‰ During shifting of any feeder from one B.B to another, the protection
should not be blocked and the C.T current shall be switched via latched type
replica relay and fed from the same auxiliary switch that operate the
isolators.
‰ The protection shall be stable during CT saturation and external fault
conditions (no false operation).
‰ Shall cover the future extension bays
‰ The protection should not be sensitive to the effect of high frequency
components of switching surges.
‰ The operating time including trip output relays shall not be greater than 25
milliseconds.
‰ The protection shall trip both sides of transformer in case of operation.
‰ Trip all breakers connected to associated bus inc. bus coupler.
‰ Indications shall be provided to indicate faulty phase

‰ The scheme of protection shall include continuous monitoring of CB & IS


position and current circuits to sound an alarm in case of open current
circuit conditions and to block the tripping signal in case of false operation.
4.9 66 KV breaker failure protection:
‰ The breaker failure relay shall be initiated by all protective relaying system
of 66 KV.
‰ The relay can withstand 40 times its rated current for 1 second.
‰ The breaker failure relay shall contain a minimum of three phase current
detectors i.e. one per phase, the setting range from 0.2 to 1.5 normal current.

‰ The breaker failure protection relay must include 2 operational stages


Stage 1: an instantaneous re-trip command, which re-trips the failed breaker
with time range (0----400 msec,< 10 steps).
Stage 2: Tripping command to all other breakers connected to the same bus
bar,
with time range (0----800 msec, < 10 steps).
‰ The timer shall be started by tripping order of circuit protection and if the
three measuring elements do not reset after a preset time higher than the
tripping time of CB the relay shall transmit tripping signal to all CBs
connected to the same bus bar to which the faulty CB is connected.
‰ In case of pressure drop in SF6 gas of circuit breakers, the breaker is
blocked and hence the breaker failure protection initiates stage 2 without
any delay.

‰ Trip both sides of transformer in case of failure of its circuit breakers.

4.10 Tripping Relays:

Tripping relays should be of electrically and manually reset type and designed
to operate from 60% to 120% of the DC supply rated voltage.

4.11 Lockout Relay

All tripping orders given to Transformer C.B should be through a lockout


relay of (manually/electrically) reset type

4.12 Trip circuit supervision relays:

‰ Supervision relays for all tripping circuits should be provided.


‰ In case of tripping the relay should initiate following
a) Indicating lamp located on associated relay.
b) Alarm announciator located on the remote control panel

5. MARKING
5.1 Name Plate
Each panel shall be provided with a name plate marked in a durable
manner and located such that they are visible and legible. The name
plate shall be written in English and space shall be left to be written
in Arabic.

The following information shall be given on the name plate.


• Manufacture’s name or trade mark.
• Degree of protection.
• Dimension and weight.
5.2 Schematic Diagrams
Each panel shall incorporate schematic diagram.

6. TESTING AND INSPECTION

6.1 Testing
6.1.1 General:
All protective relay shall be tested in accordance with the latest IEC
standards.
The supplier shall provide acceptable type test certificates for the
protective equipments inside the panel.
- Tests Shall be performed as required to insure the proper operation and
complete installation of all components. Upon completion of testing and
checking of each item, any necessary maintenance and protection shall be
carried out. Safety procedure to ensure safety of the personnel and
equipment within the test area shall be considered.
- The contractor shall submit test certificates to demonstrate that all
equipment meets the specification and by reference codes and standards.
- All equipment shall be subjected to routine shop tests. In addition,
performance and functional tests shall be conducted.
- Test procedures and a list of standards and guides that will be used during
construction shall be prepared and submitted to EETC.
- The contractor shall clearly outline all in service tests that will be required
to be performed by the owner for normal operation and maintenance
activities.
- Test reports : all data obtained from receiving, storage, maintenance and
testing of the equipment shall be recorded and submitted to purchaser. The
reports shall include :
Summary of the tests, date of tests, tests procedure with reference numbers,
description of the equipment tested, test equipment used, test results, and
conclusions.

- Offshore inspection tests and checks: all equipment shall be checked for
physical damage, dents, cleanliness, proper fit, and paint scratches.
Correctness of wiring and connections compared to wiring and connection
diagrams. All discrepancies shall be reported to purchaser.
6.1.2 Location of the test
Routine and /or sample test shall be carried out at supplier factories.
Type tests shall be carried out at an independent testing agency or at the
supplier’s laboratory and witnessed by a representative of an independent
testing agency or other representative acceptable to the purchaser.
6.1.3 Type ,Routine and Site Tests
6.1.3.1 Each panel shall be checked to ensure that an output of the of the
specified accuracy results when rated input is applied.
6.1.3.2 Insulation resistance test at 2000 V, AC for one minute shall, if possible
to be carried out on all protection, control, alarm and indication circuits
to ensure that wiring is in satisfactory condition.
6.1.3.3 Visual inspection shall be made on cable gland, cable joints, circuit
breaker rating and small panel items, such as indicating lamps.

6.1.3.4 Digital /numerical equipment which may be damaged by the application


of test voltages shall have the appropriate terminals short-circuited.

6.1.3.5 Inter-relay, inter-unit and cubicle wiring carried out at site is to be


checked to the appropriate circuit and/or wiring diagram. This may be
done by using bells or buzzers, or DC voltage supplied from the station
battery may also be used.
6.1.3.6 Where it is found necessary to effect site modifications to the secondary
wiring, copies of appropriate schematic and wiring diagrams shall be
suitably marked as agreed with Engineer before the circuit is
commissioned.
6.1.3.7 Loop resistance measurements shall be made on all current transformer
circuits. Separate values are required for current transformers and lead
resistance and all instruments are to be recorded on load resistance
diagrams.
6.1.3.8 Vector group, phasing, synchronizing and alarm test shall also be carried
out.

6.1.3.9 All panel equipment is to be examined to ensure that it is in proper


working condition and correctly adjusted, correctly labeled and that
cases., covers, glass and gaskets are in good order and properly fitted.
6.1.3.10 Sufficient test shall be performed on relays and protection schemes to:-
• Establish that the equipment has not suffered damage during
transportation.
• Establish that the correct equipment has been supplied and installed.
• Confirm that the various items of equipment have been correctly
interconnected.
• Confirm performance of schemes designed on the basis of
calculation.
• To provide a set figures for comparison with future maintenance
values thus allowing the condition of the equipment to be
determined.
6.1.3.12 Secondary Injection
Secondary injection shall be carried out on all AC relays, using
voltage and current of sinusoidal wave from power frequency to
confirm satisfactory operation and range adjustment.

6.1.3.13 DC Operation Test


Tests shall be carried out to prove the correctness of all DC
polarities, the operating levels of DC relays and the correct
functioning of DC relay schemes, selection and control switching,
indication and alarms.
All DC auxiliary relays shall be tested at 80% of DC rated voltage to
confirm its satisfactory operation.
6.1.3.14 Auxiliary power and control cables test
Each complete circuit of cable shall be subject to a direct current
high voltage test.
For cables installed in a three phase 220/380V, 50Hz system the test
may be applied with a 2000 V megger insulation tester.
6.2 Inspection
The purchaser may wish to witness test or to visit the factory during
manufacture of any or all items covered by this specifications.
Accordingly, the supplier shall give the purchaser adequate notice of
manufacture and test schedule.

7. ACCEPTANCE AND REJECTION


7.1 The supplier shall forward to the purchaser, two copies of certificates
proving that all tests required have been carried out successfully.
7.2 Acceptance or rejection of the units shall be based on the criteria specified
in the tender specification.
8. DELIVERY
All panels shall be delivered ready for service.
Packing shall be designed to protect against mechanical damage, ingress of
moisture and against any deterioration of the equipment.
The supplier shall include a guaranteed delivery time from the date of receipt of
the official order to arrival of material in the designated stores.
9. GUARANTEE
The supplier guarantee the delivered equipment against manufacturing, design and
material defects for a period as given in the tender documents.

10. SUBMITTALS
The supplier should submit the following:-
• Detail design.
• General, layout drawings.
• Outline dimensional drawings.
• Assembly drawings.
• Wiring diagrams.
• Schematic diagrams
• Mounting drawings.
• Type test report.
• Factory routine test report.
• Operation and instruction manuals.
• Catalogues for all equipment in English.
• Equipment reference.
• The necessary documents, drawings, catalogues, wiring
diagrams, calculations of current transformers, and voltage
transformers burdens, guarantee the correct functioning of the
protection equipment without any danger of thermal deterioration
in the relays.

• Applicable type test certificates in accordance with IEC


standards.
• copies of original software and operational manual together with
communication cables to PC for all protection relays to be
handed over to EETC.

11. REFERENCE LIST

Tenderer shall submit reference list that the proposed equipment have been in
successful operation in an integrated system for a period of three years minimum
on three different substations of same or higher capacity outside country of
manufacture and/or in EETC network during the last ten years.
The experience of manufacturer and the sub-manufacturers shall be evaluated on
the above basis.
