SWACHH BHARAT ABHIYAN

INTRODUCTION
As per the topic: “SWACHH BHARAT
ABHIYAN”

Swachh Bharat Abhiyan is a Clean India drive and Mission launched as a national campaign by
the Indian Government aimed at maintaining cleanliness of streets, roads and infrastructure of the
country. Indian Prime Minister,
Narendra Modi has officially launched this mission on 2nd of October (the birth anniversary of the
Mahatma Gandhi) in 2014 at Rajghat, New Delhi. While
launching the event Prime Minister himself had cleaned the road. It is the biggest cleanliness drive
ever in India where approximately 3 million
government employees including students from schools and colleges took part in the cleanliness
activities. On the day of launch of the event PM himself has nominated the name of nine people
to participate in the cleanliness drive in
their own areas. Schools and colleges have participated in the event by
organising many cleanliness activities according to their own themes. Students of India
participated in this event. PM had also requested to all those nine nominees to call another nine
people separately to participate in this
cleanliness drive as well as continue the chain of calling nine people by each and every
participated candidate of the mission until the message reach to the every Indian in every corner of
the country to make it a national mission.
AIM OF THE MISSION:

 This mission aimed to join each and every Indian people from all walks of
life by making the structure of branching of a tree.

 Swachh Bharat mission aimed to construct individual sanitary latrines for


household purposes for the people living under poverty line, converting dry
latrines into low-cost sanitary latrines, provide facility of hand pumping,
safe and secure bathing, set up sanitary marts, construct drains, disposal of
solid and liquid wastes, enhance health and education awareness, provide
household and environmental sanitation facilities and many more.

 Earlier many awareness programmes (such as Total Sanitation Campaign,


Nirmal Bharat Abhiyan, etc) about the environmental sanitation and
personal cleanliness were launched by the Indian government however could not be so
effective to make India a clean India.

 There is no doubt that cleanliness is interlinked with the country’s tourism


and global interests. More tourism will bring more revenue. It is important
for India to display high standards of hygiene and cleanliness to change the
overall global perception people have about our country.

 India is home to the world’s second largest population. This mission is the
biggest social initiative taken up by the Government of India to enhance
hygiene standards. The movement has helped in cleaning up the streets,
roads, and infrastructure in many cities, small towns, and rural areas of
India. High-levels of advocacy have helped in reducing open defecation and
promote building household owned and community owned toilets. This has risen the hygiene
and sanitation standards in the country.
 The main objectives of Swachh Bharat Abhiyan are removing the trend of
open defecation, changing insanitary toilets into pour flush toilets, removal
of manual scavenging, proper disposal of solid and liquid wastes, bring
behavioural changes among people, enhance awareness about sanitation, facilitating the
participation of private sectors towards cleanliness facilities.

 First nine nominated people by the PM of this abhiyan are Salman Khan,
Anil Ambani, Kamal Hassan, comedian Kapil Sharma, Priyanka Chopra, Baba Ramdev,
Sachin Tendulkar, Shashi Tharoor and team of Taarak Mehta Ka Ooltah Chashmah (a most
famous TV series). Indian film actor Aamir Khan was invited to come on the date of
launching of the mission.
 There are various brand ambassadors who have been chosen by the PM to
initiate and promote the abhiyan of Swachh Bharat in various fields. He had
also nominated some other people (Akhilesh Yadav, Swami
Rambhadracharya, Mohammad Kaif, Manoj Tiwari, Deviprasad Dwivedi,
Manu Sharma, Kailash Kher, Raju Srivastava, Suresh Raina) on 8th of
November in 2014 and (Sourav Ganguly, Kiran Bedi, Padmanabha Acharya, Sonal Mansingh,
Ramoji Rao, etc) on 25th of December in 2014.

 While ULBs have been authorised to prepare, sanction and implement


projects in respect of constructing individual household toilets besides
community and public toilets, under the broad directions of state/UT
governments, the solid waste management project proposals of ULBs will
be approved by state/UT governments.
SWACHH ABHIYAAN PLEDGE:

Prime Minister Shri Narendra Modi exhorted people to fulfil Mahatma Gandhi's vision of Clean
India. The 'Swachh Bharat Abhiyan' is a massive mass movement that seeks to create a Clean
India. Cleanliness was very close to Mahatma
Gandhi's heart. A clean India is the best tribute we can pay to Bapu when we celebrate his 150th
birth anniversary in 2019. Mahatma Gandhi devoted his life so that India attains 'Swarajya'. Now
the time has come to devote ourselves towards 'Swachh' (cleanliness) of our motherland.
The objectives in this phase of the Swachh Bharat Mission were as follows:

 Improve general quality of life in rural areas by promoting cleanliness &


hygiene and eliminating open defecation

 Accelerate sanitation coverage in rural areas to achieve full implementation


by October 2, 2019.

 Motivate communities and Panchayati Raj institutions to adopt sustainable


sanitation practices and facilities through awareness creation and health
education

 Encourage cost-effective and appropriate technologies for


ecologically safe and sustainable sanitation

 Develop community-managed sanitation systems (wherever required)


focusing on scientific Solid & Liquid Waste Management systems for
overall cleanliness in rural areas
 Create significant positive impact on gender and promote social inclusion
by improving sanitation, especially in marginalised communities

 With successful completion of the first phase, the central government


recommenced its work towards sanitation and hygiene status in rural areas with the approval
of Phase II of the programme.
 The mission will be implemented from 2020-21 to 2024-25, with a total
estimated outlay of Rs. 140,881 crore (US$ 19.11 billion), focusing on the
sustainability of eradicating open defecation and solid & liquid waste
management (SLWM).

Objectives of the second phase of Swachh Bharat Mission


are as follows:

Open Defecation-free Sustainability:

 It constitutes households in villages, primary schools, panchayat ghars and


Anganwadi centres with access to toilets.
 It also includeleast five information, education and communication (IEC)
messages on specified themes for displaying in the villages.
 If a village has more than 100 households, it should have a community
sanitary complex.

 “A clean India would be the best tribute India could pay to Mahatma Gandhi
on his 150 birth anniversary in 2019,” said Shri Narendra Modi as he
launched the Swachh Bharat Mission at Rajpath in New Delhi. On 2nd October 2014,
Swachh Bharat Mission was launched throughout length and breadth of the country as a
national movement. The campaign aims to
achieve the vision of a ‘Clean India’ by 2nd October 2019.
Liquid Waste Management: It includes effective management of liquid waste by at
least 80% households and public places; and, management of greywater generated
from kitchen use and bathing, storm water from individual and community soak pits and
black water due to overflow from septic tanks.

 Visual Cleanliness: A village will be classified as visually clean if 80%


households and all public places are observed to have minimum litter and
stagnant water, with zero dumping and accumulation of plastic
waste. Swachh
Bharat Mission Urban Areas Launched in October 2014, the Swachh Bharat Mission Urban

 Areas includes elimination of open defecation, eradication of manual


scavenging, municipal solid waste management, conversion of unsanitary
toilets to pour flush toilets and bringing about a behavioural change in
people (towards adopting healthy sanitation practices).

 The programme has been implemented over a five-year period in 4,401


towns. The mission aims to cover 10.4 million households by providing 0.25
million community toilets, 0.26 million public toilets and a solid waste
management facility in each town.

 Under the programme, community toilets are built in residential areas


where it is difficult to construct individual household toilets. Public toilets are constructed in
designated locations such as tourist places, markets, bus stations and railway stations.

Swachh Bharat Mission – Key Developments


 In February 2021, the government introduced Swachh Bharat 2.0, focusing
on complete fecal sludge management. Apart from this, wastewater
treatment, segregation of garbage, reduction in single-use plastics, decrease in air pollution by
managing waste from construction sites and demolition activities, along with bioremediation
of all legacy dump sites will be taken into consideration.

 In January 2021, the government announced to build >7 million toilets in


urban areas and several transformative initiatives have been implemented.
 In December 2020, the government launched the ‘Swachhata Abhiyan’, a
mobile application developed to identify and geotag insanitary latrines and
manual scavengers so that these can be replaced with sanitary latrines and
manual scavengers can be rehabilitated to provide dignity of life to them.

Objectives of the second phase of Swachh Bharat Mission are as follows:

Open Defecation-free Sustainability:

It constitutes households in villages, primary schools, panchayat ghars and Anganwadi centres
with access to toilets. It also includes at least five
information, education and communication (IEC) messages on specified themes for displaying in
the villages. If a village has more than 100 households, it should have a community sanitary
complex.

Solid Waste Management: It includes effective management of solid wastes by at least 80%
households and public places by management of biodegradable wastes from cattle and
agricultural activities by individual and community compost pit—an adequate segregation and
community system of plastic waste.

 In August 2020, the government launched the 'Swachh Bharat Mission


Academy', an IVR-based training course with modules on Open Defecation Free (ODF) Plus
programme.

 In August 2020, the government launched Rashtriya Swachhata Kendra, an


interactive experience centre that informs people regarding the ‘Swachh
Bharat Mission’. The centre will provide digital and outdoor installations that
have been arranged to impart information, awareness, and education on the importance of
cleanliness and related aspects.
Swachh Bharat Mission – Key Investments

 In February 2021, the government allocated Rs. 141,678 crore (US$ 19.22
billion) to tackle water, land & air pollution besides waste management over the next five
years.

 In October 2020, the National Bank for Agriculture & Rural Development
(Nabard) disbursed Rs. 12,298 crore (US$ 1.66 billion) under the Swachh
Bharat Mission Gramin (SBM-G) for construction of 32.9 million
household toilets.

 In February 2020, the government allocated Rs. 12,300 crore (US$ 1.69
billion) for Swachh Bharat.
 In December 2019, 73 central public-sector enterprises (CPSEs) were
nudged by their administrative department – the Department of Public
Enterprises (DPE) – to spend over Rs. 1,000 crore (US$ 135.70
million) towards the Swachh Bharat Mission.

 In January 2021, the government announced to build >7 million toilets in

CONCLUSION

Swachh Bharat abhiyan was mission / initiative takes up by the PM of India, Mr. Narendra Modi.
This mission was to clean India and remove its dirt and dust.
India at that time became very much unhygienic and garbage was thrown here and there by
people. So, this mission was a need for this country. Its conclusion was this that - due to this
people understood the importance of hygiene. Now
its quite better and I hope that it will become much better in the coming days. Its really a good
theme and now we can see so many posters and pamphlets for this. Awareness campaigns r taking
place and people are understanding its
importance.

Other programmes like Swachh Bharat Run, Swachh Bharat apps, Real-time monitoring system,
Swachh Bharat short film, Swachh Bharat Nepal – Swachh Bharat Nepal Abhiyan and so many
has been initiated an implemented to actively support the purpose of the mission.
