2.Launch of Cool Roof Policy by the Hon’ble Minister for MA & UD,
Industries, IT E&C Dept. for implementation in all ULBs.

Telangana State is geographically located in Deccan Plateau and


vulnerable to heat waves owing to its geographic and topographical context. In
addition to its geographical location, Telangana is on a high growth trajectory
with rapid urbanization, increasing the demand for cooling. Telangana is the 3 rd
most urbanized state in the country, with 47% of its population as urban, which is
likely to exceed 50% soon.

2. The Hon’ble Minister for MA&UD, Industries, ITE&C Dept has launched
“Telangana Cool Roof Policy” on 03.04.2023, and has directed for Target based
approach for effective implementation of the Cool Roof Application in all ULBs of
the State. The Hon’ble Minister has also suggested to adopt the Cool Roof as a
measure for implementation to build resilience against extreme heat, improve
thermal comfort and move the State of Telangana towards reducing urban heat
islands in its cities and to achieve at least 300 Sq.kms (GHMC - 200 Sq.Km, 141
ULBs – 100 Sq.Kms) of cool roof area by the year 2028. This policy aims at
creating simple solutions that can be scaled up at the state level to bring down
the urban heat impact in the process.

3. Cool Roofs are Painted with solar reflective paint, covered in white tiles, or
with white membrane, cool roofs are an easy and cost–effective way to help fight
climate change by mitigating the urban heat island effect and reducing cooling
demand. A Cool roof takes in less heat from the sun than regular roofs. It stays
relatively cool in the sun by reflecting sunlight to (minimize solar absorption) and
emitting thermal radiation (to help dissipate solar heat gain). Cool Roofs reflect
around 80% of sunlight as compared with 20% from regular roofs. Thus buildings
with cool roofs stay significantly cooler.

4. Further, it is informed that “Telangana Cool Roof Policy” comes with effect
from 01.04.2023, for following category of buildings.

a. Mandatory:

1. All types of Residential Buildings that have plot area 600 sq.yds and above.
2. All Govt., Govt-owned buildings.
3. All Non-Residential & Commercial Buildings irrespective of site area / built-
up-area.
4. Govt., assisted Housing Schemes.

b. Optional :

1. Buildings that have installed roof top solar systems, may also adopt cool
roofs for better thermal comfort.
2. Retrofitting of all non-residential buildings in next 3 years.
3. All residential buildings that have plot area of <600 Sq.yds also to adopt
cool roofing.

5. Outreach and Awareness Measures: The Nodal agency of the cool roof
policy along with city level authorities like ULBs and UDAs will under take
following massive outreach and awareness building programs duly involving
RWAs, SHGs, SLF/ALFs, TLF/CLFs, passing resolution with NGOs, Elected Council
participation, Orientation program with Public representatives and other stake-
holders such as, Awareness program with RWAs, presenting the program at trade
shows and conferences, website and social media to support the program,
Distributing flyers and posters to spread the work and other knowledge material,
Ad through bill boards and Awareness generation through focused events on low
cost installation of cool roofs for building owners.

6. In TS-bPASS software application the condition has been incorporated that


“In respect of all Non residential buildings and residential buildings in plot of 500
sq mt/ 600 sq yards and above, the Applicant shall comply with the provision of
Telangana Cool roof policy 2023-2028 and the same is mandatory for issuance of
Occupancy Certificate (OC).”

7. Govt., vide. ref 1st cited have appointed the DTCP, Hyd as the Nodal
agency for the effective implementation of the cool roof application across ULBs
in the State (other than GHMC & HMDA area) and for any queries contact Sri
Ramesh Babu, Joint Director, O/o. DTCP, Phone No.9849850149.

8. Therefore, as per the instructions of the Hon’ble Minister, MA&UD Dept,


the MCs of all ULBs shall work on Target based approach and ensure compliance
for effective implementation of Cool Roof policy and to see that the building
applicants shall comply with the provisions of Telangana Cool Roof policy 2023 –
2028 and shall thoroughly verify the conditions before issuance of Occupancy
Certificate. The ULB wise Targets are enclosed for compliance.
