PASSAGE
In a typical Western liberal context, deepening of democracy invariably leads to consolidation of
‘liberal values’. In the Indian context, democratization is translated into greater involvement of
people not as ‘individuals’ which is a staple to liberal discourse, but as communities or groups.
Individuals are getting involved in the public sphere not as ‘atomized’ individuals but as members of
primordial communities drawn on religious or caste identity. Community-identity seems to be the
governing force. It is not therefore surprising that the so-called peripheral groups continue to
maintain their identities with reference to the social groups {caste, religion or sex} to which they
belong while getting involved in the political processes despite the fact that their political goals
remain more or less identical. By helping to articulate the political voice of the marginalized,
democracy in India has led to ‘a loosening of social strictures’ and empowered the peripherals to be
confident of their ability to improve the socio economic conditions in which they are placed. This is a
significant political process that had led to a silent revolution through a meaningful transfer of power
from the upper caste cities to various subaltern groups within the democratic framework of public
governance.
27) According to the passage, what does “deepening of democracy” mean in the Western

PASSAGE
The world faces a looming water disaster, one that could dry out our food systems. Even as climate
change disrupts rainfall patterns, global water demand is projected to increase by 55% by 2050.
While agriculture is not the only driver of increased water demand, the world's growing population
will need more food, putting further strain on already limited water resources - resources that do
not enter into the market value of the food on our plates. This scarcity of water can in turn cause
shortage of food supply in the world.
47) Which of the following is most rational inference from the above passage?
(a) The world must control its population growth to avoid food scarcity and water shortage.
(b) Global food security is at a risk owing to water scarcity and rising population
(c) The world is bound to succumb to water and food shortage owing to rising population.
(d) Water should be charged for usage per plate to discourage misuse or overuse.

PASSAGE
From the standpoint of the theory of justice, the most important natural duty is that to support and
to further just institutions. This duty has two parts: first, we are to comply with and to do our share
in just institutions when they exist and apply to us; and second, we are to assist in the establishment
of just arrangements when they do not exist, at least when this can be done with little cost to
ourselves. It follows that if the basic structure of society is just, or as just as it is reasonable to expect
in the circumstances, everyone has a natural duty to do what is required of him. Each is bound
irrespective of his voluntary acts, performative or otherwise. Now our question is why this principle
rather than some other would be adopted. As in the case of institutions, there is no way, let us
assume, for the parties to examine all the possible principles that might be proposed. The many
possibilities are not clearly defined and among them there may be no best choice. To avoid these
difficulties I suppose, as before, that the choice is to be made from a short list of traditional and
familiar principles.
48) What is the central message of the passage?
(a) Our duty to support and to further just institutions.
(b) Discussing the Theory of Justice.
(c) Natural duties of every individual.
(d) Traditional and familiar principles as guide to our natural duty.

regarded as correct with regard to our natural duty?
1. We should become a part of just institutions.
2. Little cost is involved in the establishment of just arrangements.
Select the correct answer using the codes given below:
(a) 1 only
(b) 2 only
(c) 1 and 2 both
(d) Neither 1 nor 2

We have hard work ahead. There is no resting for any of us till we redeem our pledge in full, till we
make all the people of India what destiny intends them to be. We are citizens of a great country, on
the verge of bold advance, and we have to live up to that high standard. All of us, to whatever
religion we may belong, are equally the children of India with, equal rights, privileges and
obligations. We cannot encourage communalism or narrowmindedness, for no nation can be great
whose people are narrow in thought or action.
50) The challenge the author of the above passage throws to the public is to achieve

PASSAGE
Education, without a doubt, has an important functional, instrumental and utilitarian dimension.
This is revealed when one asks questions such as 'what is the purpose of education?'. The Solutions,
too often, are 'to acquire qualifications for employment/upward mobility', 'wider/higher (in terms of
income) opportunities', and 'to meet the needs for trained human power in diverse field for national
development'. But in its deepest sense education is not instrumentalist. That is to say, it is not to be
justified outside of itself because it leads to the acquisition of formal skills or of certain desired
psychological – social attributes. It must be respected in itself. Education is thus not a commodity to
be acquired or possessed and then used, but a process of inestimable importance to individuals and
society, although it can and does have enormous use value. Education then, is a process of
expansion and conversion, not in the sense of conversion turning students into doctors or engineers,
but the widening and turning out of the mind – the creation, sustenance and development of self-
critical awareness and independence of thought. It is an inner process of moral-intellectual
development.
52) What do you understand by the 'instrumentalist' view of education?
(a) Education is functional and utilitarian in its purposes.
(b) Education is meant to fulfill human needs.
(c) The purpose of education is to train the human intellect.
(d) Education is meant to achieve moral development.

53) According to the passage, education must be respected in itself because

(a) It helps to acquire qualifications for employment.
(b) It helps in upward mobility and acquiring social status.
(c) It is an inner process of moral and intellectual development
(d) All the a), b) and c) given above are correct in this context.

PASSAGE
In 2019, women's actual involvement in politics remains noticeably weak across parties. And nine
out of ten of our legislators are men. In the matter of women's actual political representation in
Parliament, India ranks 151 globally among 190 countries. Among its eight South Asian neighbours,
India ranks below Afghanistan, Bangladesh, Pakistan and Nepal. And (according to the Inter-
Parliamentary Forum), as of 2014, India' s women occupied less than 12 per cent seats both in the
Lok Sabha and Rajya Sabha. Even in the state and national decision-making bodies, women remain
hugely under-represented.
54) Which of the following is the most logical and rational corollary to the above passage?

(b) Patriarchy is steeped in Indian politics
(c) The status of women in India is worse than its neighbouring countries

The interests of working and poor people have historically been neglected in the planning of our
cities. Our cities are increasingly intolerant,', unsafe and unlivable places for large numbers of
citizens and yet we continue to plan via the old ways — the static Development Plan — that draws
exclusively from technical expertise, distanced from people's live experiences and needs, and
actively excluding large number of people, places, activities and practices that are an integral part of
the city.
55) The passage seems to argue
(a) Against the monopoly of builders and the interests of elite groups.
(b) Against the need for global and smart cities.
(c) In favour of planning cities mainly for working class and poor people.
(d) In favour of participation of peoples' groups in city planning.

PASSAGE
India’s record of rapid economic growth in recent decades, particularly in the last ten years or so,
has tended to cause some understandable excitement. The living standards of the ‘middle classes’
(which tends to mean the top 20 per cent or so of the population by income) have improved well
beyond what was expected – or could be anticipated –in the previous decades. But the story is more
complex for many others such as the rickshaw puller, domestic worker or brick-kiln labourer. For
them, and other underprivileged groups, the reform period has not been so exciting. It is not that
their lives have not improved at all, but the pace of change has been excruciatingly slow and has
barely altered their abysmal living conditions.
56) Which among the following is the most logical and rational inference that can be made from
the above passage?
(a) Economic growth of India has improved the living standards of its people, however
unequally.
(b) Middle classes have been responsible for bringing rapid economic growth of India.
(c) The abysmal living conditions of underprivileged groups are because of economic growth.
(d) India’s growth rate is still low to improve anybody’s life substantially.

PASSAGE
Great comic art is never otherworldly, it does not seek to mystify us, and it does not deny ambiguity
by branding as evil whatever differs from good. Great comic artists assume that truth may bear all
lights, and thus they seek to accentuate contradictions in social action, not gloss over or transcend
them by appeals to extra social symbols of divine ends, cosmic purpose, or laws of nature. The
moment of transcendence in great comic art is a social moment, born out of the conviction that we
are human, even though we try to be gods. The comic community to which artists address
themselves is a community of reasoning, loving, joyful, compassionate beings, who are willing to
assume the human risks of acting rationally. Without invoking gods or demons, great comic art
arouses courage in reason, courage which grows out of trust in what human beings can do as
humans.
57) It can be inferred from the passage that the author admires great comic artists primarily for
their
(a) Ability to understand the frequently subtle differences between good and evil
(b) Ability to reconcile the contradictions in human behaviour
(c) Ability to distinguish between rational and irrational behaviour
(d) Insistence on confronting the truth about the human condition
