Guidelines in using the
Listening Guide (LG)

The RE shall receive the following TMs from the CE:

1. Sealed plastic bag containing 20 TBs


TB 1 (Green Cover) –
TB 2 (No Color) – For MT (Not Appicable in NCR)

Sampling Guidelines for
ELLNA
Step 1
In the SORT tab of the Excel file, prepare a list of ALL Grade 3 learners enrolled in School Year
2023-2024 using Microsoft Excel 365. The list shall include the following information:

● Learner’s Last Name, First Name, and Middle Initial


● Learner’s Reference Number (LRN)
● Class Section
● Sex whether Male or Female
● If with Financial Aid, indicate whether 4Ps (for Public Schools); or GASTPE - EVS/ESC (for
Private Schools).

Also fill in the following details: Name of School, School ID, Name of School Head, and
Position.
The list should look like this:

ALL information in this list are fictitious.


Step 2
Highlight the list with the Last Name, First Name, MI, LRN, Class Section, Sex, and Financial
Aid.
Step 3
In the Excel file, click Sort & Filter. Then, click Custom Sort and click OK.
Step 4
Refer to the provided Allocation from BEA of Grade 3 learners who will
take the ELLNA at the school.

● The Bureau of Education Assessment (BEA) will prepare and upload


the copy of allocation in the one drive.
● The number/allocation of Test Materials (TMs) will be the basis for the
number of learners who will take the test per school
● The School Heads (SHs)/School Testing Coordinators (STCs) shall be
responsible for the selection guidelines on the NATG6 Allocation.
● The STCs shall include a buffer learner in case the sampled learner is
absent on the day of the exam, to fully maximize the TMs they will
receive.

Step 5
In the ELLNA Learners tab, provide the following information:

● N = total number of Grade 3 learners in the school


● n = sample size of the school (based on Annex A)
● r = random start (1st learner in the sample)
Step 6
In the ELLNA Sampled Learners tab, the name of learners who will take the test will be listed.
Finalizing the actual list of examinees
Step 7
To finalize the actual list of examines, select ALL the columns for the Last Name, First Name,
MI, LRN, Class Section, Sex, and Financial Aid and paste it in a new Excel file.
Step 8
In the Excel file, click Custom Sort. Sort by SEX (Z to A), then by LAST NAME (A to Z). Click OK.
The final list should look like this:

The SH/STC shall prepare the final list of actual examinees and submit to the DTC for
consolidation.

The consolidated final list of actual examinees in each school prepared by the DTC shall be
forwarded to the RTC.

He/She shall oversee the conduct of the test in
Chief Examiner (CE) the school. The School Head (SH) shall serve as
the CE.

Pre-Test activities:

• Keeps the confidentiality of the TMs


• Requires every RE to count the sealed TMs in
the Distribution Room
• Facilitates the signing of BEA Form 3 (Test
Materials Accounting Form) to the REs

He/She shall oversee the conduct of the test in
Chief Examiner (CE) the school. The School Head (SH) shall serve as
the CE.

Test Proper activities:

• Accomplishes BEA Forms 4 (Chief Examiner's


Report Form), 5 (Test Booklet Quantity and
Completeness Verification Sheet), and 6
(Answer Sheet Quantity and Completeness
Verification Sheet)
• Monitors the activities of testing personnels

He/She shall oversee the conduct of the test in
the school. The School Head (SH) shall serve as

Post Test activities:

• Collects and accounts all ETREs assisted by the


STC/RE
• Arranges and bundles the TMs accordingly
• Places inside the CETRE the required TMs
• Submits to DTC Forms 5 (Test Booklet Quantity
and Completeness Verification Sheet) and
6 (Answer Sheet Quantity and Completeness
Verification Sheet) separately

Supervising Examiner (SE) An SE shall be assigned for testing centers with
more than ten (10) rooms.

He/She shall monitor and supervise the


assigned testing rooms. He/She shall
conduct ocular inspection the day before the
test administration to be familiarized with
the school layout.

School Testing Coordinator

He/She shall assist the CE in the overall test


administration.

Room Examiner (RE) He/She shall administer the test in accordance with
the standardized test administration guidelines in the
Examiner’s Handbook (EH).

Pre-Test activities:

• Receives the TMs in the Distribution Room


• Counts the received TMs
• Signs the BEA Form 3 (Test Materials
Accounting Form)

***Note: Room Examiner/s coming from other grade level


within the school

Room Examiner (RE) He/She shall administer the test in accordance with
the standardized test administration guidelines in the
Examiner’s Handbook (EH).

Post Test activities:

• Collects and accounts all TMs from the examinees

• Places inside the ETRE the required TMs
• Submits to CE the ETRE

Assistant Examiner (AE)

He/She shall provide any test-related


assistance to the RE, if there are reported
Learners with Disabilities (LWDs) in the testing
room. He/She is not required if there are no
reported LWDs in the testing room.

Support Staff

He/She shall provide any test-related


assistance to the SH, such as preparation of
the testing rooms.

ACCOUNTING OF TMs BY THE CE
The CE shall account the TMs in accordance with the following:
a.Collect and account all ETREs assisted by the Supervising Examiner
(if any).
b.Arrange and bundle the TMs accordingly in terms of the following:
• The ETREs should tally with the number of testing rooms.
• A report on the number of ETREs should accompany the bundle.
c.Return to their original plastic bags all used and unused TBs with
serial numbers arranged consecutively. These should be resealed by
stapling the open end of the plastic bag.

The CE shall account the TMs in accordance with the following:

d. Place inside the CETRE the unused Answer Sheets, BEA Form 3,
BEA Form 4, and School Header.

f. Place BEA Form 6 (Answer Sheet Quantity and Completeness
Verification Sheet) in Box 1 of the Answer Sheets.

retrieve the Test Materials for the National Achievement Test (NAT), I hereby solemnly swear

BREACH OF SECURITY IN
NATIONAL EXAMINATIONS AND
CORRESPONDING SANCTIONS
BREACH OF SECURITY IN NATIONAL EXAMINATIONS
AND CORRESPONDING SANCTIONS (DO 55 s. 2015 Section 13)
The security and integrity of test materials shall be upheld in
the whole process of test administration. This Order rescinds
DECS Order No. 85, s. 1999, “Breach of Security in National
Examinations and Corresponding Sanctions” and DepEd Order
No. 47, s. 2015, “Inclusion of Acts as Violations to National
Examinations.”The following acts are deemed as
violation/infractions of security pertaining to national
examinations in addition to:
1. Reading of test booklets other than by the examinee
2. Supplying answers to examinees
3. Cheating
4. Plagiarizing
5. Loss of test booklets

6. Photocopying of test booklets
7. Capturing test items through electronic gadgets
8. Distribution and posting of photos of the test booklet in
any form of media
9. Opening the test materials prior to testing schedule
10. Late submission of test booklets and/or answer sheets
11. Tampering of examinees’ answer sheets
12. Infringement of copyright
13. Allowing impostors and substitute examinees
14. Misrepresentation with regard to age, residence, and
status
15. Failure to closely monitor test procedures resulting in
test irregularities
BREACH OF SECURITY IN NATIONAL EXAMINATIONS
AND CORRESPONDING SANCTIONS (DO 55 s. 2015 Section 13)
Any or all of the following sanctions will be imposed on any or all of the
aforementioned violations committed by those involved:
1. Examinees
The degree of violation and corresponding sanction shall be determined
by the Chief Examiner.
a. First and second offenses: reprimand
b. Third offense: Cancellation of test papers/invalidation of test results

2. Testing Personnel
The degree of violation and corresponding sanction shall be determined
by the Schools Division Superintendent.
a. Suspension of salaries and incentives/benefits of those concerned for
one to three months
b. Work suspension
c. In the case of infringement of copyright, legal remedies will be
considered

PRELIMINARY ACTIVITIES OF THE EXAMINEES FOR ELLNA

On the examination day, the examinee is required


to bring the following in the testing room:

a. copy of Third Quarter grades in


English, Filipino, MTB, and Mathematics
(for ELLNA test takers only)
b. two pencils (No. 2), an eraser, and a sharpener
c. snacks and water
Reminders:
• Use pencil in shading School Header (SH).
• Do not seal White Envelope (CETRE) in the school (for review in
SDO).
• Submit a photocopy of the accomplished Form 3 & 4 during
retrieval to SDO.
• Return TMs to each original boxes and plastics bags after the
test.
• Use scissors or cutter in opening TMs boxes.
• Replica of Answer Sheet will remain in the school for future use.
