This user manual is designed to assist Data Entry
Operators in understanding the fundamental
layout and data entry requirements involved in
performing a New Survey, Shock Update (Rapid
Damage Assessment), Roster Update and
Resolving Duplication and Splitting through the
Dynamic NSER Application

Logging into the Application

DEOs are only allowed to log in by

For effective management of


surveys and crowd
management, a screening User
application known as “Token Credentials
Application” is introduced in Input
Dynamic Registry.

provided CNIC is run through
the Token application

the name of the visitor
according to the token
sequence shown on the
list. If the visitor is
present when called,
the DEO will click on
the "Process" button.

• If the visitor does not


appear after multiple
calls by the DEO, they
should skip the current
visitor and proceed to
the next in line.

Issued Tokens Interface

The DEO will receive the


token from the
respondent and enter
the corresponding
token number into the
application.

CNIC # /Form # Entry Interface

DEOs are advised to always ask the


respondent to provide any additional
CNICs of their family members, if After the DEO enters the

The DEO must read aloud the


message to the respondent
and ensure the respondents
understanding about it.

Output Messages

After the DEO enters the respondent's CNIC and the Iqrar Nama
message is displayed, the application will generate one of the following
messages based on the search results:

New Survey

After the DEO enters the


respondent's CNIC and the Iqrar
Nama message is displayed, if the
CNIC is not found in the NSER
New Survey Database, the application will
direct the DEO to the New Survey
module.

This message indicates that a new


survey will need to be conducted
against this CNIC This type of
survey is also referred to as the
"Missed Out Household Survey."

correctly determine and select the
correct category (Urban/Rural) of the
area/locality of the respondent

network is a ported one or not. If

Roster Section

After data entry is complete in the Geographic and Contact


Details section, the application will move to the Roster
Section of the survey form.

In the Roster Section, the DEO will perform the following


actions:

1.Identify the Head of Household and respondent.

2.Compose the NSER Household based on the Alpha and Beta


NADRA record of the respondent.

3.Complete demographic details for each of the household


members.

4.Establish the household hierarchy.

REMEMBER
When selecting the education level of household members, if a
member has attained Madrasa education, please refer to the
following equivalence table to determine the corresponding
educational level.

Once the details of


the head of the
household are added,
the DEO will save the
entered data by
clicking the "Save"
button. After saving,
the next step of
adding household
members will appear
in the application.

REMEMBER
If the respondent informs the DEO that they have a bank
account and can recall the account details, the DEO must
record the provided banking details. However, if the
respondent does not remember the account details, the
DEO should inform the respondent to provide the details
during their next visit to the center. The DEO can then
add the details later through a roster update.

After selecting and adding details of


the Head of Household, the DEO will
compose the NSER Household of the
respondent by clicking on the 'Next'
button. It is important to note that in
the Dynamic Registry, you can only
create a new household by including
family members who are already
registered with NADRA

application will show all

information, DEO will

who are currently living

In this step, the Data Entry Operator (DEO) will need to establish the family tree of the
added household members. The DEO will have to identify the parents/spouse of each
family member from the available dropdown options.

next step involves the application
displaying the family hierarchy, indicating
the relationships within the family (right).
The Data Entry Operator (DEO) will
carefully review this family hierarchy and
seek confirmation of the established

sufficient time for thorough
probing. The entered data, where
DEOs mark all assets as No, will

section, the application will move to the Miscellaneous
Questions Section

In the Miscellaneous Questions Section, the Data Entry


Operator (DEO) will ask the respondent a variety of questions
to gather miscellaneous information about the household.
These questions cover topics such as infant mortality, reasons
for children being out of school, feedback regarding
government institutions, any loans taken by household
members etc.

Agriculture Section

After completing the data entry in the


Miscellaneous Questions Section, the application
will proceed to the Agriculture Section. In this
section, the Data Entry Operator (DEO) will ask
the respondent a series of detailed questions
regarding the household's involvement in
agriculture. The Agriculture Section serves as the
final part of the New Survey module.

It is very important to gather data in this section. All those
who are associated to agriculture at household or individual
level, should be asked about these questions. It is also one of
the key performance benchmarks for the DEOs

Subsequently, the names of
all family members involved
in agriculture will appear in
a multiple selection list. The
DEO will ask for the name(s)
of the person(s) involved in

(Rapid Damage Assessment)

Shock Update: Rapid Damage Assessment

Shock Update After entering the respondent's


(Rapid Damage Assessment) CNIC, the DEO receives the Iqrar
Nama message. If the application
displays the disaster case
message, it means the
respondent's household belongs
to a declared disaster-hit area.
This message signals the need for
a new survey for that CNIC.
Before starting the new survey,
the Rapid Damage Assessment
questionnaire must be finished.

Shock Update: Rapid Damage Assessment

Once the DEO clicks the "Yes"


button on the "Disaster Case"
message, the application will open
the Rapid Damage Assessment
(RDA) questionnaire. The RDA
questionnaire consists of a set of
questions designed to assess the
damage that occurred to the
respondent's household in the
aftermath of the recent disaster.
After the RDA questionnaire is
completed, the New Survey module
will be opened.
REMEMBER
If the respondent informs the DEO that their household is not affected by
the disaster, the DEO shall select 'No.' Afterward, the application will skip
the RDA and proceed directly to the New Survey module.

Roster Update

After entering the respondent's


CNIC and displaying the Iqrar
Roster Update Nama message, if the application
shows the Roster Update
message, it means the
households’ data linked to the
CNIC is already in the NSER
database. Therefore, a full survey
before the displayed due date is
not needed.
However, if there are any changes
in contact details or demographics
that the visitor wants to update in
their household roster, the DEO
can do so through the Roster
Update module.

Roster Update allows a Data Entry Operator (DEO) to perform two main actions:

If the system identifies a discrepancy (invalid CNIC, gender, marital status,


disability) in the data of the household members compared to the entered
CNIC, the application marks the discrepancy. The DEO must resolve this issue
before proceeding further with the Roster Update.

Roster Update

The Roster Update screen will appear with three icons if the system
finds no discrepancy against the entered CNIC. The DEO can ask the
visitor if they want to make any updates to the data of the
household in the categories displayed above.
Please note that changes such as adding a family member, updating
disability status, updating marital status, or updating gender can
only be made based on the NDARA data.

RESOLVING MAJOR DISCREPANCIES
(Split & Duplicate Households)

Duplicate / Split: Major Descrepancy Resolution

After entering the respondent's


CNIC and displaying the Iqrar
Nama message, if the application
Duplication & Split shows either of the two messages
(Duplication / Splitting) , it
indicates a major discrepancy in
the household data linked to the
entered CNIC.
This discrepancy can either be in
the form of duplicate entries of a
household member across
multiple households or the
splitting of a single household into
multiple households. In both
cases, the application will direct
the DEO to the New Survey
module.
