1. INTRODUCTION

1.1 General:

The Miskar platform located in the Tunisian offshore approximately 100 km from the
coast, in the Gulf of Gabes. The Miskar development comprises of:
• Miskar platform with basic processing facilities and accommodation
• Hannibal Onshore terminal (plant)
The working interest of the field is ETAP: 100%, with the asset being operated by
Amilcar Petroleum Operations (APO).

1.2 Objectives:

Miskar platform F&G and ESD systems currently equipped with GE-Fanuc PLC :

Fire and Gas (F&G) System is designed to protect the platform, people and facilities
from hazardous conditions such as explosion, Flame, Smoke, Toxic Gas, Combustible
gas. In case of hazardous events the F&G initiate timely actions, and alert people to
minimize the consequences of a critical event.
The Fire and Gas detection system continuously monitor all areas for abnormal
conditions.

Emergency shutdown (ESD) System is designed to minimize the consequences of


emergency situations related to typically uncontrolled flooding, escape of
hydrocarbons, or outbreak of fire in the platform. The system is able to process input
signals and activating outputs in accordance with the Cause & Effect charts defined
for the installation.

Both systems are made by GE Brand (Plc’s S-90-70 and Genius Blocks) and reported
obsolete.
This project is limited to the replacement of all PLC’s S90-70 and Genius Blocks with the
latest suitable replacement hardware. The contractor shall ensure that the systems
functionalities is not compromised by the change. The new equipment shall have a
up-to-date lifecycle and ensure that both systems won’t require further upgrade in
the coming 10 years.

2. SCOPE OF WORK

The Contractor shall design, supply, test, deliver, install, commission, and start-up of
new Safety PLC’s and associated I/O modules for the F&G and ESD systems (in full
compliance with international standards see section 1.6).

The project will be executed in two phases:


- Phase 01: New F&G system Procurement in 2023. F&G system Installation and
commissioning (Target Q3/Q4 2024 During plant Shutdown)
- Phase 02: Procurement of new ESD system (2024/2025). Installation and
commissioning of the new ESD system (Target During plant Shutdown 2026).

Note: This schedule is best estimate and will be optimized/modified based on


equipment lead time and asset scheduled turnaround.

2.1 Scope of services:

Contractor scope of services for ESD and F&G systems shall include but not limited to:

- Arrange relevant site visits as needed (During tender phase).

- Project kick-off meeting.


- Perform all necessary works related to detailed engineering, procurement,
installation, and testing in compliance with APO standards, HSSE and ICSD
Policies and APO MoC procedures.
- Convert the actual program to new PLCs program by keeping the same
functionalities.
- Validate the existing C&E.
- Check the I/O digital and analogue compatibility between old and new
proposed I/O modules in term of wiring and configuration.
- Conduct required constructability, safety, and operability reviews to confirm
adequacy of new design.
- Provide all required documentations, listed in the attached Vendor Document
Requirement List (VDRL)
- Perform all procurement and equipment assembly.
- Factory Acceptance Test (FAT)

- Decommissioning of existing system and integration of the new system.


- Rewiring the I/O terminations and prepare all necessary tools and consumables
(wires, wire tips …)
- Revamping of any damage found in the Field I/O cabinets affecting the panel
IP Rating (sealing rubbers, locks...).
- Pre-commissioning, Commissioning, and testing.
- The contractor shall employ effective strategies to optimize field work and
minimize platform shutdowns necessary for the integration and commissioning of
the new systems. The goal is to reduce the total shutdown time to the lowest
practical and reasonable level. This may include conducting thorough planning
and risk assessments, utilizing efficient work processes. The company scheduled
shutdown duration is 10 days in 2024 (gas on/ gas off) for F&G system
implementation and 24 days in 2026 (gas on/ gas off) for ESD system
implementation.
- Site Acceptance Test (SAT): including Test of all loop’s functionality (APO will
provide all required resources for the field instrument testing part)
- Handover
- On-site training of maintenance and operation team
- Submit all documentation electronic copies. All final project documents must be
submitted in original format processing. All final drawings and diagrams must be
submitted in AutoCAD format as well.

2.2 Scope of supply:

Contractor scope of supply for ESD and F&G systems shall include but not limited to:

- SIL-2 rated or greater safety PLCs and I/O modules.


- Redundant CPU, Power Supplies and communication modules with remote
I/O.
- All required materials in terms of hardware and software, network equipment,
accessories, tools and fittings to conduct the required revamping to ensure
ESD and F&G systems performance.
- All equipment’s Exe (terminal blocks, relays, fuses …) to be added or
replaced in the existing field cabinet to fit the area classification.

- All new wires and cables to be added or replaced in the existing field cabinet
(compliant to IEC 60331). The company will take in charge the procurement
and installation of communication cables between PLC CPUs and Remote
I/O field enclosure (ex: Fiber optic) after receiving the cable specification
from contractor.
- Spare parts for commissioning / start-up and 2 years operation.
- One engineering workstation for systems diagnostics, I/O override,
engineering modification and systems Sequence of events.
- One operator station for systems diagnostics, systems Sequence of events
and F&G operator graphics showing only F&G zones with detectors status.
(the existing system include around 40 graphics)
- Identical redundant RS-485 Modbus communication to interact with DeltaV
DCS system (For I/O monitoring and status, Override from DCS with
confirmation)
- Any special tools or license required for the system maintenance activities.

Important notes:

- The contractor shall propose an optimal technical solution that will minimize
the time required for field enclosure I/O modules decommissioning and
commissioning. For example, this could involve the replacement of all panel
doors containing the I/O modules (Rittal Swing frame SR2342.200). Ultimately,
the proposed solution should result in a streamlined process that minimizes
downtime, while maintaining the highest level of safety and quality.
- Contractor shall ensure that all new equipment’s will remain for 10 years on
their preferred lifecycle phase.

The Contractor shall provide all components, accessories and services required for
proper operation of the complete F&G and ESD systems with the requirements of this
specification and international standards (see section 1.5).

The Contractor shall include all necessary items for the safe and satisfactory testing,
commissioning and operation of the F&G and ESD systems.

CONTRATCOR allocated resources shall be OPITO BOSIET/ T-BOSIET certified to be able


to work on the offshore platform.

System Architecture:
Miskar is composed of the following systems:

✓ F&G PLC: Redundant GE Fanuc 90-70 with redundant Genius Blocks,
✓ Control PLC: Simplex GE Fanuc 90-70 with simplex Genius Blocks,
✓ Power Generators PLCs: 3 identical Simplex GE Fanuc 90-70 with
simplex Genius Blocks,
✓ Emergency Diesel Generator PLC: Simplex GE Fanuc 90-70 with
simplex Genius Blocks,
✓ HVAC PLC: Redundant GE Fanuc 90-30 with 2 Versa Max Blocks.

The below Figure represents the overall GE system architecture of Miskar and the
communication between the different sub-systems:

Note:
1- New proposed PLCs shall provide ethernet interface.
2- New proposed PLCs shall provide identical redundant RS-485 Modbus
communication to interact with DCS system (Input/output reading, input
override,…). Spare Modbus interface to be considered.
3- Any new communication mode between I/O remote modules and Plc’s
changes shall be mentioned and highlighted. Any required hardware or
new cabling shall be specified in the proposal.

4. PROJECT EXECUTION REQUIREMENT

4.1 Management Plan

Management
The CONTRACTOR shall assign Responsible Engineer/Project Manager that will
be responsible for the delivery of the agreed project outputs.
The CONTRACTOR shall notify the COMPANY of any conflict between this
specification, the related data sheets, the Codes and Standards and any other
specifications noted herein. Agreement to deviations from the specifications,
data sheets or industry standards shall be required from COMPANY prior to
manufacture.
Schedule
The CONTRACTOR shall comply with the COMPANY planning to deliver and
address the given time frame. The system installation and site testing shall be
considered during Miskar shutdown.
Reporting
During project phase the CONTRACTOR project responsible shall provide a bi-
weekly progress report.
During project implementation the CONTRACTOR project responsible shall
provide a daily progress versus plans and how to take the unexpected events
if any.
Quality Assurance and Quality Control
Quality assurance and quality control should comply with the requirements of

the reference scope of work and the contract requirements.


- All documentation, certification, test results, reports and any other
communications should be in the English language.
- The work should be conducted in accordance with an Inspection and Test
Plan ( ITP)
which describes all of the testing and inspection activities to be performed and
includes “witness”, “hold”, “review”, and “monitor” points agreed with the
Company.
- The Manufacturing Record Book (MRB) index shall be issued to the Company
prior to commencement of manufacture. The (MRB) shall be available at the
time of final inspection.
- Any document prepared by the contractor should be reviewed and
approved by Company before issued for use.

5. DELIVERABLES

All deliverables shall adhere to the COMPANY quality assurance (QA) and quality
control (QC).
The COMPANY will ensure that all delivered documents are checked and authorized
before formal issue and to ensure achievement of technically adequate design.
The Contractor shall submit its proposal which contains technical and commercial
offers.
5.1 Supplier Document Submittals

The contractor shall provide all documents listed in the attached Vendor Document
Requirement List (VDRL). All documents shall be supplied in English.
It should be noted that deliverables submitted by the CONTRACTOR without the
appropriate, correctly titled and numbered Document Front Sheets or Drawing Title
Blocks could be deemed unacceptable by APO and returned un-reviewed for
correction. Refer to the attached VDRL.

Contractor shall include all the following listed document but not limited to:
o Functional Design Specification,
o I/O List,
o System Architecture,
o Cable block Diagram,

o Design Calculation notes for all supplied equipment,


o Power consumption,
o Heat dissipation,
o Hardware life cycle certification
o Hardware manual, data sheets, certification, calculation notes

o Technical data sheets/ specification / part numbers for all equipment,
o Loop diagram
o Dismantling and construction method statement
o QA/QC Manual and specific quality plan for this Project
o Operating Manuals and Maintenance manual (Including Start Up / Operating
/ Shutdown Procedures / Spare Parts Interchangeability List)
o Certifications (SIL, Ex …)

6. GUARANTEE

Contractor shall guarantee that equipment and related accessories will give proper
service under the operating and design conditions as specified, for a period of 12
months after system commissioning.

The period of 12 months, which is specified above, shall be extended by any period(s)
during which the installation is out of action due to any defect covered by this
guarantee.

In the event of defects covered by this guarantee, Company shall notify Contractor
as soon as possible and Contractor shall without delay remedy or repair free of charge
(cost of labor and transportation not excluded) the installation having such defects
or authorize Company to do so. In the latter event, Contractor shall reimburse to
Company the actual out of pocket costs, excluding overheads and similar
administrative costs.

Remedying and repairing may be executed by Company without prior approval by


Contractor in cases where it would be unreasonable to demand that prior approval
be obtained.
