MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG BARANGAY LOOC MANDAUE CITY, ON THE 3 RD
DAY OF JANUARY 2023 AT 4:00 P.M. AT LOOC BARANGAY HALL , MANDAUE CITY

The Regular Session was called to order by the Hon. Allan C. Siazon, Punong Barangay, at 4:30 in the afternoon,
followed by prayer.

1.PRAYER: Council prayed together.

2. ROLL CALL AND DECLARATION OF QUORUM:


Barangay Secretary made a clarification or approval for Hon. Edelito P. Cabahug Jr. for his virtual appearance
since based on House rules.

Hon. Raul F. Cabahug IV explained that it is valid as long as can find ways to connect for business and emergency
reasons.

Hon. Gelyne E. Sayson added that just like Hon. Marlou Jamora, it should be immediate family.

Hon. Raul F. Cabahug IV suggested having the House Rule or amending the House Rules since there is no COVID-
19, and based on DILG, Virtual is valid when attending the session, and also other barangay do the same thing. It is
not just because of COVID-19 but because of business, and added that it depends on how to maximize the
technology as long as covered with the memorandum from DILG to use virtual. And he admitted that he still hasn’t
read the memorandum from DILG related to that virtual.

Barangay Secretary emphasized the case because of the deduction and for MONE purposes.

Hon. Raul F. Cabahug IV reiterates that there is a need to ask DILG what is covered and valid to use virtual, and
for the leave, it is the decision if you do not like to attend. In the case of Hon. Edelito P. Cabahug wanted to give a
consideration, but since he is in Manila and if there is a complaint and there is a manifested ticket.

After talking to Sir Johnjoan Mende/City Director of DILG, about the virtual, it is okay to have virtual,
provided that it is stated in House Rule and since it is considered that time because of COVID-19 and then
there is a need to amend. And for Hon. Edelito P. Cabahug Jr is considered this time.

3. CORRECTION AND APPROVAL OF THE MINUTES OF THE PREVIOUS SESSION:


Barangay Secretary asked for consideration and an apology for not presenting minutes for December since she is
so busy assisting the fire victim donors.

4. UNFINISHED BUSINESS:

5. RECOGNITION OF INVITED GUESTS/APPEARANCE


5.1 New GAD Focal Person and BCPC Focal Person
Mendoza, Ellaine- GAD Focal Person

Hon. Cesar P. Cabahug III informed Ms. Mendoza, Ellaine, that he expected too much from her, considering that
she was well-informed and oriented about her scope of work as a GAD Focal Person. Being a GAD Focal Person is
mature enough to manage her time, has less supervision, or can work alone.

Hon. Raul F. Cabahug IV added an idea or elaborated on Focal Person and suggested having open communication,
especially when there is an event.
Hon. Cesar P. Cabahug III added that he would provide a load to his GAD Focal Person.

Hon. Cesar P. Cabahug III moved for the approval of a new GAD Focal Person, Ms. Ellaine Mendoza, seconded by
Hon. Gelyne E. Sayson with no objection.

5.2 Ana Aneslagon – Aftercare for surrenderees


Ana Aneslagon informed the council that there would be aftercare since there is no MIOP for the surrenderees
every Sunday of the month, which is for the whole year. Requested a budget for each Sunday and presented the
activity design worth Seventy-One Thousand and forty pesos only (Php 71,040.00) plus water Eight Thousand
Eight Hundred Eighty pesos ( Php 8,880.00) and a total of (Php 79,920)

Hon. Raul F. Cabahug III moved to approve budget allocation for the aftercare worth Seventy-Nine Thousand
Nine Hundred Twenty pesos, seconded by Hon. Marlou P. Jamora with no objection.

6. COMMITTEE REPORT: NONE

7. BUSINESS FOR THE DAY:


7.1 COVID-19 Update
Hon. Marlou P. Jamora updated that there is no more COVID active case.

7.2 ESTABLISHMENT OF PETTY CASH


Barangay Treasurer explained that there is a yearly establishment of Petty cash worth Ten Thousand (Php
10,000.00) for emergency expenses.

Hon. Christopher M. Flores moved for the approval to establish Petty Cash worth Ten Thousand Pesos (Php
10,000.00) seconded by Hon. Gelyne E. Sayson with no objection.

8. OTHER MATTERS:
8.1 FIRE TRUCK Update
Hon. Marlou P. Jamora informed the council that if the weather is okay, they will travel by land and deliver
directly to the barangay hall.

8.2 GAD Seminar


Hon. Cesar P. Cabahug III informed the council that he will have a GAD Planning seminar and asked Barangay
Treasurer to do the canvassing for the venue by next month.

Barangay Chairman suggested going to Tabuelan

Hon. Raul F. Cabahug III suggested having it on February 29, 2023.

8.3 MISA de Gallo


Hon. Jose Q. Lozanon Jr. informed the council how grateful the Bishop of Saint Joseph Parish organized Loocanon
during sa Misa De Gallo and hopes to continue by next year.

8.4 FOLLOW UP GYM


Hon. Marlou P. Jamora asked a favor from Hon. Christopher M. Flores to make a follow on the status for Gym.

Hon. Christopher M. Flores answered that I was processed by Mam Aileen Flores already.

8.5 CASH COLLECTED FOR FIRE VICTIMS


Hon. Raul F. Cabahug IV informed the council about the cash donation for fire victims downloaded to City and
wants to hear about the cash donated at the barangay hall.

Barangay Chairman assured that it would be completed tomorrow and distributed to the victims.

Barangay Treasurer discussed the total amount donated worth Php 171,370.79, divided to 665 families would
come up with Php 257.07 each.

8.6 Hon. Raul F. Cabahug IV informed that the School Principal of CMCES (Cesar M. Cabahug Elementary School)
would like to extend her heartfelt thanks to Barangay, Clean, and Green and Barangay Cambaro for their quick
response in cleaning the school.
Hon. Raul F. Cabahug III moved for the adjournment and was seconded by Hon. Gelyne E. Sayson with no
objection.
