Subject : Polysure PP Prices w.e.f. 18th April, 2024 - 00:00 hrs

A. BASIC PRICE :
Grade wise Basic Ex-Bathinda plant, Ex-Company Warehouse & Ex-CS Warehouse prices are as per the attached
price list.

B. DISCOUNTS :
1. Locational Adjustment
a. Locational Adjustment shall be applicable as per the attached price list.
2. Cash Discount (CD) & Early Payment Discount(EPD)
a. CD of Rs.1100 per MT shall be available in lieu of Interest Free Credit (IFC), applicable on Pre-GST basis
for Ex-works sales, Ex-CS Depot & Ex-Company Warehouse supply.CD is applicable on all the grades
except PS, PW and GS.
b. An Early payment Discount (EPD) of Rs.80/MT/Day will be applicable on credit sales, if the full invoice
payment is received before the due date. EPD shall be available for maximum of 13 days.
c. EPD will be applicable on Ex-works, Ex-CS Depot & Ex-Company Warehouse Credit sales.
d. For the material procured against Cash terms, its payment will be due on the 3rd day from the date of
invoice (eg. Invoice Date 1st :: Due Date 3rd).
3. Trade Discount - Quantity Discount(QD)
a. QD shall be applicable on combined off-take from Ex-Plant, Ex-Company & CS Warehouses.
b. QD shall be applicable on Prime & Non-Prime grades only.
c. QD shall be disbursed on Post-Sale basis through credit note in the subsequent month.
d. Customers shall be eligible for QD, on completion of monthly lifting as per the following slabs:

C. TAXES :
1. For interstate supply, GST shall be charged as applicable at the time of supply (Presently GST is 18 %.)
2. For intra state supply, SGST & CGST shall be charged as per the prevailing tax rates in respective state of
supplying location.
3. For Ex-plant supply, the GST shall be charged on the Cumulative value of material and freight delivery
assistance charges.
4. For Ex- Depot supply, the GST shall be charged as per the prevailing depot prices at respective location.
5. Tax Collection at Source (TCS) would be applicable on HMEL PP sales to the customers w.e.f. 1st October,
2020, as per Govt. of India guidelines.

6. Tax Deduction at Source (TDS) to be deducted by the buyers as per the provisions of Section 194Q w.e.f. 1 st
July, 2021, as per Govt. of India guidelines.

D. ROAD PERMIT/E-Way bill:

The requisite way-bill shall be applicable as per the prevailing GST Act/ State Commercial Tax norms.

E. CREDIT TERMS & MODE OF PAYMENT:

1. 14 days Interest Free Credit (IFC) (excluding date of payment) shall be available to the customers on their Ex-
Works, Ex-CS Depot & Ex-Company Warehouse off-take, in Lieu of Cash Discount. IFC is applicable on all the
grades except PS, PW and GS.
2. For Credit sales, any delay in payment beyond the due date, the following penal overdue interest will be
charged from the due date:
a. First 15 days after IFC : 21% per annum
b. From 16 to 30 days : 24% per annum
c. Beyond 30 days : 27% per annum
3. For Cash sales, any delay in payment beyond due date, penal overdue interest@ 36% per annum, shall be
charged from the due date.
4. All the payments to HMEL shall be through E-BANKING/RTGS/NEFT.

F. Delivery Assistance & UNLOADING CHARGES:

1. For Ex-Works sales, the Customer is liable to pay the freight charges, for the delivery assistance arranged by
HMEL on Customer's request.
2. Freight Reimbursement shall be charged from the Customer along-with the Goods Invoice value.
3. Freight shall be charged as per the latest HMEL Delivery Assistance charges Circular.
4. For Ex-Company Warehouse and for Ex-CS Warehouse sales, the local freight to the customer location and
loading/unloading shall be arranged & paid by the customers themselves.
5. For Ex-Works sales, unloading charges will be borne by the consignee/Customer.

G. PACKAGING:
Prices are for standard packing in 25 kg bags.

H. CUT & TORN BAGS:

For sale of Cut & Torn Bags Ex-Company or Ex-CS Warehouses, a Post Sale C&T Discount of Rs.800/MT would be
given on actual weight basis.

I. Compliance and Indemnity:

Buyer hereby undertakes and warrants to comply, at all times, with the applicable laws including but not limited
to the Plastic Waste Management Rules 2016 as amended from time to time and notifications and directives issued
thereunder (“PWM Rules”), in relation to the use of the Goods. Buyer expressly undertakes and warrants that the
plastic raw material purchased shall not be used, directly or indirectly, in production of banned single use plastic
(“SUP”) items, listed in PWM Rules. Buyer shall indemnify the Seller against the losses, claims, damages, liabilities,
suits, proceedings, costs and expenses (including legal fees) arising as a result of breach of any applicable laws
including the aforesaid.
