Sub : Prayer to provide exact benefits of “Repeal and Special Provision Rules - 2022” to the teachers of Govt.
High Schools of Odisha, appointed on Contractual basis prior to 2013 and restructuring of Secondary
Teachers Cadre.

Esteemed Sir,
With reverence, we, on behalf of Odisha Govt. High School (Secondary) NPS Teachers’ Association, pray
before you the following few lines for favour of your kind perusal and sympathetic action.
That, we, the NPS teachers of Odisha Govt. High Schools, who were initially appointed as contract
teachers, are very much thankful to you for repealing the “Contractual Appointment Rules - 2013” and framing
“Repeal and Special Provision Rules - 2022” vide GA & PG Dept Notification No. 29076 Dt 16.10.2022 by which
the employees previously appointed on contractual basis will get the benefits.
That, the “Contractual Appointment Rules - 2013” was made in supersession of the respective recruitment
rules, orders & instructions made prior to that. It never means that the said policy was made by neglecting the
contractual services of the prior and similar contractual employees or the same were merely a subject to the
successful contractual experiment. Maintaining similar conditions of service, recruitment procedure as of
“Contractual Appointment Rules - 2013” and also including the ORV Act & Rules there under, exactly 13755
teachers were appointed on contractual basis in 4848 Govt High Schools of Odisha from 2004 to 2013. We all
deserve to get the exact benefits of “Repeal and Special Provision Rules - 2022” and for this approximately
170crore rupees is required.
That, the recent Order No. 8474/SME, Dt 13.04.2023 and the SOP followed thereafter also ignored our
highlighted genuine demand. Instead, the much awaited order is silent for some and for others a mere
antedated date of regularization, by unjustly making all 2010 to 2013 batch contractual teachers equal among
themselves alongwith 2016 batch contractual teachers in respect of salary, future MACPs, leave account
benefit, gratuity, pension benefit, etc... and thereby actually it again painfully ignored the hard-time contractual
service period in full or in arbitrary fraction.
Hon'ble Sir, the sufferers, the foremost contractual appointed teachers of 2004 to 2013 batch, have
rendered the service in a low remuneration of Rs 1500/- or Rs 2500/- per month at that time, when the
economical condition of our state was the poorest, could not be ruled out from the exact benefits of ‘Repeal and
Special Provision Rules - 2022’ through anomaly and the obvious partiality.
With a crying heart, wepray for your justice to take immediate steps to include all of us whole heartedly in
the exact special provision bracket of the “Repeal and Special Provision Rules - 2022” by ending all disparity.
DEMAND :
1. Prayer to provide exact benefits of “Repeal and Special Provision Rules - 2022” i.e. addition of 6 years
contractual period with 6 notional increments to the contractual appointed teachers in 4848 Govt High
Schools of Odisha from 2004 to 2013.
2. Restructuring of Govt. Secondary School Teachers Cadre.
