1. Factors Contributing to Pickton's Continued Criminal Activity:

First and foremost, Pickton was allowed to kill for long before his arrest because he mainly

preyed upon marginalized and vulnerable persons or individuals. We noted that his main targets

were drug addicts and sex workers who were rarely investigated or searched by their families

upon their disappearance. (Tremblay, 2020). His victims were mainly persons who lived

transient lifestyles thus making them more susceptible to exploitation by evil-minded persons

such as Pickton. The people Pickton targeted lack strong social support networks hence it is not

easy for anyone to raise an alarm even when they go missing. The documentary reveals how

Pickton’s victims most of them being indigenous women, experienced systematic discrimination

and systematic marginalization, which contributes to the societal indifferences and vulnerability.

The second reason why it took so long for Pickton to be arrested was the ineffective

policing and oversight, which played a central role in the delayed process. Despite receiving tips

from the members of the public and reports linking the suspect to the disappearance of women

and other persons, the authorities failed to follow up on the matter diligently. The case showed a

lack of coordination and resource management to curb the levels of crimes he was committing

from time to time (Khan, 2019). The documentary also discussed an instance where the law

enforcement team dismissed reports about the investigations on the activities he was involved in.

This allowed him to operate freely and hampered the efforts of bringing him to book.

The community stigmatization and apathy of the victims largely contributed towards the

dismissive attitudes of the cases of the disappearance thus enabling him to evade the police for

too long. The biases directed towards sex workers and drug addicts made it difficult to arrest and

charge the suspect about the crimes committed before.

In a bid to distinguish disorganized and organized serial murders or kills, his actions or crimes

show characteristics of both typologies in question but lean more towards organized traits. It is

vital to note that organized serial killers often show careful planning or rather methodical

approach towards crime and a high level of control over crime scenes and victims. (Tremblay,

2018). Even though he showed the elements of disorganization, such as erratic acts and

haphazard disposal of the various remains, his overall modus operandi shows a higher degree in

terms of organization and planning (Allison et al, 2018).

3. Critique of Police Investigations and Recommendations for Improvement:

A series of shortcomings are highlighted in the documentary as far as police investigations are

concerned in a bid to unmask the crimes Pickton had committed. First, we note that the law

enforcement agencies behind the region failed to connect the pieces of evidence on the ground

linking the suspect to the disappearance of the women, which resulted in a fragmented approach

to the case (Khan, 2019). Secondly, we noted a lack of communication between the investigative

agencies. The same caused or affected the whole process of arresting and charging the suspect

for the crimes committed. Thirdly, the stereotypes of the police towards the marginal groups

such as sex workers and drug addicts also derailed the efforts towards the arrest of the suspect.
