PAY GRADE: 12
The Procurement Analyst performs highly skilled procurement work of a relatively complex
nature under the limited supervision of the Purchasing and Inventory Control Manager. The
Procurement Analyst acts as a consultative partner to the organization by providing technical
expertise, analysis and business advisory services related to the competitive bid process,
negotiating contracts, ensuring regulatory compliance, and evaluating vendor performance. The
work involves the acquisition of goods, services, construction services, professional services,
and asset disposal. The incumbent provides guidance and direction and manages procurement
risk on a strategic and tactical level. Loss from error could be major and cause a loss in service
or operation and/or dissatisfied vendors. The incumbent must exercise confidentiality and
independent judgment in evaluating and selecting suppliers and products and exercise
considerable tact, diplomacy, and persuasion in dealing with companies, the public, and staff.
The position requires a very high degree of visual concentration and may include occasional
pressures of volumes of work, deadlines, and emotional strain as a recognized part of the job.
5. Provides direction and guidance to City staff with regard to corporate policies and
procedures, trade treaties, financial administration, and guidelines relating to procurement.
7. Works professionally and collaboratively with both internal and external clients.
8. Provides leadership in identifying opportunities to enhance the procure to pay and inventory
computer applications and processes.
9. Supports the business units in the management of the contractual relationship between the
City and vendors.

10. Confirms the appropriate signing authority and coding to permit procurement activities.
2. Demonstrated leadership skills including the ability to act as a change agent to champion
continuous improvement.
7. Ability to interpret and translate ambiguous situations into a structured framework with
clearly defined deliverables.
12. Considerable knowledge of contract law and the ability to identify and mitigate
procurement risks.
14. Ability to develop clear and concise contracts, recognize negotiable issues and

16. Ability to review business initiatives, assign the appropriate procurement strategy, and
identify communication requirements based on the required outcomes.
17. Ability to lead a procurement evaluation team from the solicitation process to
contract administration.
