JOB TITLE: Procurement Analyst

PAY GRADE: 12

NATURE AND SCOPE OF WORK

The Procurement Analyst performs highly skilled procurement work of a relatively complex
nature under the limited supervision of the Purchasing and Inventory Control Manager. The
Procurement Analyst acts as a consultative partner to the organization by providing technical
expertise, analysis and business advisory services related to the competitive bid process,
negotiating contracts, ensuring regulatory compliance, and evaluating vendor performance. The
work involves the acquisition of goods, services, construction services, professional services,
and asset disposal. The incumbent provides guidance and direction and manages procurement
risk on a strategic and tactical level. Loss from error could be major and cause a loss in service
or operation and/or dissatisfied vendors. The incumbent must exercise confidentiality and
independent judgment in evaluating and selecting suppliers and products and exercise
considerable tact, diplomacy, and persuasion in dealing with companies, the public, and staff.
The position requires a very high degree of visual concentration and may include occasional
pressures of volumes of work, deadlines, and emotional strain as a recognized part of the job.

ILLUSTRATIVE EXAMPLES OF WORK

1. Conducts relatively complex and specialized procurement work by proactively overseeing


and facilitating the entire competitive bid process, including supporting the development of
vendor selection criteria, service, and material requirements, and issuing approved
competitive documentation.

2. Develops and sets schedules, deadlines, and work/project timelines in response to


broader organizational priorities and manages/leads multiple projects within the
department and across functions.

3. Proactively resolves relatively complex issues and demonstrates innovative thinking by


regularly making recommendations for new approaches to bid process, issue resolution
and developing contingency plans to anticipated issues and potential risks.

4. Identifies, mitigates, advises, and manages procurement risks.

5. Provides direction and guidance to City staff with regard to corporate policies and
procedures, trade treaties, financial administration, and guidelines relating to procurement.

6. Assists staff with the interpretation and practical application of procurement.

7. Works professionally and collaboratively with both internal and external clients.

8. Provides leadership in identifying opportunities to enhance the procure to pay and inventory
computer applications and processes.

9. Supports the business units in the management of the contractual relationship between the
City and vendors.

10. Confirms the appropriate signing authority and coding to permit procurement activities.

11. Reviews, negotiates, and drafts contracts.

12. Disposes of surplus and obsolete material and equipment.

13. Develops and delivers presentations as required.

14. Prepares, issues, and corrects purchase orders.

15. Maintains and files procurement records and documents.

16. Seeks and implements process improvements.

17. Performs related work as required.

REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE

1. Considerable knowledge, interpretation, and application of public procurement


governance standards, which include policies, procedures, trade treaties, leading best
practices, legal risks, and ramifications.

2. Demonstrated leadership skills including the ability to act as a change agent to champion
continuous improvement.

5. Demonstrated ability using negotiation principles and practices.

14. Ability to develop clear and concise contracts, recognize negotiable issues and

concessions, and negotiate complex issues while meeting deadlines.

15. Ability to communicate complex procurement requirements, both verbally and in


writing, with City staff, suppliers, and members of the public.

16. Ability to review business initiatives, assign the appropriate procurement strategy, and
identify communication requirements based on the required outcomes.

17. Ability to lead a procurement evaluation team from the solicitation process to
contract administration.

18. Ability to create clear, concise, grammatically accurate written documents.

PREFERRED TRAINING, EXPERIENCE, MEMBERSHIPS, ETC.

1. Previous experience in a municipal warehouse setting.

2. Previous experience in public sector procurement.

3. Previous supervisory work experience.

4. Completion of a post-secondary degree in a Business-related discipline.

5. Proficient in Word, Excel, and PowerPoint.

REQUIRED LICENCES, CERTIFICATES, ETC.

1. Completion of a diploma in a Business-related discipline and SCMP designation, or


equivalent.

2. Minimum three years progressive purchasing experience within a large complex


procurement department, specializing in the solicitation of competitive bids, negotiation,
contracts, contract maintenance, and vendor management. An equivalent combination of
experience and/or education may be considered.

Normal day shift.
