PETITION/COMPLAINT UNDER SECTION 38 OF THE REGULATION
OF GENERATION, TRANSMISSION AND DISTRIBUTION OF
ELECTRIC POWER ACT (XL OF 1997 AMENDED).
FINAL ORDER:
(1) The complainant Mr. Muhammad Mudassar Siddique S/O Muhammad Siddique
R/O Chak # 755/GB, Tehsil Pir Mahal, District Toba Tek Singh having account no.
29-13373-2322930 R/D-2b (50)T filed a petition/complaint on 22.05.2023 before
this Forum under Section 38 of Regulation of Generation, Transmission &
Distribution of Electric Power Act 1997. The complainant averred in his complaint
that he is an agricultural consumer of FESCO with sanctioned load of 11.49 KW
and had been paying electricity bills regularly and no arrears were pending against
him. He narrated that the Respondents/FESCO charged excessive bill of amount
Rs.91054/- for the cost of 4109 units in the month of 04/2023 while the meter was
replaced in the same month. Being aggrieved, the complainant approached the
concerned FESCO Office and requested for correction of the bill with the plea that
he never consumed such huge units in the billing history but all in vain. Now the
petitioner has no alternate remedy except to approach this Forum for the sake of
justice under law. He finally prayed that the amount Rs.91054/- charged in the bill
of the month 04/2023 for the cost of 4109 may kindly be declared as disputed
amount and held in abeyance. The Respondents be restrained from disconnecting
his electricity supply connection. The replaced meter be sent to M&T for data
retrieval and the bill be charged for accurate units. The excessive amount which has
already been deposited may kindly be refunded and any other legal remedy which
this Forum deems fit may also be afforded.

(2) The complaint was admitted for regular hearing and the Respondents were called
upon to attend this Forum on 07.06.2023 alongwith Para-wise written reply and all
other relevant record. On 07.06.2023, Mr. Binyamin SDOc(O) FESCO, City Sub-
Division Pir Mahal attended this Forum and requested to adjourn the case for next
hearing to submit written reply. Later on, Mr. Zulfiqar Kathir SDO (O) FESCO
City Sub-Division Pir Mahal attended this Forum on 09.08.2023 and submitted
written reply on behalf of FESCO vide Memo No.310 dated 08.08.2023 which is
reiterated as under:
