Technical Specifications

1. Scope
1.1. The Specification covers design, manufacture, testing, supply, and delivery of AC
Single-Phase 230 V, Two-Wire, solid state (static) fully electronic energy meters
with pilfer-proof meter box suitable for use in energy consumers of Nepal
Electricity Authority conforming to the requirements of Nepal Electricity Authority
and the corresponding applicable standards.
1.2. The meteres are of AC, 1-Ph, 230V, solid state (static) fully electronic, accuracy
class 1.0 & current rating 5-30 A, with backlit LCD display for 230 Volt systems.
The meter shall be supplied fitted in pilfer proof meter box (PPMB) made of
engineering plastic, FR grade with self-extinguishing property suitable for single
phase meter. The meter shall be capable of recording & displaying energy in kWh
& demand in kVA for single phase two wire A.C. loads respectively for power
factor range of Zero lag – unity – Zero lead. Meters shall have the facility/ capability
of recording probable tamper information.
1.3. It is not the intent to specify completely herein all the details of design and
manufacture of the goods. However, it shall confirm in all respects to high standards
of engineering design and workmanship and shall be capable of performing in
continuous commercial operation up to the supplier’s guarantee, in a manner
acceptable to the purchaser, who will interpret the meanings of drawings and
specifications and shall have the power to reject any material, which in his judgment
i.e., not in accordance with the specifications/drawings.
2. Climatic Conditions and System Particulars
2.1. The conductor shall be suitable for use within Nepal and the climatic conditions
are:
a) Annual Average Ambient Temperature 25°C
b) Maximum ambient temperature 55°C
c) Minimum ambient temperature -5°C
d) Relative humidity 10 to 100%
e) Average rainfall per annum 2,000 mm
f) Maximum height above the sea level 3,000 m
g) Maximum wind pressure / wind speed 150 kg/m2 / 50 m/sec
h) Average number of thunderstorm 50
i) Average number of rainy days per annum 100
2.2. The meters shall be suitable for following system:
a) System 1-Phase, 2-Wire
b) Rated Voltage (Vref) 230 V – Phase to Neutral
c) Rated Current Basic Current: 5 Amps (Ib)
d) Maximum Current: 30 Amps (Imax)
e) Rated Frequency 50 Hz
3. Applicable Standards
3.1. Unless otherwise stipulated elsewhere in this specification, the goods shall conform
to the following standards standards in accordance with the latest editions and any
amendments thereof.

4. General Requirements
4.1 The manufacturer shall possess valid ISO 9001:2015 Quality Management System
Certificate with design and manufacture in scope for the plant where the
manufacture is done.
4.2 All materials used in the manufacturing of conductors shall be new, unused and of
the finest quality. All materials shall comply with the requirements/tests as per
applicable standards. The purchaser will verify the documentary evidence of the
purchase and use of various raw materials used for the manufacture of the supplied
goods.
4.3 The Manufacture Quality Assurance Plans (MQAP) shall be submitted to the
purchaser for approval. MQAP shall cover all the details of the manufacturing
process including testing till delivery.
4.4 Supply System
The meters shall be suitable for following system:
a) System 1-Phase, 2-Wire
b) Rated Voltage (Vref) 230 V – Phase to Neutral
c) Rated Current Basic Current: 5 Amps (Ib)
d) Maximum Current: 30 Amps (Imax)
e) Rated Frequency 50 Hz

4.5 Power Factor Range
The meter shall be suitable for full power factor range from zero (lagging) through
to Unity to zero (leading).
4.6 Power Supply Variation
The meter shall be suitable for working with following supply system variations:
a) System 1-Phase, 2-Wire
b) Specified Range of Operation 60% - 120% of reference voltage i.e. 230V
c) Frequency 50 Hz ± 5%
4.7 Accuracy
The accuracy class of the meter shall be 1.0. Accuracy shall not drift with time.
Maximum error limit at 1% Ib, UPF shall preferably be within ± 2%.
For Voltage variation use of “between to 50% of Vref allowable error limit is ±4%”
4.8 Power Consumption
Voltage Circuit: The active and apparent power consumption in the voltage circuit
including the power supply of meter at reference voltage, reference temperature and
reference frequency shall be as per the IEC 62053.
Current Circuit: The apparent power taken by each current circuit at basic current,
reference frequency and reference temperature shall be as per the IEC 62053.
4.9 Starting Current
The meter shall start registering energy at 0.2 % of basic current at unity power
factor.
4.10 Maximum Continuous Current
The maximum continuous current in meters shall be the current at which the meter
purports to meet the accuracy requirement of the specification. The same is
indicated in table in clause 4 above.
5. Manufacturing Activities
5.1. The design life of the meter shall be a minimum of 20 years.
5.2. All the materials, electronics and power components, ICs used in the manufacture of
the meter shall be of reputed make and highest quality to ensure higher reliability,
longer life, and sustained accuracy.
5.3. The manufacturer shall use Application Specific Integrated Circuit (ASIC) or Micro
controller for metering functions.
5.4. The electronic components shall be mounted on the printed circuit board using the
latest Surface Mounted Technology (SMT) except power components by deploying
automatic SMT pick and place machine and re flow solder process. The electronic
components used in the meter shall be of high quality and there shall be no drift in
the accuracy of the meter for at least up to 10 years. Further, the Bidder shall own or
have assured access (through hire, lease, or sub-contract) to the mentioned facilities.
The PCB material shall be of glass epoxy FR-4 grade conforming to relevant
standards.

5.5. All insulating materials used in the construction of meters shall be non-hygroscopic,
non-aging and of tested quality. All parts that are likely to develop corrosion shall be
effectively protected against corrosion by providing suitable protective coating.
5.6. Quality shall be ensured at the following stages:
(a) At PCB manufacturing stage, each board shall be subjected to bare board
testing.
(b) At the insertion stage, all components shall undergo testing for conforming to
design parameters and orientation.
5.7. Complete assembled and soldered PCB shall undergo functional testing using test
equipment.
5.8. The calibration of meters shall be done in-house.
5.9. The bidder shall submit the list of components used in the meter along with the offer.
5.10. A detailed list of bought-out items, which are used in the manufacture of the meter,
shall be furnished indicating the name of firms from whom these items are procured.
The bidder shall also give the details of quality assurance procedures followed by him
in respect of the bought-out items.
5.11. The details of testing facilities available for conducting the routine and acceptance
tests and other special tests on the meter shall be furnished with the bid. The facility
available, if any for conducting type test may also be furnished.
6. Component Specifications of Energy Meter
6.1. The meters shall be designed and manufactured using SMT (Surface Mount
Technology) components, except for power supply components, LED / LCD etc.,
which are PTH (Pin Through Hole) type.
6.2. All the material and electronic power components used in the manufacture of the
meter shall be of the highest quality and of reputed make to ensure higher reliability,
longer life, and sustained accuracy.

6.3. In case the bidder proposes the components manufactured by other companies than
mentioned above, the component shall have been satisfactorily in use for the last ten
(10) years in any three countries outside the bidder’s home country. To substantiate
the same, the bidder/ manufacturer shall submit end user certificates indicating the
components, their performance, and year of use etc.
7. Constructional Requirements
7.1. Meters shall be designed and constructed in such a way to avoid causing any danger
during use and under normal conditions. However, the following shall be ensured.
a) Personal safety against electric shock
b) Personal safety against effects of excessive temperature.
c) Protection against the spread of fire.
d) Protection against penetration of solid objects, dust & water
7.2. The meter shall be designed with ASIC (Application Specific Integrated Circuit) and
shall be manufactured using SMT (Surface Mount Technology) components. Power
supply and voltage divider circuits may be of PTH (Pin Through Hole) technology.
7.3. The meter shall be housed in a safe, high grade, unbreakable, fire resistant, UV
stabilized, virgin Polycarbonate casing of projection mounting type. The meter cover

shall be transparent, for easy reading of displayed parameters, and observation of
operation indicators. The meter casing shall not change in shape, color, size, and
dimensions when subjected to 200 hrs on UV test as per the applicable standards. It
shall also withstand glow wire test and heat deflection test as per the applicable
standards.
7.4. The meter cover shall be sealable to the meter base with at least 2 nos. seals. The
same will not be applicable if the meter offered is in a single case.
7.5. The meter shall be supplied with a transparent extended terminal block cover
(ETBC). The ETBC shall not be easily detachable from the base and be secured to
the base using a hinge/ without hinge arrangement. ETBC shall have cut at the bottom
for wire termination. The terminal block shall be made of high grade non-
hygroscopic, fire retardant, fire resistant, glass reinforced polycarbonate with
terminal holes of minimum dia 5.5 mm and shall be suitable to accommodate the
insulation of the conductors. The minimum center-to-center distance clearance
between adjacent terminals shall be 13 mm. Terminal cover shall have provision for
sealing with at least one seal.
The polycarbonate material of only the following manufacturers shall be used.

7.6. All insulating material used in the construction of meters shall be non-hygroscopic,
non-ageing and of tested quality. All parts that are likely to develop corrosion shall
be effectively protected against corrosion during operating life by providing suitable
protective coating.
7.7. The meter shall conform to the degree of protection IP 54 for protection against
ingress of dust, moisture, and vermin.
7.8. The meter shall be capable of providing phase to neutral protection up to 420 V for 4
hours.
7.9. The manner of fixing the cables to the terminal block shall ensure adequate and
durable contact such that there is no risk of loosening or undue heating. The meter
shall have 2 screws in each terminal for effective clamping of cables. The screws shall
not have pointed ends at the end of the thread. Screw connections transmitting contact
force and screw fixing which may be loosened and tightened several times during the
life of the meter shall be such that the risk of corrosion resulting from contact with
any other metal part is minimized. Electrical connections shall be so designed that
contact pressure is not transmitted through insulating material. All terminals and
connecting screws and washers shall be of nickel-plated brass material. The

terminals and all connecting screws will be of suitable material capable of
withstanding a current of 150% of Imax for two hours, continuously.
7.10. The meter shall be compact in design. The entire construction shall be capable of
withstanding stresses likely to occur in actual service and rough handling during
transportation. The meter shall be convenient for transport and immune to shock and
vibration during transportation and handling.
7.11. The meter shall have fixing holes, at least one at top and one at bottom. The top hole
shall be such that the holding screw is not accessible after fixing the meters. The lower
fixing screws shall be provided under the sealable terminal cover.
7.12. The meter shall be fitted with C.T. or Shunt for measuring current in the phase
and neutral element with proper isolation. The C.T. or Shunt used in current circuit
must be of high quality having high thermal stability and temperature co-efficient.
The shunts shall be E-Beam / Spot welded.
7.13. The Meter cover shall be permanently fixed to the meter base by using ultrasonic
welding / single case enclosure or any other technology which is either equally or
more efficacious in such a way that the Meter cover can’t be opened with breaking
the same i.e. the Meter shall be break-to-open type. In case any attempt is made to
separate the Meter cover from the base by using any tools / implements / device, there
shall be visible evidence of tempering or attempting to open. However, sealing with
commonly available adhesive will not be accepted.
7.14. The meter shall have an indication in its display if the top-cover is removed even in
power-off condition and it shall not disappear even if cover is fitted. If the meter is
offered with single enclosure, then the same is not applicable.
7.15. The sealing screws used for the meter cover shall be fixed upside down so that these
are tightened from the rear or screw less design for fixing the base and cover but
provision for sealing arrangement must be there. The sealing screws of the terminal
cover shall be Tinned Brass.
7.16. Meters must be supplied with 2 no’s manufacture’s seal between meter base & cover
at both sides. In addition, there shall be at least 1 sealing arrangement in terminal
cover.
7.17. Meter shall have load survey for 90 days, 60 minutes interval period for Active
energy, voltage, current, Power Factor etc.
7.18. The meter shall have the required numbers of maintenance free battery/batteries for
Real Time Clock (RTC) and LCD display. A separate battery shall be provided for
RTC. The battery for RTC shall be Lithium/Lithium-ion and other batteries shall be
Lithium/Lithium-ion/Ni-MH with 10 years life. The meter shall have suitable Push
Button arrangement for activation of display.
7.19. The meter shall have an optical port for local reading.
7.20. The meter must have an RTC Clock to support and display time and date from an
internal clock controlled by a quartz crystal oscillator. It shall operate with accuracy
as specified in IEC 62052-21. The nominal clock resetting function shall be there (but
be independent from all functionalities of the meter).

8. Anti-Tamper Features
8.1. The meter shall have the following anti-tamper features and shall record & register
forward energy accurately under the following conditions:
8.1.1. In case in-put/out-put terminals are interchanged. LCD indicator (reverse
current) shall also glow under this tamper condition.
8.1.2. If the load current does not flow back to meter due to partial bypass of
either phase or neutral current or instead current is drawn through local
earth.
8.1.3. The meter shall be capable of recording energy correctly even if the input
and output terminals are interchanged.
8.1.4. The meter shall work correctly even in absence of neutral as per IEC
62052-11. Accuracy in between 60% Vref to 50 % Vref but with loading
of 5% to 120% must be maintained within ± 4%. The recording of the
meter for neutral missing condition is to be carried out by using CT
arrangement.
8.1.5. Meter shall record energy within maximum error of ± 4% at rated current
and voltage on the injection of following signals in outgoing neutral with
phase neutral connection normal and incoming neutral disconnected.
i) DC /Pulsating DC signal
ii) Chopped AC signal.
iii) High frequency (60-100 Hz). A.C. signal
8.1.6. The meter shall be immune to Electrostatic Discharge or sparks of 35 kVp
approximately generated from automobile ignition coil. Tests in this
respect will be conducted by using commonly available devices and during
spark discharge test, spark will be applied directly at all vulnerable points
of the meter for a period of 10 to 20 minutes and meter shall record under
this condition. After application of spark discharge meter shall record
correctly within the specified limits of errors. Beyond 35 kVp meter shall
record as tamper if not immune. The Meter shall also be immune to
tampering by application of radiated spark through Jammer Circuit.
8.1.7. The meter shall be immune to tampering using external magnets. The
meters shall be immune to 0.2T of A.C. magnetic fields and 0.27 T of D.C.
magnetic fields or it shall record as tamper if not immune. Meter shall
record Imax with the application of 0.5T permanent magnet with logging
in BCS, if not immune.
8.1.8. The meter shall offer a link less design i.e., there is no isolation link
provided between the current and voltage circuits and hence there would
not be any possibility of tampering with the same. The meter shall be
capable of recording the following tamper events in memory (minimum 25
events) with date and time stamp preferably along with snapshots of V, I,
PF, and kWh. The logging will be on FIFO basis:
i) Current reversal
ii) Neutral Disturbance
iii) Neutral Missing
iv) Magnetic Tamper

8.1.9. The occurrence and restoration thresholds and time shall be as per the
declaration by the manufacturer.
8.1.10. The meter shall be factory calibrated through software and no modification
of calibration shall be possible on site by any means whatsoever.
9. Display Requirements
9.1. Display
9.1.1. The measured value(s) shall be displayed on a Liquid Crystal display (LCD)
register. The height x width of the digit shall be minimum 8.0 x 3.5 mm.
The kWh energy registration shall take place with 6 integers. The display
shall have backlit capability for easy reading. When the LCD is placed at a
constant temperature of 65°C for a period of 30 minutes in operating
condition and 80°C for 30 mins / under de-energized / storage condition, it
shall not get deformed.
9.1.2. The LCD shall be of TN (Twisted Pneumatic) type with a display size area
of at least 40 x 15mm.The display shall have wide viewing angle of at least
70°. Dot Matrix type LCD will not be acceptable. The display shall have a
viewing angle 30° up & down from eye level.
9.1.3. The data shall be stored in non-volatile memory (NVM). The non-volatile
memory shall retain data for a period of not less than 10 years under
unpowered condition. Battery back-up memory will not be considered as
NVM.
9.1.4. In addition to providing serial number of the meter on the display plate, the
meter serial number shall also be programmed into meter memory for
identification through communication port for CMRI / Laptop / meter
reading print out.
9.1.5. It shall be possible to read the meter during power-off condition.
9.2. Display Sequence
9.2.1. The meter shall display the required parameters in two different modes as
per the sequence given below:
(a) Auto Display Mode:
The following parameters hereinafter referred to as “Billing Parameters”
(B.P) shall be displayed in an auto-cycle mode, in the following sequence:
(i) LCD Test
(ii) Real Time
(iii) Date
(iv) Cumulative Active Energy reading (kWh)
(v) Last Bill Active Energy reading (kWh)
(vi) Billing period counts
(vii) Tamper Count
Each parameter shall be on a meter display for 5 seconds and the time gap
between two auto-cycles shall be 60 seconds.
(b) Push Button Mode:

In addition to the auto display mode parameters, the following parameters
shall be displayed on pressing the push button in the form of spring loaded
/ rubber elastomer / capacitive touch arrangement (All displays of auto
mode and the following):
(i) LCD Test
(ii) Last Bill Active Forward energy
(iii) Last Bill Maximum Demand (kVA)
(iv) Instantaneous Load (kW)
(v) Instantaneous voltage, current (whichever is higher between Ip &In)
(vi) Maximum demand kW for Current month
(vii) Supply Frequency
(viii) TOD Energy
(ix) Instantaneous Power Factor
(x) Tamper Count
(xi) Meter serial no
9.3. The meter shall also be capable of offering a high-resolution display which shall
enable conducting of dial testing by the user in the shortest possible time and as a
minimum, the meter shall be capable of offering a resolution of 6 digits for the high-
resolution kWh display. Any other useful display will be acceptable. The accuracy
test for low load will be measured by short dial test as well as pulse count test.
9.4. Display Power Up in Absence of Mains Supply
The meter shall have the provision of providing the display of billing parameters in
absence of main supply. Press of push button shall activate the display to facilitate
hands free meter reading with auto-off provision.
10. Maximum Demand Registration & Reset
10.1. Meter shall continuously monitor & calculate the maximum demand for each
demand interval time of 30 minutes and maximum of these in a calendar month shall
be stored along with date and time when it occurred. The maximum demand shall
automatically reset at 24:00 hrs of the last date of each calendar month and the
corresponding value along with date/time stamp shall be transferred to Billing
(History) registers.
10.2. The integration period shall be set as 30 minutes, on a real-time basis.
10.3. The billing purpose parameters (active forwarded energy, maximum demand in kVA
shall be recorded and shall be available in Bill (History) for a minimum period of
the last 60 months.
11. TIME OF USE / Time of Day Monitoring
11.1. The meter shall offer the capability of time of use monitoring for energy. Enough
registers shall be capable of being configured. Time slots shall be fixed as per the
NEA requirements for TOD monitoring for Peak / off peak hours.
12. Self-Diagnostic Feature
12.1. The meter shall be capable of performing complete self-diagnostic checks to always
monitor integrity of data memory location. The meter shall have indication for
unsatisfactory / nonfunctioning / malfunctioning of the following:
(a) Time and date on meter display

(b) All display segments on meter display
(c) Real Time Clock (RTC) status in meter reading prints out at BCS end.
(d) Non-volatile Memory (NVM) status in meter reading prints out at BCS end.
13. Communication Ports and Protocol:
13.1. The meter shall have a galvanically isolated optical communication port for data
communication with CMRI / Laptop. The port shall be compatible with IEC

14. CMRI / Laptop / BCS Requirements
14.1. The Common Meter Reading Instrument (CMRI / Laptop) shall be capable of being
loaded with user friendly software (MS-DOS 5.0 or higher version compatible) for
reading / downloading meter data. Windows based Base Computer Software (BCS)
shall be provided for receiving data from CMRI / Laptop and downloading
instructions from base computer software to CMRI / Laptop. The BCS shall be
usable in the latest MICROSOFT WINOWS based version and compatible to earlier
MS WIN versions too. The data stored in the meter’s memory shall be available on
the BCS.
14.2. This BCS shall have, amongst other requirements, features and facilities described
later in this specification, the facility to convert meter reading data into user
definable ASCII file format so that it may be possible for the user to integrate the
same with the user's billing data and process the selected data in desired manner. All
the data available in the meter including energy, MD, and history data shall be
convertible to user defined ASCII file format for integration with third party
software. The vendor shall supply necessary base computer software for reading /
viewing of meter data and converting to user defined ASCII files formats. The user
shall have the flexibility to select the parameters to be converted into ASCII file. The
vendor shall also supply the necessary CMRI / Laptop software.
14.3. The Supplier shall supply the Meter Reading protocol (API) free of cost. The
protocol shall not be complicated & shall be easily understandable to introduce
compatibility between meters, BCS and CMRI of other makes. The Supplier shall
indicate the relevant standard to which the protocol complies.
14.4. The compatibility of transferring data from the meter to CMRI & then to the BCS
shall be easily established. Any change or upgradation of CMRI software or BCS in
future, required for any reason, shall be done by the supplier at his own cost.
14.5. It shall not be possible to alter the date in the meter by-passing commands from the
CMRI or Laptop. It shall be possible to alter RTC time, change of TOD timing &
Billing parameters (kWh, kVAh, MD in kW & kVA, TOD wise kWh, Average P.F)
via CMRI but only through authenticated commands sets by BCS after scheduling
for meter Sl. nos. No alternation, change shall be possible through authenticated
commands sets by BCS without scheduling of meters. Moreover, no alternation,
change shall be possible using CMRI only, i.e. the control shall be with the BCS.
15. Output Device
15.1. The meter shall have a test output accessible from the front and capable of being
monitored with suitable testing equipment while in operation at site. The test output
device shall be provided in the form of LED output. There shall be adequate
clearance of the test output from other outputs so that there is no interference of other
outputs while performing accuracy test with standard scanners.

15.2. The relation between test output and the indication on display shall comply with the
marking on the name plate (imp per kWh).
16. Electro-Magnetic-Compatibility & Interference Requirement
16.1. The meter shall meet EMI / EMC requirements as specified in the relevant standards
described in Clause 2.0 of this specification.
17. Sealing Arrangement
17.1. The manufacturer of the meter will be responsible for sealing the meters at their
works with his own two (2) nos of polycarbonate seals with manufacturers logo &
sequential numbers.
17.2. A Tracking & recording software (25 nos. or more as per our requirement) for all
new seals shall be provided by the manufacturer of the meter to track total
movements of the seals starting from manufacturing, procurement, storage, record
keeping, installation, series of inspections, removal & disposal.
17.3. Seal tracking software shall be submitted and installed at PC/Laptop of the purchaser
before commencement of supply of meters.
17.4. The above clause is not applicable in the case of single enclosure.
18. Technical Requirements of Pilfer Proof Meter Box
18.1. The Pilfer Proof Meter Box (PPMB) shall be suitable to house single phase static
energy meter.
18.2. The meter box shall be wall mounted type with ability to offer protection of electrical
equipment against harsh weather. The box shall be anti-corrosive, dust proof, shock,
vermin &waterproof, pilfer proof, fireproof and UV stabilized.
18.3. The enclosures shall not deform or melt when exposed to fire.
18.4. The Meter Box shall be capable of withstanding the mechanical, electrical, and
thermal stresses well as the effects of humidity which are likely to be encountered in
service.
18.5. The material used for the box shall be adequately stabilized against detrimental effect
of light and weather. The surface appearance of the moulded parts must be smooth,
non-porous and homogeneous, free of ripples, defects, and marks. No fillers of fibers
shall be visible at any place.
18.6. The meter box shall comply in all respect with the requirement of the latest
amendments of IEC/ASTM.
18.7. The applicable degree of protection shall be IP 54 or better.
19. Construction Requirements of Pilfer Proof Meter Box
19.1. The enclosure shall be single piece moulded with hot process compression molding
or injection molding. The meter box shall be made of hot press/injection moulded,
unbreakable, high-grade fire-retardant Acrylonitrile Butadiene
Styrene/Polycarbonate, with minimum thickness 2.0 mm having good dielectric and
mechanical strength. The material must be such that the meter box shall not change
in color, shape, size, dimensions when subjected to the Ageing Test.
19.2. The dimension shall be specified by the bidder to house the meter and double pole
MCB.

19.3. The meter box sall have a top tapered surface and round corners to prevent any
waterlogging on the top of the meter cover. The overall dimensions of the enclosure
shall be suitable for housing single phase meter as offered by the bidder and there
shall be a clearance of 10±2 mm from top & both sides of the meter. Bottom side
clearance shall be 75±5 mm from the lower edge of terminal block of the meter.
Clearance from front side and back side of the meter shall be 10±2 mm.
19.4. There shall be a minimum of 2 nos brass/stainless steel hinges on the left side of the
door and 1 no. brass/stainless steel hinge/stainless steel U type latch with locking
arrangement on right side of the door shall be provided inside the enclosure. The
hinges of the door shall be concealed, and they shall be fixed to the flanges provided
on the body and cover of the enclosure in such a manner that the door opens at a
minimum of 120 degrees. Push fit type meter box arrangement shall be preferred.
19.5. A suitable grove with locking arrangement shall be provided for opening of the
enclosure door. The same shall not be applicable in the case of the meter box offered
with push fit type arrangement.
19.6. The meter box shall have 3/4 nos. of mounting brackets/holes made from same
material as meter box with provision for 6 mm dia hole for mounting the box on the
wall or wooden board with suitable screws. The meter box shall have provision to
fix it on the wall or wooden board with the meter in assembled condition. Any other
suitable arrangement for fixing the box may be accepted after verification.
19.7. The Box shall have provision for 2 nos sealing arrangement.
19.8. The outgoing cables/wires must be connected to the meter through the MCB and
there must be arrangement inside the box to suitably fix and safely secure the MCB.
19.9. Suitable 2 (two) Nos. of holes at bottom shall be provided in the box for cable/wire
entry.2 (two) holes must be totally covered with neoprene rubber gasket (NRG)/
gland. NRG will be punched for entry of incoming and outgoing cable/wire.
19.10. The thickness of the meter box shall not be less than 2.0 mm on all sides including
the door. The meter box shall have 4 mm thickness of the tongue and groove area.
The meter box cover shall be made of overlapping type having collars on all four (4)
sides and shall be provided with Neoprene rubber gasket of minimum 2.5 mm dia to
completely fit in the grooves of the base. The base of the meter box must have a
groove to hold the gasket and the overlap of the top cover with base shall be
sufficient. The tongue of the base shall ensure proper sealing arrangement against
ingress of rainwater and dust inside the box.
19.11. The Enclosures shall generally comply with the provision of IEC. The enclosures
shall be suitable for outdoor application.
19.12. Soft neoprene/nitride rubber gaskets shall be provided all round wherever required
for protection against entry of dust and water. The enclosure shall comply with IP-
54 or better degree of protection.
19.13. The Enclosures shall be of transparent polycarbonate.
19.14. A viewing window of scratch and break resistant, UV resistant, transparent
Polycarbonate material shall be provided on the door for reading the meter without
inconvenience. The minimum thickness of the viewing window shall be 2.0 mm
(flashing with top). The viewing window shall be provided with a fixed rain hood.
The window shall be securely fixed with a meter enclosure from the inside. A

suitable neoprene gasket shall be provided so that there shall not be any ingress of
moisture through this window into the enclosure. No viewing window is required for
transparent polycarbonate meter box.
19.15. Louver shall be provided in one side of the pilfer proof box inside of which shall be
covered with the mesh (plastic) in such a way that from outside that mesh cannot be
approached. No louver is required for transparent polycarbonate meter box.
19.16. One push button shall be provided on the front side of the top cover of meter box for
taking meter reading during power off condition without opening of meter box cover.
20. Tests
20.1. Type Tests of Meter
20.1.1. The bidder shall furnish copies of Type Test reports as specified in the
relevant IEC standards. The Type Test shall be conducted from ISO/IEC
17025 certified independent test laboratory accredited to ILAC/IAF and
shall not be older than five years from the date of bid submission.
20.2. Type Tests of Meter Box
20.2.1. The bidder shall furnish copies of Type Test reports as specified in the
relevant standards. The Type Test shall be conducted from ISO/IEC 17025
certified independent test laboratory accredited to ILAC/IAF and shall not
be older than five years from the date of bid submission.
20.2.2. In case, the type test report submitted does not include all the tests as
stipulated in the Technical Specification and/or Applicable Standards, the
bid may be accepted for technical evaluation if the bidder provides a
declaration that “After the mass production of first lot, the type tests will
be conducted as per the relevant standards at the bidder’s cost in an
internationally recognized ISO/IEC 17025 certified independent test
laboratory accredited to ILAC/IAF in the presence of Purchaser’s
representatives. If the goods fail the test, the whole lot shall be rejected.”
20.3. Test Facilities for Meter
20.3.1. The manufacturer shall have ISO/IEC 17025 Certified Laboratory. If the
manufacturer does not have ISO/IEC 17025 certified laboratory, all the the
acceptance tests are to be carried out in an independent ISO/IEC 17025
certified laboratory at the cost of the Supplier/Manufacturer.
20.3.2. Facilities/arrangement for conducting the ageing test shall be available from
the manufacturer.
20.3.3. The standard meters used for conducting tests shall be calibrated
periodically and test certificates shall be available at Works for verification
by purchaser’s representative.
20.3.4. The manufacturer shall have the following testing facilities to ensure
accurate calibration:
(a) AC high voltage test
(b) Insulation test
(c) Test of no-load condition
(d) Test of Starting condition
(e) Test on Limits of error

(f) Power loss in voltage and current circuit
(g) Test of Repeatability of error
(h) Test of meter constant
(i) Test of magnetic influence
20.4. Routine Tests of Meter
Each meter of the offered lot shall undergo routine tests as well as functional tests as
per relevant IEC and after sealing of the meters. The manufacturers shall submit the
routine test report of all the meters as well as a statement showing seal Sl. Nos.
against each meter, Sl. No. of offered lot in soft copy (MS WORD or EXCEL
format), at the time of the Pre-Dispatch Factory Acceptance test.
20.5. Routine Tests of Meter Box
Each meter Box of the offered lot shall undergo routine tests as per the applicable
standards and the manufacturer shall submit the routine test reports at the time of the
Pre-Dispatch Factory Acceptance test. The routine test shall consist of the following:
(a) Dimension verifications
(b) Protection against electric shock
(c) Construction details
(d) Heat deflection temperature at no pressure (Minimum)
(e) Self-Extinguishing property of spirit burner test
(f) Melting point temperature at no pressure (Minimum)

20.6. Pre-Dispatch Factory Acceptance Tests of Meter to be witnessed by the


Purchaser.
20.6.1. All the pre-dispatch acceptance tests as per IEC standards shall be carried
out to the randomly selected samples by the nominated representative of the
Purchaser.
20.6.2. From each lot size of 10,000 nos. of meters, 35 nos. of sample meters shall
be selected at random for Factory Acceptance Tests.
20.6.3. The following tests shall be carried out on all the 35 nos. meters thus
selected at random:
(a) The NEA's Engineers shall witness the various quality control
measures adopted for verification of different components of meters
and satisfy themselves about the same. They shall also inspect the
protocol for maintaining the accuracy of the meter testing equipment
with reference to the standard at manufacturer's meters testing station.
(b) Physical examination of the meters
(c) Non-registration with Voltage along at 60% V ref and at 120% with
no load applied.
(d) Vref. Starting current at 0.2% I basic and Upf
(e) High voltage test
(f) Insulation resistance test
(g) Test of protection for withstanding 420 V between phase & neutral for
a period of at least 4 hrs. without any load
(h) Test of endurance up to 150% Imax

20.6.4. During the above tests, if no. of meter fails is less than or equal to 1 No., the
lot shall be conforming to the above tests. If no. of meter fails is greater than
1 no. but less than 4 nos., further re-sampling will be done, and the nos. of
re-sampled meters shall be 35 nos. selected at random from the Lot of
10,000 nos.
20.6.5. The re-sampled meter will be subjected to the tests as mentioned above and
if nos. of meters fail in two samples combined (70 nos.) is less than 4 nos.
the lot shall be conforming to the above tests otherwise rejected.
20.6.6. Further testing for 8 nos. meters selected from 35 nos. sample meters will
be carried as follows:
(a) Limits of error on all the sample meters at:
- 1% I basic 1.0 pf.
- 2% I basic 1.0 pf.
- 5% I basic 1.0 pf., 0.5 pf. Lag & 0.8 lead
- 10% I basic 1.0 pf., 0.5 pf. Lag & 0.8 lead

20.6.7. Further testing for 3 Nos. sample meters will be carried as follows:
(a) Repeatability of error test at 5% I basic Upf & 100% I basic Upf.
(b) The maximum divergent shall be less than 0.5%.
If anyone of the meter fails on any of the above tests, the lot will be rejected.
20.7. Pre-Dispatch Factory Acceptance Tests of Meter Box to be witnessed by the
Purchaser
20.7.1. All the pre-dispatch acceptance tests as per applicable standards shall be
carried out on the randomly selected samples by the nominated
representative of the Purchaser.
20.7.2. The sampling plan shall be same as that of meters.
20.7.3. The following tests shall be carried out on the selected samples:
(a) Dimension verifications
(b) Protection against electric shock
(c) Construction details
(d) Heat deflection temperature at no pressure (Minimum)
(e) Self-Extinguishing property of spirit burner test.

20.9. Tests of Meters after Delivery
20.9.1. The Purchaser will carry out testing of the 2% of total supplied meters after
delivery at its own laboratory or any other third-party laboratory as per the
procedure followed for acceptance test (except dry heat test & shunt test)
during inspection & testing of the supplied meters. Component verification
test shall also be carried out during the testing after delivery.
20.9.2. The cost for such tests and other handling charges (if any) shall be included
in the quoted unit rate in the Price Schedule and shall be paid by the
Supplier.
20.9.3. The cost for testing at NEA laboratory shall be as published in the NEA
Citizen Charter and shall prevail.
20.9.4. If any other tests are to be carried out in any other third-party laboratory,
then their costs shall be paid by the Purchaser.
20.9.5. In case the meters are not in order as per our observation during inspection
and testing of the supplied meters, the lot will be declared defective and, in
that event, meters supplied are to be replaced by the manufacturers free of
cost including free transportation from the site to their works and back. The
replaced meters are to be offered for inspection & testing and Acceptance
test of will have to be carried out by the supplier in presence of purchaser's
representative.
20.10. The purchaser may carry out the inspection at any stage of manufacture. The
manufacturer shall grant free access to the purchaser's representative at a reasonable
time when the work is in progress. Inspection and acceptance of any equipment
under this specification by the purchaser shall not relieve the supplier of his
obligation of furnishing the equipment in accordance with the specification and shall
not prevent subsequent rejection if the equipment is found to be defective.
20.11. Type Test/Acceptance Test/Routine Tests and any other tests not covered in different
clauses of the specification but required as per relevant standards shall also be carried
out.
20.12. The supplier shall clearly state as to what testing facilities are available in the works
of manufacturer and whether the facilities are adequate to carry out routine and
acceptance tests and Anti Tracking as mentioned in relevant standards. All the
testing facilities shall be provided by the bidder to purchaser’s representative for
witnessing the tests in any internationally accredited laboratories or by national
board.
20.13. The manufacturer shall afford the inspector representing the purchaser all reasonable
facilities without charges, to satisfy him that the material is being furnished in
accordance with this specification.

21. Packing and Marking

21.1. Packaging of Meter and Meter Box


21.1.1. The meter and meter box shall be shipped in assembled condition.

21.1.2. The packing shall be done as per the standard practice. Each package shall
clearly indicate the marking details (for e.g., manufacturer's name, Sl. Nos.
of meters in the package, quantity of meter, and other details as per supply
order). However, he should ensure the packing is such that the material
should not get damaged during transit by Rail/Road.
21.1.3. The goods shall be packed in cartons / crates suitable for vertical /
horizontal transport, and suitable to withstand handling during transport
and outdoor storage during transit. The supplier shall be responsible for any
damage to the equipment during transit, due to improper and inadequate
packing.
21.1.4. The fragile and electronic goods shall be carefully packed and marked with
the appropriate caution symbol. Wherever necessary, proper arrangements
for lifting, such as lifting hooks etc., shall be provided. Supplier without
any extra cost shall supply any material found short inside the packing
cases immediately.
21.2. Marking of Meter and Meter Box
21.2.1. The marking on the meter shall be in accordance with relevant clauses of
IEC.
21.2.2. The basic marking on the meter nameplate shall be as follows:

22. Quality Assurance

22.1. The manufacturer shall possess valid ISO 9001:2015 Quality Management System
Certificate with design and manufacture in scope of registration for the plant where
the manufacture is done. The Bidder shall furnish a copy of the ISO certificate along
with the offer.
22.2. The manufacturers shall ensure proper quality control for the manufacture of goods.
The manufacturer shall submit Manufacture Quality Plan (MQP) along with the
offer.
22.3. The bidder/manufacturer shall provide detailed Drawings and GTP along with the
bid.

23. Guarantee/Warranty:

23.1. The meter and meter box shall be guaranteed against any manufacturing defects
arising out of faulty design or bad workmanship or component failure for a period
of 5 and half years from the date of final acceptance.
23.2. The life of all batteries used in the meter shall be guaranteed for a minimum of
10 years.
23.3. The meter/battery found defective within the above guarantee period shall be
replaced by the supplier free of cost within 60 days of the receipt of intimation of
failure / defect.
23.4. The meters declared defective by the NEA shall be replaced by the supplier up to the
full satisfaction of the NEA at the cost of supplier within 60 days of the receipt of
intimation of failure / defect. Failure to do so within the time limit shall lead to
the imposition of a penalty of twice the cost of meter. The same may lead to
blacklisting, as decided by NEA. In this connection the decision of NEA shall be
final.

24. Submission and Testing of Sample Meter during Technical Bid Evaluation

24.1. The bidder shall submit a sample meter with meter box as per the specification with
manufacturer's seal to the office on or before the last date and time of submission of
bid. Unsealed sample meter or sample meter received after the last date and time of
submission of bid shall not be accepted. The bid submitted without the sample meter
and meter box shall not be considered for evaluation and shall be rejected.
24.2. The sample meter shall be tested in NEA's Testing Laboratory or any ISO/IEC 17025
certified independent testing laboratory for following Tests.
24.2.1. Accuracy Tests in accordance with IEC62053-21 with latest amendments.
24.2.2. Anti-Tampering Tests: The meter shall have the following anti-tamper
features and shall record & register forward energy accurately under the
following conditions:
(a) In case in-put/out-put terminals are interchanged, LCD indicator
(reverse current) shall also glow under this tamper condition.
(b) If the load current does not flow back to meter due to partial bypass of
either phase or neutral current or instead current is drawn through local
earth.

(c) The meter shall be capable of recording energy correctly even if the
input and output terminals are interchanged.
(d) The meter shall work correctly even in absence of neutral as per IEC
62052-11:2003. Accuracy in between 60% Vref to 50 % Vref but with
loading of 5% to 120% must be maintained within ± 4%.
(e) Meter shall record energy within maximum error of ± 4% at rated
current and voltage on the injection of following signals in outgoing
neutral with phase neutral connection normal and incoming neutral
disconnected.
− D.C./ Pulsating D.C. signal
− Chopped A.C. signal
− High frequency (60-100 Hz). A.C. signal
(f) The meter shall be immune to Electrostatic Discharge or sparks of 35
kVp approximately generated from automobile ignition coil. Tests in
this respect will be conducted by using commonly available devices
and during spark discharge test, spark will be applied directly at all
vulnerable points of the meter for a period of 10 to 20 minutes and
meter shall record under this condition. After application of spark
discharge, the meter shall record correctly within the specified limits
of errors. Beyond 35 kVp, the meter shall record as tamper if not
immune. The Meter shall also be immune to tampering by application
of radiated spark through Jammer Circuit.
(g) The meter shall be immune to tampering using external magnets. The
meters shall be immune to 0.2T of A.C. magnetic fields and 0.27 T of
D.C. magnetic fields or it shall record as tamper if not immune. Meter
shall record Imax with the application of 0.5T permanent magnet with
logging in BCS, if not immune.
24.3. If the error limits of the sample meter exceed the prescribed error limit or fails in
tampering tests as mentioned above, then the bid will be considered as technically
non-responsive and thus shall be rejected.
