STAAD PRO COURSE FOR BRO PERSONNEL: 2008-09 Dear Sir, 1. Tender in sealed cover is invited to impart training to BRO personnel in STAAD PRO Courses during 2008-09 at Headquarters Director General Border Roads, Seema Sadak Bhawan at New Delhi. Please quote your rates for conducting course in the commercial bids enclosed. Terms and conditions are enclosed at Appendix A. 2. (k) Submission of Tenders: Technical and Commercial bid will be submitted on specific formats enclosed with this tender document in separate sealed envelops marked as Technical Bid for conducting STAAD Pro Course for BRO Personnel and Commercial Bid for conducting STAAD Pro Course for BRO Personnel with reference to HQ DGBR Letter No. 24681/GCEnquiry/DGBR/ /EDP dated 12 Feb 2009 due for opening on 05 Mar 2009. 3. GENERAL ELIGIBILITY CRITERIA (a) (b) (c) (d) The firm must have latest version of software to be used during training with sufficient user licenses. The Institute shall have a spacious venue with dedicated computers and video projection system. The adequate faculty must be associated with conduct of course. The qualification and experience of various faculty members shall be submitted. The specific requirement for eligibility for STAAD PRO Course is as follows :(i) STAAD Pro (a) The Institute shall have good faculty earmarked exclusively for the course with specific skill level in STADD. Pro latest version. (b) The institute shall have sufficient licenses of software and should have authorization from OEM of software to conduct STAAD.Pro course.

TECHNICAL BID The Technical part of the quotations (i.e. TECHNICAL BID) should include:(a) (b) (c) (d) (e) (f) (g) This letter along with its enclosures except Appendix C duly authenticated and signed by authorized signatory of your firm. Detailed Syllabus of course as per Appendix B . One set of study material like Books, Literature etc , proposed to be used during the training for course . Educational profile including Computer qualification and Teaching experience of the nominated faculty members proposed to be associated with course. Plan of proposed venue for conducting training depicting size of classroom and laboratory. Details of teaching aid in proposed venue with details of hardware & projection system. List of the clients, work orders from Govt departments / public sectors for conducting training on STAAD Pro Course in the past, Feed back/user satisfaction certificate is mandatory. A copy of authorization certificate from OEM of STAAD.Pro for conducting STAAD Pro course. All terms and conditions mentioned in Appendix A are to be adhered to and will form part of T bid.

SUBMISSION/OPENING OF TENDER (a) The commercial bid should contain the rate on Appendix C duly filled, stamped and signed by authorized signatory of your firm. (b) The Technical Bids will be opened by a Technical Board of Officers detailed by Headquarters DGBR on 05 Mar 2009 at 1500 hrs. The Board may visit the proposed venue to check the correctness of the details submitted with the Technical Bid . The commercial bid for course will be opened after the T Bid evaluation is completed. Commercial bid for course can be rejected if not fulfilling eligibility criteria in evaluation of T Bid. . Please ensure that full details/study material as mentioned in Para 4 above are enclosed along with Technical Bid otherwise the quotations are liable to be rejected. DGBR reserves the right of rejecting any Technical Bid based on the criteria at Para 4.

(c) The rates will be quoted in words as well as in figures as per format given in Appendix C attached herewith duly quoted your rates and signed by an authorized representative. You are requested to quote your total rates. In case of any variation between the rates quoted in figures and words, the rates quoted in words will hold good. (DGBR, New Delhi reserves the right to reject the quotation without assigning any reasons). Quoted rates shall be inclusive of all taxes and any other charges if any. (d) Sealed tender can be dropped im Tender Box kept in the office of EDP Cell of HQ DGBR or by registered post so as to reach HQ DGBR by due date and time. BRO will not be responsible for any postal delay or non-delivery/non-receipt of tender document. (e) The Technical Bid will be opened by a committee on due date and time at HQ DGBR, Seema Sadak Bhwan, Ring Road, Delhi Cantt, New Delhi -10. Authorized representative of your Company can be present during the tender opening. If due date for opening of tender is declared as closed holiday, in such cases the tender will be opened on next working day at the same time. The date of opening of commercial bid will be intimated after acceptance of technical bids. (f) An offer received incomplete or ambiguous is liable to be rejected without recourse to further clarifications. DGBR reserves the right to seek clarifications with one or more vendors if considered necessary. (g) Term/Condition if any mentioned by the vendor in the technical and commercial bids will not be binding on the DGBR. (h) Tenders by FAX will not be considered. Tenders found in sealed tender box will only be considered for opening. To avoid any complications with regards to late Receipt/Non-receipt of tenders, it may please be noted that responsibility rests with the respective firm. Late Tender will be rejected out rightly. (j) Commercial Offers/Bids will be opened only for those firms, whose Technical Bids are found suitable after technical evaluation. The commercial offer must be firm and valid for at least 06 (six) months from the date of submission of offer. (k) The Commercial offer will be opened by a Board. Date, time and venue fixed for this purpose will be intimated separately after the Technical Evaluation is completed. Firm may depute their representative, duly authorized in writing, to be present at the time of opening of price bid. (l) Firms submitting downloaded tender forms (From BRO Website) must enclose a Bank Draft of Rs 300/- (Rupees three hundred only) towards the cost of tender document drawn in favour of Controller of Defence Accounts (Border Roads) along with Technical Bid to avoid rejection. Technical Bid submitted without the requisite BD will be rejected.

Appendix 'A' TERMS AND CONDITIONS 1. SUBMISSION OF TENDER. Technical and Commercial bids be kept in two separate properly sealed envelopes. Then these two sealed envelope be put in one sealed envelope and to be marked in bold Tender for conducting STAAD PRO Course for BRO personnel with Ref to HQ DGBR Enquiry No. 24681/GC-Enquiry/DGBR/____/EDP dated 12 Feb 2009 due for opening on 05 Mar 2009. 2. SYLLABUS. All the topics covered in the enclosed detailed syllabus must be catered for by the Training Institute. DGBR reserves the right to modify syllabus and time indicated any time before commencement of training or during the training period. 3. Tests will be taken by the Training Institute after completion of each topic of the syllabus and results will intimated to JD EDP after the completion of Training Programme . 4. Cost of the study material to be provided to each participant should be included in the cost of training programme. WORKING HOURS :- The course will be conducted from 0930 Hrs to 1730 Hrs with 1 hour lunch break on six days a week. Sufficient practical/practice time will be given for revision and practice if required by students beyond these timings or even on Sundays/holidays. A minimum 60% times will be given to hands on training on the computer. 5. DURATION :The duration of the courses will be as under :-

6 days (one week/42 hrs) Excluding Sundays & Central Govt holidays.

6. FACULTY: - Adequate faculty should be associated with the conduct of the course. The qualifications and experience of the various faculty members associated with the courses should be submitted along with the Technical Bid. 7. COORDINATION: - The Senior most trainee of the batch of HQ DGBR will supervise the conduct of the courses as coordinator. He would coordinate all activities in consultation with the Institutes representatives for smooth conduct of the course. 8. VENUE: - The training institute will provide the venue for the course and location be mentioned in the Technical Bid. 9. STRENGTH: - DGBR has the right to increase the strength of students in course by 10% without any additional payments or liability. 10. TRAINING AIDS: - Various Training aids like black board, LCD Projector, etc are be used for the training course.

11. HARDWARE :- One computer with colour monitor shall be provided to each member of the BRO trainee. Defective machines be replaced with working one within one day to minimise loss of practical training time. The Institute must arrange for inverters/generators to cater for power breakdowns or power cuts. 12. AWARD OF CONTRACT: - Tender will be accepted based on the lowest rate.

13. VALIDITY OF TENDER:-The rate quoted in tender must be valid for six months from the date of submission of tender. 14. PAYMENT TERMS: - The contracted amount will be paid after successful completion of the course and on receipt of bill from the Institute. The payment will be made centrally by CDA (BR). 15. The institute will conduct periodical assignment/test, project work and final test. Based on the marks obtained by student, the institute will grade as per their policy and issue the certificate. 16. The rate quoted in the Price Bid should be comprehensive and should be inclusive of all charges such as charges for Professional Training Fees, Cost of Study material/Courseware, Providing Computers, Providing training venue and any other incidental charges and VAT and service charges . 17. COMMENCEMENT OF COURSE: A suitable date for commencement of course to be intimated to DGBR within one week of award of contract. The course shall commence within 04 weeks of award of the contract. A date wise activity schedule is to be submitted to DGBR within 15 days of award of the contract. 18. Only Gazetted holidays and Sunday falling during the course will be declared as holidays. DGBR will be at full liberty to ask the Institute to work on these holidays if need be. The total number of working days of the course be strictly adhered to. In addition, certain Sundays may be converted to working days if felt necessary by the Institution & HQ DGBR. 19.
