Thank you very much. 3F City Administrator's Office, Imus Cty Government Carter, Malagasang |G, City of Imus, Cavite Email imus odmnotfice@gmailcom Republic of the Philippines Province of Cavite City of Imus CITY ADMINISTRATOR'S OFFICE FLAG RAISING CEREMONY COMPLIANCE Government offcials and employees are responsible for observing the flag-raising ceremony every Monday as one of the adherences to the Republic Act No. 8941, otherwise known as the Flag and Heraldic Code of the Philippines.” and the Civil Service Commission Memorandum Circular No. 19, s. 2012 on “Observance of Flag Ceremonies.” Upon reviewing CCTV records, it was shown that some employees do not participate, resulting in fewer attendees during the flag-raising ceremonies (FRC) every week. This prompted the Performance Management Team (PMT) to strengthen monitoring mechanisms applicable to all regular, casual plantila, coterminous, and job order employees and is relative to attendance and compliance. ATTENDANCE GUIDELINES |. GENERAL FLAG-RAISING MONITORING Manual Log-in will be returned to enforce employee monitoring for Flag Raising Ceremony (FRC) Attendance. Both manual log-in and Facial Recognition/Biometrics Log-in shall be implemented every Monday; however, the manual log-in willbe the primary basis for FRC attendance. Biometric log-ins will be accounted for the regular attendance for the day. ll. | MANUAL FLAG-RAISING ATTENDANCE POLICY The manual attendance will stil follow the stipulated monitoring time and end once 7:30 AM. has passed. ‘The manual log-ins, through the employees’ signatures, will act as the primary basis for the FRC Rating in the SPMS Forms. This process shall be implemented regardless of the location of the FRC. 3F City Administrator's Office, Imus Cty Government Center, Malagosang I-G, City ef Imus, Cavite Email admmnotice imus@gmaiicom roj-ssm 02/28/24 Republic of the Philippines Province of Cavite City of Imus CITY ADMINISTRATOR'S OFFICE Department/Unit Heads with their personnel are expected to line up at the designated location, as shown in Annex A, by 7:20 AM, Please note that reassigned employees shall be identified by their current office, not by where their plantilla items are, Personnel from the OCM — Civil Security Unit shall rove around the Imus City Government Center at 7:20 AM. to check if employees have vacated and locked their offices. Upon checking, if employees were caught loitering inside the ICGC premises during the flag-raising ceremony, the designated OCM- CSU personnel shall lst the employee's name and submit the list to HRMO. The table below explains the step-by-step procedure of the manual FRC attendance. DO NEB TS er area ‘One (1) copy of the FRC Attendance Form (FRCAF) per offce/unit will be prepared by the HRMO monthly, containing the name of the Department/Unit Head, their personnel, and the Mondays for that month, The HRMO will distibule the FRCAF at 7:00 AM. EVERY MONDAY to the HR FOCAL PERSON or the designated personnel in case the employee is absent. Employees lined up in their designated location and are present during the mandated log-in period (on or before 7:30 A.M.) shall sign the FRCAF. ‘After the mandated log-in period, the HRFP shall submit the FRCAF to their DepartmentlUnit Head to sign and confirm their attendance at the flag-raising ceremony. + For offices with large numbers of employees, the Section Head shall assist the HRFP in facilitating the signatures for the FRCAF. FLAG-RAISING ATTENDANCE MONITORING FOR. SIDE OFFICES For outside offices far from the Imus City Goverment Center, FRCs are conducted in their assigned area, namely the Imus City Plaza and the Bahayang Pag-Asa Extension Office. Employees under the respective offices, as shown below, are to attend the FRC at the assigned area and will flow the same monitoring procedure as mentioned in the earlier sections. An HRMO representative will be present to ensure implementation and monitor FRCs for both locations. EQUIVALENCIES AND STANDARDIZED MATRIX FOR RATING ‘A, RATING EQUIVALENCIES The ratings for regular attendees, exempted employees, and shifting employees shall be standardized to address the rating equivalencies of attended fiag-raising ceremonies. > Employees who are Exempted from the Biometrics will have a base rating of 3.00 (Satisfactory) > Employees under the Shifting Schedule will have a base rating of 4.00 (Very Satisfactory) > Employees who attend Regularly will be rated according to the number of their attended FR if Exempted and Shiting employees attended the flag-raising on their own volition, increments on their base rating shall be applied. This will be reflected on the consolidated numerical rating that HRMO will send forthe Support Functions Rating B. STANDARDIZED MATRIX The matrix below presents the computation and percentage of employees’ attendance during Flag- raising Ceremonies, which willbe the basis of the rating of consolidated attendance. The percentage of attendance is computed by dividing the number of flag-raising ceremonies attended by the total number of flag-raising ceremonies observed for the period. The quotient is multiplied by 100% to get the percentage of FRC Attendance. For example, 0.46666 should be rounded off to 0.47 before being multiplied by 100%. Disclaimer: Though the office/unit may have a record of the FRC Attendance, the final consolidated count will come from the HRMO due to the alignment of leave and other exemptions that the person may have on record. V. RESPONSIBILITIES OF KEY PLAYERS The table below expounds on the offices’ and employees’ responsibilities to implement the enhanced flag-raising ceremony attendance monitoring.
