Highlights
Polonnaruwa district consists with 7 Divisional Secretariat Divisions and 294 Grama
Niladhari Divisions.
141,451 families are registered in election roll while highest percentage (21.9%) is
reported from Thamankaduwa Divisional Secretariat Division and lowest (8.9%) is
reported from Welikanda Divisional Secretariat Division.
Four Divisional Secretariat Divisions contain at least one railway station and the Boat/
Ferry jetty providing transport facility is available only within two Divisional Secretariat
Divisions.
Each and every Divisional Secretariat Division has the facility of one or more Government
or private hospital. Further, 58% of the Grama Niladhari Divisions (facility not available
within the Grama Niladhari Division) report 5 km or more distance to access the facility of
Government or private hospital.
Twenty one percent of the Grama Niladhari Divisions report that the facility of
Government or private school which offers classes for A/L is available within the GN. The
facility of Government or private school which offers classes for O/L or below grades is
available within 65% of the Grama Niladhari Divisions. Five Divisional Secretariat Divisions
have at least one or more schools or institutes for children with special needs.
Public library/Reading room facilities are at comparatively low level in the district (10%).
Pipe borne water from National water supply or community base organization is available
in 62 (21%) Grama Niladhari Divisions.
Wood (31.6%), Textile and textile handicrafts industries (12.6%) and Clay industry (8.5%)
are the most common Traditional Handicraft Industries found in the district.
Majority of GN Divisions report damages caused by wild elephants (66%), droughts (62%),
storms/hurricanes (52%), and floods (42%) under disasters happened during last 10 years.
36,467 “Samurdhi” receivers and 5,561 elderly allowances receivers are reported at the
time of data collection.

Preface
A complete set of statistics on Grama Niladhari Divisions (GNDs) are published once
in ten years with the Census of Population and Housing (CPH) conducted by the
Department of Census and Statistics (DCS). However, GNDs have undergone a massive
social as well as economic changes during the previous ten-year inter-census period,
and, therefore, relevant and timely data to capture these changes is vital as a basis
for development planning and also for the planning and implementation of the CPH.
Therefore, having understood the importance of data for regional level development
activities and for CPH 2021, the DCS conducted a collection of basic information on
Grama Niladhari Divisions (GNI).
The data gathered in this activity includes information on the availability of basic facilities
of the Grama Niladhari Division and the information on infrastructure, consumption of
land, Government subsidies, and disaster situations. Data collection was carried out
during fourth quarter 2020 and the first quarter of 2021, covering the entire country.
Despite the prevailed situation of spreading COVID-19 pandemic throughout the
country which occurred during the data collection period, the activity was completed
successfully.
This report presents results related to the basic information on Grama Niladhari
Divisions in Polonnaruwa district at Divisional Secretariat level. Detailed information
on Grama Niladhari Divisions will be published on Department's website. I believe this
report as well as the full dataset will be highly beneficial for evidence-based decision
making at any administrative level of the country.

The report “Grama Niladhari Divisions Statistics - 2020: Polonnaruwa District” is prepared based on the
data collected from all Grama Niladhari Divisions (GNDs) in Polonnaruwa district. The data collection was
simultaneously covered all GNDs in the entire country.
This data collection was conducted under the direction and guidance of former Director General, Dr. I.R.
Bandara, present Director General, Mr. M.P.M. Anura Kumara and under the guidance of Mrs. D.D.G.A.
Seneviratne, Additional Director General (Statistics). Planning and execution of the data collection was
carried out by staff of the Population Census and Demography Division under the guidance of Mrs. W.A.C.
Wijebandara, the Director and Mr. A.G.S. Kariyawasam, Mr. W.P.S. Sisilarathna the Deputy Directors.

Polonnaruwa District
1. Introduction
The GNI-2020 is a census type of data collection conducted during last half of the year 2020 in all around the country in
parallel to Census of Population and Housing 2021. This special enumeration collected various information on Grama
Niladhari Division which is the smallest administrative area in Sri Lanka. It covered all 25 districts in Sri Lanka and
interviewed or asked to self-report by the officer named “Grama Niladhari (GN)” who is responsible for the particular
GN Division. The main objective of this was to build a supportive database which provides basic information by the
smallest administrative area for data users. Further, the data was collected on important aspects covering socio and
economic related areas. This report presents the summarized statistics on Divisional Secretariat (DS) Division using the
data collected at GN Division level for the Polonnaruwa district. Polonnaruwa district GNI-2020 data were collected
during the fourth quarter 2020. The main themes covered at the data collection were,
• Background information about the immediate responsible officer for the administrative area “Grama
Niladhari (GN)”
• Information on the distance to the nearest location where basic facilities are available
• Information on threats (drugs and alcohol) spread over the GN Divisions, availability of handicraft
industries and disasters faced during last 10 years
• Information on economic activities (major economic activities involved, major irrigation schemes
used and abundant government reservations which can be cultivated)
• Information on availability of facilitating centers for agricultural, livestock & fisheries activities
• Information on the availability of places which provide basic facilities to people
• Information on government beneficiaries for selected types of benefits.

As given in the Table 1.4, 9870 pensioners reported from

The table 2.1 explain the availability of transport facilities within each GN Division in Polonnaruwa district. The statistic
revealed that public transport bus start/destinations and railway stations are available in 59 and 12 GN Divisions
respectively. There are only two DS Divisions which are Lankapura and Thamankaduwa have Boat/Ferry facility.
Hingurakgoda DS Division has the highest number of GN Divisions with railway station and three-wheel park facility.
Thamankaduwa DS Division has the highest number of GN Divisions with public transport bus start/destination facility.
According to above details Elahera DS Division has the poor transportation facilities.

Table 2.2 presents the information on GN Divisions which do not have access to the Public transport bus start/end
destination within the division. The statistics show the number of GN Divisions by the minimum distance to nearest
location of that transport facility available. It is found that in 235 GN Divisions the facility is not available within the GN
Division. However, in Polonnaruwa district 145 GN Divisions show distance more than 5 km to the facility.

Many of the GN Divisions (282 out of 294) in Polonnaruwa district do not have any railway station within the GN
Division. For some GN Divisions railway facility is not relevant (this indicates people in these areas do not consider
railway as a regular transport mode due to unavailability of nearby facility). Among all the DS Divisions in the district,
Hingurakgoda DS Division has the largest number of GN Divisions which has railway station facility within GND.

Three-wheeler is a common taxi service in the country and there are allotted parking places for these, where people
can get the facility. Many of the GN Divisions (209 GNDs out of 294 GNDs) in Polonnaruwa district do not have Three-
wheel park facility within the GN Division. There are 70 GN Divisions reported the distance more than 5 km or more
to get the facility.

As the summery of the above table 2.5 this facility is not common in Polonnaruwa district. There are only 2 GN
Divisions which are available this facility. Those are Thamankaduwa and Lankapura.

The facility in Table 2.6 has widely distributed in Polonnaruwa district. There are only 30 GN Divisions out of total
294 GN Divisions which are not available Roads of transporting buses/vans/lorries across or near the GN Division.
Lankapura and Elahera DS Divisions can access this facility within at most 5 km area. As the summery of collected data,
Welikanda DS Division is lack of this facility.
2.2 Health

Above Table 2.8 and Table 2.9 explain that availability of government or private hospital and dispensary facilities
in Polonnaruwa district. According to that Welikanda DS Division has the least hospital facility. However, every DS
Division in Polonnaruwa district have at least one government or private hospital facility within the DS Division.

According to the above Table 2.10 and Table 2.11, totally there are 8 GN Divisions which have access to MOH facility
within the GN Division. Every DS Division have at least one MOH office. The distribution of maternity clinic/baby clinic
in Polonnaruwa district is slightly better. Except 21 GN Divisions, others can be accessed maternity or baby clinic
facility within 5 km area.

2.3 Education
Availability of Education Facilities within Grama Niladhari (GN) Division.
The education facilities cover the availability of kindergarten/pre-school/early childhood development centre,
government or private school that has classes for G.C.E. (O/L) or below and government or private school that has
classes for G.C.E. (A/L). Following figures show the distribution of number of GN Divisions in which these facilities are
available.

As the graphical representation of above Figure 2.1, Thamankaduwa DS Division has the highest number of GN
Divisions which have above three types of education facilities. Totally in Polonnaruwa district, 62 and 241 numbers of
GN Divisions have educational facilities up to advanced level and ordinary level respectively. Most of GN Divisions
(263) out of 294 total divisions have Kindergarten / Pre School / Early childhood development centres facility.

are reported from Dimbulagala, Hingurakgoda, Thamankaduwa and Elahera DS Divisions.

Table 2.13 gives the statistics on the minimum distance to access government or private school that has classes for
O/L and below. In Polonnaruwa district 102 GN Divisions out of 294 report no government or private school that
has classes for O/L and below within GN Division. However, only 25 GN Divisions report 5 km or more to access this
education facility.

2.4 Communication
Availability of Communication Facilities within Grama Niladhari (GN) Division
The communication facilities considered at the data collection are Government Post Office/Sub Post Office or Agency
Post Office, Vidhatha Centre/Nena Sala Centre and Communication Centres.

Table 2.15 describe available communication facilities in Polonnaruwa district. Higurakgoda DS Division has the
highest number of GN Divisions which have post office and communication centres. There are no any Vidhatha/
Nenasala centre has established in Welikanda DS Division.

According to the above Figure 2.2, there are 190 GN Divisions which are not available post office/sub post office or
agency post office within GN Division. Out of all 294 GN Divisions, 92.85% of GNs can fulfil their postal requirements
within 5 km area.

Vidhatha and Nenasala are Government introduced vocational facilities which provide support to public by various
training programs specially on technical and IT sectors. Table 2.16 shows the distribution of Vidhatha/Nenasala centers
by DS Divisions in Polonnaruwa district. Out of 294 GNs there are 8 GN Divisions which have Vidhatha/Nenasala
centers. Dimbulagala and Thamankaduwa DS Division have highest number of centres which is 2. This facility does not
report from Welikanda DS Division.

Table 2.21 shows that all GN Divisions in Elahera DS Division have this facility within GN Division. Among all GN
Divisions in district only 40 GNs do not have Praja shalawa facility within the division. Totally more than 95% of GNs
have this facility within 5 km area.

As the above details in Table 2.22 there are only 30 GNDs which have public library/reading room facility within the
division. However 51.4% of GNDs do not access this facility within 5 km area.

Solid waste disposal system is provided by the local authorities in general. However, this facility is not available for all
administrative divisions. According to the table 2.26, this facility is available only in 73 GN Divisions. A considerable
number of GN Divisions in the district reported not having the facility.
Availability of pipe borne water from national water supply or community base
organization in Grama Niladhari Divisions

Pipe borne water is mainly supplied by the National Water Supply and Drainage Board or Community-based
organizations. In Polonnaruwa 232 GN Divisions reported having Pipe borne water from National water supply or
community base organization. It covers nearly 79% of GN Divisions all over the Polonnaruwa district (Table 2.27).

As the above table shown, this facility is available only 10 out of 294 GN Divisions. Those 10 GNDs are reported from
Hingurakgoda, Medirigiriya, Welikanda and Dimbulagala DS Divisions. Dimbulagala DS Division has 5 GN Divisions
which are available this facility. The amount of available Regional hydroelectric power stations/other small power
plants in Polonnaruwa district is less than 4%.

Table 3.1 shows the prevalence of drugs as a menace in the GN Divisions. Accordingly, 124 GN Divisions reported
prevailing drugs as a menace in the division. Dimbulagala has the highest number of GN Divisions and Lankapura has
the least number of GN Divisions reported having this condition.
According to the explanation of prevalence of Alcohol as a menace in Table 3.2, out of total 294 GN Divisions
in Polonnaruwa district 156 GN Divisions are showing as prevalence of alcohol as a menace. It is nearly 53% as a
percentage of total GNDs. Dimbulagala and Elahera (71.4%) DS Divisions have the highest risk and the Thamankaduwa
(36.4%) DS Division has the lowest risk of this menace.

Table 4.1 shows the availability of traditional handicraft industries in Polonnaruwa district. According to that there
are 152 GN Divisions which are not having any traditional handicraft industry. The most popular industry is the
wood industry. It has widely distributed in all DS Divisions. Not only that but also Textile industry and clay industry
distributed in all DS Divisions. There are no any masks and puppet industry, musical instruments industry has identified
in Polonnaruwa district. Only Thamankaduwa DS Division has the Lace industry.

Table 5.1 explains a summery about the disasters which have faced by GN Divisions in Polonnaruwa district in last 10
years. All types of mentioned disasters except landslides have occurred in at least one DS Division in last 10 years.
Floods, Storms/Hurricanes, Droughts, damage caused by wild elephants and damage caused by wild animals have
occurred in highest number of GN Divisions. The majority of disasters takes the damage caused by wild elephants
secondly droughts. Among all the DS Divisions Dimbulagala has faced most of disasters with more frequency. It is
mostly affected by wild elephants and droughts.

The Table 6.1gives the aggregated results of the reported major economic activities involved in GN Division, one GN
Division may engage in few economic activites. Most of GN Divisions (237) have involved to crop productions. Secondly
100 GN Divisions have involved to livestock and 45 GN Divisions have fisheries industry. Fisheries industry activities are
not reported from Elahera DS Division. Dimbulagala DS Division has the highest number of GNs which have involved
fisheries activities. Livestock activities are widely distributed in Dimbulagala, Medirigiriya and Thamankaduwa.
6.2 Information of major Irrigation Schemes used for Paddy and Other Crops

According to the table 6.2, Polonnaruwa district uses major irrigation schemes for their agricultural activities. It is
nearly 71.43%. Only 11 GN Divisions in Polonnaruwa district uses Rain fed irrigation schemes but Welikanda and
Dimbulagala DS Divisions do not use the rain fed irrigation schemes to do their cultivation activities. All DS Divisions
use mainly major methods for watering their crops.

Table 6.3 shows the lands which can be cultivated in Polonnaruwa district. Out of 294 GN Divisions 182 GNDs do not
have government reservations which can be cultivated in Polonnaruwa district. Eleven GN Divisions from Dimbulagala
reported GN Divisions where there are above 20 acres abandoned government reservations.
One GN Division may have more than one type of supporting institute, when the Polonnaruwa district is considered
highest number of GN Divisions reported having Paddy purchasing centres, Paddy storages and fertilizer sales centres.
(Table 6.4).

As the summery in the table 6.5 the largest number of centres / institutions in Polonnaruwa district are related to paddy
purchasing activities. And there are comparatively high number of centres/ institutions which are related to paddy
storage and nursery.
Table 6.6 explains the Livestock & fisheries centres/Institutions by number of GN Divisions and by number of centres.
Out of total GN Divisions there are 126 GNs which have milk collection centres. 65 GN Divisions have fish markets
and 57 GNs have meat markets. There are only 8 dry fish production centres in Polonnauwa district and out of those
3 centres are located in Dimbulagala DS Division. Most of the Livestocks and fisheries centres are widely distributed

in Dimbulagala DS Division.
Table 6.7 shows the number of Livestock and fisheries centres in Polonnaruwa district. There are 171 milk collection
centres, 138 meat markets and 106 fish markets in district. Elahera DS Division has the lowest number of milk collection
centres. But among all DS Divisions Thamankaduwa has the highest number of meat market, fish markets and dry fish
production centres.

The summery of above Table 7.1 explains Number of Places/Institutes which provides basic facilities by Divisional
Secretariat (DS) Division. Among all the places which have mentioned in the table, there are 249 government schools
and 2 private schools. Private schools are located only in Thamankaduwa DS Division. There are no any international
schools in Polonnaruwa district. Eight schools have established for special needs students in district.
When it comes to religious places, there are 324 Buddhist temples, 34 Hindu temples, 64 Mosque and 18 churches in
Polonnaruwa district. Every DS Division has more than 20 Buddhist temples. Dimbulagala DS has the highest number
of Buddhist temples which is 78 and Lankapura DS has the least number of temples which is 22. Hindu temples are
located only in the Welikanda, Dimbulagala and Thamankaduwa DS Divisions. There are at least 1 mosque in every
DS Division except Elahera DS Division. Most of mosques are located in Lankapura and Thamankaduwa DS Divisions.
Among these religious places, Catholic churches have the lowest frequency in Polonnaruwa district. But every DS
Division except Welikanda DSD have at least on church.

According to the Table 8.1 persons who receive the above mentioned beneficiaries are higher in Dimbulagala DS
Division. In Polonnaruwa district there are 36,467 number of persons who receive Samurdhi, 4,747 persons who
receive Elderly allowances. Medirigiriya DS Division has the highest number of Kidney aids receivable persons. The
persons who receive the Tuberculosis aid are relatively lower than the all other types of aids.
