1. Introduction

This method statement is intended to lay down the testing & balancing requirements, standards and procedures
used by the NEBB certified Company TAB Egypt to carry out the Noise Measurements in Abu Dhabi Plaza –
Astana, Kazakhstan.

2. Scope of Wok

After all TAB Works are completed, the systems will be running simultaneously as per the sequence of
operation to enable starting Noise level measurements. Noise level measurements will be carried out as per the
procedure in this method statement. Noise level measurements will be referenced to NEBB Procedural
Standards.
The sound level measurements zoning will be carried out on spot for the specified areas based on the spaces
and areas and the background noise levels will be recorded once as per the normal operations environment. It is
recommended to carry out the noise level measurements after the spaces are furnished. No sound level
measurements will be taken for the unspecified areas. All design values of the different applications will be as

per project specification and ASHRAE Standards unless otherwise specified. The scope of work is to record the
existing status compared to the design values.

5 Definitions & Abbreviations

5.1 Definitions

A-Weighting (A-scale or dB(A)): Frequency response of sound levels at different frequencies as defined in
ASNI S3.14. Adjusts the levels of a frequency spectrum in the same way the human ear does when exposed to
low levels of sound.

Acceleration: The vector quantity that specifies the time rate of change of velocity.

Accelerometer (Transducer): A device which converts shock or vibratory motion into an optical, mechanical, or
electrical signal that is proportional to a parameter of the experienced motion.

Accuracy: The accuracy of an instrument is the capability of that instrument to indicate the true value of a
measured quantity.

Airborne Noise (sound): Sound that arrives at a point of interest by propagation through the air.

Ambient Noise (sound): All-encompassing noise associated with a given environment at a given time, including
noise from the sound source of interest.

Attenuation: The decrease in the sound level between the source and the receiver from various mechanisms,
such as geometrical divergence, atmospheric absorption, building structures, etc.

Axial Axis of Measurement (z-axis): An axis of measurement along or parallel to the rotating axis of a piece of
equipment.

Background Noise (sound): Total noise from all sources other than a particular sound that is of interest; e.g.
other than noise from the sound source of interest.

C-Weighting (C-scale or dB(C)): Frequency response of sound levels at different frequencies as defined in
ASNI S3.14. Adjusts the levels of a frequency spectrum in the same way the human ear does when exposed to
high levels of sound.

Calibrate: The act of comparing an instrument of unknown accuracy with a standard of known accuracy to detect,
correlate, report, or eliminate by adjustment any variation in the accuracy of the tested instrument.

Contract Document Evaluation: A NEBB Certified Firm evaluation of the contract plans and specifications is
limited to determining the scope of responsibilities and reporting.

Decibel: The unit of level which denotes the logarithmic ratio between two quantities that are proportional to
power; the number of decibels is 10 times the logarithmic (base10) of this ratio.

Deficiency: Any circumstance or operation that affects the measurement results as compared to the design
criteria required by the contract documents.

Displacement: The vector quantity that specifies the change of position of a body or particle, with respect to a
mean position or position at rest.

Direct Sound (Direct Sound Field): Sound which reaches a given location in a direct line from the source,
without any reflections.

Far Field: The portion of the sound field of a sound source in which the sound pressure level decrease by 6 dB
for each doubling of distance from the source.

Fast Time Constant (response): Exponential averaging of the measured sound levels with a 0.125 second time
constant.

Flat Weighting (dB(Flat) or dB(Linear)): DOES NOT adjust frequency response of sound levels at different
frequencies. DOES NOT adjust the level of a frequency spectrum for either high or low levels of sound.

Free Sound Field (Free Field): A sound field in which the effects of boundaries are negligible over the frequency
range of interest.

Frequency: The number of times a quantity (sound wave) repeats itself in 1 second.

Harmonics: A sinusoidal component that is a whole number multiple of the fundamental frequency.

Horizontal Axis of Measurement (x-axis): An axis of measurement that is parallel to the mounting base of a
piece of equipment or the building foundation.

N/A: Not Available, Not Applicable, or Not Accessible. The simple notation “N/A” without definition is not allowed.

Near Field: The sound field close to a sound source (between the source and the far field) where the
instantaneous sound pressure and particle velocity are not in phase.

Noise: Any disagreeable or undesired sound.

Noise Criteria Curve (NC Curve): A series of curves of octave-band sound spectra in a system for rating the
noisiness of an occupied indoor space; an actual octave-band spectrum is compared with this set of curves to
determine the NC level of the space.

Octave: The frequency interval between two sounds whose frequency ratio is 2.

Octave Band (1/1-octave or full-octave) Sound Pressure Level: The sound pressure level of sound at all
frequencies contained within that band.

Precision: Precision is the ability of an instrument to produce repeatable readings of the same quantity under
the same conditions. The precision of an instrument refers to its ability to produce a tightly grouped set of values
around the mean value of the measured quantity.

Procedure: A Procedure is defined as the approach to and execution of a sequence of work operations to yield
a repeatable and defined result.

Pure Tone: A sound wave which is at a single frequency.

Range: Range is the upper and lower limits of an instrument’s ability to measure the value of a quantity for which
the instrument is calibrated.

Resolution: Resolution is the smallest change in a measured variable that an instrument can detect.

Room Criterion Curve (RC Curve): A series of curves of octave-band sound spectra in a system for rating the
noisiness of an occupied indoor space; an actual octave-band spectrum is compared with this set of curves to
determine the RC level of the space.

Slow Time Constant: Exponential averaging of the measured sound levels with a 0.125 second time constant.

Sound: A physical disturbance in air (or another medium) that is capable of being detected by the human ear.

Sound Power Level (Lw): Ten times the logarithm (to the base 10) of the ratio of a given sound power to a
reference sound power of 1 picowatt (1 picowatt = 10-12 watts).
Sound Pressure Level (Lp): In air, 20 times the logarithm (to the base 10) of a given sound pressure to a
reference sound pressure of 20 micropascals (20 * 10-6 pascals, 1 pascal = 1 Newton/m2).

Standard: A Standard is defined as a required qualification, action, or result for Sound & Vibration work.

Structure Borne Noise: Sound that arrives at a point of interest by propagation through a solid structure.

Testing: Testing is the use of specialized and calibrated instruments to measure sound and vibration levels,
temperatures, pressures, rotational speeds, electrical characteristics, velocities, and fluid quantities.

Third Octave Band (1/3-octave) Sound Pressure Level: The sound pressure level of sound at all frequencies
contained within that band.

Velocity: The vector quantity that specifies the time rate of change of displacement.

Vertical Axis of Measurement (y-axis): An axis of measurement perpendicular to the horizontal and axial axes
of measurement of a piece of equipment but not necessarily in the horizontal plane.

Wavelength: The wavelength of a periodic wave in an isotropic medium is the perpendicular distance between
two wave fronts in which the displacements have a difference in phase of one complete period or cycle.

6. Resources, Roles & Responsibilities


The Commissioning Manager has the overall responsibility for the implementation of this Method of Statement,
also will individually assess the manpower required for TAB Measurements of HVAC system meet the schedule.
Typically, these will include:

6.1 Competency
The competency of all construction personnel shall be controlled in accordance with the Competent Persons
Designation Procedure Ref: ADP-013529-066.

6.2 Roles & Responsibilities of TAB Engineer


 TAB Engineer will be in charge of all operations during Testing & Balancing following Project HSE
requirements and Project Quality Plans.
 Maintains work permits with coordination of the HSE Supervisor.
 Coordinates with QC Engineer for inspections and raise RFIC with complete attachments such as
approved (ITP, shop drawing, check list etc.).
 Ensures that only trained and competent personnel are involved for Final TAB measurements of the
HVAC system.
 Ensures that tools & equipment are certified, maintained and used correctly.
 Ensure that all testing tools are calibrated and calibration is up to date.
 Ensures that all required documents and related drawings to execute the works are up to date.
 Shall prepare open front for his crew and liaise with planning department for progress reporting and
schedule monitoring.

6.3 Roles & Responsibilities of QC Engineer

 Ensure that all inspection and test reports pertaining to everyday work activities are submitted to the
QC inspection.
 Prevent the use of equipment that could cause improper test relative to project Specifications.
 Stop test activity that is not being done in accordance with the specified requirements and approvals.
 Ensure that test have been done in accordance with approved method statement and Project
specification to offer for CSC’s & CxA’s inspection.

6.4 Roles & Responsibilities of Foreman


 The foreman will carry out his duties by maintaining continuous coordination with the TAB Engineer
on daily basis, and ensure proper distribution of the workforce in the required and planned locations.
 To ensure that his assistant foreman/charge hand is aware of the job requirements and they have
enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the works are moving
as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the TAB Engineer of any
requirement for additional resources.
 To ensure full coordination with the safety officer to maintain safe working and proper housekeeping
of the site, following the approved safety measures and further ensure that all his working team are
aware of the same to prevent accident and losses.
 To inform the TAB Engineer and of the areas ready for inspection.

6.5 Roles & Responsibilities of HES representative:


 Assist the site engineer in conducting tool box talks prior to staring the activity.
 Ensure PPE shall be worn as appropriate according to nature of job.
 Ensure safety precautions shall be followed as per established project HSE requirements and Project
Quality Plans safety plan

6.6 Roles & Responsibilities of CSI’s representative:

 Specify equipment and systems to be Tested, Adjusted and Balanced, in accordance with NEBB
Procedural Standard.

 Align the project balancing tolerances with the tolerances specified by the NEBB Procedural Standard.
 Define who retains the services of the firm and requires that the firm be retained early in the construction
process.
 Identify the system components within contract documents required for successful balancing (i.e.,
main, branch and final volume dampers, flow measuring stations, pressure and/or temperature test
ports, other applicable balancing devices, etc.).
 Specify that the control system firm both commission and document their work prior to TAB work
commencing.
 Specify that the control system firm provides access to hardware, software and on-site technical
support as required at no cost to the TAB firm.

7. Instruments
During the TAB measurements process many types of instruments will be used, all these instruments should
be within the calibration dates, and the calibration certificate is not more than 12 months.
The following major instruments will be used but not limited to, during the testing and commissioning works:

8. Sound Level Test Procedure

8.1 Introduction
For sound measurements to be meaningful and the data to be reported accurately, advance preparations
must be completed. The NEBB Qualified Sound Supervisor shall examine the contract documents, examine the
approved equipment submittals, and inspect the equipment installation prior to taking any field measurements.
This point cannot be overstressed.

8.2 Examination of Contract Documents


The purpose of the Contract Document examination is to become familiar with the Project requirements and
conditions that may preclude proper sound level testing.
This information may be found in the Architectural or Mechanical Drawings or some other part of the Contract
Documents. The specifications shall be examined for the following items:
 RC, dB (A), and any other sound criteria.
 List of any rooms or spaces noted in the specifications that require low sound levels.
 Description, approved manufacturers, etc., of the equipment.

8.3 Construction Readiness


Most construction activities should be completed prior to Noise testing. The building should be in a state of
near occupancy conditions. Any item that will affect the noise measurements should be completed.
From a general construction standpoint, this means that the building exterior is complete, interior partitions
complete, ceiling installed, carpeting installed, etc. Items such as painting, hard surfaces flooring, etc. is not
required.
From a building operating systems standpoint, this means all mechanical/electrical systems have been started,
are operational and completely under functional control. Testing, adjusting and balancing activities shall be
completed with approved RFIC.

8.4 Conditions Required for Noise Measurements

8.4.1 Interior
Noise measurements in interior acoustical environments of a building cannot be made unless the rooms,
and preferably the entire building, are acoustically sealed from exterior noise: windows glazed, doors hung
complete with hardware, etc. Construction activities must be completed or the measurements must be made after
working hours. Exterior noise, such as traffic, aircraft, etc., and interior construction noise will substantially affect
the measurements. If the building has been completed and is occupied, measurements must not be made if office
equipment, computers, printers, copiers, etc. or voice signals are audible. When this is the case, sound
measurements must be made during non-working hours.

The interior surfaces of the spaces must be reasonably complete: suspended acoustical ceilings installed and all
carpeting in place. These are sound absorptive surfaces and will have a significant effect on the noise
measurements. On the other hand, work that does not substantially change the acoustical characteristics of the
room, such as painting of walls, installation of vinyl or asphalt tile, installation of desks and thinly upholstered
chairs need not be completed before starting sound tests.

8.4.2 Exterior
Noise measurements at the exterior of a building are usually made to determine whether
mechanical/electrical equipment located at the exterior of the building or which are discharging noise to the
exterior will increase the noise level in the building or in adjacent buildings.
Before taking exterior noise measurements, all construction activities must stop; noise from construction
equipment, hoists, etc., will affect the measurements. If nearby aircraft or vehicle traffic activity increases noise
levels in the vicinity of the building, it may be necessary to make the measurements at night when such activities
are at a minimum in order to accurately measure the noise output of the building/mechanical/electrical equipment.
Environmental equipment servicing the building should be fully operational. chillers should be operating with all
fans at design speeds and water flow at normal operating rates. All fans connected to intake or discharge louvers
should be operating with damper settings at design fresh air intake or exterior discharge. All outdoor unitary
equipment should be operating under load, assuring that the compressor is on and all the condenser fans are
operating. In essence operating conditions should be representative of project design condition(s) or clearly
stated prior to any noise testing to ensure that noise data reflects a meaningful operating condition for the project.
Exterior noise measurements should not be taken when wind speed exceed 10 mph, or during rain.

8.5 Noise Measurements Procedures


a) Close windows and doors to the space.
b) Perform measurements when the space is not occupied, or when the occupant noise levels from other
spaces in the building and outside are at a minimum, or do not affect Noise readings.
c) Clear the space of temporary sound sources so unrelated disturbances will not be measured, turn off
all sound sources (personal computers, printers, fax machines, etc.) in the space that may affect
sound readings.
d) Position sound level instrument to achieve a direct line-of-sight between the sound source and the
sound-level meter.
e) Take noise measurements at a height approximately 48 inches above the floor and at least 36 inches
from a wall, column, or any other large surface capable of altering the measurements.
f) Take noise measurements as per project required (RC).
g) Take noise measurements with the HVAC systems off to establish the background levels and take
noise measurements with the HVAC systems operating. Calculate the difference between
measurements (Defined as a correction factor). Apply this correction factor depending on the
difference and adjust measurements.
h) Perform noise testing is to be agreed by the Commissioning Authority where the locations on the
project for each type of the following spaces. For each space type tested, select a measurement

location that has the greatest anticipated noise level. If testing multiple locations for each space type,
select at least one location that is near and at least one location that is remote from the predominant
sound source:

j) Noise Measurement Reports: Record noise measurements on appropriate test forms, indicating the
decibel levels measured in for both “background” and “HVAC system operating” readings. Record
each tested location on a separate RC chart. Record the following on the forms:

 Date and time of test.


 Equipment operational parameters – speed / frequency at time of measurements.
 Indoor measurements - space location within building including floor level and room / space
number.
9. Inspection Procedure
After the TAB works for Air & water side have been done for all equipment or for some equipment, CSI
will submit the noise reports officially for completed equipment to the contractor, and then the contractor
will submit them via request for Inspection (RFIC) to consultant for approval of the Sound Measurement.
Within time of contractor the submission of the sound measurement report, the consultant shall witness and verify
randomly of the TAB readings; if randomly readings are within the tolerance then all parties will sign off the
relevant documentation.

10. Quality Control

 MEP RFIC should be issued by T&C Engineer for verification before submission to CSC & CxA.
 Refer to QMP-ADP-014000-625 for RFIC submission process.
 Work should be approved by consultant (submitting RFIC).

11. Health, Safety and Environmental


11.1 Induction
Prior to commencing work all personnel shall have attended the HSE induction course conducted by the JV
HSE department. No work shall be undertaken by personnel who have not attended the Project HSE induction.
In all aspects, work is to be carried out in a safe manner and in accordance JV approved Health and Safety Plan
and in accordance with HSE requirements
11.2 Personal Protective Equipment (PPE)
All personnel involved in the Testing and Commissioning will comply with the Project requirements for PPE:

Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Engineer shall ensure that his team is complying
with the minimum required PPE and that damaged or defective PPE is replaced or repaired immediately.

11.3 Hazard Identification, Risk Assessment & Control


Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and Job
Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall be re-
evaluated. All personnel undertaking measurements activities shall be aware of particular location hazards. The
Project Risk Assessment Procedure ADP-013529-028 is to be referred to during the planning stages. Should
changes occur during the course of measurements which alters the associated risks then the risk register shall
be updated to reflect any additional risk and mitigation measure.
The attached JSTI is provided to cover the initial work tasks relating to measurements of HVAC system- JSTI
(attached). This JSTI is prepared based on theoretical information interpreted from the project documents. A
further assessment will be required at the actual work site to verify the control measures and address any
additional hazards. Reference is to be made to the relative Health, Safety, Environmental & Security procedures
to control the risks associated with activities where they occur.
11.4 Toolbox Talks
Prior to the commencement of site activities the Engineer, with support from the HSE Officer, shall conduct
a pre-start toolbox talk with all the crew present. The MEP Supervisor shall explain the measurements activities,
focusing on the hazards and risks involved in the activity and the mitigation measures that shall be taken as
detailed in the Risk Assessment. Regular Toolbox talks shall be conducted to prevent complacency within the
crew. The Engineer shall conduct a Pre-start toolbox talk for the new person/s prior to starting work.
11.5 Permit to Work
A Permit shall be obtained when and where applicable in accordance with the requirements of Permit
to Work Procedure (ADP-013529-034) prior to performing the Installation, Testing and Balancing of HVAC
system. The supervisor will ensure that all relevant risk assessments, method statements and permit to work
control measures are in place and that all relevant procedures contained within these documents are fully
understood by the operative personnel.
11.6 Training of Personnel
11.6.1 Safety Training
All personnel involved in noise measurement of HVAC system works shall be trained in
accordance with the requirements of the Project HSE Program. No personnel shall be assigned tasks that they
have not received appropriate training in or have been assessed for competency. Further training shall be given
as required and when additional training is identified during the risk assessment process.
11.6.2 Trades & Qualifications
All personnel involved in noise measurement of HVAC system activities shall be assessed for
qualifications, competency and if they have the required trade skills and experience, or trained in accordance
with the requirements of the project standards.

a.) From a building operating systems standpoint, this means all
mechanical/electrical systems have been started, are operational and

activities shall be completed with approved RFIC.
