1.0 PURPOSE

The main purpose of this method statement specifies the sequence and methodology for the execution of the
Emergency Lighting (Self Contained and Central Battery System) Testing and Commissioning in this project. This
is based on project specification, manufacturer guide lines approved shop drawings & CML Testing &
Commissioning Plan.

2.0 SCOPE OF WORK

This method statement is applicable for Testing and Commissioning of the Emergency Lighting (Self Contained
and Central Battery System) as per project specification, approved shop drawings and CML Testing &
Commissioning Plan. The method statement covers the onsite physical inspection and verification of the
Emergency Lighting (Self Contained and Central Battery System) to ensure that it is suitable for their purpose in
Abu Dhabi Plaza.

5.0 RESOURCES, ROLES & RESPONSIBILITIES


The Commissioning Manager has the overall responsibility for the implementation of this Method of
Statement, also will individually assess the manpower required for T&C of the Emergency Lighting (Self
Contained and Central Battery System) to meet the schedule. Typically these will include:

5.1 Competency
The competency of all construction personnel shall be controlled in accordance with the
Competent Persons Designation Procedure Ref: ADP-013529-066.

5.2 Roles & Responsibilities of Commissioning Engineer


 Commissioning Engineer will be in charge of all operations during Testing & Commissioning
following Project HSE requirements and Project Quality Plans.
 Maintains work permits with coordination of the HSE Supervisor.
 Coordinates with QC Engineer for inspections and raise RFIC with complete attachments such
as approved (ITP, shop drawing, check list etc.).
 Ensures that only trained and competent personnel are involved for Final Testing of Emergency
Lighting.
 Ensures that tools & equipment are certified, maintained and used correctly.
 Ensure that all testing tools are calibrated and calibration is up to date.
 Ensures that all required documents and related drawings to execute the works are up to date.
 Shall prepare liaise his crew and the planning department for progress reporting and schedule
monitoring.

5.3 Roles & Responsibilities of QC Engineer


 Ensure that all inspection and test reports pertaining to everyday work activities are submitted to
the QC inspection.
 Prevent the use of equipment that could cause improper test relative to project Specifications.
 Stop test activity that is not being done in accordance with the specified requirements and
approvals.
 Ensure that test have been done in accordance with approved method statement and Project
specification to offer for CSC’s & CxA’s inspection.

5.4 Roles & Responsibilities of Foreman


 The foreman will carry out his duties by maintaining continuous coordination with the
Commissioning Engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.
 To ensure that his assistant foreman/charge hand are aware of the job requirements and they
have enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the works are
moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the Commissioning Engineer
of any requirement for additional resources.
 To ensure full coordination with the safety officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure that all his
working team are aware of the same to prevent accident and losses.
 To inform the Commissioning Engineer and of the areas ready for inspection.

5.5 Roles & Responsibilities of Equipment Specialist


 Cooper’s Representative shall conduct the testing & commissioning of the CBS Emergency
Lighting.
 Cooper’s Representative shall sign off the pre-commissioning check list and commissioning
test sheets when the requirements stated in this Method Statement are satisfied.

6.0 TOOLS REQUIRMENTS

The following tools & equipment will be used during the Testing and Commissioning of the Emergency
Lighting.
 Standard Electrician Tool Kit
 Insulation Resistance Tester
 Digital Multi-meter
 Clamp Meter
 Insulation Resistance Tester
 Lux Meter
 Thermometer
 Scaffolding/Ladder
 PPE (Hand Gloves, Safety Goggles)
 Safety harness while working in high level in ladders or scaffolding

Note: All tools and equipment’s will be inspected and colour coded before use at site. All testing
instruments shall have valid calibration certificates

7.0 METHOD AND SEQUENCE OF WORK

7.1 General

 All necessary work permits shall be approved before commencement of the work.
 Prior to commencement of work, a tool box meeting shall be held for proper distribution of testing
personnel and relocation of other workers working during the testing.
 Prior to start the work, conduct pre-work start tool box talk and related method statement shall
be read and signed off by concerned engineers.
 All personnel involved carrying out the testing activity shall be briefed via HSE Tool box talk, on
site condition, work area, task in hand, risk, hazards, and mitigation of potential of risk.
 Secure valid calibration certificate for all testing equipment, which will be used for test.

7.2 Safety Precautions

 All safety precaution shall be followed as per established project safety plan.
 Only experienced and skilled technician shall be engaged for carrying out the start-up and
commissioning of the Emergency Lighting.
 Appropriate warning signs and tapes shall be placed during start-up and commissioning as
required.
 All PPE shall be worn as appropriate according to the nature of job.
 Work area shall be maintained neat and clean.
 Lock-Out & Tag-Out procedure (Ref. ADP-013529-026) shall be followed during entire activity
related to Testing and Commissioning as applicable

7.3 Pre-Commissioning

7.3.1 Central Battery Emergency/Exit Lighting System

 Ensure CBS or Inverter Panel installation is completed with RFIT signed off.
 Ensure Easicheck Panel installation is completed with RFIT signed off.

installation and testing is completed with RFIT signed off.

 Ensure Earthing System is completed with RFIC signed off.


 Ensure the Emergency DB panel is completed with RFIT signed off.
 Ensure the Continuity and Insulation Resistance Test of CBS incoming & outgoing
cables are tested with RFIC signed off.
 Ensure latest approved shop drawings, system layout, schematic diagram,
equipment schedule, method statement & T&C checklists are available at site.
 Verify the nameplate data and tags match with the drawings or schedule.
 Check that the equipment is clean and protected.
 Check the batteries in respect of any exterior damages.
 Check the inverter panel in respect of any exterior damage.
 Check tightness of the cable entries.
 Check and confirm the earth connection on cabinet/panels.
 Remove fuses prior to connecting the batteries.
 Check the temperature sensor inside the battery cabinet.

 Ensure that required room temperature is maintained at specified temperature for
the equipment’s operation.
 Check the cable terminations on the module and circuit identifications are done as
per approved schedule.
 Check the emergency and exit lightings are clean and undamaged.
 Ensure the equipment and work area are accessible.
 Check the power to the light fixture is available.
 Ensure the emergency/exit light fittings are properly labelled as per approved
drawing.
 Ensure that the emergency/exit light fittings are already programmed by the
contractor specialist with the correct circuit address as per approved drawing.
 Verify the Emergency/Exit lighting status in the Central PC w/ printer if available.

7.3.2 Self-Contained Emergency Lighting System

 Ensure Self-Contained Emergency Lighting installation is completed with RFIT


signed off.
 Ensure DB panel and outgoing cable serving the self-contained Emergency Lighting
is completed with RFIC signed off.
 Ensure latest approved shop drawings, system layout, schematic diagram,
equipment schedule, method statement & T&C checklists are available at site.
 Verify the nameplate data and tags match with the drawings or schedule.
1  Check that incoming supply is provided.
 Check tightness of the cable entries.
 Check the exterior is clean and free of any exterior damages.
 Ensure the equipment and work area are accessible.

7.4 Commissioning

After the pre-commissioning, has been completed, the system will be ready for Testing and
Commissioning. The entire system will be checked for full functionality as per the project specific
sequence of operation. All system will be sequentially tested and commissioned.

7.4.1 CBS Performance Test


7.4.1.1 CBS Insulation Resistance Test
Insulation Resistance Test shall be conducted in the Inverter Panels and Easicheck
Panels using insulation resistance tester. Before disconnecting the test leads, test object
shall be discharged through ground.
 Isolate all the control circuits by removing the control fuses/breakers.
 Isolate all the electronic devices and all neutral & earth power cables.
 Energize the insulation measurement test kit.
 Set the D.C voltage to 500V DC for 220V rating and 1000V for 600V rating for 1
min. Test connection shall be as follows:
o L1 – L2
o L2 – L3
o L3 – L1
o L1L2L3 – N
o L1L2L3 – E
o N–E
 Record the IR values and ambient temperature in the corresponding test sheet.
 The acceptance criteria is a minimum of 25 MΩ & 100 MΩ respectively.

7.4.1.2 CBS Functional and Change-Over Test


The following procedure should be completed to fully commission the unit.
 Ensure the input MCB is in the off position.
 Replace positive battery fuse. Check with a voltmeter that the battery is at the
correct voltage and polarity, this may be done at an inverter input.
 Replace charge fuse and connect mains by switching on remote isolator.
Warning: Mains is now present in the cubicle.
Note: The battery fuses must never be removed whilst mains is present. Always
isolate first, failure to do this will result in damage to the inverter.
 Close the input MCB and isolator, if fitted. Check the charging of the battery
measuring current and voltage on the Integral meters, where fitted.
 As the battery charges, the charge current will reduce until the battery is fully
charged, which should take less than 24 hrs even with a fully discharged battery.
When the battery is fully charged output current will be less than 500 mA, and
the battery will have reached its float voltage.
 Clear all faults, if any, prior to functional testing.
 With the Mains Supply connected, check the Power ON indicator.
 Fail the mains by switching off the input MCB and check the Emergency Mode
indicator/Mains Failure Indicator. At this point the inverter will occur to feed the
load. The output AC voltage, AC loading and inverter run indicators should now
be checked, the inverter cooling fans should run at this time. Assuming fully
charged batteries, the inverter supply the rated load for the rated duration, after
which it will turn off to avoid the battery damage by deep discharge.
 Simulate Battery Failure, Inverter Failure, and Maintained Lights failure in the
CBS Control Panel.
1  Normal power may be restored automatically once the Mains Supply is available.

7.4.1.3 CBS Battery Discharge Test


Battery Discharge Test shall be carried out with all the emergency/exit lights connected
to ensure battery reliability and healthiness. All the batteries shall be discharged for a
period of 3 hours with voltages measured at hourly intervals. The batteries should be
able to last over 3 hours as a minimum during emergency backup power.

7.4.1.4 CBS Lux Level Test


Emergency luminaires functionality shall be proven that they operate satisfactorily.
 Lux Level measurements shall be taken for all emergency luminaries in all
egress/escape routes with an average of 10.8 lux and minimum of 1.08 lux at
any point along the path of egress as per NFPA 101.
 Measurements shall be taken at three to four points within the highest intensity
to the darkest area to obtain average illumination.
 Measurement points and lux levels shall be recorded and marked-up on the
drawing/layout with the date and time shown/detailed. The marked-up drawing
1 shall be attached during RFIC submission.
 Lux Level Testing shall be carried out during battery discharge at night or with
the absence of ambient lighting. Lux Level Tests shall be demonstrated in the
presence of CSC & CxA.

7.4.1.5 CBS Charging Test


Emergency luminaires functionality shall be proven that they operate satisfactorily.
Check that the charger is capable of recharging 80% of its capacity from a fully
discharged battery within 12 hours. Check and record charging current, battery voltage
and battery charging capacity.

7.4.1.6 Programming Test for Emergency/Exit Lights


Check the Central PC and Printer, RS232-LonWorks Interface, and Easicheck panel are
interfaced. Power ON PC, run Easicheck Sitemonitor Software, and verify any fault
indications or errors on any of the Easicheck panels networked together and rectify them
accordingly. A report will be generated and attached to the RFIC.

7.4.1.7 BMS and FAS Interface


Check the Easicheck panel and LONWorks-BMS Interface are connected. Verify proper
interconnection points to the Fire Network (Channel 1) and BMS (Channel 2). Integration
to the BMS and FAS shall be carried-out separately during the T&C of the BMS and FAS.

7.4.2 Self-Contained Emergency Lighting Performance Test


7.4.2.1 Change-over Test
Fail or disconnect the supply of the self-contained emergency lighting. Ensure
the indicator for the power supply will change to the battery supply and check
1 that the light is restored within 5 seconds of failure as per BS 5266-1.

7.4.2.2 Battery Autonomy Test


Battery Discharge Test shall be carried out for all self-contained emergency
lighting to ensure battery reliability and healthiness. Start and end times shall be
recorded. The batteries should be able to last over 3 hours as a minimum during
emergency backup power.

7.4.2.3 Lux Level Test


Self-Contained Emergency Lighting Levels shall be proven that they operate
satisfactorily.
 Lux Level measurements shall be taken for all self-contained lighting in all
egress/escape routes with a minimum of 0.2 lux on the centre line of escape
routes as per BS 5266-1.
 Measurement points and lux levels shall be recorded and marked-up on the
drawing/layout with the date and time shown/detailed. The marked-up drawing
1 shall be attached during RFIC submission.
 Lux Level Testing shall be carried out during battery discharge at night or with
the absence of ambient lighting. Lux Level Tests shall be demonstrated in the
presence of CSC & CxA.

8.0 QUALITY CONTROL

 MEP RFIC should be issued by T&C Engineer for verification before submission to CSC & CxA.
 Refer to ITP No. ITP-1122-427 T&C and strictly follow inspections steps.
 Refer to QMP-ADP-014000-625 for RFIC submission process.
 Work should be approved by consultant (submitting RFIC).

9.0 HEALTH, SAFETY & ENVIRONMENTAL

9.1 Induction

Prior to commencing work all personnel shall have attended the HSE induction course conducted by the
JV HSE department. No work shall be undertaken by personnel who have not attended the Project HSE
induction. In all aspects, work is to be carried out in a safe manner and in accordance JV approved Health
and Safety Plan and in accordance with HSE requirements

9.2 Personal Protective Equipment (PPE)

All personnel involved in the Testing and Commissioning will comply with the Project requirements for
PPE:
 Work Boots with toe protectors
 Safety Helmet
 Eye Protection with side shields
 Dust masks (as required)

Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Engineer shall ensure that his team is
complying with the minimum required PPE and that damaged or defective PPE is replaced or repaired
immediately.

9.3 Hazard Identification, Risk Assessment & Control

Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and
Job Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall
be re-evaluated. All personnel undertaking testing and commissioning activities shall be aware of
particular location hazards. The Project Risk Assessment Procedure ADP-013529-028 is to be referred
to during the planning stages. Should changes occur during the course of commissioning which alters
the associated risks then the risk register shall be updated to reflect any additional risk and mitigation
measure.

The attached JSTI is provided to cover the initial work tasks relating to Testing and Commissioning of the
Emergency Lighting (Self Contained and Central Battery System) - JSTI (attached). This JSTI is prepared
based on theoretical information interpreted from the project documents. A further assessment will be
required at the actual work site to verify the control measures and address any additional hazards.
Reference is to be made to the relative Health, Safety, Environmental & Security procedures to control
the risks associated with activities where they occur.

9.4 Toolbox Talks

Prior to the commencement of site activities the Engineer, with support from the HSE Officer, shall
conduct a pre-start toolbox talk with all the crew present. The MEP Supervisor shall explain the testing
and commissioning of Emergency Lighting activities, focusing on the hazards and risks involved in the
activity and the mitigation measures that shall be taken as detailed in the Risk Assessment. Regular
Toolbox talks shall be conducted in order to prevent complacency within the crew. The Engineer shall
conduct a Pre-start toolbox talk for the new person/s prior to starting work.

9.5 Permit to Work

A Permit shall be obtained when and where applicable in accordance with the requirements of Permit to
Work Procedure (ADP-013529-034) prior to performing the Installation, Testing and commissioning of
the Central Battery System and Emergency Lighting. The supervisor will ensure that all relevant risk
assessments, method statements and permit to work control measures are in place and that all relevant
procedures contained within these documents are fully understood by the operative personnel.

9.6 Training of Personnel

9.6.1 Safety Training


All personnel involved in Testing and Commissioning of the Emergency Lighting (Self Contained
and Central Battery System) works shall be trained in accordance with the requirements of the
Project HSE Program. No personnel shall be assigned tasks that they have not received
appropriate training in or have been assessed for competency. Further training shall be given as
required and when additional training is identified during the risk assessment process.

9.6.2 Trades & Qualifications


All personnel involved in Testing and Commissioning of the Emergency Lighting (Self Contained
and Central Battery System)activities shall be assessed for qualifications, competency and if
they have the required trade skills and experience, or trained in accordance with the
requirements of the project standards..

15. Central PC w/ printer shall be used to verify emergency lighting status if available.
