Sub: Guidelines for maintenance periodicity and eligibility criteria for
maintenancelrepair of DA sets in power cars.

In suppression of the instructions issued by Railway Board vide reference(i) and
pursuant to the recommendations laid down vide reference(ii), following is issued with
the approval of Board (MTRS) :
(1) Periodicity of Maintenance Schedules:

Note: Running hours/months/weeks whichever is earlier.
i. The schedule of Alternator should also be same as that of Diesel engine.
ii. This is applicable for all power cars irrespective of their working in HOG or EOG
system, since running hours will take care of their working in EOG & periodicity
will take care of their working in HOG system.
ili, Above periodicity is applicable for complete DA sets.
(2) Eligibility criteria for escorting, operation and
maintenance of Diesel engines

ool2.2 If appropriate/ adequate person is available in TL/AC wing, then no contract to be
done and staff to be utilized for escorting and ‘A’ check.
2.3 In-house Maintenance
i. Procurement of Spares: The maintenance of DA sets should shift to ‘kit based’
system for every schedule. These kits should be procured from OEM/ OEM's
authorized dealers by the agency undertaking the maintenance work. The make
wise kits for individual schedules except ‘E’ Check should be standardized by
RDSO.
ii. Apart from the maintenance kits, Railways may procure and keep some major
components like engine head, crank shaft, cam shaft, engine block etc. as
spares for attending major breakdowns of DA sets. The major parts can also
made part of outsourcing contract for their replacement on condition basis only
For above maintenance, all the kits and spares should be procured from the
OEM or their authorized dealers.
ili, D&E schedule to be preferably done in Railway Workshops.
24 Maintenance through outsourcing:
241 For Escorting, A, B & C Check:
i. Procurement of Spares: The maintenance of DA sets should shift to ‘kit based’
system. Spares have to be procured from OEM/ OEM's authorized dealers only,
by the agency undertaking the maintenance work.
ii, Eligibility criteria: The firm should have experience of maintenance (including
AMC & CMC)/manufacture of minimum 500 KVA DA sets. The firm should have
manufactured at least 50 DA sets of minimum 500 KVA capacity or should have
successfully executed maintenance work (including AMC & CMC) of DA sets of
minimum 500 KVA capacity for minimum 1200 units (calculated as - DA sets x
months) during last five years and should have manpower with competency for
working on voltages 750 V or Above.
ili, After B/C check, DA set must be run on rake load as prescribed by OEMs.
24.2 D &E check
i. Procurement of Spares: The maintenance of DA sets for D check should shift to
‘kit based’ system. Spares for D&E checks have to be procured from OEM/
OEM's authorized dealers by the agency undertaking the maintenance work
ii, Eligibility criteria: The firm should have experience of maintenance of minimum
D/M4 check/ manufacture of minimum 500 KVA DA sets. The firm should have
manufactured at least 50 DA sets of minimum 500 KVA capacities or should
have successfully executed maintenance work (minimum D/M4 check) of DA
sets of minimum 500 KVA capacity for minimum 50 nos. of D/M4 schedule/E/M5
schedule or both, during last five years and should have manpower with
competency for working on voltages 750 V or above.

i.
After D/M4/E/MS5 check DA sets must be tested on load as prescribed by OEMs.
The activities of D/M4 check & E/MS5 check should preferably be undertaken by
workshop, nominated by respective Zonal Railway who will decide on
Outsourcing or in-house overhaul at their end based on TL/AC manpower
availability.
A centralized Rate contract for procurement of kits by RCF has been initiated in
reference to RB letter dated 05.02.2024. These RCs will help in timely availability
of material required for power cars.
Zonal Railways shall ensure that procurement of spares is done from OEM/
OEM's authorized dealers only. List of authorized dealers to be provided by
OEMs with validity.
Effort should be made to synchronize shop schedules with DA set schedules to
reduce the down time of power cars.
