3. That it is brought to your kind notice that till 24-08-2022 for treatment of
lumping skin disease, there was no free medicine supplied in the deptt.
The public of the area and the representative of the panchayats has been
demanding free medicines against availability of subsidised supply of
medicines on Govt rates. This was resented by many people in the field
which has given birth to a misunderstanding that the public is not given
free medicines for the treatment of lumping skin diseases. The
undersigned has been treating the animals till his suspension and has
been supplying the available medicines on the subsidised rates as is
reflected in a duly published chart affixed in the premises of the hospital.
It appears that the present complaint is also result of this
misunderstanding without any factual and legal basis. As your honour
shall appreciate that there was no occasion for the undersigned to supply
free medicines for treating lumping skin disease till 24-08-2022 in
absence of any scheme for free medicines by the Govt. it is only after 26-
08-2022, the deptt. Has been supplying free medicines for treating
lumping skin disease when the undersigned was already under
suspension. The allegation of demanding bribe are general in nature,
vague, incorrect and denied. No specific instance with reference to any
particular individual has been cited to substantiate this baseless charge.
The undersigned reserves his right to proceed against the complainant
for defaming him.
5. That towards the end, the undersigned submits that the article of charges
as contained in para 1 to 3 & 4 are incorrect and denied. It is also
incorrect and denied that undersigned has violated Rule 3 of the J&K
Govt Employees (Conduct) Rule 1971 by not maintaining the absolute
integrity and devotion to duty. The performance chart as reflected above
would falsify the allegations which are baseless, motivated & malicious
& have been levelled to malign the image of the undersigned for ulterior
motives..
6. That towards the end, the undersigned would respectfully submit that an
officer in the field is at the receiving end when such baseless complaints
are filed, in such situations, the officer has to depend on the capacity of
our heads to sift chaft from the grain so that an honest officer is not
harassed. The undersigned is in the infancy of his service career and if is
not protected against false allegations by vested interest, it would be
difficult for any field functionary to perform his duties in an honest and
fearless manner.
