Subject- Reply to the article of charges against Dr. Farid Ahmed, Veterinary
Asst. Surgeon & statement of defence.

Sir,

The undersigned most humbly submits his statement of defence / reply to

the article of charges as under-

1. That undersigned has been placed under suspension on the complaint of

one Shri Sham Lal Sharma (sarpanch) panchayat Halqa Panjore who met
your goodself on 24-08-2022. In this regard the respondent state and
submit that the complaint against him is baseless, false, incorrect &
denied. The undersigned has been performing his legitimate duties to the
best of his duties and to the entire satisfaction of his superiors. The
allegation of absence from duty as well as charging bribe are false,
farfetched, motivated hence same are denied.

2. That undersigned has been appointed as veterinary Asst. Surgeon

through J&K Public Service Commission on 26 July 2019 and has
successfully completed his probation period on 26-07-2021. It is the first
posting of the undersigned in veterinary dispensary Kalachak where he
has performed his duties to the entire satisfaction of the deptt and the
public of the area which is clear from the following performance chart of
the undersigned.

3. That it is brought to your kind notice that till 24-08-2022 for treatment of
lumping skin disease, there was no free medicine supplied in the deptt.
The public of the area and the representative of the panchayats has been
 demanding free medicines against availability of subsidised supply of
medicines on Govt rates. This was resented by many people in the field
which has given birth to a misunderstanding that the public is not given
free medicines for the treatment of lumping skin diseases. The
undersigned has been treating the animals till his suspension and has
been supplying the available medicines on the subsidised rates as is
reflected in a duly published chart affixed in the premises of the hospital.
It appears that the present complaint is also result of this
misunderstanding without any factual and legal basis. As your honour
shall appreciate that there was no occasion for the undersigned to supply
free medicines for treating lumping skin disease till 24-08-2022 in
absence of any scheme for free medicines by the Govt. it is only after 26-
08-2022, the deptt. Has been supplying free medicines for treating
lumping skin disease when the undersigned was already under
suspension. The allegation of demanding bribe are general in nature,
vague, incorrect and denied. No specific instance with reference to any
particular individual has been cited to substantiate this baseless charge.
The undersigned reserves his right to proceed against the complainant
for defaming him.

4. That the complaint regarding non-availability of undersigned on his seat

is also baseless & denied. The treatment record would justify how
sincerely & with full devotion, the undersigned has been performing his
duties. Sometimes the service being in the field involves the door to door
survey and door to door visit by the undersigned for the purposes of
tagging of animals, vaccination of animals, insurance of animals,
insemination of animals etc. Sometimes in an emergency with a view to
rescue and treat the sick and stray animal, the undersigned has to visit the
field a s it is not practically possible to bring every animal to the centre
for such a casual engagement on the field, it cannot be said & inferred
that undersigned remains away from his seat or his absent from his
duties. The live-stock Development Officer being my immediate
supervisory officer would certify about my punctuality and regular
performance of duties. The undersigned has been regularly submitting
his attendance to LDO who is also DDO of the undersigned.

5. That towards the end, the undersigned submits that the article of charges
as contained in para 1 to 3 & 4 are incorrect and denied. It is also
incorrect and denied that undersigned has violated Rule 3 of the J&K
Govt Employees (Conduct) Rule 1971 by not maintaining the absolute
 integrity and devotion to duty. The performance chart as reflected above
would falsify the allegations which are baseless, motivated & malicious
& have been levelled to malign the image of the undersigned for ulterior
motives..

6. That towards the end, the undersigned would respectfully submit that an
officer in the field is at the receiving end when such baseless complaints
are filed, in such situations, the officer has to depend on the capacity of
our heads to sift chaft from the grain so that an honest officer is not
harassed. The undersigned is in the infancy of his service career and if is
not protected against false allegations by vested interest, it would be
difficult for any field functionary to perform his duties in an honest and
fearless manner.

IN THE PREMISES

It is most humbly prayed that the article of charges and

statement of imputation may be rejected, and the instant enquiry may be closed
by exonerating the undersigned from the baseless charges and re-instated so that
justice is done to him.
