AN ORDER REVITALIZING AND REORGANIZING THE

BARANGAY HEALTH EMERGENCY RESPONSE TEAM
(BHERT) OF BARANGAY 71 ZONE 7 DISTRICT II
CALOOCAN CITY AND PROVIDING FOR ITS ROLES,
FUNCTIONS AND FUNDING AND FOR OTHER PURPOSES

WHEREAS, Section 15, Article 2 of the 1987 Constitution

and Section 16, the General Welfare Clause, of
the Local Government Code of 1991, local
government units are charged with the
promotion of health and safety within their
jurisdiction. As such they are to take lead in the
prevention and control of Coronavirus at the
local level;

WHEREAS, in response to the growing concern over the

outbreak of Coronavirus, the Philippines is now
one among the countries with probable
Coronavirus suspects. Unless properly
addressed, this phenomenon may create a
negative impact on business productivity,
tourism, mobility of citizens not to mention
deaths. Moreover, lack of information or
misinformation on Coronavirus engenders
paranoia where Coronavirus suspects, their
next of kin, neighborhood or community may
be ostracized by the public at large. In extreme
situations, lack of information or misinformation
on Coronavirus may even lead to social unrest
in a community;

WHEREAS, DILG Memorandum Circular No. 2020-018

dated January 31, 2020 re: GUIDES TO
ACTION AGAINST “CORONAVIRUS” was
issued to enjoin all local government units to
effectively intensify information education
campaign against Coronavirus and implement
programs, projects and services that will
promote the health and well-being of every
Filipino.

FOR OTHER PURPOSES
 NOW, THEREFORE, I, JAYSON S. SAEZ, Punong Barangay
of Barangay 71, Zone 7, District II, Caloocan
City, by virtue of the power vested in me by
law, do hereby order;

Section 1. - Reorganization of the Barangay Health

Emergency Response Team (BHERT). There
is hereby reorganized the Barangay Health
Emergency Response Team of Barangay 71
ZONE 7 DISTRICT II, Caloocan City which
shall have the following composition, to wit:

(Note: Preferably one (1) of whom is a Nurse or Midwife)

Section 2. – Functions and Responsibilities of the BHERT.

The
Barangay Health Emergency Response Team
(BHERT) shall exercise the following functions
and responsibilities:

DISTRICT II CALOOCAN CITY AND PROVIDING FOR ITS ROLES, FUNCTIONS AND FUNDING AND
FOR OTHER PURPOSES
 1. With or without the list of arrivals from the Mayor supposed
to be given by the Bureau of Immigration (BI), conduct visits
in the home of every arriving person from a Coronavirus
affected country;

2. Immediately list down the person(s)/arriving resident(s)

came in contact with prior to his/her arrival in his/her
residence;

3. Require the arriving resident(s) to check and record

temperature daily, in the morning and in the afternoon, for
the duration of the 14-day home confinement period. Advise
the arriving resident(s) to watch out for any other symptoms
of Coronavirus like cough, difficulty in breathing or
shortness of breath;

4. Check on the condition of the arriving resident(s) daily from

a distance of more than one (1) meter. In checking, always
wear N95 or surgical mask;

5. If symptoms are observed, immediately isolate and confine

the arriving resident now a Coronavirus suspect, to a room
away from the members of the household prior to his
immediate transport to o DOH designated Coronavirus-
referral center or hospital for further examination and
treatment. Require the Coronavirus suspect to wear N95or
surgical mask. Place the rest of the household also under
14- day home confinement. Repeat the process for them,
including contact tracing. If no signs manifest, report to the
City Health Officer for lifting of home confinement;

6. If no symptoms are observed after the 14-day confinement,

report the matter to the City Health Officer for lifting of home
confinement; and

7. Report to the Punong Barangay on measures or actions

taken per arriving resident.

Section 3. - Funding Support. Funding support for the

Barangay Health Emergency Response Team
(BHERT) shall be charged against the fund of
the Barangay Government subject to
availability of funds and to the usual accounting
and auditing rules and regulations.

 Section 3. – Separability. If any provision of this Executive
Order is declared invalid or unconstitutional,
the other provisions not affected thereby shall
remain valid and subsisting.

Section 4. – Repeal. All issuances, orders, rules and

regulations or parts thereof which are
inconsistent with the provisions of this
Executive Order are hereby repealed or
modified accordingly.

Section 5.– Effectivity. This ORDER shall take effect

immediately and let copies of this Executive
Order be furnished all concerned for their
information, reference, and guidance.

Done in Barangay , Caloocan City, this __10th __ day of
