EXECUTIVE ORDER NO.

003

AN ORDER ORGANIZING THE BARANGAY ECOLOGICAL


SOLID WASTE MANAGEMENT COMMITTEE (BESWMC)

Whereas, Section 389 (b) (9) of the Local Government Code of 1991 provides
that, for efficient, effective, and economical governance, the purpose of which is
the general welfare of the barangay and its inhabitants pursuant to Section 16 of
the same Code, the Punong Barangay shall enforce laws and regulations relating
to pollution control and environment protection;

Whereas, DILG MC No. 2001-38 dated April 10, 2001, in relation to Sections 6
and 7 of the IRR of R.A. 9003, otherwise known as the Ecological Solid Waste
Management Act of 2000, provides for the creation of the Ecological Solid
Waste Management Committee at the barangay level (BESWMC);

Whereas, in view of the concluded Barangay Elections on May 14, 2018, DILG
MC No. 2018-112 directs all Punong Barangays to organize or reorganize their
BESWMC;

Now, therefore, I, JAYSON S. SAEZ, Punong Barangay, by virtue of the powers


vested upon me, do hereby order the creation of the Barangay Ecological Solid
Waste Management Committee (BESWMC) of Barangay 71:

Section 1. Composition

Section 2. Functions and Responsibilities

i. Formulate a community solid waste management program consistent with the


city.
ii. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable, and reusable wastes.
iii. Establish within the barangay or cluster of barangays a Materials Recovery
Facility (MRF), redemption or eco-centers in a barangay-owned or leased land or
any suitable open space to be determined by the sangguniang barangay.
iv. Allocate barangay funds for the barangay ecological solid waste management
program approved by the sangguniang barangay.
v. Organize a Core of Area/Street Coordinators to assist the BESWMC in the
implementation of their programs and activities.
vi. Conduct trainings for barangay residents on segregation, composting,
recycling and livelihood opportunities from use of recyclable waste and to
monitor their implementation.
vii. Integrate the Ecological Solid Waste Management Program in the Barangay
Development Plan (BDP) and/or Annual Investment Program (AIP).
viii. Find alternative sources of funds other than the regular barangay budget.

Section 3. Effectivity. This Order shall take effect immediately.
