Brief Project Description With support from the Government of Japan (GoJ), UN-Habitat has
implemented Healthy Oceans Clean Cities Initiative (HOCCI) in the
Philippines in cooperation with global, national, and local partners.
HOCCI aims to enable local governments and communities in the
Philippines to reduce marine plastic pollution, particularly with six
partner cities namely, Cagayan de Oro, Calapan, Davao, Legazpi, Manila
and Ormoc. This will be achieved through strengthened institutional
capacity to support the operationalization and localization of the
Philippines’ National Plan of Action on Marine Litter (NPOA-ML) and the
development of improved data collection and Solid Waste Management
(SWM) systems.

As HOCCI supports the piloting of the global waste and plastic leakage
assessments at the local level, non-waste baselining, and the
development of pioneering City Plan of Action on Marine Litter (CPOA-
ML), GoJ has allocated funds to support the demonstration of pilot
projects that customize local approaches for the 3Rs of plastic waste
stated in the approved Legazpi City Plan of Action on Marine litter.

One of the four identified project components is the Municipal Solid


Waste (MSW) Collection and Transport System Optimization and
Technology Deployment, to promote digitalization in the City. To elevate
the City’s existing solid waste collection and transport system, the
Legazpi City Smart Waste Management System (SWMS) Web Dashboard
and Staff Tracker Mobile Application is introduced and developed. This
innovative technology uses Internet of Things (IoT) and Global
Positioning System (GPS) and has the following features: MSW Data
Management where waste data can be extracted from the barangay
Materials Recovery Facility (MRF), an MRF Monitoring to ensure that
solid wastes from barangay MRFs are regularly collected by the city
trucks, SOS Button for emergencies, and Real-time tracking of OCENR
dump trucks and vehicles.

The total GoJ for this project is USD 31,645.26 (P1,753,847.6) and is
utilized for the vehicle fleet management services of PRIMOPS Devices
Trading (P726,891.20), procurement of IT equipment (P504,921.000) and
weighing scales (P123,000.00) and other capacity building and operating
expenses. The in-kind contribution of the City is the boarding of one (1)
IT Assistant who will manage the SWMS Dashboard and responsible for
the day-to-day operation of the system. To ensure the sustainability of
the project, the City thru OCENR has allocated budget for the load cards
of drivers as well as for the maintenance and repairs of the installed GPS
trackers.
