Scheme of Post-Matric Scholarship (PMS) for ST/SC students

It is informed to all ST/SC/OBC/SEBC students studying at Post-

Matriculation or Post-Secondary stage that the last date for submission of Post-
Matric Scholarship application forms through ONLINE system by the eligible
students pursuing their studies inside the State to avail Post-Matric Scholarship is
dt.5.12.2011 and in case of the students pursuing their studies outside the State is on
dt.15.12.2011. Submission of application through ONLINE mode beyond the date
will not be entertained by the system.

The District Welfare Officer (DWO) of the concerned district is declared as

sanctioning authority in respect of ST/SC/OBC applicants. In case of the ST/SC
students pursuing their studies outside the State the PMS claims will also be
sanctioned by the DWO of respective Home District of the concerned students. But
there will be capping of sanction of PMS of OBC/SEBC students for each district on
the basis of BPL population and allotment of funds by the Govt of India.

This scholarship is provided to SC/ST students whose parent’s income from

all sources does not exceed Rs.2.00 lakh and that of SEBC/OBC do not exceed
Rs.1.00 lakh per annum.

The rate of scholarship provided to ST/SC students is completely as per the

rates prescribed by the concerned Ministry of Govt. of India. In the meanwhile
Ministry of Tribal Affairs/ Ministry of Social Justice & Empowerment have revised
the Post-Matric Scholarship Scheme to ST/SC students respectively w.e.f.
01.07.2010. The details of Post-Matric Scholarship Scheme as well as rate of

However the rates of Scholarship for ST/SC/OBC & SEBC students are indicated

below:

Generally under Post-Matric Scholarship Scheme for ST/SC, a scholar is

entitled to get Maintenance Allowance per month both for Hostellers / Day Scholars
alongwith (Tuition Fees + Development Fees) alongwith other fees prescribed by
Govt. taking into account their course. Besides, other fees i.e. Games, Union,
Library, Magazine, Medical Exam. and such other fees compulsorily payable by the
scholar to the Institutions at the time of admission are also reimbursed. As per
revised norms includes by Govt. of India compulsory non-refundable fee charged by
recognized Institutions against free and paid seats of recognized courses can be fully
reimbursed as per the fee structure approved by the competent State Government
authority. However, while sanctioning scholarship against paid seat, State
Governments would make the income verification compulsory and decide about the
quantum of scholarship to be sanctioned in consonance with the scheme approved
by Govt. of India.

In order to avoid delay in the payment of Post-Matric Scholarship claims of

ST/SC students, it has been decided to provide Post-Matric Scholarship to ST/SC
students through Electronic mode from the academic year 2011-12.

All eligible ST/SC/SEBC students are required to fill up their application

online through e-scholarship (Post-Matric) introduced by ST & SC Dev. Deptt. for
award of Post-Matric Scholarship for the year 2011-12.

The detailed procedure for submission of application form through
online mode by the students / Institutions are indicated below:

1) Students Registration

• Open the browser and enter the website: http: / /ori nic. in /odishapms.

• Click on the new student registration option, the screen displays the
registration form.

• Click on to show registration form.

• Enter the required details of the student and click save above details and
register me.
• The student will get user name and password through e-mail and SMS.
This user name is his onetime registration no. for applying Post-Matric
Scholarship throughout student career.

• Click on the Home Page and click on log in option. Then Enter user name
and password and enter the code shown above on the screen.
• After clicking on the log in option the application format will appear.

• Then click on the "Apply Online" option, an application format appear in

which the student has to update the required details and register
scholarship application form and forward the application to the Institute.

• The student has also to upload his Passport size photo (optional), with
Caste Certificate, Income Certificate (Mandatory). The Bank Account
number of the student along with IFSC code of the Bank will be a
mandatory requirement.

• If any changes are required to be made, the student can update his
information and finally lock it, for Online submission of the application to
the Institute and print the application (with Barcode) and submit the print
out of Application along with required documents.

• Student can log-in and use "Edit-Lock-Print" then "Track-

Status" option to know the current status of his/her application.

Detailed procedure for submission of Application Form by the students
pursuing studies outside the State of Odisha.
(1) Browse the list of State/UT name from the “State” drop-down list, from
which student can select the State name where the Institute is located,
Students can be allowed to enter the District Name, Tehsil Name and
Institute name in the Application details part of the Application Form.

(2) The procedure for students registration mentioned in the foregoing

paragraph will be followed. The students will download his/her
Application (with Barcode generated by the System) and submit the
printout of the Application Form along with required documents to the
institute who in turn after necessary corrections in the printout copy will
submit the same to the concerned DWO of the Home District through
postal means for sanction. The Students shall simultaneously submit
ONLINE application to the concerned DWO of his Home District who is
the Sanctioning authority.

(3) On receipt of the Scholarship Application Form from the Institute,

containing Institute registration, Course/Branch/Faculty & course fee
registration of the Institute of PMS will be done at the DWO level.

Last Date of submission for registration through online:

The last date for submission of application through online system by all
eligible ST/SC/OBC/ SEBC students pursuing their studies inside the state to avail
Post-Matric Scholarship is 05.12.2011 & incase of the students pursuing their
studies outside the State is 15.12.2011.
