Cst BRADEN conducted search incident to arrest of BLACKMORE and located a large quantity cash ,
meth, heroin, ecstasy. Cst BRADEN documented this and recautioned BLACKMORE for trafficking .
Vehicle was towed back to Wetaskiwin detachment to be searched after obtaining a search
warrant.
Cst BRADEN arrived back at cells with BLACKMORE and WHITE . While processing BLACKMORE to be

lodged in cells , Members located a bag that were hidden in BLACKMORE ' s shorts .
In this bag was large quantities what is suspected to be purple fentanyl, Cocaine , and other
suspected drugs .
Cst SAVOYARD drafted a search warrant for the vehicle which was granted . Cst BRADEN with
another member searched the vehicle and located the following : 6 cell phones, 3 machetes 2
hatchets, a large knife, a scale with suspected drug residue, 45 caliber revolver handgun with
3 round loaded , approx 30 rounds of 7 .6 2 caliber rounds , approx 20g of suspected meth, and
body armour .
Estimated weights of suspected drugs are as follows : meth 50g , 29g cocaine, 6 ecstasy pills
and 37 unknown pills, lOg heroin, 22g of purple fentanyl and 25g of other va ri ous unknown
drugs and a total of $7,505 . 00 cash which the majority was in denominations of 20's
Cst BRADEN rechartered and cautioned both WHITE and BLACKMORE for their new offences.
Both WHITE and BLACKMORE are extremely seasoned criminals with lengthy criminal records t o
match involving weapons and drug trafficking .

I, Cst. Maxime Savoyard, a peace officer, of the City of Wetaskiwin, in the Province of Alberta,
MAKE OATH AND SAY THAT:
1. I am a member of the Royal Canadian Mounted Police (RCMP) and a Peace Officer and
have been since April, 2017.
2. It is in the discharge of my duties that I have come to have personal knowledge of the facts
hereafter stated, except where stated to be based upon information and belief, and where
so stated, I believe them to be true.

5. All the locations referred to in this Affidavit are in Tillicum Beach, in the Province of
Alberta (AB), unless otherwise indicated.
6. Within this information to obtain, I have learned information from police computer based
data systems which include:

portions of these computer reports as referred to in this Information on Oath.
1- Summary oflnvestigation
7. On July 16, 2021 Cst. Cory Braden (Cst. Braden) was dispatched to a report of two
suspicious people at the Tillicum Beach Campground.
· 8. Cst. Braden and Cst. Geoffrey Thompson arrived at the location and located two
individuals identified as Samuel Blackmore (1990/01/23) and Kalcey White (1987/07/06).
Both were initially arrested for breaching their conditions.
9. During a search pursuant to arrest on Blackmore, Cst. Braden located and large quantity of
suspected methamphetamine, suspected ecstasy, suspected heroin and an unknown kind of
blue designer drug and a large amount of cash.
10. Cst. Braden also observed a substantial amount of drug paraphernalia inside the vehicle
11 . Cst. Braden observed five phones, all powered on located within easy reach of the driver
and the passenger.
12. The 2001 Chrysler PT Cruiser was seized by Cst. Braden and towed back to Wetaskiwin
RCMP Detachment secure bay
13. Blackmore and White were both brought back to the Wetaskiwin RCMP detachment and
will be held for a Judicial Interim Release hearing.

14. While being searched prior to be lodged in cells, Cst. Geoffrey Thompson located a pouch full
of suspected drugs in Blackmore's groin area. Blackmore said the drug was fentanyl.
Details of Investigation
I
15. On July 16 2021 , I received a phone call from Cst. Braden advising of the following:
a. He arrested Blackmore and White inside a vehicle
b. During a search pursuant to arrest, he located a large amount of drugs and lots of cash
on Blackmore
c. Several cellular phones, drug paraphernalia and more suspected drugs were seen inside
the car
d. There are lots of bags in the back seat of the vehicle
16. I attended the location at Tellicum Beach and took custody of White while Cst. Braden kept
Blackmore in their custody. The vehicle they were located in was also seized by Cst. Braden
and brought back to the Wetaskiwin RCMP detachment.
17. Myself, Cst. Braden and Cst. Thompson arrived at the .Wetaskiwin Detachment and searched
Blackmore thoroughly before lodging him in cells. Cst. Thompson located a pouch in the
groin area. The pouch contained a substance that was confirmed by Blackmore as fentanyl as
well as two different types of blue and red pills, unknown substances in contact lenses
container, unknown substance in a plastic container.
18. I reviewed a report by written by Cst. Braden dated 2021-07-16, I learned the following:

c. When they arrived in Tillicum Beach, Cst. Braden observed a vehicle parked by the
water, close to the boat launch
d. Cst. Braden observed a male standing by the front passenger side of the vehicle
e. The male, later identified as Blackmore, matched the description of one the suspicious
person reported by the complainant
f. Cst. Braden also observed a female sitting in the driver seat of the vehicle, the female
was later identified as White
g. Both Blackmore and White had numerous conditions to abide by
h. Blackmore and White were arrested for breaching their conditions
1. During a search pursuant to arrest, a large amount of drugs and money were located on
his person, (suspected methamphetamine, bag with purple pills, vile that contained
suspected heroin, sunglasses case with drug paraphernalia, small baggie with suspect
heroin and small baggie with red pills suspected to be ecstacy
J. Cst. Braden called the registered owner (RO), Cheryl Johnson and she said she loaned
the vehicle to her friend Kalcey
k. Cst. Braden observed five cell phones in plain view inside the car
Investigator note: I know by experience that people who have several cell phones are usually
involved in the drug trade
1. Cst. Braden searched the immediate area of the driver seat of the car and observed
drug paraphernalia
m. Blackmore told Cst. Braden there was heroin in the purse he had on him
n. Cst. Braden mentioned that the vehicle was packed with stuff
19. On July 16 2021 , I reviewed a report written by Cst. Thompson dated 2021/07/16, I learned
the following:
a. He was with Cst. Braden when they were dispatched to a report of two suspicious
people in Tillicum Beach

b. Cst. Thompson observed the content of Blackmore's Gucci bag during a search
incidental to arrest. He observed a significant amount of drugs and cash
c. The drugs and cash were seized by Cst. Braden
d. He went to the complainant's residence and watch the surveillance, on the
surveillance, the PT Cruiser is seen pulling just after 1Opm
e. , The cash was counted in front of Cst. Savoyard and Cst. Braden totaling $7505.
20. On July 16, 2021 Cst. Braden said that he spoke to the registered owner of the vehicle and
she said that none of the belongings inside the vehicle were hers.
21 . On July 16, 2021 I queried Samuel Blackmore on CPIC and PROS and noted the following
information:
a. Samuel M. Blackmore is his full name listed on PROS and CPIC, his date of birth is
1990/01 /23.
b. Samuel has a Criminal Record. His FPS number is 245534F.
c. Samuel's last address on PROS dates from 2020 and is 5213 53 Ayenue in Calmar
d. CPIC queries on Samuel shows he is bound by two firearm prohibitions
22. On July 16, 2021 I queried Kalcey White on CPIC and PROS and noted the following
information:
a. Kalcey Dawn White is her full name liste on PROS and CPIC, her date of birth is
1987/07 /06.
b. ·Kalcey also uses the alias of GUCCI
c. Kalcey has a Criminal Record. Her FPS number is 545501E.
d. Kalcey's last address on PROS dates from 2020 and is #36, 43 Avenue, Millet, Alberta
e. CPIC queries on Kalcey shows that she is bound by numerous conditions of a release
order

23. Based on the evidence gathered to date, as outlined in this Information to Obtain, I have
reasonable grounds to believe that the Named Offence has been committed. I base my belief
on the following:
a. The amount of drugs located on Blackmore's person is not for personal use
b. Amount of money located on Blackmore's person suggests that he is making money
selling drugs
c. The back seat and the trunk of the PT Cruiser is full of bags and other belongings
where Blackmore could be hiding the things mentioned
24. I have reasonable grounds to believe that I will locate the things by searching the PT Cruiser
VIN 3C4FY4BB81T656427 occupied by Samuel Blackmore and Kalcey White.
a. I believe by searching the vehicle, the things located insde will give evidence on the
Named Offence and information on the activities of Samuel Blackmore and Kalcey
White
Conclusion
25. I am seeking a search warrants for the 2001 Chrysler PT Cruiser VIN 3C4FY4BB81 T656427
that is located in the Wetaskiwin RCMP Detachment secure bay
26. I am requesting the warrant to be valid from 0900am on July 16, 2021 and 0900pm on July
16, 2021. The warrant will be executed during the day.
The evidence that will be gathered in the execution of the warrants will give evidence into the
investigation of the Named Offence.

911 - susp activity // curtis reporting another camper of the campground came up to him reporting an unk couple,
male & female, came into the campground on foot, without a vehicle or a tent. unk alc/drugs. no mention of
weapons. no description of the soc's besides the male wearing a head mounted flashlight.
I, Cst. BRADEN attended with Cst THOMPSON. While attending an unrelated call we received a dispatch of 2
suspicious persons in Tillicum beach. I was driving so Cst THOMPSON called the complainant and spoke with
Curtis SMITH's wife Shelia SMITH. Shelia stated that the 2 persons were a male and a female and gave a
description of both. Male was described as wearing a dark hoodie with shorts to his knees, smokes and had a
flashlight on his hat. Female was described as long blond hair in a pony tail dark pants and a light top. When we
entered Tillicum Beach I noticed a vehicle parked way back near the water by the boat launch. I drove up to the
vehicle and noticed a Male standing by the front passenger door. I could only make out his head as we were
facing the drivers side when we pulled up. The male was wearing a headlamp which the suspicious male was
reported to have. I exited the vehicle to speak with him about what was occurring. Once I exited, a female that
was siting in the drivers seat exited the vehicle. The female matched the description given by the Com's Shelia. At
this point The male had walked around the car and was speaking to us.
I questioned the two about what they were doing and informed them they they were called in as suspicious
persons. The female informed me that they were out there camping and that she was only in the drivers seat as it
was cold out. The female informed be both of them could not drive and were only in the vehicle as the RO Cheryl
JOHNSON had gone into Camrose to pick up more food for a late night meal they had planned. I asked both the
male and female their names and ran them through CPIC via dispatch. Female identified as Kalcey WHITE and
male identified as Samuel BLACKMORE. Both came with conditions. I noted that Kalcey had conditions to not be
behind the wheel of a motor vehicle with out proper documentation and licence. I asked for Cheryl's number so I
could confirm this story. I called Cheryl at 7803875799 which was provided by Kalcey and asked her if she knew
where her vehicle was. Cheryl stated that she had loaned it to her friend Kalcey. I asked if Cheryl was in
Camrose, Cheryl stated she was at home in Millet and was never in Camrose tonight.
Learning this I placed Kalcey under arrest for breaching her conditions. Kalcey was placed in the PC. With
Watchguard recording I chartered and cautioned Kalcey for breaching her conditions.
I returned to the vehicle with the key that I had Seized form Kalcey, I noticed a phone on the dash, 2 phones in
the centre console and another 2 in the drivers door. As I had just ran Kalcey, I knew she was on conditions to not
have more than one cellphone and it cannot be pay as you go.
In plain view were a total of 5 cell phones that were all powered on. I took photos of this.
Due to the amount of cellphones in plain view I began to search the area around the driver's seat the vehicle. I
located multiple pieces of drug paraphernalia with trace substance and large amounts of tin foil which is common
with meth users. I ran Samuel a second time and asked for his conditions to be read again. I noted the conditions
for Samuel to not be in possession of more than one cell phone as well. As both Kalcey and Samuel placed

themselves in the vehicle I placed Samuel under arrest for breaching his conditions.
While walking Samuel back to the PC he stated that he had been ripped off and there was fake heroin in the
Gucci purse he had on him.
I chartered and cautioned him for breaching conditions. I record this via audio recorder. I then searched Samuel
incident to arrest and located a large amount of cash in his front right pocket as well as the registration for the
vehicle. I then secured him in the PC. I record this via audio recorder. Once secured in the PC I searched the
Gucci purse incident to arrest and located the following:
I then called for an additional member to attend as the amount of money and drugs found on Samuel were
enough to form reasonable ground for trafficking.
With the amount of stuff packed into the vehicle I decided that to complete a search roadside in the middle of the
night posed a large safety risk as the safe handling of more potential drugs would be impossible in the wind and
rain. I stayed with the vehicle to ensure continuity. Cst THOMPSON attended the SMITH's residence in order to
obtain the footage of Kalcey and Samuel with the vehicle.
I contacted Fleetwood towing and requested a tow of the vehicle to Wetaskiwin detachment.
Fleetwood arrived and began to hook up the vehicle. vehicle was entered in order for it to be placed in neutral.
I rechartered and cautioned Samuel with possession for the purpose of trafficking.
I then turned Kalcey over to Cst SAVOYARD's custody for transport back to Wetaskiwin cells.
Cst THOMPSON returned with the footage from the SMITH's residence which depicted the vehicle driving and 2
individuals matching Kalcey's and Samuel's description exit the vehicle.
Cst SAVIYARD lead the way and transported Kalcey to Wetaskiwin cells. Myself and Cst THOMPSON followed
the tow truck with watchgurad recording to Wetaskiwin detachment.
I contacted dispatch and requested EMS to attend in order to assess Samuels condition as he appear to be
extremely intox and under some kind of influence.
We then arrived at Wetaskiwin detachment and I pulled into bay 1. EMS was already waiting so I removed
Samuel and brought him into cells to be checked by EMS. EMS cleared Samuel. Samuel stated "You guys arrived
10 mins too early, I was out there to meet and kill they guy who killed my brother".
Cst THOMPSON was searching Samuel before placing him in cells and located something hidden inside Samuels
underwear. Samuel became extremely aggressive and would not let officers search and remove what he was
hiding. Officers struggled with Samuel but were able to wrestle away a bag that was tied to the inside of his
shorts. Upon further search other suspected drugs were located in Samuel's underwear.
Search of the bag resulted in more suspected drugs being located. Officers asked Samuel to calm down and be

cooperative. Samuel yelled something to the effect of " sorry I didn't want you to find the fentanyl in my pants, I'm
a drug addict". Samuel was then placed in a tank to calm down.
Kalcey was then brought in and processed. Kalcey was then placed in the phone room for her lawyer call.
Samuel was then assessed and stated that he was calm so was placed in the phone room for his lawyer call.
All drug evidence was brought into the evidence room to be processed.
Cst THOMPSON counted the money that was seized in front of myself and Cst SAVOYARD. Money was then
placed in evidence bags a sealed.
Myself and Cst THOMPSON then created a log and began to inventory the evidence that was seized off of
Samuel.
All items were recorded on an evidence log, weighed and photographed by myself and Cst THOMPSON.
All items were then secured in Temp evidence locker 007 in the Wetaskiwin evidence room.
In total 22.3 grams of suspected meth, 29.7 grams of suspected cocaine,6 1/2 purple pills unknown, $7505.00, 6
red pills suspected extacy, 3.2 grams of suspected heroin, 22.8 grams of suspected purple fentanyl, 16 blue pills
unknown, 21 red pills unknown, 8.3 grams of an unknown drug in container, meth pipes, 100 gram weight, 6.3
grams of unknown drug in container, 3.9 grams of unkown drug in container, 8.5 grams of unknown drug in
container were all seized from Samuel's person.

Report:
Cst THOMPSON arrived at the Tillicum campground with Cst BRADEN. Cst THOMPSON spoke with Curtis and
Sheila SMITH to obtain a better description of suspects. Updated description was male with dark hoodie and
shorts down to his knees who smokes and a light on his head on his hat. Updated female description as having
long blonde hair in a pony tail in the middle of her back and dark shorts/pants with a light top. This description
matched Samuel BLACKMORE and Kalcey WHITE who were found on scene. WHITE was observed in the
driver's seat of the PT cruiser white BLACKMORE was observed in the passenger side. Five phones were
observed within arms reach in plain view and there were two open containers of liquor inside the cup holders
within reach of the driver and passenger (one palm bay cooler and one Smirnoff cooler both in cans). WHITE said
that she and BLACKMORE had come there with their friend Cheryl JOHNSON. WHITE indicated that JOHNSON
was the driver. Cst THOMPSON observed that there was only space in the PT cruiser for two people to sit
(passenger and drivers seat up front) as the rest of the vehicle was filled with a large birdcage and numerous
bags and affects. WHITE continued her story to say that JOHNSON had gone into town to pick up more food.
When questioned by Cst THOMPSON how JOHNSON got into town when her PT cruiser was with WHITE and
BLACKMORE, WHITE then said that JOHNSON was in another vehicle but was unable to describe that vehicle.
When WHITE asked how that 2nd vehicle got there she mentioned that someone else had driven it there, but was
unable to name or describe the person who drove it. Cst THOMPSON observed Cst BRADEN call JOHNSON to
ask if she had been driving with WHITE or BLACKMORE and noted that JOHNSON said she had not been with
the two at all that night.
Cst THOMPSON observed as the contents of BLACKMORE's Gucci bag and personal affects were found in a
search incidental to arrest. Of note was a significant amount of cash and drugs in the Gucci bag. The drugs and
money were photographed. Cst BRADEN seized them as evidence.
0122 hrs
Cst THOMPSON went to meet Curtis and Sheila SMITH in their garage to go over the surveillance footage they
had in their possession and speak with them regarding their experience that night. Curtis and Sheila said they
noticed the PT cruisier arrive in the footage just after 10 pm and a person who matched WHITE's clothing
description get out of the vehicle. A copy of the footage was given to Cst THOMPSON. Curtis and Sheila said
they were willing to make a statement if needed but that it was late and they would like to go to bed and do it
another day.

Cst THOMPSON returned to the scene and met up with Cst BRADEN and Cst SAVOYARD. observing that the
tow truck was ready to go Cst BRADEN was observed following the PT cruiser as it was towed and maintained
visual contact

Cst THOMPSON checked BLACKMORE's rousability and found him to be rousable and breathing/responding to
loud calls/sternum rub

Cst THOMPSON again checked BLACKMORE's rousability and found him to be rousable and
breathing/responding to loud calls

Cst THOMPSON again checked BLACKMORE's rousability and found him to be rousable and
breathing/responding to loud calls

Cst THOMPSON again checked BLACKMORE's rousability and found him to be rousable and
breathing/responding to loud calls

Cst THOMPSON searched BLACKMORE incidental to placing him into cells. Search produced a bag stored in his
underpants which contained a significant amount of drugs of various kinds. Cst BRADEN seized the drugs.

Cst THOMPSON counted seized cash in front of Cst's BRADEN and SAVOYARD.

Cst THOMPSON reviewed the footage and saw the PT cruiser drive down to the dock and only two people get
out. Cst THOMPSON was could not observe enough details to positively ID the two people in the PT cruiser, but it
is apparent that there were only two people in the PT cruiser when it arrived on scene. The video also showed
that no other vehicle met with the PT cruiser to pick up the "3rd person" WHITE described.

Cst. STANDISH and Cst. MORTIMER went to 191 Porter Ave and spoke to Jack JOHNSTONE the property rep.
JOHNSTONE explained that the residents of that property were himself, female and male. Names provided for
male and female were not Sam or Kalcey and those two persons were home at that time. JOHNSTONE said he
has not seen Sam or Kalcey in two to three months and believes he lives somewhere else. JOHNSTONE said
Sam and Kalcey used to reside there in the basement but no longer do and they only left an empty dresser
behind.
No grounds exist to gain warrant for residence. Cst. STANDISH contacted Cst. SAVOYARD and instructed him to
just write the warrant for the vehicle. Cst. STANDISH instructed all members on D watch not currentley doing
something in relation to this file to go home and once the warrant returned then Cst. SAVOYARD can go home to.
Cst. BRADEN stayed to complete search and documentation in relation to this file.

Warrant came back approved. Cst. BRADEN was instructed to find an on shift member to assist with search as
Cst. STANDISH was busy with meetings and other work unrelated to this file. Cst. METCALFE assisted Cst.
BRADEN with the search. Cst. STANDISH at one point was asked to attend the back to help clear a loaded
revolver that had been located in the car. Cst. STANDISH attended wore gloves and helped clear the firearm.
Other then that Cst. STANDISH had no part in the search of the vehicle or seizure of exhibits.

Cst. STANDISH assisted Cst. BRADEN with the photographing and fingerprinting of BLACKMORE and WHITE.

Photos and prints done. Cst. BRADEN came into the room and re-chartered/cautioned WHITE for more charges.
WHITE indicated that she wished to speak to counsel again and once Cst. STANDISH was done fingerprinting
her WHITE was put into her cell to await the phone room to be free.

2021/07/16:
At 0102 hours, Cst. SAVOYARD received a call from Cst. BRADEN, he advised that he located a big amount of
drugs and lots of cash on a male during a search incidental to arrest. He advised he believed there was more
drugs inside the vehicle. Cst. SAVOYARD advised the vehicle should be seized in order for members to draft a
search warrant for it. Cst. SAVOYARD departed the office to go help out Cst. BRADEN.
Once arrived at the location, Cst. SAVOYARD was advised by Cst. BRADEN that the male, Sam Blackmore was
very high and was coming in and out of consciousness. Cst. SAVOYARD then took custody of Kalcey White in
order to transport her to cells.
Once arrived at the detachment, it was decided that Blackmore would be lodged first as he needed to be checked
by EMS because of his level of intoxication. He was cleared for incarceration by EMS. During the search prior to
lodging him in cells, he became combative towards members when members located a pouch in his groin area.
Cst. THOMPSON took the pouch away and located a susbtantial amount of drugs inside of it. Blackmore advised
that he did not want police to find his fentanyl, referring to the pouch.
Cst. SAVOYARD then headed to the exhibit room where he witnessed Cst. Thompson count the money seized on
Blackmore. The total was $7505.
Cst. SAVOYARD then began drafting the search warrant for the vehicle that police had seized.
