EXECUTIVE ORDER NO. 13-B

“AN ORDER REORGANIZING THE MUNICIPAL SOLID WASTE MANAGEMENT BOARD (MSWMB)
IN THE MUNICIPALITY OF KIAMBA AS AMENDED”

WHEREAS, pursuant to the provision of Section 59 of Republic Act No. 9003, and by the virtue of Executive Order
No. 192, series of 1987, the Department of Environment and Natural Resources hereby adopts and promulgates
the implementation rules and regulations in the management of solid and liquid wastes;

WHEREAS, the role of each Local Government Unit in addressing the continuing challenge in the proper disposal
of solid waste in their area of jurisdiction is one of the utmost priority;

WHEREAS, in view of the recent national and local election, there is in line with the thrust of the National
Government;

NOW THEREFORE, I GEORGE F. FALGUI, Municipal Mayor of Kiamba, by virtue of the powers vested in me by
law, do hereby order the reorganization of the Municipal Solid Waste Management Board (MSWMB);

SECTION 1. COMPOSITION. The Team shall be composed of the following;

SECTION 2. DUTIES AND FUNCTION of the Municipal Solid Waste Management Board:
a. To develop the Municipal Solid Waste Management Plan to ensure long-term solid waste management, as well
as, integrate the various solid waste management plans strategies of component barangay;
b. To adopt measures to promote and ensure the viability and effective implementation of solid waste
management programs in all component barangay;
c. To monitor the implementation of the Municipal Solid Waste Management Plan through the component
barangay in cooperation with concerned NGO’S;
d. To adopt specific revenue-generating measures to promote viability of the Solid Waste Management Plan;
e. To convene regular meetings for the purpose of planning and coordinating the implementation of the solid
waste management plans of the component barangay;
f. To oversee the implementation of the municipal solid waste management plan;
g. To review every three (3) years, or as the need arises, the municipal solid waste management plan purposes of
ensuring its sustainability, viability, effectiveness, and relevance in relation to local and international;
development in the field of solid waste management;
h. To develop specific mechanics and guidelines to implement the municipal solid waste management plan;
i. To recommend to appropriate local government authorities specific measures or proposals for franchises or
building-operated-transfer agreements with duly recognized institutions to provide either exclusive or non-

exclusive authority for the collection, transfer, storage, processing, recycling, or disposal of municipal solid
wastes;
j. To provide the necessary logistics and operational support to component barangay;
k. To recommend measures and safeguards against pollution and the preservation of the natural ecosystem;
l. To coordinate the efforts of component barangay in the implementation of the municipal solid waste
management plan, and;
m. To call on any concerned agency or sector, as it may deem necessary, for support or other appropriate action.

SECTION 3. THE MUNICIPAL TECHNICAL WORKING GROUP (MTWG) shall be composed of the following;

7. DEPED REPRESENTATIVE -Kiamba 3rd District

SECTION 4. DUTIES AND FUNCTIONS OF THE MTWG

a. Conduct evaluation of any waste management proposal of the barangay for any possible technical
assistance;
b. Review and evaluate the barangay ESWM plans before adoption by the board;
c. Evaluate and review barangay SWM plans and programs and programs submitted for funding support
from SWM fund;
d. Conduct monitoring and evaluation barangay SWM implementation
e. Does such other functions as may be deemed necessary by the board.

SECTION 5. THE SECRETARIAT. The MENRO shall act as secretariat support to the board. The general functions
of the secretariat are the following;
a. Prepare all the documents that are to be table for deliberation by the board
b. Record and document all the proceedings of the meetings
c. Handle all the administrative requisites of the board
d. Perform all other functions as may be deemed necessary by the board.

SECTION 6. MEETINGS OF THE BOARD. The regular board meeting will be held every quarter for the purpose of
integrating, synchronizing, monitoring and evaluating and composition of the municipality of Kiamba.

SECTION 7. REPEALING CLAUSE. All prior issuances on the organization and composition of the municipality
municipal solid waste management board inconsistent herewith shall be deemed superseded by this Order.

SECTION 8. EFFECTIVITY. This Executive Order shall take effect immediately and shall remain enforced unless
amended or revoked.
