1. BACKGROUND AND RATIONALE The Philippines is endowed with many worthwhile laws designed to protect the coastal environment and manage fisheries and other coastal resources in a sustainable manner. The responsibility for coastal resource management (CRM) has been largely devolved to local government units. While increasing numbers of coastal LGUs are developing CRM plans and programs together with coastal communities and other institutions, illegal fishing and habitat-destructive practices remain revalent in coastal areas throughout the Philippines. However, implementation of these laws has been slow and fragmented due to inadequate level of coastal law enforcement. CRM is a participatory process of planning, implementing, and monitoring sustainable uses of coastal resources through collective action and sound decision-making. A CRM plan identifies a variety of ‘strategies to manage coastal resources that are implemented through co-management regimes ‘between local and national government, non-government organizations (NGOs), academic institutions, private sector, and coastal stakeholders by establishing marine protected areas, licensing municipal fisherfolk, establishing closed fishing seasons and areas, and other measures to limit access to coastal Fesources. Coastal law enforcement units must be formed and functional in all coastal LGUs to promote voluntary compliance with and to apprehend violators of national and local laws and regulations. Kiamba is @ coastal town in the Province of Sarangani where approximately 60% of its population depends on capture fishing as their main source of livelihood. It has a long coastline stretching to almost four (4) Kilometers, and run along 13 coastal barangays. In 2023, the Local Government Unit of Kiamba through the Municipal Environment and Natural Resources Office (MENRO) and Office of the Municipal Agriculturist (OMAG) organized the Municipal Coastal Law Enforcement Team in partnership with local and national agencies. The project aims to establish a credible law enforcement program in preventing, deterring, and eliminating IUUF activities in the municipality as well as to maintain peace and order among coastal communities through the implementation of special laws concerning fishery and environmental matters. III. GOALS AND OBJECTIVE/S ‘The overall goa! of this project is to maintain peace and order in the coastal communities against all forms of illegal, unreported, and unregulated fishing (IUUF) activities in the Municipality of Kiamba, ‘specifically: 2) To strenathen the enforcement of Special Laws against Illegal, Unreported, and Unregulated Fishing (TUUF) Activities; b) To conduct regular monitoring and law enforcement activities to maintain peace and order amongst coastal communities; © To support Municipal Coastal Law Enforcement Team (MCLET) through provision of needed equipment and supplies necessary for the conduct of environment and fishery law enforcement operations; 4) To capacitate, strengthen, and engage coastal communities through behavioral change ‘campaigns on environment and fishery laws and developmental initiatives; and ) To assist in the formulation of policy/ies pertaining fishery and environmental laws. PROJECT MANAGEMENT STRUCTURE AND APPROACH ‘The Local Government Unit of Kiamba (LGU) through the Municipal Environment and Natural Resources Office (MENRO) and Office of the Municipal Agriculturist (OMAG) shall be the lead offices in the implementation of the project. The Barangay Local Government Units (BLGUs) shall have a shared responsibility with the LGU in the supervision of Coastal Law Enforcers (CLEs) and ensure the timely compliance of all deliverables. Lastly, the project is in collaboration with the national agencies such as the Philippine Coast Guard (PCG), Philippine National Police - Maritime Group (PNP-Maritime), Department of Environment and Natural Resources XII - Community Environment and Natural Resources Office (DENR-CENRO) of Kiamba, and the Protected Area Management Board of Sarangani Bay Protected ‘Seascape (PAMB-SBPS), thereby employing a multi-stakehoider’s approach to maximize the effectivity of fishery and environmental law enforcement as well as engage the coastal communities to become steward in the protection and conservation of the town’s marine resources. I not addressed, these activites could jeopardize he maene eerie cee the reduction in fish catch, and the destruction of coral reef, Seagrasses ond cthoe nents eetie With the passage of the 1991 Local Government and the 1998 Fisheries Code (as amended by RA 10654), a broad range of powers and responsibilities were devolved to LGUs as the primary unit of governance for Coastal Resource Management (CRM) in the Philippines. The result of a well-planned and implemented CRM program is sustainable benefits from coastal resources being accrued by the greatest number of people. On the other hand, law enforcement is viewed as a variety of interventions that government may rely upon to achieve compliance with the requirements of the law. These Interventions can be summarized as forming a continuum of activities ranging from "soft" preventive ‘measures such as public education to “hard” sanctions imposed by apprehension, prosecution, and Conviction. Thus, CRM cannot succeed without effective coastal law enforcement. (Source: Philippine Coastal Management Guidebook Series, No. 8) In accordance with the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2022 - 118 dated September 19, 2022 entitled “Guidelines on the development and formulation of the Peace and Order and Public safety Plan (POPSP) CY 2023 - 2025,” which included in ‘the identified Peace and Order Program the Threats to the Environment and human security to maintain Peace and order in the coastal areas in the Municipality of Kiamba, Sarangani, itis imperative to continue the project and contribute in the 2030 Sustainable Development (SD), particularly on SD goals number #12 Responsible Consumption and Production, #13 Climate Action, #14 Life Below Water, #16 Peace, Justice, and Strong Institutions, and #17 Partnership for the Goals. VIE, MONITORING AND EVALUATION To ensure the timely and effective implementation of the project, it will require weekly/monthly submission of accomplishment/monitoring report, meetings, attendance ‘sheet, and. phots documentation will serve as means of verification that the activity has been conducted. The possible Fisk/s that will affect the successful implementation of the project are the lack of proper knowledge, capacity, and equipment of coastal law enforcers in performing their roles and functions. In this case, the project has components and strategies to mitigate the abovementioned risk/s.
