1. SCOPE
The specification stipulates minimum requirements for power cables and it shall be the
responsibility of the supplier to ensure adequacy of the design, good engineering
practices, adherence to the specification and applicable standards and regulations as well
as good workmanship in the manufacture of the item.
This specification does not include all necessary provision of the contract.
Each control cable conductor minimum sizes used for power supply and control circuits
shall be as follows:

Any departure from the provisions of this specification shall be disclosed at the
time of tendering in the Non compliance schedule.
The power cables shall comply with the latest editions of, and amendments to, the
international standards listed below. Where any provision of this specification
differs from those of the standards listed below, the provisions of this specification
shall apply:

3. SERVICE CONDITIONS
Indoor material and equipment shall be designed and protected for use in
buildings, which occasionally may be wet and damp.
4. SYSTEM CHARACTERISTICS
The power cables shall be suitable for installation in supply systems of the following
characteristics:

CABLE
Material used for construction of cables shall be of best quality complying with the
requirements of relevant Standards. Cable shall be suitable for outdoor/indoor
installation free in air and shall be capable of withstanding the normal stress associated
with transportation erection, reeling and un-reeling operations without getting
deformed.
The maximum continuous current-carrying capacity of each individual cable type and
cross-section used shall be determined, taking into account Site conditions. The
resulting load reduction factors are subject to the approval by the Authority.
The conductor cross-section of each cable shall be adequate to carry the fault currents
determined by the relevant short-circuit protection device when operating under the
specified load conditions, without deterioration of the dielectric properties. Calculation
including the short-circuit calculations, shall form part of the documents to be supplied
by the Contractor.
5.1.1 Construction
The general construction of the control cable shall be suitable for installation in wet and
dry locations and shall be furnished with the characteristics described herein. The
control cable shall meet the following specific requirements.
5.1.1.1 Conductor
The stranded conductor shall be high conductivity, annealed, un-tinned copper wire.
DC resistance of conductor and shall conform to ASTM B3. Concentric-stranded
conductor shall conform to Table 2.
5.1.1.2 Insulation
The insulation shall be polyvinyl chloride suitable for use on a copper conductor with a
maximum operating temperature not less than 75°C. Polyvinyl Chloride (PVC).
The insulation thickness shall not be less than 1.14 mm (0.045 in). The insulation shall
conform to Part 3 of ICEA Pub. No. S-61-402.
Fillers shall be used in the interstice of the multi conductor, cable where necessary to
give the complete cable a substantially circular cross section.
The cable shall be helically wrapped over the filler and copper shielding with 0.0254
mm (0.001 in) thickness non-hygroscopic mylar or polyester tape.
5.1.1.3 Inner Sheath
For multi core armoured cables, the inner sheath shall be of extruded PVC. The inner

sheath for common covering shall be of non-hygroscopes, fires retardant material and
shall be softer than insulation.
The inner sheath shall be so applied that fits closely on the laid up cores.
Inner jacket shall be polyvinyl chloride or polyethylene of at least 1.14 mm (0.045 in)
thickness and shall be applied over the wrapping.
5.1.1.4 Armouring
Armouring shall be applied over the inner sheath in case of multi core cables. The
armour shall be galvanised round steel wires or annealed copper tape of suitable width
and shall be helically applied over the inner jacket with a minimum 10% lap.
The annealed copper tape shall be at least 0.1 mm (0.004 in) thickness and
substantially free from burrs.
An outer sheath shall be provided over armouring. The outer sheath shall be applied by
extrusion. The outer sheath shall be so applied that it fits closely over armouring.
The outer sheath shall be of Type STI, PVC compounds. Outer sheath shall be Fire
retardant type FR, CI. Minimum thickness of PVC outer sheath, Standard Colour and
tolerance on thickness of armoured cables and shall comply in all respects with Part 4
of ICEA Pub. No. S-61-402.
All switchboard wires used within the control and protective relay boards or other control
cabinet shall be tinned, stranded copper switchboard wire and shall meet the requirement
of ICEA Pub. No. S-61- 402. The voltage drop at the load shall not be more than 3%.
Metallic shield shall be made of copper tape for control cables. As Metal Sheath Cables
are installed, non magnetic metallic glands which effective earth the armour, are
recommended for all cable entries. All joints in cables should be made in such a way as to
prevent entry of vermins as well as to maintain the fire circuit integrity. The manufacturer
shall have a tested joint system with test reports indicating compliance. Termination by
crimping is recommended.

Metal shields of the control cables shall be grounded at both ends of each cable. Each
end of the cable shield shall be welded to an insulated 600V, PVC, copper ground
conductor with 6 sq.mm size and this conductor shall then be attached to the ground bus
by a terminal lug provided inside of the equipment cabinets, instrument transformer
junction boxes, and the switchboards.
Provision for sealing at each end of the cable shall be provided including wrapping over
the connection of the shield and the insulated ground conductor by the PVC insulating
tape.

The following information shall be printed on the surface of the cable and wires:
Name of manufacturer
An end cap shall be provided on the cable end to which special attention shall be paid to
prevent penetration of moisture during transportation.

6. QUALITY ASSURANCE
7. TESTS
Unless otherwise specified in the details for the particular test, tests shall be made at
an ambient temperature of (20 ± 15) °C.
The frequency of the alternating test voltages shall be in the range 49 Hz to 61 Hz.
The waveform shall be substantially sinusoidal. The values quoted are r.m.s. values.
In accordance with IEC 60230, the impulse wave shall have a virtual front time
between 1 μs and 5 μs and a nominal time to half the peak value between 40 μs and
60 μs, and in other respects shall be in accordance with IEC 60060-1.

Routine tests shall be carried out on all of the control cables on a particular order.
These tests shall be carried out in accordance with the requirements of IEC 60502
and IEC 60540 unless otherwise specified.

drum from a manufacturing run:

8 INSPECTION
The selected Bidder shall make necessary arrangements for inspection of the cable
and also to carry out necessary Acceptance / sample tests of the materials offered.
Cables will be inspected during delivery, and TANESCO reserves the right to reject
ALL or PART of the delivered conductor if they will be found that they do not comply
with this specification.
9.1 Packing
All cables shall be wound on specified drums suitably treated for outdoor storage
and capable of withstanding all normal transportation and handling. All nails and
metallic parts on the inner surfaces must be countersunk so that they cannot
damage the cable’s insulation. Old nails remaining from previous use of the drum
shall be removed. Drums shall not be treated with chemicals injurious to the cables.
Drums shall be non returnable and shall have a maximum diameter of 2,280mm, a
maximum width of 1,140mm, a minimum spindle hole of 70mm. The spindle hole
shall be reinforced with galvanized steel plates. The weight of loaded drums shall
never exceed 750kg.
Each length of conductor shall be durably sealed before shipment to prevent ingress
of moisture.
The drums shall be lagged or covered with suitable material to provide physical
protection for the conductors during transit and during storage and handling
operations. The lagging shall provide suitable protection against all climatic
conditions prevailing during transport and on site.

Each drum shall carry the following information, clearly and indelibly marked on a
metal or plastic label affixed to it in a non detachable manner:
Where the cable is on wooden drums, the metal or plastic label shall be affixed to
one of the flanges. The direction of rolling as indicated by an arrow shall be marked
on the other flange.
Each drum shall contain a fully detailed packing list in a sealed waterproof envelope.
Five copies of each packing list shall be sent to the employer prior to dispatching the
equipment.
9.2 Shipping
The supplier shall be responsible for the shipping of all Cables supplied in
accordance with INCOTERM specified.
All transport accessories, such as riding lugs, jacking pads, blanking off plates, etc.
shall become the property of TANESCO.
All items of equipment shall be securely clamped against movement to ensure safe
transit from the manufacturer's facilities to the work sites.
All accessories shall be carefully packed so that they are fully protected during
transport and handling operations and while in storage.

The contractor shall give an assurance that there are no other substances classified
as hazardous in the conductor supplied. The contractor shall accept responsibility for
the disposal of such hazardous substances, should any be found.
The contractor shall also be responsible for any injury resulting from hazardous
substances.
10 SUBMITTALS
• Outline dimension drawing for each type of cable, and for each
cable showing the conductor strand composition.
• Safety data sheets for all substances used with the equipment.
Certified original type test certificates and sample routine test
reports with an address of the Independent laboratory that
undertook the type test. Uncertified reports shall be rejected
henceforth the bid will be non responsive.
