The Government of A.P has issued G.O.Ms 24, Industries & Commerce (Prog-1 ) dept., dated
23.02.2024 for conducting MSME survey. The survey is to be launched on March 1st, 2024. The
process flow for list of activities to be conducted by various officers and the timeline is illustrated

II. Team Composition


1. The District Collectors may form a team of officers from various departments, to refer to
various databases, as detailed in Annexure -1 of the Government Order G.O.Ms. 24, in
order to arrive at a target EA/WAS wise. District collectors may work with local officers
from line departments and associations to seek cooperation from MSMEs during survey
execution.
2. The reference databases include:

IV. Training procedure for conducting survey
1. Organizing the Capacity Building Training

a) Commissioner of Industries and AP MSME DC have conducted training of master


trainers. Master trainers included GM, DICs and 2 more officials from each district.

a) This training will be in English and Telugu

V. Data Validation Process after conducting the Survey by EAs/WAS

1. Data Validation Process

a) Three-step survey validation will be adopted as illustrated below


b) In case of errors reported by GM -DIC to ADCs, Municipal Commissioners, and MPDOs,
EAs/WAS to re-do the survey for the specific area.

2. Parameters to validate the Survey Data at the GM DIC Level

a) GM- DICs to randomly undertake a few field visits to verify the Survey data collected by
the EAs/WAS, for at least ~0.1% of the units data and also check whether all the fields
are filled appropriately

VI. Survey Closure for GM-DICs


1. Closure report by GM-DICs

a) EAs/WAS to submit an undertaking which is provisioned in the Survey App at the close
of the survey certifying that all the MSMEs in his/her purview have been surveyed
b) GM-DIC to certify that all the MSME units surveyed by the EAs/WAS have been
randomly verified and validated by him
c) Along with this certification, all GM-DICs will submit a closure report for the survey for
their respective districts

VII. Awareness Camps for MSME Survey and Formalization
1. Activities to be undertaken for creating awareness on survey
The following activities are to be undertaken to organize the Awareness Camps before the
commencement of the MSME Survey

2. Activities to be undertaken for formalization


The following activities need to be undertaken for creating benefits of registration on Udyam and
conducting workshops to assist MSMEs to register on Udyam and Udyam Assist

Preparatory activities before conducting Awareness Workshops

a) Create awareness on benefits of awareness workshop and advantage of


Udyam registration
b) Communicate time slots for attending workshops
EA/WAS
c) Communicate Mandatory documents to be carried for Udyam registration
(Aadhar Card of the Proprietor, PAN Card of enterprise, GSTIN if available,
Bank details, Address proof of business)

a) Submit proposal to APMSMEDC for organizing an awareness workshop with


the following details:
o Date, time, and venue of the workshop
MPDOs o Number of unregistered MSMEs mobilized to participate
o Details if any Industry Associations or MSMEs are putting up the
stalls showcasing their products/services
o Proposed budget with expenses for organizing camps, transportation
expenses, food arrangements, venue booking charges, etc.

GM-DICs to make advance payments to MPDOs for necessary arrangements for
GM-DICs organizing workshops

APMSMEDC AP MSME DC to approve and sanction funds for the camps

During Conduction of Awareness workshops

Carry awareness kit (leaflets, Udyam Registration process, Sample Udyam form,
etc. to be carried by EAs at the venue on the camp day)

i. Bringing all the unregistered MSMEs to the camp

ii. Inform MSMEs who were not registered on the workshop day that they
can visit Sachivalaya and get themselves registered during the office
timings

a) Ensure the workshop commences at 10 am and is functional till 6 pm at
each of the Mandals
b) Setup registration desk at the camp venue with required computers and
printers for capturing the details of participants including name, contact,
enterprise details, etc.
c) Distribution of brochures, and leaflets amongst the participants at the
registration desk by EAs/MPDOs as shared by AP MSME DC

B. Section B – For GSWS Engineering Assistants

I. SOP for conducting the survey at the ground level


1. EA/WAS to bring required documents for conducting survey, check username password
and fully charged mobile.

2. EA/WAS to check Udyam certificate, PAN, Aadhar, GSTIN certificate, electricity bill etc.
to cross check information shared by respondent. Even if the below-mentioned
documents are not available with the respondents, EAs/WAS to continue to conduct the
Survey

3. Downloading the Survey App

a) Download and install “MSME Survey & Support” from Google play store and login
b) DON’T UNINSTALL THE APP. Your data will be lost

4. Identification of MSMEs for Survey

a) Identify the regions/businesses to be covered during the survey as per the target
given by your GM-DICs/MPDOs
b) Create a day-wise plan for the survey as per the target (1 month)
c) Coordinate with the office of General Manager – DICs, or Zonal Managers (IALAs) in
case of survey in Industrial estates or industrial clusters

5. Conducting the Survey

a) Before starting the survey, visit the respondents, convey benefits of APMSME ONE
and convey the survey timelines and information being sought
b) On day of survey, record MSME details on the mobile app “MSME Survey and
Support”
c) Encourage units to register on the spot for Udyam
d) Inform about awareness workshops
e) Inform that respondents can access their information on APMSMEONE.AP.GOV.IN
with the user ID Provided

6. End of Survey

a) In case of no data network, the app will work in offline mode. Click submit after
noting the details. Connect to internet at end of day to upload data to server.
b) Inform respective ADCs/Municipal Commissioner/MPDOs of the day-wise completion
of the survey for the assigned area

II. Problem Resolution/Escalation for issues

a) For issues related to Industries


i. Connect with ADCs (for Municipal Corporations), Municipal Commissioners
(For Municipalities/Nagar Panchayats), and MPDOs (for villages) to raise both
technical and non-technical issues
ii. Call them back to receive instructions to resolve issues
