A. Relief/ compensation/ donation/ Payout by the Assam Government.

1. Assam Agitation Victims: Ex-gratia of Rs 2 lakh each to 288 seriously injured persons and
57 women victimized during Assam Agitation. (Rs 6.9 cr to be distributed among those
injured and victimized during 1979-85)

2. Compensation for Airport Land Acquisition:


Payment of Rs 1 lakh as compensation to each of the 1,263 garden families of Doloo TE as a
goodwill gesture for their cooperation in the development work of Greenfield Airport at
Silchar.

3. Assam government will be settling all the 1037 indigenous landless families as per
Project Sadbhavana whose applications were pending since 1992.

4. Rs 700 crore Relief Package for Hindustan Paper Corporation Employees.

Govt. to provide a relief package to all 1,100 employees of now-defunct Cachar and Nagaon
paper mills of Hindustan Paper Corporation Ltd (HPC).
Quantum of the relief package will be assessed based on PF, Gratuity, pension, salaries and
other dues as Claimed admitted before the liquidator.
Govt. jobs will be provided to the youngest 100 employees/ workers of HPC.
Doctors, paramedical staff will also be accommodated in Govt. jobs.

B. New Companies / New Directorate formed:

1. A New Joint Venture company has been formed between Govt. of Assam and National
Dairy Development Board (NDDB) with 50:50 share and an initial share capital of 25 crore.

2. Assam Urban Infrastructure Development and Finance Corporation Ltd (a state


government company) to be formed to ensure smooth continuation of development,
financing and implementation of Urban Infrastructure Projects.

3. Assam Govt. will set up an Investment Holding Company in order to hold and manage the
portfolio of investments in oil, gas and fertilizer etc.

4. “Assam Agro-forestry Development Board” to be established for incentivising


farmers/growers to take up planting of trees in their land.

5. Assam State Organic Mission Agency (ASOMA) to be constituted with Mission Organic
Value chain Development, Assam and National Beekeeping & Honey Mission (NBHM),
Assam under its ambit.

6. Assam Health Infrastructure Development & Management Society to be formed for


Strengthening Health Systems and Excellence of Medical Education in Assam.

7. Super-Speciality Hospital (Cardiothoracic and Neurosciences Centre GMCH) Society to be


formed.

8. Indigenous and Tribal Faith & Culture department approved with three directorates
under it:
1) Directorate of Archaeology
2) Directorate of Museum
3) Directorate of Historical & Antiquarian Studies

9. Assam Inland Waterways Company Ltd (AIWCL), a fully-owned State Govt. company will
be formed.
Functions:
A. Establish, maintain and operate cost effective water transportation services within
Assam, including river cruises.
B. Develop & maintain all-weather ports, jetties, passenger terminals, etc.

10. Terminal & Riverine Infrastructure will be constructed at India’s first modern river
ferry terminal ‘Guwahati Gateway Ghat’ that will integrate connectivity & safe
communication in ferry ghats of Guwahati & North Guwahati along with boosting tourism
potential of the Brahmaputra.

11. A new Joint venture company named ‘Assam Rail Infrastructure Development
Corporation Ltd (ARIDCL)’ will be formed between Govt. of Assam (GOA) & Ministry of
Railways (MoR) under Companies Act, 2013. Here GOA to hold 51% share and rest 49% by
MOR. This company will help in boosting rail network in Assam & ensure speedy
implementation of ongoing projects as it will identify projects, prepare PR & work out
possible financing avenues.

12. Climate Change science and Technology Department renamed as Science Technology
and Climate Change Department.

13. For Improving Civic Utility Services in Guwahati Assam government Created a new
company named ‘Guwahati Utilities Co Ltd’ in order to augment civic utility services such
as maintenance and provision of street lights, maintenance of roads and by-lanes, garbage
collection, etc.

14. Industry status granted to the Tourism sector.

15. Automated Vehicle Testing Stations (ATS) to be set up by Assam State Transport
Corporation (ASTC) on Govt. & ASTC land for conducting Fitness Test of vehicles.
8 ATSes to be set up in PPP mode on BOOT (Build Own Operate and Transfer) and revenue
sharing model.

C. MOU Signed by Assam Government:

1. Assam Govt. has signed MOU with NLC India Ltd, a Navratna enterprise and set up a Joint
Venture Company (JVC) for generating 1 GW plus solar power on Govt. land.

2. Assam Govt. in association with IIT Guwahati will set up a new Multi-super speciality
hospital at IIT Guwahati Campus in North Guwahati.

3. Environment & Forest Department, Assam and Agence Francaise de Development,


France has signed an MOU for the Indo-French Park Partnership. (Give boost to forest
conservation)

4. Assam Govt. created a Venture Capital Fund worth Rs 200 crore via an MoU to be signed
between SIDBI and AIDC Ltd.

5. In order to facilitate E-auction of minerals, Assam Govt. approved the appointment of


SBI Capital Markets Ltd as transaction adviser on nomination basis.

6. A Joint Venture between Assam Power Distribution Company Limited (APDCL) and
ONGC Tripura Power Company Ltd with equity participation in the ratio of 51:49 for
development of a 250 MW Solar Power Plant with Battery Energy Storage System.

7. In order to transform Kaziranga National Park into an all-season tourism destination and
generate substantial employment opportunities land to be allotted to Tourism dept that is
the Assam Tourism Development Corporation and an MoU to be signed between Indian
Hotel Company Limited and Assam Tourism Development Corporation for setting up of
two hospitality projects at Hatikhuli (Golaghat district) and Kellyden (Nagaon district).

D. New Rules/ Law/ Amendment/ Acts/ Bills:

1. In order to boost millet output Assam Govt. has set up of Assam Millet Mission (AMM)
over a period of 7 years from 2022-23 to promote millet cultivation.
The decision has been taken as millets are considered nutri-cereals and can be utilized for
increasing nutritional status of children.
Objectives:
A. Incorporation of millets under Mid-Day Meal scheme (now renamed as PM-POSHAN
under Axom Sarba Siksha Abhiyan Mission).
B. Supply and awareness generation of millets and millet-based products to be taken up in
districts along with Integrated Child Development Services (ICDS) districts.

2. Assam State Food Security Rules, 2022 to be framed as per provisions of National Food
Security Act, 2013.
Benefits:
A. Setting up of Internal Grievance Redressal Mechanism.
B. State Govt. to be empowered to constitute a State Food Commission with headquarters
at Guwahati.
C. Social Audit on functioning of Fair Price Shops under Targeted Public Distribution
System (TPDS).
D. Formation of Vigilance & Monitoring Committees at 4 levels such as State level, District
level, Block level & FPS level.

3. Retirement Benefits for Anganwadi Workers:

One-time terminal/ retirement/ 60 years benefit in recognition of their services towards


women and children welfare.
Rs 4 lakh to Anganwadi worker serving at Anganwadi Centre
Rs 3 lakh to Anganwadi worker serving at Mini Anganwadi Centre
Rs 2 lakh to Anganwadi Helper working at Anganwadi Centre
Next of kin of Anganwadi workers to get the same benefit in case of death in harness.
50% benefits to workers serving minimum of 10 years on resignation or relinquishment of
service before attaining retirement age of 60.

4. Assam Govt. has made a new mandatory law and approved public procurement of all
goods and services available in GeM (Government E-Marketplace).

5. The Posts of Joint Director and Deputy Director of PNRD Department are to be re-
designated as Joint Commissioner and Assistant Commissioner respectively.

6. Assam Govt. made a new Protocol for Govt. functions/meetings that from now onwards it
will begin with state anthem and end with national anthem and only hand-woven gamosas
to be presented with traditional foods to be served to empower local self-help groups.

7. The License issued to PDS Retailers to be valid for 3 years.

8. Assam Govt. approved a bill "The Assam Direct Recruitment Commissions for Analogous
Posts in Class-Ill and Class-IV Act. 2021" that proposes to make special provision for
conducting common examination and selection of candidates for appointments to Class-Ill
& Class-IV posts in Govt. offices.

9. Assam Govt. approved a bill for amending Sonowal Kachari Autonomous Council Act,
2005 to increase the number of elected members from 26 to 33.

10. Assam Govt. to set up Assam State Food Commission to monitor and review
implementation of National Food Security Act (NFSA), 2013.

11. Assam Govt. has approved a policy in order to safeguard rights of employers &
employees that is Assam Industrial Relations Rules, 2021.

12. Assam Govt. amended The Deuri Autonomous Council Act, 2005 to increase the number
of seats from 20 to 26, whereby 22 members will be elected and 4 nominated by the Govt.
to give representation to areas /groups /communities not represented in the Council.

13. In order to increase Women Representation in Governance, Assam Municipal Act, 1956
has been amended to provide women reservation for 10 years to enable active women
participation in decision-making process and The Guwahati Municipal Corporation Act,
1969 amended to extend tenure of women reservation up to 10 years in direct elections to
posts of Councilors of the Corporation.

14. Approved a draft notification for delineation and recognition of 9 Animal Corridors to
the south of Kaziranga National Park.

15. Assam Govt. approved the draft Bill for creation of ‘State Commission for Safai
Karmacharis’ to ensure protection of Karmacharis' right and prevent employment of
manual scavengers.
Roles: Monitor implementation of Prohibition of Employment as Manual Scavengers and
their Rehabilitation Act, 2013.
Ensure generation of employment, beginning with 3 posts (2 nos. of Junior Assistants and 1
no. of Grade IV employee).

16. Assam Contingency Fund (Augmentation of Corpus) Bill, 2022 to permanently augment
the corpus of Contingency Fund from existing Rs 200 crore to Rs 2,000 crore to meet
exigencies like natural calamities, Covid-19 pandemic, etc

17. In order to remove hurdles for EWS candidates in getting government jobs and
admissions, the criterion of ‘built-up area of house’ Municipal Corporation/Municipal
Board Town Committee areas enhanced by almost double from current norms (1,000 sq ft
to 2,000 sq. ft & above).

18. Amendment of GMC Act, 1971


A) Govt. to be empowered to increase the number of wards through official gazette
notification.
B) Formation of a Staff Selection Committee for speedy recruitment to vacant posts in
Guwahati Municipal Corporation.

C) Introduction of new subjects like "acquisition of modern machinery" for drain cleaning,
establishment, and maintenance of electric & gas-based cremation grounds.

19. Assam Motor Vehicle Taxation (Amendment) Bill, 2022 approved to reduce greenhouse
gas emissions & streamline existing taxation regime by incorporating Green Tax on older
vehicles
Highlights:
One-time tax (OTT) by replacing existing slab system with reduction of 1% Motor Vehicle
Tax from existing rate of taxes for personalized 4-wheelers where mode of payment is in
two slabs.

20. For Regulating the Cinema Business Assam Govt. Approved the re-fixing penalty for
contravention of The Assam Cinemas (Regulation) (Amendment) Act, 2005 from the
current Rs 5,000 to Rs 10,000.

21. In order to conduct Smooth Prosecution matters Assam Government Established a


Directorate of Prosecution consisting of a Director of Prosecution and as many Deputy
Directors of Prosecution.
This will streamline functioning of Public Prosecutors, Additional Public Prosecutors,
Special Public Prosecutors and Assistant Public Prosecutors and minimise the lapses
during prosecution.

22. In order to Strengthen Criminal Justice Delivery Assam government approved a Code of
Criminal Procedure (Assam Amendment) Bill, 2022.
It proposes to amend certain provisions relating to establishment of a Directorate of
Prosecution and also a Cadre of Prosecutors, i.e., Public Prosecutors, Addl. Public
Prosecutors, Special Public Prosecutors and Assistant Public Prosecutors.

23. Assam Motor Vehicle Aggregator Rules, 2022 to be introduced with the following
objectives:
Allow integration of motorcycle taxis to the aggregators (including non-transport
motorcycles).
Regulate the business being conducted by such aggregators in Assam.
Enhance shared mobility in the city by encouraging vehicle pooling.

24. Amendment of Assam Motor Vehicle Rules, 2003 to empower designated officers to
auction off vehicles seized, impounded & detained under various motor vehicle offenses.

25. The Assam Shops and Establishment (Amendment) Bill, 2022' in the ensuing Assembly
session to improve working conditions of workers.

It Aims to Eliminate licencing bureaucracy, improve working conditions, create more


employment opportunities and provide a favorable environment for doing business in
Assam.

Objectives
Introduction of concept of Facilitator (Inspector to play an advisory/facilitator role).
Introduction of concept of self-declaration and self-certified documents by employers for
registration of shops & establishments.
Issuance of labor identification card number to employer.
Establishments with 5 or more workers to be registered under the Act.
Prohibition of discrimination against women workers with regard to recruitment,
promotion, transfer and wage.
Identity card to workers.
Welfare provisions to workers like crèche facilities, first aid, canteen, etc.

E. Education Policies:

1. Approval in establishment of National Forensic Science University (NFSU) Assam


Campus in 2022.
Benefits: (A) Contribute to capacity building in Forensic Science. (B) Create a force of
skilled Forensic experts.

2. Teachers Eligibility Test (TET) certificates validity to be extended for lifetime.

3. Guest faculty is to be engaged in Elementary & Secondary government, provincialised


and other government schools for a service period of one year. The Guest faculty can be
engaged by alumni associations, NGOs, etc.

4. Assam Govt. made a new law that the Death anniversary of Gopinath Bordoloi on August
5 to be observed as Karmachari Divas.
Non-gazetted employees - 5 from each district and 10 in state level - to be awarded on the
occasion with 1-year service extension after retirement.

5. Assam Govt. made a new law that the Death anniversary of Deshbhakta Tarun Ram
Phookan on July 28 to be observed as Deshbhakti Divas across the state.

6. Four new Forensic laboratories has been set up in the state.

7. New Medical Colleges:

A. Charaideo district.
B. Bongaigaon Medical College, Bongaigaon district.
C. Tamulpur Medical College & Hospital in Tamulpur district.
D. Kokrajhar Medical College & Hospital
E. Tinsukia Medical College & Hospital
F. Nagaon Medical College & Hospital
G. Medical Colleges & Hospitals at Dhemaji
H. Medical Colleges & Hospitals at Morigaon.
I. Medical Colleges & Hospitals at Golaghat
J. Biswanath district.
K. Second medical college at Guwahati is Pragjyotishpur Medical College

8. Bongaigaon College to be upgraded into a university.

9. A Youth Commission to be set up for training youth to pursue higher education and
explore employment opportunities.

10. Mising Language & Cultural Research Centre, Gogamukh, Dhemaji was set up in 2005
for promotion & preservation of Mising language and culture.

11. A new Directorate of Indigenous and Tribal Faith and Culture, Assam and its
subordinate offices has been created.

12. Rani Ma Gaidinliu Sanskriti Bhawan to be constructed in order to promote unity among
citizens and for that assam government allotted land 8.02 acre at Basistha under Beltola
mouza.

13. An autonomous registered society named Assam State Space Application Centre
(ASSAC) to be set up under the Science, Technology and Climate Change Department.

14. MBBS/BDS Seats reserved for Tea Garden communities are proportionately divided
between Brahmaputra Valley & Bark Valley.
Brahmaputra Valley- 18 MBBS, 2 BDS
Barak Valley- 6 MBBS, 1 BDS

15. 13 new Adarsha Vidyalayas to be set up in order to increase coverage of schools and 97
Model Schools to be established in order to improve education in tea garden areas.

16. Dhubri Civil Hospital to be upgraded to Dhubri Medical College and Hospital.

17. Degree, diploma issued by Government approved distance learning institutes to be


considered on par with on-campus courses for Government jobs.

18. Adarsh Vidyalaya Sangathan to be created under the chairmanship of Chief Minister
with the Minister of Education as its vice-chairman. One Adarsh Vidyalaya to be established
in each assembly constituency

19. Names of highest state civilian awards:

20. To commemorate the death anniversary of Lokpriya Gopinath Bordoloi on 5 August,


will be observed as Lok Kalyan Divas.

On that day 5 non-Gazetted employees in each district and 10 non-Gazetted employees at


State level (except teachers) will be awarded as Best Employees on that day. Award to
include a citation, cash prize of Rs 25,000 and grant of extension in retirement age by 1
year, i.e. until 61 years.

21. Dual medium of instruction (introduce English medium without abolishing Assamese or
vernacular medium) to be introduced from Class VI to XII in Assamese and vernacular
medium schools under the State Govt. Five to ten schools in each district shall be identified
for introducing dual medium and number of such schools shall be increased gradually
depending on the outcome of the move.

22. From academic year 2023, Mathematics and Science to be taught in English from Class
Ill in all Govt. & provincialised Assamese and other vernacular medium schools and
accordingly the books will be in English.

23. Geography and History to replace Social Studies as compulsory subjects in school
curriculum.

24. To ensure gender equality, all schools under the State Govt. have Co-education facilities
except for a few girls' schools with long history and traditions.

25. Assam Complex to be built at Tiware village in Raigarh district of Maharashtra that will
include a namghar, a museum, a guest house and a conference hall by Srimanta Sankardev
Kalakshetra Society.

26. 'Hajong Tortoise Lake Biodiversity Area' in Dima Hasao and "Borjuli Wild Rice site' in
Sonitpur district will be the new 2nd and 3rd Biodiversity Heritage Sites (BHS) under Sec 37
of Biological Diversity Act, 2002. These two will be in addition to the existing BHS in Majuli.

27. 34 Polytechnics and 43 Government ITIs to be upgraded as Centre of Excellence in


association with Tata Technologies Limited.

28. In order to provide guidance to the talented/ meritorious students in the age group 13-
18 years or classes IX-XIl from 2022-23, AROHAN programme has been launched.
Features:
A. A mentor-mentee programme.
B. AROHAN to cover 4,375 students from secondary classes of Govt. Schools/
Provincialised Schools, Adarsha Vidyalayas and Kasturba Gandhi Balika Vidyalayas.
C. Selection of boys and girls to be in the ratio 50:50
D. Each mentor can take responsibility for up to 5 mentees.

29. Approved “The Assam Elementary and Secondary School Teachers (Regulation of
Posting and Transfer) Rules, 2022” to rationalize the process of transfer of teachers. It will
facilitate intra-district, inter-district and mutual transfers of Elementary, Secondary, SSA
teachers as well as teachers of Govt. educational institutions in online mode via a transfer
portal.

30. District Day to be observed by all districts on the date of notification for district
creation. If the notification is not available, the date of joining of the first DC to be observed
as District Day.

31. New Forensic Laboratories will be built at the:


A. Assam Medical College & Hospital, Dibrugarh
B. Silchar Medical College & Hospital
C. Tezpur Medical College & Hospital
D. Bongaigaon Civil Hospital

32. Approval new set of statutes:


Madhabdev University - Narayanpur
Bhattadev University - Pathsala
Birangana Sati Sadhani State University - Golaghat
Rabindranath Tagore University - Hojai

33. National Forensic Science University (NFSU), Assam campus is coming up.

34. Approval to setting up of Cachar Wildlife Safari cum Zoo at Dholai, Cachar.

35. Deployment of Automatic Number Plate Recognizing (ANPR) system on NH-37 that
divides Kaziranga National Park.

36. Implementation of a web-based E-chalan system.

37. Setting up a Drivers & Conductors Training School, Betkuchi, Guwahati.

38. National Institute for Automotive Inspection Maintenance & Training (NIAIMT), Silchar
center.

39. Bhumiputra Scheme:


In order to provide caste certificates to SC/ST/OBC/MOBC applicants in a simplified
manner.
Major components:
a) Single application form for all castes to ensure a uniform & simplified procedure for
issuing caste certificates.
b) Caste certificates to be issued digitally and stored in Digi locker.

1. If the father's caste certificate is enclosed & found genuine, the certificate will be issued
instantly.
2. However, if any enquiry is required, it must be completed within 30 days and extendable
by another 15 days in exceptional cases with due justification.
3. Details of all certificates issued will be available for public view.
c) Special drive for issue of caste certificates.
1. Will cover students of Class IX-XII in initial years
2. DC will get application forms printed and distributed through principals/headmasters.
3. The issued certificates will be distributed through principals/headmasters.

40. Related to Sportsman:

a) Arjun Bhogeswar Baruah's birthday on September 3 to be observed as Sports Day.

b) Regular Sports Pension for sportspersons/organizers/ technical officials raised from Rs


8,000 to Rs 10,000.

c) Life time pension of Rs 10,000 per month to medal winners of national/ international
championships.

d) One time assistance of Rs 50,000 to medal winners who are in employment.

e) All National & Commonwealth Games medal winners to receive sports pension.

f) Grade I Govt. jobs for Asian, Commonwealth & Olympics Games medal winners.

g) Grade II Govt. jobs for recognised World Championship medal winners.

h) Grade III Govt. jobs for National Games medal winners.

41. Assam Forensic Science Laboratory Service Rules, 1985 to be amended to include
degree in Forensic Science with specialization in concerned subject as minimum
qualification for each division of Directorate of Forensic Science.

42. Two Government Colleges at Selenghat and Dergaon

43. Club Road, Jorhat to be preserved as a heritage road.

44. A new Convention Centre will come up at Jorhat.

45. In order to support district administration in efficient programme implementation,


policy reforms, and improvement of Human Development Indicators Assam government
approved Chief Minister's Young Professionals Programme (CMYPP) and MoU has been
signed between IIM-Bangalore and Govt. of Assam to conduct the Programme.

CMYPP is a programme for immersion of young professionals from varied backgrounds at


the grassroots level of society for 2 years to work with the district administration.

Under the CMYPP, 2 Young Professionals (YPs) will be placed in each of the 35 districts in
Assam, with a focus on three areas Education, Health and Women & Child Development.

46. Removal of Optional Subjects from Combined Competitive (Mains) Examination to be


conducted by Assam Public Service Commission (APSC) to do away with discrepancies in
difficulty level of question papers of different Optional Subjects.

47. In order to boost the handloom sector, administrative approval was granted to
establish the College of Sericulture at Titabar, Jorhat.

F. Security Decision:

to magistrate to take cognizance of offenses under Sections 53, 54, 55, 61 or 61-B of the
Assam Excise Act, 2000 by amending Section 69.

5. Armed battalion personnel from Constable to Sub-inspector rank staying in Battalions to


get one month compulsory leave to visit their homes but those living with their families in
quarters will get 10 days.

6. Five new Assam Police battalions to be raised

11. Reconstitution of Thana-level Nagrik Committees:


Assam Govt. approved reconstitution of Thana-level Nagrik Committees to provide a
platform for coordination between the police and public.

A committee to comprise:

3. Ex- officio members: a) Circle Officer, b) Block Development Officer, C) Senior-most

the proposal to set up the first drone pilot training school in Tech City, Guwahati after

13. Assam cabinet approved ‘Assam Police (Amendment) Bill, 2022’ that will look into
establishment of District Accountability Authority in each Police District/group of districts
in a Police Range to further ensure accountability of the police and to enquire into cases of
complaints of serious misconduct against police personnel.

14. Assam Police is setting up of a division headed by a SP rank officer in the CID
headquarters for monitoring heinous crimes against women and children and setting up of
special cells for women at 11 districts in collaboration with Tata Institute of Social Sciences
with an aim to provide legal and psychological counseling to women victims.

15. Assam Police Inaugurated the first-ever online Forensic Science Laboratory (FSL)
system in India which is an online process for downloading e-FSL reports.
(India's first eFSL report downloading system developed by CID, Assam Police)

G. Administrative policies:

1. Creation of a new Sissi Tangani Tribal Belt in Dhemaji district with 89 revenue villages.

2. Silchar Municipality to turn as a Municipal Corporation after delimitation.

Keeping in view the population growth in existing Silchar and Dibrugarh municipal Board
(MB) areas, the MBs to be upgraded to Municipal Corporations in order to increase the
fund flow of these towns with enhanced services.

replacing paper ballots with EVMs to ensure transparency and efficiency in elections.

6. Police verification not necessary for those selected for appointment in State government
jobs. Candidates have to submit only a notarised affidavit, appropriate steps to be taken in
case of misrepresentation of facts.

7. Reservation for specially-abled candidates in Government jobs to be increased from 3%


to 4%.

8. Approval to formation of financial committees:

A. Departmental Finance Committee to sanction projects up to Rs 2 crore.


B. Standing Finance Committee headed by Chief Secretary to sanction projects of Rs 2-10

11. Assam Technical Education Service Rules, 1981 will be amended to empower the

the rules in Technical Institutes under Higher Education Dept.

12. 4% reservation for Persons with Benchmark Disabilities in direct recruitment to Grade
I, I, III & IV posts.

Jeevan Dhara: Rs 1 per unit for consumption of maximum 45 units a month.
LT Domestic-A: Rs 0.75 per unit for consumption of maximum 120 units a month.
It will benefit around 60 lakh households across Assam.

35. To Improve access to quality tertiary level healthcare, Assam Govt. approved “Assam
Health System Strengthening Project” funded by Japan International Cooperation Agency
with an estimated budget of Rs 3,800 crore.

Project components:
A) Super speciality wing in 6 medical colleges - Silchar, Tezpur, Jorhat, Barpeta, Diphu &
Lakhimpur.
B) Infrastructural improvement in 6 district hospitals - Silchar, Udalguri, Hojai, Hailakandi,
Darrang & Dima Hasao.
C) Construction of Swasthya Bhawan - an administrative center for dedicated training-cum-
monitoring.
D) Development of Hospital Management Information System for hospitals.

36. The concept of Revenue Town has been abolished. All Revenue Towns will be treated as
rural areas for the purpose of land revenue. Except the district headquarters and a few
other important towns, the periphery of all other towns will be treated as rural area and
land premium, etc, will be fixed as per notified rates of rural area.

37. For ease of doing business, no trade license will be required for running any
commercial institute, except brick kilns, liquor shops, hospitals, schools and other
industries with heavy pollution.

38. License of PDS Retailers to be valid for 3 years.

39. Streamlining and solving the Pension Procedures for retired persons:

a) Kritagyata portal has been developed in order to process all pension cases and for
matters related to pay fixation.
b) Pension Seva Kendras to be set up by AMTRON in district offices of the Education
Department with installed facilities like scanners, etc. Pension Seva Kendras to be set up by
AMTRON for cases of other Govt. Dept employees.
c) District offices and HoDs like Principals of colleges to be authorized as respective District
Authorities for sending pension papers through Kritagyata portal.
d) All District Authorities/HoDs/competent authorities to start processing pension
proposals within one year of retirement.
e) Notification to be issued for simplification of procedures for commutation of pension
within one year of retirement.

40. More financial authority to departments for faster execution of projects:

a) Schemes up to 2 crore to be approved by a departmental committee headed by Dept's


Commissioner
b) Schemes of 2-25 crore to be approved by a Standing Finance Committee headed by Chief
Secretary in a meeting to be held every Friday.
c) Schemes of 25-100 crore to be approved by the Special Standing Finance Committee
headed by the Finance Minister in the meeting. Department's Commissioner to be Member
Secretary of the Committee.
d) Schemes above Rs 100 crore: Proposal to be approved in Cabinet meeting.
All approved proposals to be directly sent to the Finance department.
Regular schemes of departments to be directly approved by the Minister and need not be
sent to the Finance department.
Directors/Chief Engineers to be empowered to send ceiling to Finance department directly
instead of routing it through depts concerned.

41. In order to fix a new tenure and to provide protection to the tenure of existing Ward
Commissioners elected pursuant to the general election to the Municipal Boards so that
upgradation of Municipal Board to Corporation is carried out smoothly Assam Govt.
approved Assam Municipal Corporation (Amendment) Bill 2022.

42. For providing affordable housing to citizens while ensuring decongestion of Guwahati,
Assam Govt. approved a new Satellite Township in 550-acre land of erstwhile Nagaon
Paper Mill, Jagiroad (along with fringe area).

43. Villages of Dakhin Ahotguri Gaon Panchayat under Majuli Development Block to be
transferred from the jurisdiction of Majuli district to Golaghat district for administrative
convenience.

44. Assam (Services) Pension Rules, 1969 to be amended to ease the hardship faced by
unmarried dependent daughter of pensioner in availing family pension and to ensure
apportionment by the unmarried daughter to all other eligible siblings like minor son,
disabled child, another unmarried dependent child.

45. As a gesture of gratitude to Ex-servicemen for their service to the nation, amendment
bills for Guwahati Municipal Corporation Act, 1969 and Assam Municipal Act, 1956 to be
tabled to exempt Ex-servicemen/widows from paying property tax.

46. Assam Govt. approved the identification of 5 Assamese Muslim sub-groups - Gorias,
Moriyas, Jolhas, Deshis and Syeds - as indigenous Assamese Muslim communities in line
with the recommendation of 7 sub- groups/Committees constituted by State Govt.

47. Jeevan Dhara and Domestic- A consumers Subsidy package in electricity.


Subsidy for consumers under Jeevan Dhara category on energy charge for consuming 1.5
KWh/day i.e. 45 units in a month at Rs 1/unit and Subsidy for consumers under Domestic-
A category on energy charge for consumption up to 120 units in a month at Rs 0.75/unit.

48. Approval to implementation of Smart Metering in APDCL under Revamped Distribution


Sector Scheme.

49. Assam Model of Mission Amrit Sarovar:


It seeks to introduce a source of water for small and marginal farmers and income
generating assets by integrating pisciculture and commercial plantations.

A. 3,007 Amrit Sarovars to be constructed with cost of Rs 1,208 cr and to be completed in


all respects by August 15, 2023.
B. Minimum 75 Amrit Sarovars to be constructed in each district with minimum size of 1
hectare. In Kamrup Metro, South Salmara and Dima Hasao minimum size will be 1 acre.
C. Amrit Sarovars to be maintained by Cluster Level Federation of Women SHGs and
revenue earned to be shared with Panchayats or local bodies in Sixth Schedule areas in
75:25 proportion.
D. State Level Committee, District Level Committee, Block Level Construction Committee
and 2 dedicated Prabharis for each Amrit Sarovar to be positioned. Panchayat Pratinidhi
and Panchayat Level Officer to be designated as per Mission guidelines.
E. Exclusive bank account to be opened which shall be operated by Commissioner, P&RD
for the Mission. Bank account to be operated as SNA and it will serve as the mother account
for all districts.

H. Subject matters related to Tea:

1. Issuance of Assam Taxation (On Specified Lands) (Amendment) Ordinance, 2022 that
will enable the extension of tax exemption on green tea leaves for a further period of three
years from 1st January 2022 under the Assam Taxation (On Specified Lands) Act.

2. Presidents and General Secretaries of Central and District Committees of Chah Janajati
Jatiya Sanmilan to issue OBC/MOBC certificates to Tea & Ex-Tea Garden communities &
countersigned by respective DCs/SDO(C)s.

3. In order to Improve Healthcare in TEs, Rs 154 cr approved for 'Free Drugs &
Consumables' scheme for 2021-22 to NHM, Assam to ensure free availability of essential
drugs to hospitals in tea garden areas.

4. Approval to rationalization of Zonal valuation and fair compensation of acquisition of tea


land.

Rationalization of Zonal valuation involves:


A. Determination of zonal value for tea land by averaging the sale price of tea land on the
basis of registered sale deeds of preceding three years in the district.
B. If registered sale deeds of preceding three years are not available, registered sale deeds
executed for nearest available tea gardens in other district may be taken into consideration.
C. Determination of 10% of zonal value of nearest agricultural land as a 'floor value'.

Fair compensation for acquisition of tea land involves:

A. Amendment of Assam Right to Fair Compensation and Transparency in Land Acquisition,


Rehabilitation and Resettlement Rules, 2015.
B. This will equate Tea Garden lands with lands located in urban areas for the purpose of
determination of multiplication factor to calculate the compensation payable when tea
lands are acquired for public purposes.
C. Tea garden workers (both permanent and temporary) to be eligible for receiving 10% of
the compensation amount payable to the tea garden towards acquisition cost of the land.

5. Hike in wages of Tea Garden Workers.

Environment:

1. Empowering the Farmers and Forest-dwelling Communities of the State by

a) Approving the new amendment of Assam Forest Regulation, 1891 in order to assign
selected forest areas to forest-dwelling communities for conservation & livelihood
Opportunities.
b) Approving the amendment of Transit Rules of Assam Forest Regulation, 1891 in order to
exempt certain species of trees from requiring certification from the Forest Dept. for felling
& transit purposes such as mango, black berry, jackfruit, eucalyptus, agar species,
sandalwood, bamboo, poplar, leteku, paniol, guava, black wattle, casuarina, rubberwood

tree, palmyra palm, areca nut, cashew nut, coconut, Israeli babool, citrus species, subabool,
false Ashoka, tamarind, ahat and silver oak.
c) Approving the Amendment of Assam (Control of Felling and Removal of Trees from Non-
Forest Lands) Rules, 2002 by inserting Rule 3.8. Under this, 25 species to be exempted
from obtaining felling permission from Forest Dept.

2. New Rules of urea distribution:


New SOP for fertilizer-urea administration to streamline its administration, especially urea
that is a controlled item under Essential Commodities Act, 1956 and prevent leakage &
black marketing.

Highlights:
a) Small tea garden associations, FPOs & farmer cooperatives to be provided retail licenses.
b) Incentive of Rs 20 per bag to be provided to retailers as dealer margin from State Govt.
c) Assam State Agricultural Marketing Board (ASAMB) will be the sole wholesaler
supporting retailers without financial capacity to make advance deposits to companies.
d) Eliminate urea wholesalers from distribution channel to ensure secondary freight
subsidy & dealer margin go directly to retailers, making urea available to farmers at
notified price.

3. Ending Single-use Plastic Policy:

1. Assam Cabinet approved a Comprehensive Action Plan to eliminate single-use plastics.


2. It also laid down a plan for development of alternatives and scientific disposal of plastic
wastes.
3. Departments of Revenue & Disaster Management, Industries & Commerce, Science &
Technology, Urban Development and Environment & Forest will together prepare a
roadmap in this regard.

What Plan seeks to ban?

a. Plastic carry-bags less than 75 microns in thickness with effect from September 30, 2021
and carry-bags less than 120 microns in thickness with effect from December 31, 2022.
b. Earbuds with plastic sticks, plastic sticks for balloons, plastic flags, candy sticks, ice-
cream sticks, polystyrene (thermocol) used for decoration.
c. Plates, cups, glasses, cutlery like forks, spoons, knives, straw, trays, wrapping or

packaging films around sweet boxes, invitation cards, and cigarette packets, plastic or PVC
banners less than 100 micron, stirrers.

4. In order to boost Environment Conservation the Cabinet decided that for every tree
felled for any road project in non-forest areas, 10 new trees would be planted to boost
green cover in the state. This is basically a policy of compensatory plantation of trees felled
on non-forest land for infrastructure projects. All Divisional Forest Officers (Territorial) to
finalize demand for plantation of trees in 1:10 ratio - planting 10 trees for every felled tree
- in non-forest areas.
