GOOD SAMARITAN COLLEGES

Brief History:
It isn’t every day that an Austrian-trained doctor opts to go back to the previous of his
birth to spread his expertise there. Vienna was where Dr. Peregrin P. De Guzman, Sr., EENT
finished his medical degree, making him one of the first foreign-trained medical specialists in
Nueva Ecija. Despite the lure of offers to practice medicine in Manila, Dr. Peregrin’s heart lay in
Cabanatuan City and in the regions of the North. In his early days, patients from as far as
Isabela province flocked to his clinic for care.
In 1973 upon his retirement, along with his business-savvy wife, Catalina Tinio-De
Guzman, Dr. De Guzman founded the GOOD SAMARITAN COLLEGES (GSC) first as a school of
midwifery with only 90 students at that time. In 1977, the nursing program that would become
this school’s flagship followed.
In compliance with the law then stating that a college of nursing must have its own
hospital, the couple set up the Nueva Ecija Good Samaritan Hospital, Inc. (NEGSHI). Even after
the law was abridged, the couple noted that NEGSHI was not only serving the community but
had also become a premium training ground for their students. It was 1978 when the NEGSH
was inaugurated.
The GSC Integrated School was established in School Year 1979-1980 in order to answer
the need to provide quality primary and secondary education. In 1992, GSC opened its
elementary department with 56 students and 5 teachers. It received its government recognition
in 1994, and graduated its first batch in 1995. The Good Samaritan Colleges Grade School
applied for initial accreditation in 1996 and was granted Level 1 status. Level II status was given
in 1998.
The Pre-School Department was opened on June 16, 1980. There were two teachers
under the supervision of the Director of the Pre-School Department. In 2002, the preschool
became integrated with the grade school and high school program of GSC. Prof. Vicenta
Marcelo became the principal of the GSC Integrated School in 2003. The school followed the
BEC program of the DepEd which was adopted SY 2002-2003. It enriched its course offering by
integrating the Accelerated Reading Program of EduQuest, by using IT in its presentation of
lessons. Presently the school is implementing the K-12 Curriculum.
The next 16 years saw GSC expanding to include several health care courses, such as BS
Radiological Technology (1985), Associate in Pulmonary Therapy (1989), BS Physical Therapy
(1993), BS Medical Technology (1993), BS Computer Science (1995), BS Respiratory Therapy

(2000), Caregiver Course (2001) and BS Education: BSEd and BEEd (2002), BA Communication
(2007), BS Travel Management, BS Hotel and Restaurant Management (2009).
Today, celebrating more than forty years in the industry, GSC is consistently striving to
live up to the ideals of compassion, competence, and commitment and is continuously
improving its programs, facilities, and services to best cater to the needs of its students and the
community at large.

Library

Introduction:
The library is a vital teaching and learning environment in the community. It is
considered as the heart of an institution and every educational advancement depends on its
resources. A library is a must in every institution of learning.
It is not a mere storehouse of books and other informational materials but it is a
dynamic instrument of learning. Students' learning outcomes are enhanced through the proper
acquisition and organization of information resources, the dissemination and circulation of
learning materials, and collaboratively planned programs to integrate information and digital
literacy.
Student’s success in today’s society depends on their ability to use information and
communication technologies, to access, evaluate, synthesize, and present information to
develop an understanding of the world in which they live and ultimately work.
For this, a Librarian and/or Library Assistant plays a significant role in contributing to
the development and delivery of the school’s teaching and learning program through the
distinct and overlapping roles of curriculum leader, information specialist, and information
services manager. It is important to implement the vision of the school community through
advocating and building effective library and information services and programs that address
the curriculum needs of the school and support the literacy development of every student.

Mission and Objectives of the Library

MISSION

The GSC Library aims to develop and provide a balanced library collection that is
relevant and responsive to the needs and demands of the college and the community as a
whole.

OBJECTIVES

1. To acquire books and other library materials that support the instructional, research,
and extension services programs of the college.

2. Organizing the library collection ensure efficient identification, retrieval, and delivery of
information.

3. To provide a variety of services that support and enhance the instructional, research,
and extension capabilities of the institution.

Introduction

A staff is used to give knowledge about the objective of the library to the staff
members and to inform them about their duties and responsibilities. Hence, the handbook that
contains the information on the activities, functions, and policies of the departments and
sections of the library, rules and regulations of the library, objectives of the library, expected
duties and responsibilities of its staff, etc. is called the staff manual. The staff manual also helps
in coordinating different activities and in preventing any mistakes on the part of the staff
members due to their inadequate knowledge or ignorance of the procedures of the library.

Categories of Staff
The staff in the library may be divided into the following categories:

LIBRARY PERSONNEL’S DUTIES AND RESPONSIBILITIES


A. Head Librarian:

1. Supervises the library personnel ensuring that they will function effectively and
efficiently in their respective areas of responsibility;

2. Enforces academic organization and discipline among her staff;

3. Evaluate the performance of the library personnel and provide them with feedback
on their areas of strengths and weaknesses;

4. Coordinates with Deans and Chairpersons in the acquisition of library materials,


references, learning aids, equipment’s, facilities and other needs;

5. Encourages and provides the library personnel with opportunities for professional
growth and development;

6. Reviews and renews the library manual as needed;

7. Participates in the screening, selection and placement of new employees in the


library;

8. Represents the Library in official and social activities of the College;

9. Approves assignments and schedules of staff

10. Consolidates and submits for approval the budget of the College Library;

11. Organizes, maintains and evaluates the adequacy, richness and recency of library
collections;

12. Submits periodic reports to the Vice President for Academic Affairs;

13. Performs other related functions as may be assigned to her by the Vice President for
Academic Affairs.

B. Library Coordinator:

1. Oversees the planning and implementation of the programs and projects of the
different sections;

2. Provides professional and administrative service to the Integrated Library as well as


the Integrated School Library as an officer assisting the college Head Librarian;

3. Prepares, posts, and sends to different colleges the lists of newly


acquired/catalogued materials;

4. Assists in planning and managing library operations;

5. Monitors the library users’ needs and wants through the development, monitoring
and continuous improvement of policies, processes and services;

6. Assists in managing the provisions of the collection of books, publications, on-line


databases, and other library materials in varied formats;

7. Assists in managing the provision of an updated and well-maintained collection of


library materials;

8. Participate in the inventory of library materials;

9. Prepares and consolidates monthly reports from all sections;

10. Acts as reliever to other sections;

11. Performs other duties assigned by the Head Librarian.

C. Technical Services:

1. Provides descriptive and subject cataloging based on the original cataloging system;

1.1. Determines the main entry;

1.2. Provides the title, subtitle, author/s, edition, place of publication, publisher,
date of publication, physical description such as total number of pages, size of
the book, etc. series statement, and notes;

1.3. Provides the subject of the books;

1.4. Provides the classification number.

2. Produces cards in card catalog (optional)

2.1. Types catalog cards;


2.2. Proof reads the cards;
2.3. File the cards at the card catalog;
2.4. Maintains library books database.
3. Does technical processing of book and other library materials;
3.1. Accession books;
3.2. Marks/stamps ownership;

4. Oversees the procedure and operation of the following:

5. Assists in preparing annual budget, particularly as it related to technical services and


needs;

Library Assistant:
 In-Charge, Reader’s Services:

1. Assists in charging and discharging of library materials in the section;

2. Assists clientele to locate materials needed;

3. Assists in enforcing policies with regards to charging and discharging of library


materials;

4. Does shelving and shelf-reading and arrange from time-to-time all materials in
the section;

5. Withdraws worn-out book/s for repair;

6. Repairs book/s with minor damage;

7. Assists in Circulation Desk;

8. Covers library materials;

9. Codes and encodes newly bound journals/ magazines in the library system;

10. Participates in the inventory of books;

11. Maintains and cleans the area of assignment;

12. Performs other duties assigned by the Head Librarian.

 In-Charge, Circulation Desk:

1. Performs library materials check-in, check-out, renewals and holds;

2. Issues billing for overdue fine;

3. Compiles statistics concerning library usage and book circulation and maintains
library records;

4. Carries out procedures for notifications for overdue books and other materials
and assures their return or replacement;

5. Creates patron registration, ID activation and maintains records of library


patrons;

6. Inspects returned books and materials for damage.

 In-Charge, Filipiniana and Theses Collection Section:

1. Charges and discharges Filipiniana and Theses materials;

2. Assists clientele in locating materials needed for research;

3. Enforces policies with regards to charging and discharging of Filipiniana and


Theses materials;

4. Does shelving and shelf-reading and arranging from time to time all library
materials in the section;

5. Receives and shelves newly cataloged books;

6. Records, prepares and submits statistical data for the attendance of borrowers
and utilization of library materials;

 In-Charge, Media Center:

1. Assists in installing, configuring and upgrading of operating systems and
software;

2. Assist in installing, assembling, and configuring computers, monitors, network


infrastructures, and peripherals such as printers, scanners, and related
hardware, pull cables and rewires or direct the rewiring of cables as required;

3. Troubleshoots problems with computer systems, including troubleshooting


hardware and software, e-mail, network, and peripheral equipment problems,
and makes repairs and corrections where required.

4. Keeps the audio-visual equipment such as television, LCD projectors, computers,


printers, digital cameras, DVD and CD players and microfilm readers operating
smoothly

5. Assists clients in surfing the internet and hands-on;

6. Prints, scans, and burns documents;

7. Records, prepares, and submits statistical reports on the usage of the multi-
media section to the Head of Reader’s Services;

8. Performs other duties assigned by the Head librarian.

 In-Charge, Serials Section

1. Does indexing and abstracting, assigns proper subject for the articles of the
journals;

2. Charges and discharges serial materials to client;

3. Organizes vertical clippings by selecting, cutting, pasting, assigning subjects,


updating, and sorting proper envelopes;

4. Assists students, faculty, and visitors to locate materials needed;

5. Shelves and files materials in proper places for easy retrieval;

6. Receives and records newly acquired serials materials;

7. Records and prepares statistical data for the attendance of the borrowers and
utilization of library materials and submits monthly reports;

8. Maintains cleanliness and orderliness of the Serial Section;

9. Participates in the inventory of library materials;

10. Performs other duties assigned by the Head Librarian.

 In-Charge, Reference Section:

1. Answers reference questions and queries involving research and service


reference materials;

2. Charges and discharges library materials;

3. Shelves library materials in the section;

4. Enforces policies with regard to charging and discharging of library materials;

5. Assists students, faculty, and visitors to locate materials needed for research;

6. Receives and files newly acquired reference materials;

7. Records and prepares statistical data for the attendance of the borrowers and
utilization of library materials and submits monthly reports;

8. Maintains cleanliness and orderliness of the Reference Section;

9. Withdraws worn-out book/s for repair;

10. Participates in inventory of library materials;

11. Performs other duties assigned by the Head Librarian.

 Student Assistants:

1. Responsible for assisting the library personnel in various functions to ensure an


efficient workflow and procedures.

Employee Conduct in the Library
In order for the library employees to work together productively, it is necessary for us to
have a common understanding. The library has guidelines to help staff, faculty, and students
better understand rules, and expectations when it comes to conduct.
1. There is no smoking in the library at any time.

2. For the preservation of the library materials and equipment, eating and drinking is
prohibited in the library, except in locations authorized as appropriate by your
Department/Unit Head.

3. To maintain an environment most conducive to our patron’s desire for quiet


concentration, and to assure staff attentiveness to the needs of users and colleagues,
the library will not use personal audio or video devices during library open hours.

4. Use of library equipment or services for personal or commercial purposes is not


permitted.

5. Physical violence or threat, and verbal abuse constitute unacceptable behavior in the
workplace. Violent or disorderly behavior by Library staff toward co-workers, library
patrons or others will not be tolerated and may result in discharge from employment.

6. Mutilation or theft of library materials or other school property is grounds for


immediate discharge.

Appearance and Grooming


The library provides service to faculty, staff students, and the general public. We are
committed to offering a professional level of response to all who inquire. It is expected that
employees will take pride in a neat appearance and maintain their dress in a manner
appropriate to their work.
The library bases concern for appearance in two assumptions:
1. The way we look is an important form of non-verbal communication.

2. When on duty, we represent the Library and the College to all those with whom we
interact.

Definitions of appropriateness in dress and grooming may vary from person to person, job to
job, and unit to unit. In some cases, there may be workplace safety considerations.
Employee Assistance Program
The library staff is entitled to different assistance programs offered by the school.
(Please refer to GSC Employee Handbook).
Vacation, Sick Leave, Other Leaves, and Health Plans
GSC offers its employees a comprehensive benefits package of Vacation Leave, Sick
Leave, Birthday Leave, Maternity and Paternity Leave, and Holiday Leave. The allowed number
of days for leave is stated in the GSC Employee Handbook and the eligibility for some of those
benefit plans depends on the employee's status and length of service in the company. GSC also
gives Medical and Dental benefits to its employees.
Staff Service Award
After 10 years of employment or more, the employee becomes eligible to receive a
service award as a grateful acknowledgment of their service with the company. The award is
given every year during the Foundation Week. The company also gives an award of Outstanding
Administrative Staff that shows exemplary excellence in work and is selected based on the
criteria agreed by the board of judges.
Career Development and Advancement
GSC offers assistance and allocates funding to the members of the Library who apply for
career development programs such as classes, seminars, conferences, and other training for its
career development and advancement.
Reduce Fee Enrollment Program
The Reduce Fee Enrollment Program is a special benefit available to career status
employee who have applied for educational benefits and wish to enroll in one of the school
programs. Employees approved for this program receives 50% discount on tuition fee.
Employees may also apply their child/s to receive Tuition Fee Discount.
