1. BACKGROUND
Long Son Petrochemicals Company Limited (LSP), the company has been established to
develop, construct and operate Vietnam’s first integrated petrochemicals complex located in
Hamlet 2, Long Son Commune, Vung Tau City, Ba Ria-Vung Tau province, Vietnam
The Long Son petrochemicals complex is being developed approximately 100km from Ho Chi
Minh City of Vietnam. It will extend across an area of 464ha, and an additional 194ha of
waterfront area for a deep sea port.
Long Son petrochemical complex details
The Project will be comprised of two (2) main components which consists of:
1) The complex is comprised of 02 main components and supporting units
• Olefins Plant
• Polyolefins Plants consists of:
- Linear Low Density Poly Ethylene (LLDPE) Plant
- Poly Propylene (PP) Plant
- High Density Poly Ethylene (HDPE) Plant
• Supporting Units
- Central Utility Plant (CTU) (contains a Steam Generation Unit and Water Plant)
- Tank Farm which will store feedstock, finished product, by-product and
intermediate product. The tank farm will include three floating roof tanks, nine
dome roof tanks, 12 spherical tanks and four double wall tanks.
- Offsite Facilities and Buildings included in the Common Facilities
2) The Seaport, which consists of the following components:
- Hydrocarbon jetties and raw material transfer pipelines used for importing
feedstock. The jetty berths one and two will be designed to accommodate vessels
with a carrying capacity ranging from 1,500DWT to 20,000DWT and from
5,000DWT to 100,000DWT.
- Construction Jetty for importing heavy weight and oversized equipment
2. LEGAL REFERENCE AND PURPOSE OF THE PACKAGE
Pursuant to the Decree no. 06/2013/ND-CP on the security staff at organizations and
enterprises dated January 09, 2013. This Decree specifies the functions, tasks,
entitlements, organization, activities, regimes, and policies applicable to the security staff
at state agencies, enterprises, political organizations, socio-political organizations, socio-
political-professional organizations, socio-professional organizations, and social
organizations established within Vietnam’s law.

To protect LSP’s business premises from vandalism, theft, and other threats to LSP’s
property or employees and create a secure environment for LSP’s employees, customers as
well as assets. LSP Company plans on outsourcing a Security Service Provider to perform
the above tasks. Along with that, LSP has provided evaluation criteria in this Scope of Work
for selecting an eligible Security Service Provider.

3. APPLICABLE STANDARDS
The applicable standards for this security plan are as follows:
• International Finance Corporation (IFC) Performance Standard (PS) 4: Community
Health, Safety, and Security, 2012 and the corresponding Guidance Note;
• International Ship and Port Security Code (ISPS Code)
• Circular 45/2009/TT/BCA dated 14 July, 2009
• Decree 96/2016/ND-CP dated July 1, 2016
• Community Grievance Management Plan (CGMP, Ref: LSP-1S03-0001)
• Project Induced Influx Management Plan (PIIMP, Ref: LSP-1S01-0004)
• Worker Accommodation Management Plan (LSP-1S01-0004)
• Worker Training Management Plan (LSP-1S01-0003)
• Emergency Response Plan (LSP-1S01-0002)
• LSP Human Resources Policy (LSP document reference forthcoming).

4. SCOPE OF WORK FOR SERVICE PROVIDER

The Security Service Provider’s scope of work shall include but not limited to the followings:
• Providing sufficient and eligible manpower; equipment; materials; efficient control
systems for execution of the LSP’s Security Plan for protecting it’s business premises and
employees during the operation phase.
• Carrying out all required security control activities as in the LSP’s Security Plan and
ensure that the operation are maintained incessantly on a basis of 24 hours per day and
7 days per week.
• Ensuring the quality of security team’s performance meets with LSP’s security
standards.
• Maintaining close contact with LSP’s HSSE Manager and follow his instructions.

5. GENERAL REQUIREMENTS
• Security Service Provider warrants to have understood and shaIl comply with all laws
and regulations in force in the Socialist Republic of Vietnam relating to the provision of
security service.

• Providing recommendations or advice to LSP for all matters related to security


management.
• Preventing security risks and take measures to secure properties and assets within LSP’s
business premises against theft, vandalism, fire, explosion, disaster, or other factors
those potentially cause damage, disorder to LSP’s properties and/or assets.

6. LSP’S RESPONSIBILITY
• LSP will arrange 01 Operation Security Manager and he is the focal point to contact for
the security issue in LSP Project (Refer: LSP Doc. No: LSP-1S01-0006).
• If necessary, LSP may issue an initial outline standard procedures, rules and regulations
to be implemented relates to security and fire prevention matters. Security Service
Provider shall develop and amplify these documents, as required, to ensure that the
security-services will be satisfactorily implemented to the standards provided within this
Agreement. LSP shall notify and may discuss with Security Service Provider of any change
in rules or regulations implemented on the Site.
LSP shalI provide free-of-cost the following items:
• Fire extinguishers, basic first aid facilities, toilet at the Site Security Guard, access for
telephone lines which are available at LSP's site office and the place to be advised later.
• Security Service Provider's Security Guards may use these telephone exclusively for all
matters related to the proper execution of this Agreement by Security Service Provider.
In case the LSP telephone is not available nearby, the representative mobile phone shall
be prepared by Security Service Provider at the security point.
• LSP shall provide access and authority to monitor and check all security related
equipment, facilities and areas as applicable to this contract. This will include checks of
security monitoring equipment, related control panels and dust suppression (water
spraying) equipment.
7. STAFF ARRANGEMENT
• Security Service Provider shall provide and deploy into the work only qualified and well-
trained security guards who have certificates such as fire prevention, First aid certificate
and profesional certificate issued by the Police or relevant Departments.
• All security guards shall be provided with the certificates issued by relevant Authorities
to prove that such personnel are clear from criminal records.
• Security shall be available on a 24 hour basis. This includes public holidays and
weekends.
• Security Service Provider will arrange Security Leader; Shift Supervisor to supervise and
manage their security staffs.
• Community Grievances and official complaints will be managed by the Social Manager in
line with the LSP Community Grievance Management Plan (Document reference: LSP-
1S03-0001) Security Service Provider should be familiar with the community grievance
process and ensure their activities do not escalate any community issue.
• Security Service Provider shall work closely with LSP Social Manager and Security Head
to ensure community grievance matters are managed correctly.

7.1 . Scope of work for security staffs

7.1.1. Security Leader


Security Service Provider will deploy 01 Security Leader at site for managing the security team
operation in the LSP Complex.
a) Experience & working skill required:
• Must have university degree or above; Bachelor’s degree of people’s police and/or
other security related majors is preferred.
• The Security Leader must have at least 5 years work experience in providing the
security service to different enterprises working in Oil & Gas or other heavy
industries.
• Be familiar with the CCTV Surveillance System and Access Control System; proximity
access card.
• Having experience in implementing security control at off-shore areas including the
international sea ports; be trained with PFSO; ISPS Code and SOLAS 74 convention.
• The Security Leader must be fluent in English language including 4 skills: listening;
speaking; reading and writing for well communication with LSP during work and
clear discussion in the meetings.
• The Security Leader must have Microsoft office skills such as MS Word; Excel;
Power Point and Emails in order to compose daily; weekly; monthly security
reports; incident reports; records; proposals and security plans to submit to LSP as
required.
b) Roles & Responsibilities:
• The Security Leader is the focal contact point of Security Service Provider on site for
LSP in any arising security issue.
• Be responsible to control all of the security staffs, security equipment, and manage
the team’s daily operation.
• Be responsible to coordinate in any security incident in the Complex and in the
surrounding areas if required. This includes liaising with the local authority or police
on any matter related to the incident.
• Report the security situation to LSP on a basis of daily; weekly; monthly; quarterly
and yearly by written report.
• Provide additional recommendations and advices on improving the security control
as well as minimize the potential security risks in the LSP Complex.
• The Security Leader shall basically work on site during the office hours from
Monday to Saturday, however he shall be on call for any issue related to emergency
situation or incident happen on site.
• In case the Security leader is absent from the site the substitute security leader
shall be nominated. Security Leader shall notify the holiday schedule to LSP for
approval at least 2 weeks in advance.

7.1.2. Shift Supervisor


Security Service Provider will arrange 02 Shift Supervisor per shift for managing and be
responsible for the performance of the security team in his area in charge throughout the work
shift.
a) Experience & working skill required:
• Must have graduated from high school or above education; having degree of
people’s police or other security related education is preferred.
• The Shift Supervisor must have at least 3 years’ experience working in similar
supervision positions or above in Oil & Gas or other heavy industries.
• Be familiar with the CCTV Surveillance System and Access Control System; proximity
access card.
• Graduated high school or above education and be able to communicate clearly
about the security related matters as well as making minutes of security incident.
b) Roles & Responsibilities:
• One shift supervisor shall monitor security performance in the Downstream areas
while another shall take charge in the Upstream areas.
• Directly supervise security guards in daily control activities; primaly guide the
security guards in responding to security incidents or emergency circumstances
happen at his in charge areas during the work shift.
• Conduct the daily pre-shift briefing and ensure that all security guards area updated
with all relevant information.
• Inspect all security positions to ensure that security guards are in good working
manner and the security operation run smoothly in compliance with LSP’s
standards and policies.
• Perform proper handover of information related to the happenings during his
working shift; on-going tasks and security situation to the next shift leader.
• Conduct on-spot training for security staffs if necessary and ensure quality of their
performance.

7.1.3 Document Controller


Security Service Provider will arrange 02 Document Controller in the day shift to perform duties
at the security gates. The document controller’s duties include but not limited to the followings:
• The document controller must have Intermediate degree; education related to
language, computer skill is required.
• Keep record of gate control statistics such as manpower; heavy equipment; materials in
& out and report daily to LSP.
• Issue visitor pass for visitors; temporary gate pass for vehicles and record in the
logbooks and/or digital security database.
• Handle with documents such as material gate pass; delivery note; registration forms...
and inspect specimen signature to ensure genuity of such documents before allowing
any materials; product transportation in & out of the LSP main gates.

7.1.4 Receptionist (in Administration Building)


The receptionist must have at least intermediate degree, education related to language &
social is preferred. The receptionist must be able to communicate in English (at least level
B or above).
The Receptionist’s duties include but not limited to the followings:
• Be on duty at Admin Building’s Lobby to assist visitors; customers and contractor’s
employees in registration and apply for Visitor pass to enter the building.
• Issue Visitor pass for visitors/guests in accordance with LSP’s access control procedure
and record information in security logbooks or computer software’s.
• Assist LSP staffs in handover of document mutually with other offices.
• Assist LSP staffs in organizing the social events within the Admin Building area.
• The receptionist must be able to communicate in English and maintain the politeness;
gentle attitude toward all guests; customers and LSP staffs all the times.
• Be able to respond to an emergency case and guide company’s employees to evacuate
when necessary.

7.1.5 Security Guards


All security guards shall be carefully selected, have no criminal records; good health,
cooperative, good attitude, trust worthy, and the likes such that to ensure that he/she will be
able to carry out his/her tasks in a professional manners. Security Service Provider shall take fulI
responsibility for any consequence directly/indirectly arisen from the misconduct, miss
behaviors, attitudes, negligence, and other likes of any of its security guards.
All security guards shaIl have minimum requirements as follows:
- Basic skills in security supervision and procedure,
- Knowledge of emergency response,
- Knowledge of basic First aid skill,
- Knowledge of Fire Prevention Regulations and Understanding of using firefighting
equipment.
- Proficient martial art and the use of self-defence tools, Adequate knowledge of personal
protection / self-defence techniques
- Knowledge of the ‘Rules of Engagement’ and rules of ‘Use of Force’
- Knowledge of the LSP’ rules, plans and procedures
- The age of security guard shall between 20-50 years old for operation phase.

7.4. Training & Certificate


• The Security Service provider shall develop and demonstrate the appropriate training
program and schedule for the guards. The refresher training of the certain training

(menu and frequency) shall be programmed and conducted as the Security Service
provider training program.
• The list of the key personnel of the security team including the required certificates such
as fire prevention and protection skills (issued by the Police or relevant Departments)
and also Swimming certificate (working at Marine area issued by VNM training center)
shall be shown in the bidding documents who are working at offshore area.
• The Security Service provider shall have concerned guards trained to comply with
circular No.27/2013/TT-BLDTBXH, Decree 44/2016/ND-CP and Decree 96/2016/ND-CP
dated July 1, 2016.
8 EQUIPMENT, TOOLS AND UNIFORM

8.1. Tools and Uniform


• Security Service Provider shall provide and apply all necessary tools for search, examine,
monitor and prevent sudden breakings, such as: hand-held radio, metal detector and
other tools if the works required.
• Uniforms in accordance with the Security Service Provider standard, VN regulation and
the LPS’s mandatory PPE requirements.
− Any necessary pro-forma and registration books.
− Torch.
− Walkie-Talkie
− Metal detector
− Rubber sticks
− Patrol car or Motorcycle always available at site to support during VIP site visit and
conduct security patrol. List of security equipment in below (Appendix 1).
• Any other special equipment as is reasonably required for the proper performance of
the security guards role such as (Motorcycle or Bicycle; metal detectors; rubber batons;
radios for internal communication; etc).
• If there is the need for goods or facilities not listed in the above providing scope, LSP will
provide those accordingly. However LSP may at its own discretion refuse to provide the
tools/service/facilities if LSP considers that they are not reasonably required or
physically/legally impossible to provide. The refusal by LSP for such provision shall not
be reason for Security Service Provider to relieve from its obligations under this
agreement.

8.2. Security Access Card



Security Access Card is the identification card of the personnel of the project. Security
staff shall keep the identification card all the time when working on the LSP Project.
Any misused card will be confiscated and the personnel of the holder of the security will
be disqualified from the project.
• In case the card was lost, new card will be prepared following the same deposit of the
application and the old card will be deleted and cannot be used at site.

9.1. Security Work Shift


• The Security work shift for security guards will be arranged as 12hrs/shift and 2
shifts/day. However, shift detail will be adjustable to adapt the LSP operational
requirements.
• At its own arrangement, Security Service Provider shall retain sufficient numbers of
security guards to ensure that 24-hours working period will not be interrupted due to
the security guards’ day-off, sick leave, holidays, etc.
• There will be no reason acceptable for LSP that no security guard can be provided at any
time during the 24-hours period which Security Service Provider shaIl retain
responsibility. Security Service Provider has minimum 05 security guards available in
case of LSP requirement of additional mobilization or replacement immediately.
• For the staff holiday rotation, some of the security point will be closed or reduced to
enable to arrange the holiday rotation. Basically, the staff can take a rest 1 day/week.

9.2. Security Guards member list


Prior to the deployment of the Security Guards into the Site, Security Service Provider
shall provide the written profile of each security guard and issue those to LSP for review
and approval.

9.3. Security post


• Upon signing of the contract, Security Service Provider shall mobilize its security guards
on to LSP site within 24hrs or when informed by LSP in accordance with the terms and
conditions provided in the contract.
• Security Service Provider shall ensure that security guards shall be continuously on duty
at the guard point or at the location near the guard post. The security area shall be
stationed and occupied at all times.
• There shall be no reason acceptable to relieve Security Service Provider from its
responsibility during the work period of 24 hours due to any problem on the
arrangement of the security guards.

9.4 . Peak time of the work


• At the morning time from 6:30 to 8:30 am in the morning and 16:00 to 18:00 in the
afternoon, the controlling of workers vehicles in and out are critical at the LSP’s main
gates. During these times, Security Service Provider can mobilize staffs from the other
points to come to the main gates to support.
• This plan should be well planned in advance and get approval by LSP before the
implementation.

9.5. Staff re-arrangement


• LSP shall be at liberty to object to and require Security Service Provider to remove
within 24 hours from the Site any security guard who in the opinion of LSP, misconducts
himself, or is incompetent or negligent in the proper security of the Site. Any security

guard so removed from the Site shall be replaced immediately. Security Service Provider
may change the arrangement of the security guards.
• Security Service Provider shall notify LSP of any intended change within the period of
not less than 24 hours in advance.
9.6. Rotation of security staffs
All Security guard staff working in LSP's premises shall be rotated at least on three (3)
months interval period or at any time officially request by LSP.

9.7 . The shortage of the security staff at the security checkpoints


In case there is a shortage of security guards at some of the security checkpoints,
Security Service Provider must inform to LSP in advance and demonstrate the
countermeasures to fulfil the duty of the lacking person. If there is a shortage of the
staffs at security checkpoint is found out without the appropriate countermeasure, LSP
has the right to deduct the security point cost based on the duration or the time of the
lacking person.

10 COVER FOR LOSSES

10.1 Local Authority and Police Coordination


In case of robbery, thieves, sabotage, and the likes, Security Service Provider shall be
responsible for the followings:
- Security Service Provider, in coordination with LSP Security Manager, related
Department and Social Manager, is responsible to deal with the relevant authority to
provide official reports in accordance with the prevailing law of Vietnam,
- Security Service Provider shall establish the coordination network with local police and
district level police.

10.2 Compensation
• Security Service Provider shaIl compensate LSP at for properties being in use, only such
residual value up to the time when those properties are lost plus costs for
Installation/erection (if any),or for commodities are being kept at the
Store/warehouse/yard to be incorporated into LSP’s Works, the value shaIl be as shown
in LSP’s official invoice.
• In case Security Service Provider cannot fulfil the requirement of LSP for the lost
property, the cost of the recovery will be deducted from the payment or the retention.
• Security Service Provider shall not compensate LSP against loss which may be arisen not
due to Security Guards' negligence or failure to perform its responsibility under this
agreement or if the incident is happened at area out of its jurisdiction.
• Any compensation shaIl be made within 30 days upon which the conclusion for the
respective loss is agreed by both Security Service Provider and LSP or determined by the
relevant authorities, whichever is the first.

10.3 Dispute
lf dispute is arisen of whom is responsible for the loss between Security Service Provider
and LSP, the matter shall be referred to the relevant local Authority to investigate and to
determine of the cause; any decision issued by the relevant Authority shall be final and
binding upon the Parties.

11 RECORDING & REPORTING

11.1 Recording & reporting


• Monitor and record all access of people, vehicles, equipment, within LSP’s territory to
secure the assets belongs to LSP and/or any parties authorized by LSP which were
installed, erected, built, stored or kept within LSP’s territory.
• At the material stock yard or storage, the importing and exporting of materials shall be
closely monitored and controlled by Security Service Provider. The information of the
material movement will be confirmed by cross checking with the respective material
controller or person in charge.
• To immediately inform LSP HSE Dept. on any issue related to security and safety that
may affect LSP's properties and provide professional advice accordingly.
• Analyse, review and prepare reports for all matters related to the security incidents (if
any), in order to provide LSP and/or the relevant authorities a proper documentation as
may be necessary for future investigation.

11.2 Handing over information and situation between each-shifts


• Security Service Provider should establish the clear handing over system between the
shifts. The diary or record of the security shall include the minimum information as
follows:
− Security member’s information
− Handover logbook singing by both shifts
− Record keeping (People , material , equipment)
− Incident information (If there is a reportable incident, Security should inform the
incident following the Incident Management Plan.
12 PATROL
The Security Service Provider must build up a patrol plan for Onshore and Offshore area at
Hydrocarbon Jetty & Construction Jetty including proper methods; equipment and
manpower to prevent any potential intrusions, thefts, sabotages,.... that potentially happens
in the LSP’s territory.
13 ASSIST LSP IN EMERGENCY RESPONSE
• To provide supports for to LSP, customers and any other parties authorized by LSP in
responding to emergency situations by implementing traffic control; isolation and
evacuation whenever necessary.
