NARRATIVE REPORT ON THE 1st GENERAL SPTA ASSEMBLY MEETING

To clearly communicate the learner's progress in school, and in the case of a


learner who is having difficulty, to enlist the parents' cooperation in the effort to
remediate any problems, General Parent-Teacher Conference (PTA Meeting) at all
levels was held in Roxas Central School last September 2, 2023; at RCS Gymnasium.
The School PTA members started the meeting at exactly 1:00 P.M.

The parents/guardians signed the attendance form before they took their seat
s. Teachers from kindergarten were assigned for the registration. Sir Benny Gavino, a
Grade VI - Acacia adviser who is also the master of the ceremony led the opening
prayer. It was then followed by the singing of the national anthem, conducted by Ma’am
Mary Jane F. Morota, Grade I – Adviser. Then, to inspire all parents and guardians
through listening to a Makabayan song, it was sung live by the SPED adviser Sir
Darwin G. Arpia. To boost the energy and enthusiasm of all who attended the meeting,
having a zumba dance serves as an energizer and is led by all RCS teachers and
SPTA officers. Lastly, to end the first part of the program Dr. Minerva F. Castro, the
school principal shared some sort of words and encouragement to welcome all
participants.

The first topic in the meeting was the “Deworming Program”, tackled by the
district nurse Ma’am Bessa M. Buenconsejo, a Registered Nurse, it implied and
remarked the significant role of teachers and parents in avoiding foods that are prone
to illness and can cause diarrhea which may become the reason of malnutrition. Why
do children need deworming? Children are most vulnerable to worm
infections, as their immune system is not yet fully developed. Untreated
worm infections prevent children’s healthy growth, cause poor nutrition and
reduce their capacity to concentrate and learn. Deworming can help
increase your little one’s nutritional uptake and manage infections like
anaemia or even loose bowels. Moreover, it also helps reduce worm
infection that occurs in the community. Deworming will also lower the
chances of hospital admission of kids owing to abdominal pain.

It was then followed by stating the DepEd Order No. 18 s. 2020


regarding the policy guidelines for the provision of learning resources in the
implementation of the basic education learning continuity plan in discussing “School
Policies” by the school Guidance Coordinator Ma’am Lynn P. Baliguat, Grade II –
Aroana adviser. School Rules and Regulations for the pupils, such as the proper
wearing of uniform, proper haircut for boys and proper wearing of clothes (dress code)
for both parents and learners, and the avoidance of collective absences and excuse
letters for the purpose of having special quizzes and examinations. As one of the main

objectives of the meeting. They all agreed on the proper implementation of the
discussed rules and regulations.

The next topic was elaborated by the Child Protection Policy Coordinator, Sir
Darwin G. Arpia, SPET I teacher. He imposed the rights of every child in DO No. 40,
s. 2012 (DepEd CPP) reiterates a zero-tolerance policy for any act of child abuse,
violence, exploitation, discrimination, bullying, and other forms of abuse. Article 15,
Section 3, states that the Government must depend on “the right of children to
assistance, including proper care and nutrition and special protection from all forms of
neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their
development. Another explanation explained by one of the resource speakers PSSg
Anchy Roco, WCPD PNCO, directly tackled the importance of the law pertaining to
RA 7610 about Child Protection Policy and RA 8353: Anti-Rape Law of 1997, and RA
11648, an act providing for stronger protection against rape and sexual exploitation
and abuse. To emphasize the general issues concerning children's welfare and by
raising the age of sexual consent from 12 to 16 years to further shield minors from
rape and other acts of sexual abuse. Parents are now aware of what crime is
happening nowadays to protect their children against this threat.

The continuation of the discussion was led by the SPTA President Sir
Ferdinand “Bong” Fremista in regard to the Parent-Teacher Association (PTA) run by
some parents and teachers to discuss matters that affect the children and to organize
events to raise money. PTA helps build a sense of community among parents,
teachers, and pupils. They organize social events, family-oriented activities, and
collaborative projects that bring people together. This sense of community fosters a
supportive network, promotes school spirit, and strengthens the overall school culture.
He explained well the overall outcomes of the project and expenses collected from the
parents who actively participated in the school and agreed upon the concerted plans
of action for the development of the school. It was then followed by the discussion of
collected money from parents last school year 2022-2023. The proceeds of the
projects were clearly explained and deliberate to the guardians/parents.

To ensure the cleanliness and the school and community, Hon. Melecio
Solangon, Brgy. Captain of Bagumbayan as also one of the invited resource speakers
confers that waste management is an important element of environmental protection.
Its purpose is to provide hygienic, efficient, and economical solid waste storage,
collection, transportation, and treatment or disposal of waste without polluting the
atmosphere, soil, or water system. He also gives highlights on the proper segregation
of waste using four bins/trash cans (Biodegradable, Non-Biodegradable, Recyclable,
and Infectious Waste). As per the barangay ordinance release its policy and guidelines
mandated from the Municipal Order for maintaining the cleanliness of the community,

they posted schedules for each Sitio/Street in each barangay for proper disposing of
waste in respective areas and to be collected by municipal garbage truck collector.

What are the goals of Traffic Management? The primary goal of traffic
management is to make the movement of goods and persons as efficient, orderly, and
safe as possible. This applies to everyone who uses the roads, not only operators of
motor vehicles but also pedestrians and cyclists. Kgwd. Michael Pajila, a reliever on
behalf of Hon. Eric B. De Castro and one of the invited resource speakers, gives
important reminders about traffic management especially parents and teachers using
vehicles as a service going to school. This is also a great reminder for children to know
the traffic rules to avoid accidents while going to school or even going home. Preparing
traffic management policy helps schools identify and address traffic management
issues, such as safety concerns at ‘drop and go’ zones, illegal parking or stopping,
and pupils, parents, and carers crossing roads at inappropriate locations. The benefits
of developing traffic management may include safer school streets.

Lastly, Sir Mario Castillo, at Roxas Health Unit (RHU) gave the last part of the
topic for discussing how Safe drinking water, sanitation, and hygiene (WASH) are
crucial to human health and well-being. Safe WASH is not only a prerequisite to health
but contributes to livelihoods, school attendance, and dignity and helps to create
resilient communities living in healthy environments. He conducted testing of water in
school facilities for basic sanitation as necessary for children’s health, safety, and
development. Without access to sanitation facilities, including clean water and toilets,
and without hygienic practices like handwashing with soap, children may get sick.

The school hopes that its pupils and their parents and guardians will work
together to get through the new school year smoothly. The Class Adviser also thanked
the colleagues and school partnerships in advance for their tireless support
in providing for the needs of the school, giving help, guiding the pupils, and devoting
their time at all times. It was clearly stated that the major role of the school is to provide
quality basic education that is equitably accessible to all and lay the foundation for life-
long learning and service for the common good of its learners. By providing the
learning resources that the pupils will use and guidance for the parents and
guardians in using, the education will successfully flow smoothly. It was
clearly stated that the school will set forth flexible learning options
which includes alternative delivery modes and learning resources that are
responsive to the need, context, circumstances, and diversity of learners.

POINT OF DISCUSSION

✓ The School Head – Dr. Minerva F. Castro delivered her welcome remarks.
She thanked all the parents who were very active and supportive during the
Brigada Activities.
✓ The District Nurse - Mrs. Bessa M. Buenconsejo, discussed about deworming
program gathered inside the school for the safety and health of children and
the Reproductive Health Act.
✓ The Guidance Counselor Designate - Mrs. Lenny P. Baliguat presented the
content of the “Learners Handbook”. She discussed the school policies.
✓ Sir Darwin G. Arpia also talked about the Child Protection Policy. Which aims
to strengthen DepEd’s delivery of its mandates under Responsible
Parenthood and ensure to adopts Policy and Guidelines on Protecting
Children in School from Abuse, Violence, Exploitation, Discrimination, Bullying
and other Forms of Abuse.
✓ PSSg Anchy Roco, WCPD PNCO also explains the importance of Child
Protection Policy and Anti-Rape Law.
✓ The Brigada Eskwela Coordinator- Mrs. Fairelyn F. Castillo gave the updates.
She said that if parents could not render YCAP, they could donate materials
to be used for the construction of the school projects.
✓ School Matters – Mr. Manny G. Solanoy explained school activities and
programs as a school focal person in the 75th Founding Anniversary and
Alumni Home Coming Celebration at RCS.
✓ SPTA President - Mr. Ferdinand Fremista gave his opening remarks. In his
message, he asked for the full support and cooperation of all parents for the
successful attainment of the implementation of projects and activities of the
school.
✓ SPTA Treasurer – Mrs. Michelle Eastaquio gave her annual reports about the
School PTA fund and expenses.
✓ Hon. Melecio Solangon - Committee In-charge of Waste Management also
discussed a significant part of proper way of segregating waste materials.
✓ Kgwd. Michael Pajila - Committee In-charge of Traffic Management also
delivered the message on behalf of the Punong Barangay Eric B. De Castro
about the importance of Brgy. Tanod and Officials for the smooth and hassle-
free traffic in going to school every day.
