1 BACKGROUND
Due to the Covid pandemic, schooling in South Africa was heavily disrupted. To ensure the
health and safety of the learners and teachers, schools were closed on 18 March 2020. After
the re-opening of schools, additional policies, and regulations to guide school timetables and
curriculum delivery were put in place. Although remote learning was high on the agenda to
address the concerns of schooling, only 11,7% of the schools in South Africa were able to offer
this as an alternative solution (STATS SA, 2022). The outcome of this devastating disruptions left
learners between 75% and one full year behind (UNICEF, 2021). 2.
To mitigate the impact of COVID-19 on learning and teaching, the WCED is implementing a
three-year curriculum recovery programme called Back on Track which will be implemented in
193 schools in the province.
The Back on Track Programme is aimed to reverse learning losses in Mathematics and Languages
and focus on learners as well as teachers. An additional budget of R399 million rand was made
available to fund the programme during this year. In 2023 the programme is designed to include
Grades 4, 7 and 8 in both Languages and Mathematics.
Teacher programmes will be based on the 1 + 9 model, where selected teachers will be pulled
out of school once every 10 days.
The programme focusses on improving Mathematics and Languages at 432 schools and
targets 2000 teachers and 10 000 learners.

4 PROGRAMME FOR THE TRAINING OF SUBJECT ADVISORS
The success of this programme is dependent on collaboration between districts and head
office. Subject Advisors will be the catalysts of quality interventions in districts. For this reason,
Subject Advisors will form part of the provincial core training team at the CTLI on the following
dates:
“While primary school teachers seem to be doing their best, there is a lot more that needs
to be done to give primary school learners a strong mathematical foundation for
high school and beyond” (Govender, 2018).
“Incoming South African teachers score 54% on primary school maths tests” (Businesstech 03
February 2022). The same article also states that “The need for reforming the teacher education
system has been well known for a long time and little meaningful action has been taken to
address the challenges.
The WCED Maths and Languages team discussed an alternative and drastic intervention to
enhance the level of Mathematics teaching of a small, selected group of teachers.
1 + 9: Selected teachers are pulled out of classroom once every nine days. On the day out,
teachers are taught and guided on what to teach and assess during the next four days

9 SELECTION CRITERIA OF LEARNERS
• Preferably not a teacher from any of the selected Back on Track schools.
• Minimum of five years teaching experience in the subject.
• Expert retired teachers/subject advisors are welcome to be included.
• Tutors should preferably not tutor at their own schools and more especially not in their
own classes/grades.

The Back on Track Programme is aimed to support teachers and learners in addressing the
learning gaps that may have occurred as a result of teaching time lost during the
pandemic.
The FET phase will focus on Grades 10 and 12 in 2023.
Grade 10
The programme will be implemented in 140 schools with a focus on six subjects viz.
Mathematics, Physical Sciences, Life Sciences, Accounting, Business Studies and
Economics. Learner interventions will include Saturday classes in the identified subjects and
holiday camps for Mathematics.
Grade 12
The focus will be on supporting learners most at risk including progressed learners. These
learners will be supported in two of the following subjects: English Home Language,
Afrikaans Home Language, Mathematics, Mathematical Literacy, Physical Sciences, Life
Sciences, Accounting, Business Studies and Economics. Learner interventions will include
Saturday classes and residential camps.
Teacher PD
A Just in Time (JIT) Teacher Development programme will be implemented targeting Grade
10 subject teachers in the selected 140 schools. A similar programme will be targeting
identified Grade 12 teachers including novice teachers and from schools where there is
underachievement in the respective subjects.
The JIT programme be delivered virtually every two weeks on a week-day afternoon from
15:00 to approximately 18:00. The content of the training will include preparation for
teaching of content areas for the next two weeks, pedagogical approaches, assessment
for learning, content mapping, learning loss/gap management.

The success of this programme is dependent on collaboration between districts and head
office and the quality of materials designed. Subject Advisors will be the catalysts of quality
interventions in districts. For this reason, Subject Advisors will form part of the planning and
preparation sessions on the following dates:

that may exist while covering the content/skills of the current grade. These sessions will form a
learning community where teachers will share ideas and challenges.
These sessions are critical to the success of the BOT programme since not all learners will be
supported through supplementary tutoring. The support provided to teachers should enhance
teaching and learning which will ensure that all learners are appropriately and effectively
supported and taught at school level.
The JIT sessions will take place every second Tuesday for Grade 10 teachers and Wednesday
for Grade 12 teachers on a virtual platform as per the programme below. The SCP will create
the MS Teams link, share it with the Subject Advisers who in turn will share it with their teachers.

Holiday Camps
Residential camps will take place for approximately 4 000 Grade 12 learners. These camps
will take place during the June/July vacation and during the September vacation. In
addition to the academic programme, learners will receive motivational sessions, wellness
programmes and study time in the evenings. Supervision will be provided to ensure learners
safety.

9 SELECTION CRITERIA OF LEARNERS
• The selection of the Grade 10 learners must take into consideration that we
target learners that offer Mathematics with the intention of preventing them from
changing to Mathematical Literacy. Therefore, the targeted learners for
Mathematics should primarily be those achieving between e.g. 30 and 60% in
the identified 140 schools.
• Noting that the inclusive basket of indicators includes Physical Sciences and
Accounting, the learners should be targeted for tuition in Mathematics and
Physical Sciences/Accounting.
• The learners offering the other subjects should then be added progressively to
end up with the total number of learners targeted for the programme.
9.2 Grade 12
• Note that the Grade 12 learners selected for the programme is not restricted to
the 140 schools
• The learners at risk includes:
• Progressed learners
• Learners failing English or Afrikaans Home Language
• Learners failing two or more subjects
• Priority should be given to learners in schools in disadvantaged communities
• A signed commitment from the parents/guardian ensuring full participation in the
Saturday and where applicable holiday programmes
• Preferably not a teacher from any of the selected Back on Track schools.
• Tutors should not tutor learners of the schools at which they teach.
• Expert retired teachers are welcome to be included. The appointment of retired
teachers and teachers not on persal must be approved through a submission to
Strategic People Management.
• Tutors should preferably have experience in marking the NSC examinations.
• Commitment to participate in the training and full duration of the programme.
