Question

(a) Explain various methods that stakeholders may be incorporated into resource
mobilization cycle.(10 marks)
(b) In the absence of corruption, Kenya would be among the richest in Africa. Justify(10

Question (a): Methods that stakeholders may be incorporated in to resource mobilization


cycle (10 marks)
There various ways of including the stakeholders in resource mobilization cycle

I. Focus group

These are meetings with the targeted group for concentrated discussion about a particular
issue. Through this, the stakeholders stakeholders can help gather large amounts of
information quickly with little expense.

II. Policy dialogues.

These encounters bring together stakeholders for the purpose of increasing understanding of
the problem or issue. When not geared to the development of formal agreements, they help
build common ground for future interactions. When geared to creating a formal agreement,
these dialogues are referred to as alternative dispute resolution. This methods can be useful in
situations involving sharp conflict and opposing opinion, beliefs, or values

III. Public hearing.

This method may be the most common form of public engagement. It is called for in a variety
of legislation, thereby meeting legal requirements for stakeholder participation.

It allows for a variety of voices to be heard at one event.

IV. Surveys

This method of incorporating stakeholders generates information about the knowledge,


beliefs, values and opinions of a wide range of the community. Survey results, however, may
be biased in terms of the content of the questions asked.

V. Citizen advisory committees and task forces. Such bodies are typically appointed to
address a specific issue for a limited term. These groups evaluate information over a
period of time allows for the development of a shared understanding of an issue or the
problem.

Question (b): In the absence of corruption, Kenya would be among the richest in
Africa.
i. If Kenya is not a victim of bad debt dues to misappropriation by different
sectors there would have been growth in economy. That is, Kenya has become
a victim of foreign debts hence hindering development.
ii. Lack of honesty leaders seeking government positions. For example, funds
that are channelled towards development towards our communities end up
being used for wrong purpose by the leaders for their personal needs.
iii. When majority of are employed in different sectors they do not have the
required skills there is highly poor decision making hence leading to delayed
development. This happens when individuals use corruption to gain
employment in government positions.
iv. If there is no corruption in infrastructure by those entrusted in government
contracts in our country, there would be more improved roads, education
sectors and health sectors.
v. If is not for the higher levels of bureaucracy and inefficient administrative
structures there will be no corruption in various sectors where people end up
to seek for services.
