LESSON 2.

TRANSPORTATION ORGANIZATIONS

The vast amount of transportation services is managed by different organizations. Each organization has
a certain purpose and serves to build a network of people who, when working together, provide the
current transportation systems and services. The seven categories of the transportation organization
include:

 Private Transportation Companies


 Regulatory Agencies
 Federal Agencies
 State and Local Agencies and Authorities
 Trade Associations
 Professional Societies
 Users of Transport Services

Private Transportation Companies

Private or for-hire transportation is offered by land, air, water, train, highway, and pipeline. Traffic laws
and safety standards must be followed when using private transportation (such as cars or commercial
trucks). There are three types of for-hire transportation providers: common carriers (accessible to all
users), contract carriers (available by contract to specific market segments), and exempt (for-hire
providers that are free from regulation). Examples of private transportation companies here in the
Philippines are Go Express Translink Services, Corp and Asia Cargo Container Lines Inc.

Regulatory Agencies

Regulatory Agencies are agencies that monitor the behavior of transportation companies in areas such
as service price and safety. The Land Transportation Franchising and Regulatory Board (LTFRB) is an
agency of the Republic of the Philippines which ensure that the commuting public has adequate, safe,
convenient, environment-friendly and dependable public land transportation services at reasonable
rates.

Federal Agencies

Transportation places an important role in our economy thus, executive branch agency of the federal
government is involved. Federal agencies such as the Department of Transportation and
Communications (DOTC) are in charge of enforcing federal transportation laws. It creates, encourages,
implements, and maintains integrated and strategic transportation and communications systems that
will guarantee safe, dependable, responsive, and viable services to speed up economic development
and better meet the transportation and communications needs of the general public.
State and Local Agencies and Authorities

State and Local Agencies and Authorities are responsible for the planning, designing, constructing and
maintaining transportation facilities such as roads, railways and airports. The Land Transportation Office
(LTO) is an agency in charge for all land transportation in the Philippines. It duties include motor vehicle
inspection and registration, issuance of licenses and permits, enforcement of land transportation rules
and regulations, adjudication of traffic cases, and revenue collection for the Philippine government.

Trade Associations

Trade associations are organizations that make an effort to represent the interests of their respective
industries as a whole. In order to increase the marketability of their products and create opportunities
for information sharing, they also encourage and develop new procedures and techniques. An example
of trade associations that improve product performance and marketability is the Philippine Concrete
Industry Association (PCIA).

Professional Societies

Professional societies are composed of individuals who shared the same interest in transportation. Its
purpose is to share ideas, to create suggestions for operating and design methods and keep their
membership up to date on recent advancements in transportation practice. Any professional who wants
to stay current in their field must be a member of a professional organization. Examples of professional
societies are Transport and Traffic Planners (TTPI) Inc., Transportation Science Society of the Philippines,
Philippine Institute of Civil Engineers and Road Engineering Association of the Philippines.

Users of Transport Services

The user of transportation services, who is represented by a range of transportation groups or


associations, has a direct say on how changes to transportation services are made. The Automobile
Association Philippines (AAP) is the largest and most established auto club in the Philippines. It was
established in 1931 as the Philippine Motor Association (PMA), a non-stock, nonprofit group devoted to
advocate for the interests of Filipino drivers and to promote green mobility, motorsport, and road
safety. It was put together by well-known auto enthusiasts.
